Citizen Participation…………………………………………….53 APPENDICES APPENDIX A: Maps APPENDIX B: Yearly Reports 1 of 57 Spartanburg County Consolidated Annual Performance and Evaluation Report SECTION I EXECUTIVE SUMMARY 2 of 57 Spartanburg County Consolidated Annual Performance and Evaluation Report Introduction Spartanburg County’s 2008-2012 Consolidated Plan and the Annual Action Plans guide the activities funded by the allocation of federal resources received from the United States Department of Housing and Urban Development (HUD). The Consolidated Plan is a five-year planning document that identifies Spartanburg County’s affordable housing and non-housing community development needs. It also outlines strategies and steps that Community Development (CD) plans to take to address those needs. The Consolidated Annual Performance and Evaluation Report (CAPER) is an annual performance and evaluation report required by HUD. The report identifies the level of progress and accomplishments as outlined in the goals and objectives of Spartanburg County’s Consolidated Plan. This document will report all funds spent by Spartanburg County in the 2009 fiscal year, as well as the outcomes and successes of the activities undertaken. Program allocation The Community Development Block Grant (CDBG) Program is a program designed to develop viable urban communities by providing decent housing, a suitable living environment, and expanding economic opportunities for low to moderate income persons. Spartanburg County identifies and concentrates its efforts on areas that have a variety of needs ranging from quality of life improvements to infrastructure improvements. As a part of its plan to aid in the revitalization of low to moderate income communities, Spartanburg County identifies targeted areas for a variety of projects. Along with area partners, Spartanburg County is able to bring significant changes to one area through the implementation of variety of projects. The HOME Investment Partnership Program provides formula grants to localities used by communities, often in partnership with local nonprofit groups, to fund a wide range of activities that build, buy, and/or rehabilitate affordable housing for rent or homeownership or provide direct rental assistance to low income people. Nature and extent of changes in program objectives Spartanburg County has made no changes to the priority objectives of the Consolidated Plan (2008-2012) or the PY 2009 Annual Action Plan. Monitoring of subrecipients As a grantee to many organizations, Spartanburg County is vigilant to ensure that all projects are managed consistently with the rules and regulations set forth by HUD. To best comply with HUD regulations regarding managing subrecipients, Spartanburg County has implemented and exercised a thorough and consistent monitoring process. Spartanburg County works on a one on one basis with each of its subrecipients to ensure each grant is managed in compliance with federal regulations. Each 3 of 57 Spartanburg County Consolidated Annual Performance and Evaluation Report year, Community Development conducts an annual review of each subrecipient’s financial and programmatic documents prior to the close out of the grant. When a grant is drawn down to its final 10%, the review is scheduled and held. If a discrepancy does exist within the subrecipient’s file, each subrecipient is given a thirty (30) day period to resolve any issues. At the close of this period, Spartanburg County issues a response letter detailing the results of the monitoring. If there are significant concerns or findings within the files, Spartanburg County may choose to either withhold the remaining 10% until the issues are resolved, or to stop payment on the remainder of the grant. It is a priority for Spartanburg County to provide each of its subrecipients with technical assistance on an as needed basis to ensure compliance with federal regulations. As a result of this one on one attention, subrecipients rarely receive findings or concerns in monitoring sessions. Spartanburg County has recently encouraged each of its subrecipients to institute a very accessible and organized notebook system. With this system, there is a divider section for all documents, thereby ensuring that all subrecipients have retained the necessary documentation. Overcoming gaps in institutional structures Community Development has continued its efforts to collaborate with other County departments and state agencies to facilitate more efficient solutions to pervasive and persistent challenges of neighborhood revitalization. The Community Development Department serves as a primary resource in developing and implementing a comprehensive strategy in order to increase community participation and ownership, leveraging of funds, and the promoting of viable sustainability. We are presently involved with the Startex Neighborhood Revitalization Plan in the Startex Community of Spartanburg County. Multiple county departments and state agencies are collaborating with the County in the implementation of this plan. The County has increased the level of communication and interaction with outside agencies and other county departments in an effort to develop effective revitalization plans for its targeted neighborhoods. Both Building Codes and Environmental Enforcement departments have collaborated with Community Development to assist residents in the Arkwright and Startex areas with services related to their living conditions. Also, Spartanburg County has been working with outside agencies to increase awareness, education, and assistance available to the public. Obstacles to meeting underserved needs In 2009, requests for outside requests for project funding totaled approximately $2,990,226 and in-house requests totaled $1,116,373 for a total of $4,106,599, over two times more than the CDBG and HOME allocations of $1,883,267. 