A retired teacher and her 29year old daughter were brutally killed by unidentified
suspects early Wednesday
evening at Sitio Kapilya, Barangay Pulung Masle, here.
The teacher was identified
as Adelaida Santos, 67, widower, who was set on fire by
the suspects. Her body was
found by authorities at the
backyard of her residence.

CAMP OLIVAS -- The number one most wanted
person in Central Luzon and Alaminos City in
Pangasinan was arrested on Wednesday by police
authorities in San Antonio, Zambales.
Chief Supt. Raul Petrasanta, Central Luzon
Police Regional Director, said Aaron Mansongayan, a native of Lanao Del Sur in Mindanao, was
apprehended in his present residence in a Muslim
Compound in Barangay Burgos, San Antonio,
Zambales at about 2:30 a.m.
Petrasanta said Mansongayan has a string of
murder cases in Alaminos City.
Authorities were armed with warrants of arrest issued by Judge Elpidio Abella of the Regional
Trial Court Branch 55 of Alaminos City and Ma.
Ellen Aguilar of RTC Branch 54 also in Alaminos
City.
According to the records, the accused was
the primary suspect in the killing of Sonny Boy
Asia, John David Almansor and Wilcyn Palecpec;
all residents of Barangay Bisocol, Alaminos City
where Mansongayan used to reside.
Petrasanta said the accused went into hiding
since 2012.
Records also showed that the accused was
charged in court in the slaying of Ruben Radovan of Barangay Amandiego, Alaminos City last
March 8, 2012 and Jaime Pulido on March 9 of
the same year in Barangay Pocal Pocal of the same
city.
Petrasanta said Mansongayan’s notoriety was
highlighted in ABS-CBN SOCO aired on December 8, 2012 and was also featured in the Philippine
Star dated July 16, 2012 as a wanted person with
P500,000 reward offered for the murder of Asia,
Almansor and Palecpec.
Mansongayan is presently under the custody
of the Zambales Police Office for proper disposition and documentation. ●

Korean killed in Angeles City

CAMP OLIVAS -- A Korean national was shot dead on Tuesday night
while waiting for a passenger jeep
along a street with another Korean in
Angeles City.
Police identified the victim as Her
Tae Suk, 65, and presently staying at
Prism Hotel, Barangay Anunas, Angeles City.
According to investigation, Her
and another Korean, identified as Lee
Jaewoo were waiting for a passenger
jeepney along Clarkview Avenue, in
the same barangay when two unidentified men aboard a motorcycle shot
Her hitting him in different parts of
the body.
Because of fear, Her’s companion
scampered for safety.
The suspects immediately escaped towards an unknown direction
after the shooting.
The victim’s body was brought to
the Pangilinan Funeral Parlor for autopsy. ●

Police authorities have arrested
two suspects tagged in illegal
drugs sale in two separate towns
of Pampanga on Wednesday.
Candaba Police Officers
arrested a 40-year old man
in a drug buy-bust operation in Barangay Bahay Pare
Wednesday afternoon.
In Floridablanca, meanwhile, a notorious drug pusher who is also involved in carnapping and robbery-holdup
activities in the western part
of Pampanga was arrested in
a police operation in Barangay Mabical of the said town.
The arresting officers in
the Candaba operation confiscated a sachet containing
white crystalline substance
suspected to be methamphetamine hydrochloride or
shabu, the marked money
and other paper bills from the
suspect.
The
suspect
was
identified
as
Edward
Evangelista, a resident
of Barangay Bahay Pare.
According to the Candaba
Municipal Police Station, coordination with the Philippine Drug
Enforcement Agency and Barangay Bahay Pare was made for the
operation leading to the arrest of
the suspect.
The suspect was then immediately turned over to the Police
Action Center.
Moreover, the police station
will conduct further investigation
and disposition of the illegal drugs
case.
Senior Supt. Oscar Albayalde, acting provincial director of
Pampanga Police Office identified the suspect arrested in Floridablanca as Jan Nerie Valencia,
25, single and a resident of No.
65 Capilla St., Barangay Pulung
Masle in Guagua town.

