COMMANDANT ARTC ~ Colonel Stephen Jobson
Welcome to the first edition of the Kapooka Chronicle for 2015. As I commence my second
year as the Commandant of the Army Recruit Training Centre, I can say with all honesty that
another year at The Home of the Soldier is a very exciting prospect. Kapooka is the pinnacle
of the Profession of Arms and all members and families posted here have a great opportunity
to contribute to the future of the Australian Army through the development of its soldiers and
Adventurous Training Leaders.
For newly posted families, please take the opportunity to explore all that the Defence
Community at Kapooka and Wagga Wagga have to offer you. Without a doubt, we have one of
the most impressive small public schools in the state of NSW in the Kapooka Village, and literally
one of the highest performing Early Education Centres in the state as officially recognised by
the NSW Government in 2014. Both Lyn at the school, and Donna at the Early Education
Centre, and their respective teams, are a wonderful and dedicated group of professionals who work tirelessly to ensure the
best outcome for our children.
The Kapooka Village is also where you will find the Blamey Community Centre and the Blamey Community Group. I was
incredibly impressed with the Blamey Community Group team in 2014 as they facilitated many great functions, morning
teas, social gatherings and an open door to all our spouses – both in Kapooka and across Wagga Wagga. Christina and
her team of spouses of the committee have a number of initiatives they wish to offer our Defence community this year and
I look forward to seeing many happy people there this year.
Across Wagga Wagga we also have a group of hard working Defence Community Organisation personnel – especially
our Family Liaison Officer Kate Timothy-Nesbitt and counsellor Katrina Baldaccino. In addition, you will find our Defence
School Transition Aides and Defence Transition Mentors at Kapooka Primary, Wagga Wagga Christian College, Kooringal
Public School and Kooringal High School – please look them up and drop in for a coffee & a chat.
Finally, I will be announcing soon our Kapooka Spouse Ready-for-Work Scholarship. This is a scholarship worth up to
$2000-00 to study a select number of Certificate III courses with our partner Riverina Community College. It is open to the
spouses of the 1st Recruit Training Battalion and includes the qualification with job placements to help obtain employment.
For those spouses not eligible for this scheme, I would encourage you to apply for the Partner Education and Employment
Program (PEEP), which can be found on the DCO website.
Kapooka and Wagga Wagga can be a fantastic opportunity if you are willing to engage with our various Defence Community
support organisations – just drop in to say ‘G’Day’. Once again, welcome and I look forward to meeting as many of you as
possible in 2015.

BLAMEY COMMUNITY GROUP 2015
On behalf of the Blamey Community Group committee, I
would like to give a warm welcome to all of the new families
that have posted to the Wagga Wagga area. For the
families already established and our new families, we hope
you have all enjoyed the festive season and are settling
back into all of your normal routines.
We welcome all Defence families, this includes from
the Navy, Army and Air Force to the Kapooka Community
Centre to take part in our events. We have recommenced
with our morning teas, play time and events such as bake
offs and girl’s nights in and out, with many more activities
planned for this year. We encourage everyone to come
along and enjoy all of our events. For up to date event
tracking we have events listed on our Blamey Community
Group (Kapooka) Facebook page.
The Blamey Community Group is managed by a
committee of volunteers and a coordinator. Our committee
is currently looking to fill the following positions:

KECC - OUR END OF YEAR SINGALONG!
(Accredited as ‘EXCEEDING’ in all seven quality areas
under the National Quality Standard)
Our wonderful 2014 year was capped off with our end
of year ‘Christmas Singalong and Family Night’. A large
gathering of children, parents, grandparents, aunts, uncles,
extended family and friends joined us for a perfect evening
in late November to celebrate our exciting and busy year.
Five hundred sausages, 30 loaves of bread and a huge
chocolate mud cake was ordered to cater for the crowd.
The evening was opened by the Centre Director, Donna
Worner and a very big welcome was made to all our
preschool families, friends and Colonel Stephen Jobson.
Chaplain Martin Johnson kindly said ‘Grace’. After the
opening formalities were finished the children entertained
us all with several of their favourite preschool songs,
dances and Christmas tunes. Our Mums and Dads also
joined in with a special dance called the ‘Tofa Tafa’. It was
lots of fun!
Our Christmas cheer and ‘Jingle Bells’ prompted good
old Santa to arrive on cue in the Kapooka Fire Truck.
Santa’s reindeers were catered for on the top of Kapooka
Hill eating fresh green grass and taking a much needed
break from their busy schedule!
The children were filled with great excitement at the
opportunity to meet Santa and were delighted to receive
a small gift and sweet treat! Santa was certainly a popular
attraction, even our Kapooka Band Dads jumped on his lap
for a Christmas pic!
The team from Weary Dunlop led by Lieutenant Andrew
Ward manned our barbeques and served dinner to a very
hungry crowd. We were extremely thankful for their catering
expertise and skill.
After dinner Colonel Jobson made a surprise presentation
to Bronwen Keyes one of our wonderful educators.
Bronwen celebrated her ten year anniversary at Kapooka
and in her time with us has touched many children and
their family’s lives. Several gifts were also presented to our
very dedicated and devoted voluntary committee to thank
them for their efforts and significant contribution towards
managing our community-based preschool.
Our annual raffle and auction raised a record breaking
$4000 for our preschool. We sincerely thank our corporate
sponsors Defence Health, Defence Bank and ADCU
for their tremendous support as well as our terrific local
business houses and families for their kind contributions.
Congratulations to all the winners!
A memorable and exciting night with lots of laughter was
enjoyed by one and all.
Many thanks to everyone in our community who
contributed to make this night such a wonderful event!

A new year with new Kindergarten children (and some Year
Ones!)
The children have settled in very quickly. The new Year
Ones are absolute troopers, and are working hard to keep
up with the ‘old ones’ (fancy being old at 6!) The ‘old’ Year
Ones have been a delight, helping all the new children
settle in, showing where things are, and inviting them to
games. Well done boys!
We are already reading some early readers, and started
our daily writing exercises. The Year Ones remember to
change their readers daily, and the Kindergarten children
are excited about getting their first home readers on
Monday. We have already been to the library to borrow
books to share, and had a nice new blue library bag to
put them in, courtesy of the Wagga Wagga City Council
in conjunction with REROC (Riverina Eastern Regional
Organisation of Councils) Waste Forum.
We seem to have an indoor garden! We are growing some
vegetables and flowers in our classroom from seeds, kindly
donated to us by the P&C. It is amazing how quickly we
see changes! One day there is just a small root, and the
next day the roots are branching and a little green stem
is popping out. Some of these we will keep in the room
to observe changes, and some will go into our vegetable
boxes. We might be able to see some changes with indoor
and outdoor plants.
The children already knew that plants like sunlight, and that
indoors they need to be near a window. We are going to
put one in a cupboard to see what happens if they don’t
get any sun.
We are loving our sports activities, assessing motor skills
with fun outdoor games.
In short – it is going to be another great year in Kapooka
K/1!

New Leaders in Adventurous Training
New Leaders in Adventurous Training
The Roping and Climbing Unit Adventure Training Leader
(UATL) course conducted in November has produced
another 17 UATLs who will return to their parent units in
order to plan, prepare, conduct and review Adventurous
Training (AT) for its members. The four week course,
which was conducted by the Adventurous Training Wing
(ATW) at Kapooka, was run out of both Kapooka and
Marrangaroo Army Depot in the Blue Mountains, qualifying
it’s participants in how to run an AT activity specialising in
abseiling and climbing on both natural and artificial surfaces
to achieve an aim.
The trainees were from both Army and RAAF from many
units around Australia. LCPL Michael “Nugget” McSorley
(ARA) from 2/14 LHR (QMI) who was awarded both the
Student of Merit Award and the OC’s Commendation, said
that the purpose of the training was to provide capability
back to the Army. “The stress and fear that can be
experienced on a well run AT activity is one of the only
ways that you can prepare for the stress and fear that a
soldier will experience on the battlefield” he said. “UATLs
can provide capabilities to a CO who will want a certain
objective achieved, including but not limited to leadership
development and individual resilience”.
The members culminated their training by planning,
preparing and conducting a multi-day roping and climbing