4 of 57 Spartanburg County Consolidated Annual Performance and Evaluation Report SECTION II Project Descriptions 5 of 57 Spartanburg County Consolidated Annual Performance and Evaluation Report Goal 1: Provide decent, safe and sanitary affordable housing with a special emphasis on low-to-moderate income and special needs citizens. 1.1 Develop financial partnerships for housing improvement. 1.2 Provide owner-occupied housing rehabilitation assistance to four (4) families in the target area. 1.3 Provide owner-occupied emergency housing rehabilitation assistance to four (4) families county-wide. 1.4 Assist eight (8) eligible families to become homeowners county-wide. 1.5 Increase the housing education and awareness of LMI citizens countywide. 1.6. PROJECT DESCRIPTION This program provided after school care to kindergarten and first grade students at Arcadia Elementary school. This program provides additional educational instruction and tutoring for its primarily Hispanic clientele. Students are also provided with a meal, and recreational activities. ARCH has partnered with Wofford College to coordinate field trips and activities for the children. This provides the children with exposure to higher education that they might not otherwise receive. In addition, working with the program provides Spanish majors with a chance to practice language skills. Graduates of this program have higher PACT scores, and perform better in later grades. At the end of the 2009-2010 academic year, the number of students on the “A” honor roll increased from 10 to 15. PROJECT DESCRIPTION In FY09, Spartanburg County received an EPA Brownfield Clean Up grant to eliminate the half burned rubble that remained from the Victor Mill. Community Development provided the necessary 20% match to the clean up grant. The clean up is currently underway, although a large portion of the debris has been removed. PROJECT DESCRIPTION This program provided case management, mentoring, and training for under or unemployed residents of Spartanburg County. Participants in the program undergo classes that provide computer and technology training, as well as skills necessary for the workplace. Graduates of this program are better able to search and interview for positions. In addition the program also focuses attention on younger age cohorts interested in further education by offering SAT/ACT courses. PROJECT DESCRIPTION This organization organizes a baseball league specifically for special needs children. All games take place on a rubberized field specially designed for handicapped children to play on. Each year the organization holds two seasons-- one in the fall and one in the spring. This grant provides the salary for the executive director of the program. PROJECT DESCRIPTION This organization provides housing rehabilitation and repairs to LMI and elderly households in unincorporated areas of the county. Christmas In Action assembles volunteer team to complete repairs that will weather proof each home and/or bring it up to code. This grant pays for the operational expenses for this program. PROJECT DESCRIPTION Spartanburg County provided owner occupied emergency rehabilitation on six substandard homes located in the county. The rehabilitation consisted of replacing windows, floors, and a deck. The projects assisted the homeowners with maintaining their homes in a livable condition. PROJECT DESCRIPTION This activity is designed to provide expedited housing rehabilitation for homes that do not meet codes. Typical improvements include roofing, new windows, doors, or insulation. PROJECT DESCRIPTION Spartanburg County has partnered with the City of Spartanburg to affirmatively further Fair Housing. Each month, a specific Fair Housing activity is planned designed to raise awareness to stakeholders and residents of Spartanburg County. In addition, a Fair Housing Forum is held during April in order to highlight the importance of the issue. In FY2009, Spartanburg County advertised via radio and internet to reach a much broader audience than ever before. PROJECT DESCRIPTION The Haven provides emergency shelter for homeless women and families. It is the only shelter that will shelter men and young men (attached to families) in Spartanburg County. In addition to shelter, case managers provide daily living skills courses to all residents. In addition, staff provides assistance in finding permanent housing and employment. This past year, The Haven moved to a larger facility that allows it to Funds were used to pay for the operational expenses of this shelter. PROJECT DESCRIPTION The project consisted of constructing new affordable and market rate housing. The Spartanburg Housing Authority constructed 78 affordable units for low-to-moderate income families. Funding was used specifically for infrastructure and construction. The Ridge at Southport includes 10 one-bedroom units, 30 two-bedroom units, and 38 threebedroom units. PROJECT DESCRIPTION The activity funds the operation expenses associated with administering the Housing Rehabilitation program for Spartanburg County. PROJECT DESCRIPTION The Community Development Department provided housing counseling to clients of low to