TOWN OF TOLLAND REPORT OF THE TOWN MANAGER Steven R. Werbner Town Manager February 9, 2016 Assessor As required by State Statutes, the 2015 Grand List has been completed. The Town Clerk’s Office received the signed list on 01/28/2016. The net taxable list before the Board of Assessment Appeals is $1,265,008,557. This represents a net increase of $9,777,219 or .78%. This increase in the Grand List will result in an increase of $319,745.05 in actual tax dollars generated based on the current mill rate of .03336 for Real Estate and Personal Property and .032 for Motor Vehicles is this first year of a statewide mill rate. The 2015 real estate net assessments of $1,107,241,732 increased by $2,700,533 or .24%. The total number of real estate remained unchanged at 6,064 with several additions and subtractions. Real estate comprises 88% of the Grand List. The residential portion is 79.4% with commercial and industrial properties at 8.6%. The net assessment of vehicles registered in Tolland is $127,526,210. This represents an increase in value of $6,061,910 or 5%. The total numbers of listed vehicles increased by 74; we had over 900 new vehicles come on to the list which shows that there were a lot of upgrades through purchase or lease. With the update to the DMV software and the unreliability of data, the Assessor’s Office went through the list very carefully and found value in underpriced trucks and trailers. Motor vehicle assessments represent 10% of the 2015 Grand List. Personal property represents 2.4% of the Grand List or $30,240,615. The increase over the previous list is $1,069,369 or 3.7%. The number of accounts increased by 9 from the previous year’s number of 786. Although there was an increase in value and accounts, we lost a large account as Standard Register has gone out of business. The increase in value is due to higher scrutiny of the declarations filed and enhanced field work. The 2015 Grand List reflects the 100% exemption of all newly purchased manufacturing equipment. All figures are subject to change by action of the Board of Assessment of Appeals which will meet during the month of March 2016 for adjustment on the 2015 Grand List and 2014 automobile supplement list. The event features original and popular vocal selections performed by area high school youth. Admission, which includes light refreshments and coffee, is $5 and a non-perishable food item for the Tolland Food Bank. Assistance Programs Connecticut Energy Assistance Program (CEAP/CHAP) Human Services is scheduling appointments to apply for the 2015/2016 Energy Assistance Program. On behalf of eligible households, the winter heating assistance pays for such heating sources as oil, natural gas, electricity, propane, kerosene, coal and wood/pellets. Homeowners and renters may apply. Income Guidelines are listed below. Residents are urged to apply early in the heating season; please make note of the following Program deadlines*: March 15, 2016 - Deadline for deliverable fuel authorizations May 2, 2016 Deadline to apply for benefits unless the household is utility heated and has a shut off notice. Households using a deliverable heat source may apply by submitting fuel bills dated between 11/10/15-3/15/16 2 of 34 February 9, 2016 Page 3 of 16 May 16, 2016 - Last day that a utility heated household with a shut-off notice may apply. (*Note: these dates are subject to change at the discretion of the State Department of Social Services) Tolland residents had completed 109 CEAP/CHAP applications through Human Services as of January 31, 2016. Information and Application Documentation- Residents must provide proof of all forms of Income and Assets for ALL household members for the four weeks prior to the application date. Operation Fuel Emergency Assistance Program Human Services will schedule appointments for the Operation Fuel Energy Assistance Program for residents who need aid with meeting their energy needs. The program opened on November 30, 2015. Income Guidelines are listed below. Note that Operation Fuel is an Emergency Energy Assistance Program Applicants are required to first utilize the Connecticut Energy Assistance Program (CEAP/CHAP) before seeking assistance from Operation Fuel. PRIMARY HEAT SOURCE: To qualify for oil, propane, pellets, gas/electric utility or wood, clients that qualify for CEAP/CHAP must exhaust those benefits before applying for Operation Fuel. SECONDARY ENERGY: To qualify for electric utility, clients must have a shut-off notice or have no utility service or must need assistance with making a required payment in order to maintain a payment arrangement, or have a past due balance of 30 days or