December 21, 2015 V-C Recommendation re: Lakeland Linder Regional Airport – Aviation Grant for Extension of Grass Strip – Awarding of Ranger Construction Contract The Lakeland Linder Regional Airport (LLRA) had obtained a private grant in 2014 in the amount of $250,000 to be used for the extension of the grass strip on the south side of the Airfield to support year-round operations. The private grant was intended to fund 100% of the extension of the Grass Strip to 2,500 feet in length and 75 feet in width and meet the minimum standards and safety criteria necessary to operate year-round. The landing area will be extended to the west (see attached). The extension of the grass strip will assist in further promoting development on the south side of the airfield, just west of Taxiway E1 which has been rehabilitated. Further aviation activity is anticipated with the completion of the grass strip and TWYE1 along with additional growth through potential new land leases and investments in hangar construction. The grass strip will also support the continued development of youth flying programs being offered by Sun ‘n Fun at the Airport. The initial project costs had been estimated at $250,000, however; the effort to have the grass strip approved for year-round use through the Federal Aviation Administration (FAA) required additional environmental, air space and surveys to be submitted for approvals. These additional efforts requested by the FAA for the environmental and topographical surveys along with other site work issues such as gopher tortoise relocation and drainage features have generated higher overall costs. Through value engineering by our engineering firm, Amherst Consulting, Inc. (Orlando, FL), the proposed construction costs from Ranger Construction Industries, Inc. (Winter Haven, FL.) have been negotiated down to $239,659.90, with the total project cost of $316,564.90, $66,564.90 over the initial projected cost of $250,000. As Ranger Construction is already under contract with LLRA for the TWY D rehabilitation project and is on site, the construction costs have been kept to a minimum, even considering the design changes that have been completed due to the increased efforts to obtain approvals. Design and Oversight Environmental Services Construction Contract Total Project Costs $ 67,825.00 $ 9,080.00 $ 239,659.90 $ 316,564.90 LLRA has obtained approvals from Purchasing to add this construction work to the existing Ranger Construction contract through the issuance of a change order as the majority of the type of work to be performed is already defined in the current contract. LLRA is requesting approvals to enter into a change order with Ranger Construction Industries, Inc. in the amount of $239,659.90. It is recommended that the City Commission authorize the appropriate City officials to execute the change order with Ranger Construction Industries, Inc. in the amount of $239,659.90 to complete the necessary construction for the Grass Strip. Additionally, no appropriations are requested to support these actions as LLRA will fund the additional project costs of $66,564.90 from its existing 2016 budget.