moderate income. The housing counseling workshops were provided at the Spartanburg Downtown Library and provided information on homeowner’s insurance, credit, budgeting, saving, and home maintenance. Participants received information on predatory lending, payday advance practices, and the number for the Spartanburg County Fair Housing Hotline. The participants received valuable information on techniques they could use in order to prevent foreclosures. Spartanburg County provided this information in order to reduce the number of foreclosure cases in Spartanburg County. Each participant received a housing counseling and education certificate for attending the 8 hour workshops. FUNDING INFORMATION FY06 CDBG Allocation: $7,000.00 Funds Expended: $93.86 BENEFICIARIES/PERFORMANCE MEASUREMENT This project benefited xx people of Spartanburg County and the City of Spartanburg in FY09. 23 of 57 Spartanburg County Consolidated Annual Performance and Evaluation Report LEAD BASED PAINT OBJECTIVES REACHED 1.5 Increase the housing education and awareness of LMI residence county-wide. 1.7 Evaluate and reduce lead-based paint hazards. PROJECT DESCRIPTION The Community Development Department continues to test any Emergency Rehabilitation, Owner Occupied Rehabilitation project that was built before 1978 for Lead Based Paint hazards as well as provide lead based paint clearance as a result of any positive tests. We provide education to the residents of Spartanburg county of the dangers of Lead Based Paint to adults as well as children. By providing education to residents, our hope is to dramatically decrease the number of LBP cases through out Spartanburg County. FUNDING INFORMATION FY06 CDBG Allocation: $9,450.00 Funds Expended: $9450.00 BENEFICIARIES/PERFORMANCE MEASUREMENT This project benefited 21 households in Spartanburg County. 24 of 57 Spartanburg County Consolidated Annual Performance and Evaluation Report RELOCATION OBJECTIVES REACHED 1.2 Provide owner occupied housing rehabilitation assistance to four (4) families in the targeted area. PROJECT DESCRIPTION In FY09, a duplex was donated to Spartanburg County for use in its housing rehabilitation program. This duplex was transported to Arkwright, and is currently being rehabilitated. When the project is completed, the duplex will be used to temporarily house recipients of housing rehabilitation. Currently, clients receiving rehabilitation are housed in an apartment complex. PROJECT DESCRIPTION The Startex Tucapau Community Action Association is a organization in the Startex Mill Village created as a mechanism to enact change within the area. This organization holds quarterly meetings and yearly events as a means to share information and set goals for revitalization. The organization helps to facilitate the neighborhood watch, and community clean-ups. The SC DOT also worked with the STCAA to implement a 3 way stop as a means to slow traffic and allow pedestrians to better cross the street to access the post office. Currently, SCDOT is in the process of patching and re-surfacing Main Street. Transitions is a three year program that provides housing and case management to instill basic life skills into the participants. Life skills training includes financial education, budgeting, credit, and housing and tenant rights. CDBG funds were used to pay for case managers’ salaries as well as other expenses associated with housing for the program participants. At least 75% of those in the Transitions 2000 program in Spartanburg County will move into permanent housing at the end of the program. HOME Funds and Housing Needs Priorities As required of a participating jurisdiction, Spartanburg County awards at least fifteen (15) % of its annual HOME allocation to a Community Housing Development Organization, (CHDO). The following identifies the FY09 HOME projects. 1. Spartanburg Housing Authority o Funds were used to complete The Ridge at Southport. This project consisted of 78 affordable duplex- style apartments at Page Lake. The Ridge included 10 one-bedroom units, 30 two-bedroom units, and 38 three-bedroom units, as well as a management/laundry building. 2. Nehemiah o The funds for this project will assist in the completion of Draymont Ridge. There are 12 townhouses being constructed which will be used as rental units. 3. Upstate Homeless Coalition o Funds were used to purchase property at 211 North Street. This property will be used as transitional housing for homeless families. Upstate Homeless Coalition will construct 4 units for low to moderate income families. B. HOME Match Report Spartanburg County documented $74,006.26 of eligible matching funds in FY 05 and FY06 and $10,408.75 in FY07. C. HOME Report on Contracts and Subcontracts with MBEs and WBEs Spartanburg County did not contract with any minority or women-owned business enterprises on HOME projects. D. Assessment of HOME-assisted Projects, Affirmative Marketing and Outreach Housing that is constructed with HOME funds must meet all applicable local codes and ordinances at the time of project completion. Spartanburg County’s Building Codes Department issues a Certificate of Occupancy upon the final completion of each inspection. Tenant income limits and rent limits for HOME projects are verified at the time of project completion. Minority and women-owned businesses are encouraged to participate in HOME projects. General contractors are encouraged to reach out to qualified minority and women subcontractors through advertising to increase participation by minority and women-owned businesses. 