more. Preregistration and identification are not required. Fair Housing Notice Beverly Bellody, Director of Tolland Human Services, serves as the Fair Housing Officer for the Town of Tolland. The Federal Fair Housing Act prohibits discrimination in the sale, rental and financing of dwellings, and in other housing-related transactions, based on race, color, national origin, religion, sex, familial status (including children under the age of 18 living with parents or legal custodians, pregnant women and people securing custody of children under the age of 18), and handicap (disability). Under the Connecticut Federal Fair Housing Act, it is against the law to deny anyone housing based on race, color, national origin, sex, ancestry, religion, children or family status, mental or physical disability, marital status, age (except minors), sexual orientation, or legal source of income. The Connecticut Fair Housing Center also has information about foreclosure prevention. Senior Center AARP Tax Aid Tolland Senior Center is pleased to offer on-site assistance with filing your taxes. There are no age requirements and you do not have to be a Tolland resident or an AARP member. This is a free service and is staffed by trained volunteers willing to give their time. Appointments will be available from February 9th-April 12th on consecutive Tuesdays. (February 9th, February 16th, February 23rd, March 1st, March 8th, March 15th, March 22nd, March 29th, April 5th, April 12th. ) One hour time slots will be available starting from 12 pm-1 pm, 1 pm–2 pm, 2 pm-3 pm, 3 pm–4 pm. The walls of the elevator are going up and will be followed by the installation of the steel columns and beams for the mezzanine. Adult Programs Suspense Novelist to Speak and Sign Books - Karen E. Olson, a mystery and suspense writer from North Haven, will speak Feb. 4th in Tolland as part of the Tolland Public Library Foundation’s Eaton-Dimock-King Authors Series. The free talk and book signing will take place Thursday, Feb. 4th at 7:00 pm in Conference Room A of Tolland Town Hall at 21 Tolland Green. Olson will be discussing her latest suspense novel, “Hidden.” The book is a departure for Olson, author of the New Haven-based Annie Seymour mystery series and the Tattoo Shop Mysteries. In “Hidden,” Nicole Jones is a fugitive who has been hiding for 15 years when her past finally catches up to her. North Street Barbershop Quartet - Come see and hear the North Street Barbershop Quartet, a local group, sing love songs, including Beatles' tunes to celebrate Valentine’s Day on Saturday, February 6th at 1:00 pm in Conference Room A. Photography Class 101 – How I Planned the Media for the 300th Celebration Year - On Wednesday, February 24th, at 6:30 pm. Perne Maynard will explain the newest technology in media equipment, evaluate photos and video snippets taken during the Tolland 300 Celebration, and touch on topics such as cell phone phots and software choices. Families are invited to sign up for Lee Conmigo (Read With Me) Multilingual Storytime at 10:30 am in Conference Room A, presented by the Tolland High School World Language Club. WLC students will read aloud stories in Spanish and English, with a craft following each reading. For ages 3 and up. Kids Chess Club: the library’s chess group for players in grades 3 and up is continuing under the direction of UConn chess club advisor John Fikiet, with instruction provided each week by National Grand Master Alex Fikiet. The group meets on Tuesdays from 4:30 to 5:30 pm on February 2nd, 9th, 16th and 23rd. This year-long program is made possible by the generosity of both the Tolland Public Library Foundation and the University of Connecticut Chess Club. Mad Science: Spy Academy on Wednesday, February 24th (a school early release day) from 2:30–3:30 pm. Look out 007 - participants will learn to communicate like a real spy, using edible messages and decoding clues. This program for elementary-age students is free but sign up is required. Sponsored by the Friends of Tolland Library. Teen Poetry Slam: entry forms are now available in the library for the annual poetry slam sponsored by the Tolland Public Library Foundation for teens ages 12 to 18 (the slam will be held on Thursday, March 10th at 6:30 pm). All Tolland teen poets are invited to participate and attend! Regularly scheduled story times also continue through February: Mother Goose Rhyme Time for babies 6 to 23 months old meets on Wednesdays from 11:15–11:45 am; Preschool Story time for ages 3 to 5 meets on Wednesdays at 10:15 am, Afternoon Story time for ages 2 to 5 meets on Thursdays at 1:30 pm, the Library/Family Resource Center Story Playgroup: 1,000 Books Before K for ages 2 to 5 meets on Tuesdays from 10:15–11:15 am. A Caldecott PJ Storytime featuring this year’s Caldecott gold medal book, Finding Winnie: the True Story of the World’s Most Famous Bear, will be held on Thursday, February 11th at 6:30 pm. Loving Literacy: Family Literacy Night Tolland Public Library will be represented by the children’s librarian Mrs. Brousseau at the family literacy night at Birch Grove Primary School on Wednesday, February 10th, from 6:30–7:30 pm. Families can find out about programs at the library, and meet a reading therapy dog and an author at this event sponsored by the Family Resource Center. 