CARP has worked hard to convince the federal government to take action on seniors’ poverty, caregiver support, pension reform, mandatory retirement and elder abuse. Recently, we’ve seen great progress on all of these fronts. Seniors’ Poverty Before the summer recess, a special bill was implemented to ensure that the poorest seniors were getting bigger Guaranteed Income Supplement (GIS) cheques. The bill passed through all the legislative processes in just two weeks’ time. Cargegiver Support The Budget Implementation Bill introducing the caregiver tax credit and removing the $10,000 cap from the medical expense deduction was not introduced until October, but the three-volume bill got through in less than a month. During the committee hearings, CARP recommended that the promised caregiver tax credit be improved, arguing that caregivers need far more than the $300 that would result from these changes. With much reduced or no income, they would not benefit from a non-refundable tax credit, which only helps those who have tax to pay. The opposition proposed an amend- ment, citing CARP’s submission, but it was overruled. We’re already pitching an enriched caregiver tax credit for next year’s budget. Mandatory Retirement The Budget Implementation Bill also amended the Canadian Human Right Act to eliminate legislated age discrimination in the form of mandatory retirement. Royal assent of the bill will be celebrated by the airline pilots who have spent eight years in courts fighting for the principle of not forcing people to quit when they want – or need – to keep working. Elder Abuse A separate bill is also before parliament that will increase sentencing for elder abuse. No one is suggesting that stiffer sentences alone will get rid of this scourge. But we should see more resources to detect, investigate and prosecute elder abuse cases and for shelters and victim services. Public awareness is needed to change social attitudes: what better publicity is there than a minister of the Crown standing up in Parliament and committing to action. Pension Reform The federal and provincial finance ministers will meet in December to move forward on pension reform. The Throne Speech re-confirmed the commitment to allow the private sector to offer Pooled Registered Pension Plans [PRPPs]. CARP is calling for legislated fee caps, allowing competition from public sector managers like those of CPP and teachers’ funds and further consideration to be given to providing target or defined benefits, together with the promised CPP enhancement, to ensure that Canadians have the best possible options to provide adequately for their own retirement. We are catching a moment in which our interests align with those of the legislators. Parliament has shown that it can act quickly when it chooses. Unfortunately, the same penalties seem to apply to law-abiding dual citizens, like me, who have worked, paid taxes, invested savings, bought 100 a home and raised a family in Canada. The IRS is asking Canadian banks to give lists of all account holders who were born in the U.S. and is requiring us to file for all years, 2003 to present, in order to tax 10 to 25 per cent of our lifetime earnings/ savings/assets (including RRSPs) – plus a penalty for late filing! The arbitrary deadline for “voluntary” filing of all income and investments was the end of August 2011. There are more than 100,000 folks like me who will be turned back at the U.S. border for tax evasion. The business community in the southern states might have some interest in this issue. — Jan E. The first day kicked off with the CARP-sponsored ZoomerLife Conference. Hosted by CARP president Moses Znaimer, audiences jammed a downtown Toronto church to listen to an excellent roster of presenters who shared their insights and expertise on health, wellness and longevity. Day Two saw representatives from cross-country chapters and executives from the national office gathered for the CARP Annual General Meet- ing. The focus of the day was helping CARP advance its ABCs (Advocacy, Benefits and Community). Various presentations and guest speakers all addressed these critical components. The Community Development session, chaired by Susan Eng, communicated a can-do attitude, which inspired everyone in the room. The minister expressed her admiration for CARP and noted the government’s support on a number of platforms, including stiffer sentencing for people convicted of elder abuse, extending support for caregivers and increasing the Guaranteed Income Supplement (GIS), which drew loud cheers from the group. Eric Vengroff followed, outlining some of the new member benefits, including the CARP Health Wizard, an online health-care navigation tool, which is free to CARP members. DAY 3&4 Anthony Quinn, CARP’s manager of community development, chats with attendees. Zoomer magazine, came next with an informative presentation about the magazine’s continued growth, some of its awards and the evolution of the “CARP Action” section. During the afternoon sessions, Randy Filinski of the Ajax-Pickering Chapter conducted an excellent workshop on marketing and promoting chapters, which was followed by an insightful presentation by advisory board member Bill VanGorder on 104 Kevin Dougherty, president of Sun Life Financial, and Moses pose for a personalized Zoomer cover. how to recruit and retain top-notch board members. This stimulated a number of strategies for the chapters and staff of the national office. The honour of the final word for the day was left to Moses, who talked about ZoomerMedia’s unique contribution through its broadcast, Internet and print assets to support and promote CARP and about our goal of growing the membership as the means of extending the reach and in- fluence of CARP’s Advocacy, Mission and New Vision of Aging. During days three and four, the focus shifted to the ZoomerShow, an event that has become Canada’s largest consumer show and lifestyle expo for men and women over 45. A record 31,000 people attended this year’s show for a chance to learn the latest trends and services as well as taking in some fine entertainment.
