On any given day, throughout Westmoreland County, thousands of people are
working together to improve the quality of life in their communities. This is
the nature of Westmoreland County philanthropists! It is not the size of your
wallet, rather the size of your heart, and Westmoreland County residents have
huge hearts!
Thanks to the hundreds of philanthropists who have established nearly 300
donor advised funds valued at $16.5 million with The Community Foundation
of Westmoreland County. Since 1995, our mission to encourage local
philanthropy, provide grants to a wide variety of non-profit organizations and
establish your community foundation as a respected philanthropic leader has
flourished.

This annual report celebrates the wide range of activities this Community
Foundation supports across Westmoreland County – everyday of the year! In
FY 2008, foundation donors provided $1.2 million dollars in grants to over 300
non-profit organizations and assisted more than 80 students with scholarships
for college or post high school education.
Through your feedback and generous response, we have discovered the value
of and are planning to heavily invest in convening. By gathering organizations,
programs and issues affecting our county with investors, educators and
community leaders, we will continue to benefit from increased investment,
partnership and collaboration, non-profit performance and execution of
services at many diverse levels.
As the Board of Directors we are humbled by the generosity of our donors, the
dedication of our volunteers and staff, and the commitment of our grantees.
It is our hope that as you read this annual report, you will realize how much
people care about Westmoreland County!

Grant Application Guidelines
Welcome to the Community Foundation of Westmoreland County’s 2008
Annual Report and 2009 Day Planner. The annual report provides a great
opportunity to reflect on our accomplishments in the past year. However, these
are not our accomplishments, they are YOUR accomplishments. To donors,
investors, community organizations and friends of philanthropy we thank you
for enabling us to carry out the mission that we were entrusted with by our
family of founders in 1995.
The Community Foundation of Westmoreland County welcomes applications for funding from our
discretionary funds as part of our mission to promote the betterment of Westmoreland County and enhance
the quality of life for all its residents.
From humble beginnings, the acorn of the Community Foundation of
Westmoreland County was planted by a group of concerned residents
who wanted to harvest the good will of Westmoreland County residents.
Starting with just one dollar in seed money, the Community Foundation of
Westmoreland County now stands with over $16.5MM in assets! Some of
those original founders remain on our Board of Directors today. Over the last
13 years the mission of the Community Foundation of Westmoreland County
has stayed true to its beginnings. The mission of the Community Foundation
of Westmoreland County is:
As a community foundation, the Community Foundation of Westmoreland County does not limit its
discretionary grant making to a particular field or area of interest. Rather, it seeks to support projects which
have a direct relevance to the betterment of lives for families and individuals and the most pressing needs
within Westmoreland County.
Our website contains a comprehensive guide to the requirements for each of our grant making resources and
we strongly encourage all organizations to contact us directly prior to submitting a grant application.

We have used this year’s annual report to communicate to you, the residents of
Westmoreland County, the stories that go behind the grants; the donor advised
funds, community spirit and the philanthropy that keeps driving us forward.
In November 2005, the Council on Foundations recognized The Community Foundation of Westmoreland
County for having organizational and financial practices that are in accordance with the National Standards
for U.S. Community Foundations. The Council on Foundations and leaders of the community foundation
field created the National Standards in 2000 to aid community foundations in establishing legal, ethical and
effective operational practices that would show the foundations’ transparency and financial responsibility
in light of the increased public scrutiny of foundation practices.
Take a moment to stroll through Westmoreland County with us, from the
foothills of the Laurel Mountains to the tip of the county where Monessen
and Apollo reside, see first hand the faces and stories that tie together the
philanthropic interests of Westmoreland County.
In October 2004, The Community Foundation of Westmoreland County received the Pennsylvania
Association of Nonprofit Organizations (PANO) Seal of Excellence for completing the Standards for
Excellence program. We proudly display this logo to demonstrate our commitment to upholding the highest
standards of ethics and accountability in the nonprofit sector.

FUND OPTIONS
Donor Advised Funds are a great option for those who wish to involve their whole family in
philanthropy. It provides the flexibility to support qualified non-profit organizations.
Designated Funds are for Donors with strong ties to one or more organizations. A Designated
Fund can directly support that cause.
Unrestricted Funds offer the broadest giving option, allowing grants to be made wherever
our board of directors and professional staff determines our community’s needs are the greatest.
Scholarship Funds will be personalized to target your needs and will allow for flexible levels
of donor involvement. A scholarship fund is the perfect way to serve as a memorial to a loved one and
create a lasting legacy in their honor.
Field of Interest Funds are a good option for donors who feel strongly about a particular

Scholarship - to provide financial assistance to the
members of the armed forces who were injured or
wounded while serving in the Persian Gulf. Welfare - to

the armed forces killed, injured or wounded while serving

Nicholas Cecchini Fund
To provide philanthropic dollars to enhance the quality of
life in Westmoreland County.
Chestnut Ridge Conservancy Environmental
Endowment Fund
To preserve and conserve the mountains, valleys &
waterways of Eastern Westmoreland County.
Children First Fund (West. Co. Children’s
Bureau)
To provide limited financial assistance to children and
families active with the Westmoreland County Children’s
Bureau. The money is specifically allocated to meet
expenses which are not covered by any government
funds.
Conway Giving Thanks
To support programs and ministries of the Roman Catholic
Church as well as other charitable organizations from time
to time.
Jimmy Cook Memorial Sports & Recreation Fund
To provide assistance to local recreation associations or
recreation programs with the main focus being the Greater
Greensburg area.