AT activity for actual participants provided by SUR and 1/19
RNSWR. CPL Craig Pullen (RAAF) from 1 RTU was one
of the UATL trainees. “It was a great experience to actually
deal with the challenges of actual participants who were
in most cases complete novices when it came to abseiling
and climbing” he said. “The obstacles that you would run
into during an activity are hard to simulate unless you have
real participants who aren’t role-playing.”
The incoming OC/CI ATW for 2015, CAPT Jeremy
Barraclough, currently of 3 RAR, was also a trainee on this
course. “AT is often confused with recreational activities,
but one of the things you begin to understand on this course,
is that AT is a tool for units to challenge their members and
in the process develop their individual and group qualities
required for battle.”
The trainees were exposed to many confronting
situations to help them become more comfortable in the
environments that they will be exposed to in the conduct of
their activities, as well as provided with the skills required
to both establish activity sites and conduct rescues should
anything go wrong. Trainees were also briefed by Police
Rescue and Special Casualty Access Team (SCAT)
members who shared lessons learned from the tasks that
they have conducted. BDR Aaron Costas from 8/12 Regt
New Leaders in Adventurous Training
RAA was appreciative of the opportunity. “Being able to
learn from the Police and SCAT prepared us better for our
own safety considerations as well as providing an insight to
their capabilities should we ever require their help.”
The new UATLs have now return to their units where they
will run their own AT activities. CPL Sean Williams from 3
RAR is excited to use his new found skills. “I’m looking
forward to running activities for my unit as well as the
wider area as I believe in the importance of AT and what it
provides for soldiers.”

1ST RECRUIT TRAINING BATTALION
On behalf of the Commanding

1st Recruit Training Battalion (1
RTB), Lieutenant Colonel Glenn
Ryan, we hope that all staff and
families have had a good holiday
season and enjoyed a well deserved
break. Congratulations to all on a
successful training year for 2014.
For the new staff members and their families, I hope
the move from your previous locality has not been too
disruptive and that you have settled into the area. We
cordially welcome you to the Battalion and the wider Wagga
Wagga region and hope that your time here is enjoyable
as we transition into another busy year training the next
generation of Army’s soldiers.
1 RTB is part of the Army Recruit Training Centre, known
within Army as the “The Home of the Soldier”, and is located
at Blamey Barracks in Kapooka. The name Kapooka is
derived from the local aboriginal dialect and means ‘Place
of Winds.’ 1 RTB was raised at Kapooka in November 1951
with Lieutenant Colonel V.E. Dowdy appointed as the unit’s
first Commanding Officer.
1 RTB is made up of the Battalion Headquarters,
five Recruit Training Companies (Alpha through Echo)
and Training Support Company. The Recruit Training

Companies are responsible for the conduct and delivery of
recruit training, whilst Training Support Company provides
key enabling support and subject matter expertise to the
Battalion.
The Battalion’s mission is to develop and deliver high
quality training in order to generate Australian soldiers. This
is done through the conduct of the 80 day full time Army
Recruit Course (ARC) and the 28 day part time Reserve
Recruit Training Course (RRTC). Recruit training staff
provide leadership, management and instruction to recruits
on physical training, weapon handling and shooting, first
aid, drill and field craft. Both courses are deliberately
physically challenging and mentally demanding in order to
prepare recruits to be soldiers in the Australian Army.
1 RTB places a number of unique demands on its
staff, due to the nature of recruit training. Professional
development and individual respite are therefore carefully
managed in order to maintain an effective team of Recruit
Instructors. 1 RTB strives to achieve a manageable work
life balance for staff and recognises the crucial role that
families and friends play in our ability to train the Army’s
recruits. Throughout the year there is various family and
community based functions, and also Recruit March Out
Parades, which provide an excellent opportunity for family
and friends to engage with one another. These functions
are often organised by the Blamey Community Group and