was arrested at his supposed
safehouse during a buy-bust
operation conducted by joint elements of Floridablanca police and
provincial anti-illegal drug special
operation task force led by Chief
Inspector Josiemarie Basa.
Basa said his men immediate-
ly placed the suspect under arrest
after he was caught “red-handed”
handling a sachet of shabu to a
member of his team who posed as
buyer of illegal drugs.
During the arrest, the lawmen
found 10 more sachets of shabu
from the possession of Valencia
including a caliber .45 pistol loaded with five bullets and tucked in a
gun holster.
Police also seized from Valencia a black Toyota Corolla
(UAK-497) and a black Suzuki
Raider motorcycle with detached
plate number (KZ-4139) which,
according to investigators, were
being used by the suspect in carrying out his illegal activities.
Albayalde said the suspect is
now detained at Pampanga Provincial Jail after criminal charges
were filed against him court.
He said his men are still determining if the suspect has any
affiliation with the dreaded “Santos Drug Group.”
The Pampanga police have
already arrested several members
of the group while their alleged
leader is still at large. ●

Petrasanta said the task
force will be headed by Supt. Ricardo Pangan, deputy provincial
director for operations.
He said the double murder
incident was reported at about 7
p.m. by Barangay Captain Felicismo Santos to Guagua police.
Initial investigation showed
that the incident was committed
at about 2 p.m. to 3 p.m. when
armed men entered the house of
the victims.
The suspects took gas fuel
from the victim’s motorcycle and
poured to the former teacher and
allegedly burned her, Petrasanta
said.
He also said the burned
body of the mother was recovered at the back of their house
while the daughter was found
inside the comfort room.
Both the victims sustained
head wounds, he said.
Police are still investigating
the motive behind the killings. ●

Bataan board irked as ex-official snubs probe

BALANGA CITY -- The newly retired provincial administrator here is about to face a
hard wall for repeated failure
to appear in the invitations of
the provincial board.
On its regular session last
Wednesday, the Sangguniang
Panlalawigan (SP Bataan) conducted inquiry on the alleged
technical malversation of public
funds that involve millions of
pesos.
Board member Jovy Banzon, chairman of the Sangguniang Panlalawigan (SP)
finance and ways and means
committee, said he would exhaust all legislative measures
to enable former provincial ad-
ministrator Esther Paguio to
shed light on the controversial
financial report on the joint
venture entered into by the
provincial government with
the Presidential Commission
on Good Government (PCGG)
in the income of the sequestered Bataan Shipyard and
Engineering Co. Inc. (Baseco)
in Mariveles town.
Banzon served as presiding officer in last Wednesday’s
regular session.
The current business operation of Baseco involves the
lease of properties in Mariveles, Bataan.
The Bataan property covers around 300 hectares of
land under a Joint Venture (49
percent Baseco and 51 percent
Bataan) corporation with the
Province of Bataan.
“This is the third time that the
Sanggunian invited her (Paguio)
along with provincial legal officer Atty. Aurelio ‘Joey’ Angeles,”
Banzon told newsmen.
Angeles is presently the
concurrent officer-in-charge
of the provincial administrator’s office after Paguio retired
last January of this year.
Banzon gave photocopies of
documents to the local reporters here with conflicting figures. One unsigned document
was allegedly delivered by the
clerk of Paguio at his office and
the other one came from the
Provincial Accountant’s office
signed by provincial accountant Alicia R. Magpantay.
The alleged Paguio document stated that more than
P50 million worth of dividends
entered the provincial coffers
while Magpantay’s document
appeared to be more than P63
million. The figures mentioned
are inclusive for the years 2011
to 2013.
In relation to this, last year,
seven former officials of Baseco were charged by the PCGG
with plunder and graft and corruption complaints for allegedly allocating to themselves
excessive compensation and
questionable cash advances.
The PCGG, which oversees
all sequestered companies,
filed the complaints in the
Office of the Ombudsman in
connection with some P220
million in alleged excessive
compensation and unliquidated cash advances.
It can also be remembered, years back, Paguio was
charged with disallowance or
unauthorized withdrawal of
funds before the Commission
on Audit regional office when
she was then the city treasurer
of Balanga City.
Meanwhile, Board Member
Reynaldo Ibe, chairman of
the SP committee on justice,
said that any elected official
who maliciously squanders
people’s money is liable and
may be charged with technical
malversation of public fund.
As of press time, Paguio
cannot be reached for her official statement on the issue. ●

Earlier, US Navy personnel conducted repair,
painting and refurbishing works at the center
as part of its Community
Relations (COMREL) activities while his ship is
docked at the Alava Pier
inside Subic Bay Freeport for its routine visit.
“Olongapo is our second home,” Bourdouin
said as he vowed to continue to extend help to
the city’s Social Welfare
Development programs.
“This is only the beginning. I will request
our Navy Commander
to allow our ship to visit
your city more frequently,” Bourdouin said.

