Madame Chair!
My name is Steve Thorlakson, and I am the General Manager of Surerus Pipeline Inc. of Fort St.John, BC. For 15
years until December, 2005, I was Mayor of Fort St. John, so know and appreciate the value of keeping local
government informed of developments in their community and area – and also appreciate the help and assistance
local government can be to business.
Surerus Pipeline Inc. has been in the pipeline construction business since 1969, and has built over 6,000 km of
pipeline in northeastern BC and central and northern Alberta. We are pleased to advise that we have been
awarded a tender to construct approximately 92 km of 20” pipeline for Spectra – the South Peace Pipeline
project from South of the Upper Cutbank area through to the Spectra Plant Site in Taylor. We anticipate a peak
crew of 450 including sub-contractors will be at the various worksites from early July through until early
October, 2009. Our crew will be seeking accommodation in the area, and we will be using service providers
and suppliers from the communities as well. We will be extensively utilizing the resources associated with
Saulteau and West Moberly First Nations. We have operations bases in Dawson Creek, Taylor and at our
Head Office in Fort St. John.
It is our policy to be good corporate citizens, not only in our “home town” but also where we work. We believe
that we should leave our jobs with the community, service providers and suppliers looking forward to our return

One Million Man Hours!
In my 40 years in the pipeline business, I have never
heard of a pipeline company accomplishing what
Surerus has just achieved.
As of February 28, 2009,
we surpassed One Million
Man Hours worked without
a Lost Time Incident! A
“Lost Time Incident” occurs
when a job-related illness
or injury causes an employee to miss work beyond the day of injury.
To put One Million Man
hours into perspective, it is
the equivalent of 480 people working 40 hour weeks
for an entire year. In our
case, it has taken just over
two years achieve this milestone.
The companies we work for
also deserve a great deal of
credit. Their safety requirements, together with our
progressive Health &, Safety
programs all play a significant part in encouraging
Surerus to work safely.
Surerus Pipeline Inc. has
recently achieved 1 million

Incident Free. This achievement began with “Buy-In”

The largest piece of Oilpatch News
is the announcement of the
merger between Petro-Canada
and Suncor, making the merged
company the second largest in
Canada. Commodity prices have
been slightly on the rebound, but
the industry remains very nervous
about long term capital commitments. We have not really seen an
improvement in stability in the
USA to date, but never expected to
for at least 90-120 days after President Obama’s inauguration.
TransCanada, SemCAMS and Enbridge are continuing their proc-
esses, and an interesting wrinkle
has emerged with shipping giant
Teekay proposing a floating LNG
facility for Kitimat—seemingly in
cooperation with the Pacific Trail
Pipeline (PNG). We can’t have any
direct influence on these processes, but we can continue to
monitor to make sure we are well
positioned. Our sterling safety record will stand Surerus in good
stead.