36 of 57 Spartanburg County Consolidated Annual Performance and Evaluation Report Section V: housing actions 37 of 57 Spartanburg County Consolidated Annual Performance and Evaluation Report REHABILITATION Owner Occupied Countywide Rehabilitation Spartanburg County provided housing rehabilitation services to qualified LMI homes that did not meet code standards. All homes were inspected by the Community Development Construction Specialist and needs were outlined in a work write-up. Once identified and prioritized, repairs amounting up to $30,000.00 were performed. Owner occupied Targeted Area Rehabilitation This project focuses its efforts specifically on the departmental targeted areas – Startex and Arkwright. Similar to Countywide Housing Rehabilitation, a maximum of $30,000.00 per house was used to perform extensive repairs on each home. At the close of the project all homes were brought up to code standards. Emergency Housing Rehabilitation This project provided funding to LMI citizens of Spartanburg County whose homes needed immediate mediation and rehabilitation. These funds are available to any qualified resident whose home is not safe to live in due to emergency circumstances. Lead Based Paint Testing These funds were used for the testing and removal of Lead Based Paint hazards. This is required for residential structures built prior to 1978. It will provide safe housing to families within the unincorporated areas of Spartanburg County. This service is provided at no additional cost to recipients of owner-occupied rehabilitation and recipients of emergency rehabilitation. By raising awareness education and maintaining a trained staff to interpret the required test/survey results, the County has reduced the lead based paint hazards in various areas throughout the County. Housing Rehabilitation Counseling The Community Development Department continues to provide rehabilitation counseling to clients that have received our assistance. Spartanburg County provides the home owners with information that will help to prevent the decline of the property value as well as the safety of the home due to lack of maintenance. RELOCATION Temporary Relocation: Spartanburg County provided temporary relocation assistance to five people from the targeted Arkwright Community. Participants in the program were relocated because they were recipients of housing replacement, or owner occupied rehabilitation services. In FY09, Spartanburg County contracted with a local apartment complex to save on costs of relocation, and to provide residents with a more home-like environment. 38 of 57 Spartanburg County Consolidated Annual Performance and Evaluation Report Emergency Relocation: Spartanburg County provided emergency temporary relocation assistance to two persons in Spartanburg County. The individuals homes lack plumbing, insulation, running water and electrical power and was condemned by Spartanburg County Environmental Enforcement Department. Spartanburg County provided assistance to them for seven days. Relocation Housing: In FY09, Spartanburg County embarked on a new plan for the relocation program. Instead of relying on costly hotel and/or apartment costs, Community Development has gained possession of housing unit for clients’ use. This duplex is was donated to Spartanburg County and moved to a parcel of land in the Arkwright community. Each side of the duplex has two bedrooms and one bathroom with a total of 2500 square feet of livable space. After the duplex was moved, it was rehabilitated and brought into compliance with ADA and building codes. Upon its completion, the house will accommodate two separate families participating in Spartanburg County’s relocation program. It is Spartanburg County’s hope that this duplex will provide residents with a more comfortable and home-like experience. HOUSING Affordable Housing Home funds were designated to assist with projects addressing affordable housing for LMI citizens of Spartanburg County. The County promoted homeownership opportunities through our partnerships with Spartanburg Board of Realtors, Spartanburg Housing Authority, Habit of Humanity, Homebuilders Association of Spartanburg, and the City of Spartanburg. Spartanburg County advertised the homebuyer’s workshops on the County’s website with information on events and dates regarding to homeownership activities. Spartanburg County Council adopted a resolution proudly declaring June as Homeownership Month in Spartanburg County. Spartanburg County and its partners are focus on promoting homeownership. Barriers to Affordable Housing An Analysis of Impediments to Fair Housing Study was completed in order to address inadequate affordable housing supply in Spartanburg County. Spartanburg County is committed to addressing impediments outlined in the study. The County identified the agencies in Spartanburg that provided affordable housing. Our department spoke with Jennifer Bradey, Executive Office for Home Builders Association of Greater Spartanburg, to obtain information regarding all affordable housing in Spartanburg County. Ms. Bradey provided a listing of the companies that advocate affordable housing in Spartanburg County and directed us to the Home Builders Association website where all of their membership information is located. Our office contacted housing agencies to get updated information on the services they provide in Spartanburg County. Builders and developers stated that they face many challenges when trying to locate land and investors willing to finance affordable housing projects. 