Like a mother
“There is no friendship, nor love,
like that of a mother to a child,”
says one post in a popular social
networking site.
Indeed, a mother’s love for her
child is the purest, most unselfish feeling one could ever have
towards another. From the time
the mother conceives to the last
seconds of her breath she would
love a son or a daughter.
Such love is what Kapampangans are enjoying with Gov. Lilia
Pineda, that’s why the whole
province calls her “Nanay Baby.”
Her style of governance is unparalleled because she treats
Kapampangans as her family, her children. With that, she
could never go wrong in seeking
for what is best for all that she
governs.
Pineda showed to all that she
is neither a boss who dictates
what needs to be done nor a
mere employee who wraps up
her work after the prescribed
time expired.
She works very early in the morning and stay late in the night to
see to it that everything that she
hopes to be given to Kapampangans are all well taken care of.
We have so many leaders who
point us to where we should
go. Leaders who push us hard
towards where they intend us
to be. But, with a governor like
Nanay Baby, we are guided with
love and care to reap the benefits of all those she laid her
hands and toiled on.

Pampanga and its farm mechanization program
T
he Philippine Center for Post
Harvest Development and
Mechanization (PhilMech), a
bureau under the Department of Agriculture, has continuously implemented the farm mechanization program of the national government and
has assisted
hundreds of
farmers improve and increase their
yield. Included in their
program
is
a
counterpart scheme
agreement
between the
DA’s Regional
Offices and r.s. imperial
the
farmer
organizations
wherein the farmer groups will shoulder the 15-percent cost of the total
amount of the equipment. If a 90HP
Tractor costs around P2 million, the
farmers should provide P300,000 in
order to avail such equipment.
In the province of Pampanga,
farmer organizations and cooperatives are rejoicing when they availed
for free different farm machineries
such as combine harvesters, transplanter, hand tractors and mini-tractors, reapers and other off-farm and
on-farm equipment from the Department of Agriculture because, instead
of providing the needed 15-percent
share, the Provincial Government of
Pampanga shouldered the cost of all
equipment allocated to the province.
According to Board Member Rosve
Henson of the Third District of Pampanga, the province has already allocated around P10 million as counterpart funds for the said program of the
Department of Agriculture. “Ngayon
lang nagyari ito sa amin, libre na lahat mula sa binhi at mga equipment,”
said Maximiano Bingcang of Buhay

San Luis, Pampanga. “Tinupad nya
talaga ang kanyang pangako sa mga

PhilMech study shows that the
overall human, animal and mechanical power input in the farm of every
Filipino farmer is low at 0.52 hp/ha
and this is the reason behind low production level and high post harvest
losses. In other countries like Japan,

the highest in Asia, Korea has 4.11
hp/ha, while China has 3.88 hp/ha.,
India has 1 hp/ha, Thailand the number 1 exporter of rice is 0.79hp/ha.
Pampanga Governor Lilia G. Pineda is right, the agricultural sector is
now her top priority in her second

Labung, the Committee Chairman
on Agriculture, has already asked
the Office of the Provincial Agriculturist to prepare a province-wide agricultural development program in
coordination with the Department of
Agriculture and other agencies.