6 of 34 February 9, 2016 Page 7 of 16 Planning & Development Planning Office • • • • • • • • • Staff continues to coordinate with project engineers and architects for the Tolland Intermediate School/Parker Elderly Housing Project and worked with the Superintendent to plan the January 14th Public Workshop. The Blight Committee invited staff from Coventry and South Windsor to share their experiences and knowledge about blight ordinances. The Committee also reviewed the status of properties that could potentially be considered blight. Two sandwich board signs with changeable letters were ordered. The signs have “New Tolland Business” inserted along the top portion of the sign. New businesses can borrow the signs to announce their presence in Tolland. Staff interviewed four engineering firms for storm water peer-review services. Two firms were selected to provide on-call services: BSC Group and Horsely Witten Group. Staff (along with members the EDC, TECDC and PZC) attended a joint Economic Development Workshop with the Town of Ellington. Staff is working with the Conservation Commission to develop a “blanket” wetlands permit for the trail improvement and maintenance activities that occur on Town conservation lands. Staff began to create a GIS database of open space properties to allow for updated mapping and calculations. Staff awaits a determination by CT DOT regarding possible road improvements required along Route 195 to accommodate planned development in the Technology Zone (Gottier property). Staff continues to update the format of the zoning regulations. Zoning Enforcement • In January, the ZEO addressed six zoning violations. Three came into compliance without requiring the formal issuance of a Notice of Zoning Violation. Three others were issued a Notice of Zoning Violation. Planning & Zoning Commission • • The Commission approved a Special Permit to convert a cold storage building at 40 Tolland Stage Road to a self-storage facility. The Commission held a preliminary discussion on the Town solar projects with Woodard & Curran. A more formal application is expected in late March. The consultant will work with staff to notify nearby residences about the planned project. 7 of 34 February 9, 2016 Page 8 of 16 Design Advisory Board • The Design Advisory Board reviewed the self-storage facility application for 40 Tolland Stage Road. Zoning Board of Appeals • • • The Board continued a Public Hearing on an appeal of an order by the Zoning Enforcement Officer regarding the keeping of 12 dogs where 6 are allowed. The Board voted to uphold the Notice of Zoning Violation but modify the timeframe for compliance. The Board held a Public Hearing for and approved a variance for a garage at 140 Browns Bridge Road. The Board held a Public Hearing for an addition to the barn at 671 Old Post Road (CNC). The Board granted a variance for the front setback, but denied a variance to reduce the separation distance from a commercial building to a residential zone. The Board felt that the Planning and Zoning Commission was better suited to modify that separation distance. Agricultural Commission • • • The Commission ordered tote bags and had staff present a bag to each Town Council member. Staff continues to update the agriculture brochure and developed preliminary designs for magnets. The Commission scheduled a Workshop on backyard poultry at the Lodge on April 20th and discussed additional workshops to hold. Conservation Commission • • • • A consultant identified and marked property boundary pins for the recently purchased Blackington property and an adjacent open space parcel. Based on the findings, additional markers are not needed. The Commission identified an encroachment on the Knofla Conservation Area. Staff met with the property owner who agreed to replant the encroached-upon area. The Palmer Kendall Mountain Management Plan was updated and approved. The Commission finalized details for an Invasive Species Workshop to be held March 3rd. Town Engineer • • • Rte. 195 Reconstruction: Met with CT DOT inspector and contractor in field regarding road maintenance. Completed CBYD mark outs with various departments and outside service provider. Tolland Water Commission • • Coordinated placement of Knox Box at pump house, set date and time to exercise emergency generator at Well Pump #2 Follow up and coordinate with Finance Department on overdue utility bill payments. Inland Wetlands Commission • • Finalize 2016 – 2017 IWC budget Regular meeting 1/7/16 – discussion regarding Parker School/Senior Housing project and proposed timber harvest at Midwood Quarry. Public Safety January continued to be busy for the department. The department has been working on completing various capital improvement projects. The refurbishment of ET-340 is about 92% complete. Firematic just finished installing the tank cradle and tank. They are currently waiting for the new springs to arrive. When they remove and replace the springs they will overhaul the brakes. Ambulance 640’s remount is continuing to move along rapidly. The exterior of the patient module has reassembled. They are waiting for all of the exterior aluminum parts to be ready so they can be coated with a rubberized durable material and then reinstalled. The new Service 140 is also continuing to move along rapidly. Our up fitter encountered a couple of technical issues that have been resolved. The roll up doors needed to be modified to account for the poly body shrinking during cold weather. The refurbishment of the old Service 140 is now complete. That truck has been reassigned as Service 340. 10 of 34 February 9, 2016 Page 11 of 16 Things are progressing along with the fiber project. Sertex has just about finished all of the building penetrations. They are starting to finish all of the patch panels, splice boots and ring cuts. We are waiting for network switch cabinets to arrive so we can finish all of the building terminations. Advizex has started to program network switches. They will start to be deployed within the next week or two. Animal Control In the month of January the Animal Control Department answered 51 calls/complaints during regular & after work hours. The calls described below are a sampling of the complaints investigated & current projects/events: • • • • • • Officers continue to use the Town of Tolland Animal Control Facebook Page (which now has 2,388 “likes”) to advertise missing and found animals, animals for adoption, and to keep residents informed of any ongoing animal related events. Officers asked for donations in order to cover expenses related to the removal of a large tumor that was found on Ariah, one of the Golden Retrievers taken into our facility last month. A total of $925 was raised to pay her veterinary bills. We are pleased to report that Ariah is doing well and is now recovering in her new home. Many thanks to all of those who generously donated to this most worthy cause. Several dogs were impounded this month. All dogs have been reunited with their families. The black, Domestic Shorthaired cat that was found near St Matthews Church was advertised both on Facebook and in the Journal Inquirer. Several families came in hopes of identifying him however he was not claimed. “Thor” as we named him, has been adopted and is doing well in his new home. Officers continue to receive calls for sick/injured wildlife. None had direct contact with residents or pets and therefore were not tested. Officers impounded an extremely friendly, very small, Domestic Shorthaired, gray/brown tabby colored cat who had been attempting to get into a residence on Crestwood Rd. The cat appeared extremely thin and was crying while attempting to get into the residence for several hours. The cat was brought to the pound and dewormed. The cat, now named 11 of 34 February 9, 2016 Page 12 of 16 “January” has been advertised on both Facebook and in the Journal inquirer and no owner has come forward to date. She will be available for adoption if not claimed by February 4th. • ACO Binheimer attended a Zoning Board of Appeals meeting regarding an ongoing case on Mt Spring Rd. January’s activity report will be provided next month. Emergency Management Nothing to report. Fire Department The Fire Department conducted three regular training sessions and one partial business meeting in January. On January 18, 2016 the department observed the Line of Duty Death anniversary of Lieutenant Gary Passaro. Lieutenant Passaro went into cardiac arrest during a training scenaro while rescuing mock victims that were injured in the science wing of school. Each year the department honors Lt. Passaro's Service, Bravery and Sacrifice during a service at the Tolland Firefighters Memorial located on RT195. In 2010 the RT195 overpass to Interstate 84 was renamed the Gary M. Passaro Memorial Bridge in his honor. The following is a summary report of the significant activity for the month of January that the Fire Department has participated in: 1. On January 7, 2016 a Tolland Fire Department Tanker was called to Stafford as part of a Tanker Task Force to fight a residential basement fire. Our tanker and staff remained on scene until the fire was brought under control. 