39 of 57 Spartanburg County Consolidated Annual Performance and Evaluation Report Spartanburg County has a listing of fifty – five local builders and developers regarding their plans for addressing affordable housing for the elderly. Spartanburg County has contacted agencies regarding their plans for continue affordable housing for the elderly and has maintained a database of information for those seeking affordable housing. We also contacted 45 lending institutions in Spartanburg County to obtain a point of contact and basic information. In addition, we provided them with information on our Homebuyers Workshops, as well as our yearly schedule. There are 140 local churches that received quarterly emails and letters regarding Spartanburg County Homeownership program and Fair Housing activities taken place in Spartanburg County. Spartanburg County collaborated with the City of Spartanburg to administer Neighborhood Stabilization Program funding to increase the number of affordable housing units throughout Spartanburg County. Our department identified fifty – four properties throughout Spartanburg County scheduled to receive rehabilitation and soon become affordable housing units in the areas of the Arkwright, Startex, and the Howard Street communities. Housing Counseling Workshops Spartanburg County Community Development provided hosing counseling to low to moderate-income citizens in Spartanburg County. The housing Counseling workshops were held quarterly for anyone that wanted to gain the needed knowledge in becoming a first time homeowner. The workshops provided information on credit, budgeting, saving, fair housing, mortgage closings, homeowner’s insurance, and home maintenance. Predatory lending and payday advance videos were showed to participants at the workshops in order to highlight the effect of someone using those types of services. Participants were allowed to attend free one on one housing counseling for up to two years in order to continue to address any challenging credit issues. Synovus Mortgage contributed literature containing refinancing and first time home buying process. Participants received a Homebuyers Educational Certificate after completing the home buyers workshop sessions. On February 27th and May 15th an 8 hour homebuyer workshop was provided to anyone interested in purchasing a home. This class was offered instead of the 4 week course (also 8 hours). We have found that offering the course in a condensed one day class on a Saturday improved the likelihood of attendance. The poor housing market and credit crunch has hindered the progress of our homeownership course primarily because it now takes longer for a potential homebuyer to save or meet credit requirements. Many lenders are only providing mortgages to individuals with nearly perfect credit history. As a result, those who are trying to improve credit ratings will have to wait longer to be approved for financing. Fair Housing Activities Spartanburg County Council passed resolution proclaiming April as Fair Housing Month in Spartanburg County. The resolution is displayed in our office showing our support for Fair Housing. 40 of 57 Spartanburg County Consolidated Annual Performance and Evaluation Report Spartanburg County collaborated with the City of Spartanburg, Spartanburg Housing Authority, local colleges, churches, banks, senior centers, after school programs, family self-sufficiency programs, boarding homes, local homeless shelters, apartment complexes, girl scouts, and local day cares to advocate about Fair Housing. The County collaborated with City of Spartanburg to provide free public services announcements in Spanish and English on radio stations; and an advertisement on channel 7& 62 during Fair Housing Month. Billboards were displayed in high traffic areas and in Hispanic communities. The Fair Housing hotline telephone number was displayed on the Sparta bus system, as well as in an ad in the Spartanburg Herald Journal during the month of April. Literature, flyers, and advertisements advocating Fair Housing were also dispersed throughout Spartanburg County at weekly activities. In FY09, Spartanburg County used a few new tactics to broaden its audience. Throughout the month of April, Spartanburg County advertised a commercial about Fair Housing on 107.3 JAMZ, a radio station that has a predominantly LMI and minority listener base. In addition, a “banner” ad was placed on the 107.3 JAMZ website. The best part of our outreach was our interview that aired on “Pause for the Cause”. This show airs on Sunday mornings, and draws the largest audience of any other radio show during the same hour. In the interview, a staff member discussed Fair Housing, Fair Housing Month and further explained tenant rights. In addition, important information regarding discrimination claims was shared. Spartanburg County plans to continue its efforts to raise awareness of Fair Housing laws in the upcoming year. Spartanburg County Fair Housing Outreach: Spartanburg County provided widespread outreach efforts throughout the county to bring consciousness to citizens regarding their right to fair housing and related issues. Spartanburg County conducted fair housing weekly activities throughout Spartanburg County. In FY09, the primary focus of Fair Housing outreach was to educate a “new” audience. This year, we specifically tried to reach beyond renters, residents, and prospective homeowners to legislators, business leaders, lawyers, landlords, and community