other important organisations that provide vital support to
the family and friends of 1 RTB staff members.
Other ARTC run sporting and military activities are
planned throughout the year. This includes the Australian
Defence Credit Union Shield (an annual round robin of
sporting events conducted through the year among the
units within the Kapooka Military Area); the Kapooka Sports
Series which are held in March and November and attract
military teams from around the country.
1 RTB will continue to build on the success of last year
through the professionalism and the high standard of
training that enabled 2531 regular and 747 reservist recruits
to successfully march out to Initial Employment Training
in 2014. The continued support of family and friends will
enable 1 RTB to continue to train Army’s next generation
of soldiers.

DCO – Welcome to Wagga Wagga
We are holding our Welcome to Wagga Wagga for all
Defence families, new and established. Come along, meet
other families and get to know more about the services and
supports in our local area.
This year we welcome you to the Oasis Aquatic Centre
in central Wagga Wagga. We will have information on
family services in the local region including preschools,
health services, family support services, Defence services
and Wagga Wagga City Council. The RSL sub-branch has
volunteered to come along and provide a free BBQ for
everyone. For dessert we will have soft serve ice-creams
for $1.00. Free tickets are available at DCO. Please ensure

Things to do in Wagga Wagga
Skate Parks
Bolton Park – features the following - bowls, jumps, a
spine and grind block, box and rails. You can find it in
Morgan Street near the Oasis Aquatic Centre.
Henwood Park – features a series of small street-style
skate activities, a half basketball court, large shelter and
seating. Find it at Henwood Park on Lake Albert Road,
Kooringal.
Ashmont Skate Bowl – opened in December 2014 find it
at Webb Park on Connorton Avenue
Lake Albert
Lake Albert is Wagga’s playground for water sports and
fitness. The Lake has a circular walking track of km. It is
utilised by people with all levels of fitness and mobility
given its constant flat grade and well-sealed surface. The
large playground, walking track and BBQ’s make this a
great place for friends and family get togethers.
O’Halloran Park (off Lakeside Drive) features an enclosed
dog agility track. See maps below.

Willans Hill Miniature Railway
Train runs from 10.30am to 4pm at the Wagga Botanic
Gardens on the 1st and 3rd Sunday of the month. (Please
ensure everyone has covered shoes such as sneakers)
National Families Week will be held in May, DCO will be
running a family event to celebrate. This information will be
released at a later date.
The Sunday Markets
Markets are held every Sunday in the Myer car park.
Partner education and employment funding
DCO provides funding for employment and education
expenses to assist recognised partners of ADF members
to better position themselves for employment when posted
with their partner.
The Partner Employment and Education Program, or
PEEP, offers two tiers of funding to eligible partners.
Tier 1
Approved partners are provided with an education and
employment allowance of $12 000 to use within 10 years.
You can use up to $6000 of this allowance per posting,
and apply it towards a range of education and employment
expenses, including:
•
education or training courses, up to and including first time undergraduate degrees,
•
professional employment assistance, such as career advice and help with job applications,
•
superannuation setup courses,
•
personalised resume preparation, and
•
renewing professional registration in a new

Eat Local Thursday
Sustainable farming is the idea behind Eat Local
Thursday. This is where the fresh produce from the farm
comes together and supplies the ‘eaters’ with locally grown
and cooked food. Located at the Murrumbidgee Turf Club
from 2.30-6.30pm, every Thursday.
Wagga Farmers Markets
8am to 1pm at the Civic Precinct held on the 2nd Saturday
of every month
Art on the Levee
On the banks of the Murrumbidgee is the ‘Art on the
Levee’ where you can buy or browse for local art pieces. It
is held 9am to 2pm on the 2nd Saturday of each month. It
is located between the Visitors Information Centre and the

ARCC Hall in Tarcutta Street.

Markets by the Lake are held at Apex Park from 9am –
2pm on the last Saturday of each month.

Dog Off Leash Areas
Wagga Wagga City Council provides six designated
‘dog off leash’ areas across the city, including an enclosed
agility track.