Meanwhile, in Thailand, the government is facing a major debacle to
meet payments due to farmers under the rice-pledging scheme. Late
payment to farmers has become a
national issue for the Pheu Thai-led
government. At the start of the 20132014 main crop which is October,
Thai farmers have pledged about 10
million MT under the rice-pledging
scheme but only 50 billion baht was
paid to farmers.
The Rice-Pledging Scheme was
the campaign slogan of the present Thai administration during the
2011 elections. The Pheu Thai Party
of Prime Minister Yingcluck Shinawatra drew its support from the
farming sector specifically in Thailand’s rural northeast. The program
aims to improve the lives of farmers
and increase their income especially
those in the rural areas.
Under the program, Thailand
government would buy rice from the
farmers at a very lucrative price that
could even reach 50-percent higher
than the prevailing market price and
store in warehouses. They will cut
their exports in the world market
and wait for the sudden shortage and
a spike in global prices. When that
happens, they will open the warehouses and sell their stockpiles to
the world at a premium price. The
Thailand government wins and its
farmers earn while foreign consumers and importers like the Philippines lose. The government underestimated the global traders who knew
how to respond to any kind of international trade policy that would affect their business. They shifted their
purchases from other rice exporting
countries like Vietnam and Pakistan.
This is the opportunity that India is
waiting. It opens its doors to foreign
importers. Then Vietnam started to
lower their price and Thailand was
left behind. The government stockpiles their 17 million tons harvest in
mills across the country and should
immediately make some decisions on
disposing the old rice stocks instead
of selling them. Rice deteriorates in
quality if kept for over three years
and if shipped to other countries the
quality is not so good.
Today, India is the world’s largest
rice exporter for the third consecutive year with a total of 10 million
tons of rice exports in 2013-2014
according to the United States Department of Agriculture (USDA). It is
likely to account for around 25 percent of the total global rice trade of
around 40.2 million tons.
In the Philippines, the government
declared 2013 as the National Year of
Rice. If not for typhoon Yolanda, the
country has already accomplished its
target of self-sufficiency last December 2013. The country’s paddy production stood at 18.44 million tons
down by 1.56 million tons from the

ANGELES CITY -- Telecommunications mogul Manuel V. Pangilinan (MVP) is set
to lead the inauguration of
Holy Angel University’s new
building.
Pangilinan, also chairman
of HAU’s Board of Trustees,
will inaugurate the 10-storey

building on March 7.

by university President Arlyn
Villanueva and Engineer Pe-

cutting of ribbon ceremonies.
The inauguration coincides

the blessing of the new building.
The building houses the
university’s graduate school
as well as the College of Business and Accountancy, which
is the biggest college in the
university.
The upper floors will be
used for the future College of
Law, including a moot court
and a library.

building include a 500-seat
auditorium, a 270-seat food
court, 19 case rooms, eight
computer laboratories, thesis
defense room, research computer laboratory, four function rooms, 45 classrooms,
student lounge, administrative offices, faculty rooms,

about 80 percent.
Other major hotels in Clark and in Angeles City have yet to submit their occupancy rate at the Department of Tourism,

Clark usually takes place every February
during the annual staging of Philippine
International Hot Air Balloon Festival.
This time, the high occupancy rate is
being attributed to the upcoming International Music Festival (IMF) and the
Clark International Motor Show (CIMS).
The first ever IMF (Woodstock-style)
to be performed by world-renowned artists on February 22 to 23 will be held at
the Global Gateway Logistics Corporation (GGLC) grounds in Clark.
The music fest is being organized by

personal belongings and cash money were
carted away by the six suspects, he said.
Based on the investigation, the suspects
entered the said establishment and identified
themselves as immigration agents allegedly
equipped with a search warrant and looking
for a certain foreigner.
The group then ransacked the place and
forcibly took with them the three victims, who
were later dumped somewhere in Mabalacat
City.
The arrested persons and the confiscated
pieces of evidence were brought to Intelligence
Operations Section for documentation and
proper disposition.
An appropriate charges are being readied

In his earlier statement, Guaio said
CIAC, once converted into an authority,
will have its own charter which will be
beneficial to Kapampangans as well as
to the entire region.
Earlier, Guiao lobbied for the inclusion
of P7.2 billion in the line-item budget of the
Department of Transportation and Communications (DOTC) for the construction
of an international terminal in Clark.
Although the amount is yet to be
included in the so-called “un-programmed budget” of the transportation department -- which means that it
may even be allocated to other projects
-- Guiao said he wants the amount “to
be included in the 2014-2015 budget of
DOTC and not for any other projects.”
According to Guiao, the construction of a new terminal building would
eventually increase the capacity of
Clark airport from 10 to 15 million passengers annually, thus increasing its
volume to 10 times its present capacity
which at present stands at a little more
than one million.
Clark, he said, is more viable to
become the international gateway due
to its strategic location in the Luzon island – with more than 23 million population, not to mention the more than 27
million population in north of Manila
– all potential catch basin for Clark’s

Pineda shed tears before
ending her speech and became emotional after some
of the poor people she had
helped gave her f lowers.
In earlier interviews with
journalists, Pineda refused
to divulge the number of
people she had assisted over
the years with their medical needs. It was clear at