organizations. Fair housing workshops were held and flyers were distributed at local colleges, churches, banks, senior centers, after school programs, family self-sufficiency programs, boarding homes, local homeless shelters, apartment complexes, girl scouts, local day care centers, and county & city events. The participants received handouts, flyers, pads, and pens that included information on the local and national contact numbers for anyone that needed to report a Fair Housing compliant. Spartanburg County provided fair housing handouts in Spanish to the Hispanic citizens in Spartanburg County. A listing of fifty – one builders that provide affordable housing in Spartanburg County is available for all citizens of Spartanburg County in our in- house database. In February 2010, a representative from Community Development spoke at a workshop in coordination with the Spartanburg Housing Authority’s self sufficiency program (PCC). Fair Housing education dovetailed rather well with the life skills curriculum. At this meeting, promotional items were handed out (jar openers, pads, 41 of 57 Spartanburg County Consolidated Annual Performance and Evaluation Report pens, pencils, cups) were distributed as a means to remind residents of the Fair Housing Hotline, and to spread awareness. The following month, March, our Fair Housing coordinator gave a seminar to the Spartanburg County Board of Realtors at the Public Library. This seminar was put on in partnership with the Board, and was open to the public. Its primary focus was to reach any potential homebuyer and increase awareness as to Fair Housing rights. Approximately 40 people attended this seminar. April was both CDBG month, and Fair Housing month and therefore our department held significantly more programming. Throughout the month of April, a “banner” was placed on the COX radio station 107.3 JAMZ website. This banner advertised the Fair Housing Hotline, specifically. In addition, a radio commercial explaining housing discrimination aired approximately 72 times. This commercial also gave information regarding the course of action to be taken if discrimination were to occur. 107.3 JAMZ has nearly 36,000 listeners from Spartanburg County. It has the largest African American listener base, and our commercials reached nearly 1,842,822 people in the upstate. Of this fan base, 29% is LMI and 34% are renters. In addition, this station ranks #1 for Women aged 18-49 and #1 Adults 25-54. At the end of April, Spartanburg County held a Fair Housing Forum (4.22.10), partnered in a Neighborhood Conference (4.24.10), participated in an Urban League job fair, and held a Fair Housing Seminar with DSS. In addition, Brenda Oglesby spoke at the Spartanburg Board of Realtors Quarterly meeting, where over 600 members were present. Each of these events provided Spartanburg County with an opportunity to reach the community and broaden its impact. Throughout the summer months, information was disseminated to various agencies and non profits. Through our citizen participation process, projects are identified and implemented in accordance with the goals and objectives of the department’s Five Year Consolidated Plan. Public Service Activities: The 2009 program year yielded a high level of benefit – wide ranging various demographics and programs. Spartanburg County supported multiple agencies ranging from youth programs to emergency shelter services for the homeless. The various agencies provided services to varying sectors of the population in Spartanburg County—including the homeless. During our application process, Community Development was careful to select those agencies that best served the low to moderate income population throughout the county. Each of these agencies were well suited to improve the quality of life for the LMI population, and covered a wide range of geographic areas. The majority of funding allocated to public service agencies is used to pay for the operations of the program. However in some instances, funds are used to pay for other services or supplies. The support provided to public service agencies not only assists established non-profit organizations, but it also aids organizations that are still in the early stages of development. The Startex Tucapau Community Action Association is a prime example of such an organization. This organization is growing and developing into an active community organization, providing its citizens with the opportunity to be involved in improving their neighborhood. The majority of the public service organizations funded by Spartanburg County leverage significant amounts of funding, however in some instances the county is the primary source. Community Development Activities: Spartanburg County has identified Startex, SC as its targeted community to receive infrastructure dollars. The department has spent extensive time with the local community organization evaluating and prioritizing its needs. In FY2009, the majority of community development activities were directed at improving public infrastructure. Perhaps the most significant project entailed the re-surfacing of 12 roads in the Startex Targeted Area. These roads had not been surfaced in decades, and as a result residents were provided with a significant improvement of service. The project was done in coordination with Spartanburg County Public Works department. The partnership allowed Public Works to direct its funding to other projects and therefore was able to better serve the needs of residents. In addition, Spartanburg County’s