To make contributions to a broad variety of non-profit
health related organizations.

The Grappler Memorial Fund
The main purpose of The Grappler Memorial Fund is
to purchase an Olympic size wrestling mat for the Penn
Trafford wrestling program. Any additional monies will
be used to either purchase additional equipment for the
wrestling program or be transferred to the “The Grappler”
Bob Burmeister Wrestling Scholarship Fund.

To support projects as part of the Irwin Project, a
community revitalization initiative in Irwin, PA as

Program.

Welcome to the Community Foundation of Westmoreland County’s 2008
Annual Report and 2009 Day Planner. The annual report provides a great
opportunity to reflect on our accomplishments in the past year. However, these
are not our accomplishments, they are YOUR accomplishments. To donors,
investors, community organizations and friends of philanthropy we thank you
for enabling us to carry out the mission that we were entrusted with by our
family of founders in 1995.
The Community Foundation of Westmoreland County welcomes applications for funding from our
discretionary funds as part of our mission to promote the betterment of Westmoreland County and enhance
the quality of life for all its residents.
From humble beginnings, the acorn of the Community Foundation of
Westmoreland County was planted by a group of concerned residents
who wanted to harvest the good will of Westmoreland County residents.
Starting with just one dollar in seed money, the Community Foundation of
Westmoreland County now stands with over $16.5MM in assets! Some of
those original founders remain on our Board of Directors today. Over the last
13 years the mission of the Community Foundation of Westmoreland County
has stayed true to its beginnings. The mission of the Community Foundation
of Westmoreland County is:
As a community foundation, the Community Foundation of Westmoreland County does not limit its
discretionary grant making to a particular field or area of interest. Rather, it seeks to support projects which
have a direct relevance to the betterment of lives for families and individuals and the most pressing needs
within Westmoreland County.

we strongly encourage all organizations to contact us directly prior to submitting a grant application.

We have used this year’s annual report to communicate to you, the residents of
Westmoreland County, the stories that go behind the grants; the donor advised
funds, community spirit and the philanthropy that keeps driving us forward.
In November 2005, the Council on Foundations recognized The Community Foundation of Westmoreland
County for having organizational and financial practices that are in accordance with the National Standards
for U.S. Community Foundations. The Council on Foundations and leaders of the community foundation
field created the National Standards in 2000 to aid community foundations in establishing legal, ethical and
effective operational practices that would show the foundations’ transparency and financial responsibility
in light of the increased public scrutiny of foundation practices.
Take a moment to stroll through Westmoreland County with us, from the
foothills of the Laurel Mountains to the tip of the county where Monessen
and Apollo reside, see first hand the faces and stories that tie together the
philanthropic interests of Westmoreland County.
In October 2004, The Community Foundation of Westmoreland County received the Pennsylvania
Association of Nonprofit Organizations (PANO) Seal of Excellence for completing the Standards for
Excellence program. We proudly display this logo to demonstrate our commitment to upholding the highest
standards of ethics and accountability in the nonprofit sector.

On any given day, throughout Westmoreland County, thousands of people are
working together to improve the quality of life in their communities. This is
the nature of Westmoreland County philanthropists! It is not the size of your
wallet, rather the size of your heart, and Westmoreland County residents have
huge hearts!
Thanks to the hundreds of philanthropists who have established nearly 300
donor advised funds valued at $16.5 million with The Community Foundation
of Westmoreland County. Since 1995, our mission to encourage local
philanthropy, provide grants to a wide variety of non-profit organizations and
establish your community foundation as a respected philanthropic leader has
flourished.

This annual report celebrates the wide range of activities this Community
Foundation supports across Westmoreland County – everyday of the year! In
FY 2008, foundation donors provided $1.2 million dollars in grants to over 300
non-profit organizations and assisted more than 80 students with scholarships
for college or post high school education.
Through your feedback and generous response, we have discovered the value
of and are planning to heavily invest in convening. By gathering organizations,
programs and issues affecting our county with investors, educators and
community leaders, we will continue to benefit from increased investment,
partnership and collaboration, non-profit performance and execution of
services at many diverse levels.
As the Board of Directors we are humbled by the generosity of our donors, the
dedication of our volunteers and staff, and the commitment of our grantees.
It is our hope that as you read this annual report, you will realize how much
people care about Westmoreland County!