partnership with Startex Jackson Wellford Duncan Water District has come to a close as the project was completed. ADA compliant sidewalks were constructed 45 of 57 Spartanburg County Consolidated Annual Performance and Evaluation Report throughout the mill village as new water lines and appurtenances were installed at each home. Residents have experienced better water service, and infrastructure that encourages more pedestrian travel. Spartanburg County has formed partnerships with other agencies in an effort to enact citizen based changes. As a result of community meetings, Spartanburg County met with Spartanburg County Public Works and SCDOT in order to solve a major traffic issue in Startex. Large dump trucks and tractor trailers use the community’s main street as a thoroughfare for deliveries and often travel at speeds that are well above regulations. In addition, stone retaining walls and angled streets created blind spots for drivers trying to enter Main Street. As a result of our mutual collaboration, SCDOT installed a 3 way stop at the Post Office Intersection in order to slow traffic. This project did not use CDBG dollars, but was initiated and ultimately considered as a result of staff time and concern. Projects such as these have not only improved public safety, but have also promoted activity (primarily physical) within the community. With these improvements, Startex now has increased capacity for future development. Health and Human Services Spartanburg County Community Development Department has the responsibility of providing staff support and some financial assistance to two major health and human service boards and two very active committees. Spartanburg County Disabilities and Special Needs Board The Spartanburg County Disabilities and Special Needs Board has been in existence since 1977 and is composed of a County Council appointed nine member Board whose membership is represented by very active parents and other passionate members of the community. Community Development Department offers assistance in the areas of providing staff support, meeting space, keeping minutes, membership records and convening all important meetings. The DSN Board is active in collaboration with other service providers and interested citizens in making sure that all current issues of the disability community are kept in front of our county and state leaders. Various events and activities are held throughout the year in collaboration with other disability organizations. The Carolina Miracle League provides recreational opportunities for those who are interested in playing with a baseball team on a specially designed baseball field for people with disabilities. The local DSN Board was awarded an $8900 for 2009-2010 grant to assist in providing support for the Board’s various activities. Due to state budgetary constraints, subsequent funding amounts are unknown at this point. This past year, the DSN board coordinated with the Charles Lea Center to host a luncheon to raise awareness to some of the more pressing disability issues such as family support for respite and extra care for the elderly with disabled older children. All members of County Council and the county’s State Delegation to the South Carolina Legislature were invited. Service providers were present and set up venues 46 of 57 Spartanburg County Consolidated Annual Performance and Evaluation Report that displayed what specific services they offered. It proved to be a successful gathering of all the important players. Community Domestic Violence Coordinating Council The Community Domestic Violence Coordinating Council is composed of fifteen community members that are appointed by County Council. The composition of the Council is reflective of the geographical make-up of the county as well as major service providers and interested citizens. Each judicial district in South Carolina is required by state law to have a council and this council is to be led by the Solicitor of each judicial district. Spartanburg County provided staff support, keep minutes, membership records and participate in major events and activities. One of the major events of the CDVCC is its annual conference in October that provides information, education and professional training for judges, social workers, law enforcement, psychologists, ministers and others who have a vested interest in domestic violence. This past October, an annual Balloon Vigil was held in October to highlight victims and their families of domestic violence. Elder Abuse Committee A major committee that works under the auspices of the Council is a group called the Elder Abuse Committee that focuses exclusively on issues that impact the elderly. These issues are abuse, neglect and exploitation. Education, information, collaboration and deep commitment are the things that bind this group together. HIV-AIDS Committee A second major committee that is supported by Community development is the HIVAIDS Committee. This group is composed of some 15-20 members, meets quarterly and consists primarily of the major service providers in the county. They are responsible for publishing a Spartanburg County Perspective which corroborates all the specific detail related to the HIV-AIDS issue. Materials are available for local, state, national, and global facts about aids. This publication is available in hard copies and on line at www.spartanburgcounty.org. Various testing days are held throughout the year and the major event is the World Aids Day held annually in December of each year.