2. On January 12, 2016, the Tolland Fire Department responded with the Tolland County Dive Team to Bigelow Hollow in Union. A car drove onto a body of water and was submerged. One of the four occupants remained trapped in the vehicle. Dive team members rescued the occupant. The occupant was transported to RGH where they were pronounced dead by Emergency Department Physicians. 3. On January 13, 2015, the Tolland Fire Department responded to I-84 Westbound near Tolland High School for a vehicle rollover with patient entrapment. The patient was extricated and transported to the hospital. 12 of 34 February 9, 2016 Page 13 of 16 4. On January 16, 2016, the Tolland Fire Department responded to the area of 330 Old Stafford Rd for a head on MVA. Dispatch originally reported an occupant that was ejected. On arrival it was determined that the occupant exited the vehicle on their own. 5. On January 18, 2016, the Tolland Fire Department responded to the area of 312 Gerhing Rd for a car vs pole. The operator was uninjured. Gerhing Rd was closed for an extended period of time so the utility companies could replace the pole. 6. On January 23, 2016, the Tolland Fire Department responded with the Tolland County Dive Team to Daleville Rd in Willington. A car drove off the roadway into a body of water and was submerged upside down. One of the two occupants remained trapped in the vehicle. Connecticut State Police and Dive team members rescued the occupant. The occupant was transported to RGH. The occupant succumbed to their injuries a few days later. Please remember as winter finally arrives to drive cautiously and allow extra time for travel when the weather is icy. Allow extra distance between yourself and the car in front of you and be aware of the possibility of black ice. On January 14, 2016 the following message was broadcast to residents and businesses as a text/email advisory. “Route 32 (River Road) in Willington is closed between Schofield Rd and the RT32 & RT190 rotary in Stafford for a serious MVA. The road is expected to be closed for the next 8-12 hours for utility pole repairs.” 2. On January 16, 2016 the following message was broadcast to residents and businesses as a text/email advisory. “Icy road conditions are being reported throughout Tolland. Please 14 of 34 February 9, 2016 Page 15 of 16 use caution while driving and be prepared for black ice. Tolland DPW & State DOT have been dispatched to treat roads. Numerous accidents. One serious MVA on Old Stafford Rd.” 3. On January 18, 2016 the following message was broadcast to residents and businesses as a text/email advisory. “The area of 312 Gehring Rd is closed because of a no injury MVA. A pickup truck severed a utility pole. Eversource & Frontier are on scene. Gehring Rd will be closed between New Rd & Apple Rd for extended period of time.” 4. On January 19, 2016 the following message was broadcast to residents and businesses as a text/email advisory. “Reservoir Rd (RT 31) in Vernon is closed between Exit 67 off I84 and Route 30 due to serious car vs pedestrian collision. Vernon PD has an accident reconstruction team in route. Seek alternate travel route.” 5. On January 23, 2016 the following message was broadcast to residents and businesses as a text/email advisory. “A Winter Storm Warning has now been issued for Tolland County through 7:00am Sunday morning. Tolland may see 3" to 8" of snow. Tolland DPW has issued a Parking Ban. Please limit travel during the storm so plow crews can safely clear and treat roads.” The @TollandAlert Twitter account has now tweeted 1,087 messages and now has 1,094 followers. The TollandAlert Instagram account has now posted 71 multimedia messages and now has 364 Recreation Basketball games have started. All the leagues are running well and participants seem to be having a great time. I have collaborated with the Boys High School Varsity Basketball coach and we had a Recreation basketball night in January against E.O. Smith. The game was at 7:00 p.m. and anyone wearing their recreation basketball shirt was given free admission. Picture day is also scheduled for Saturday, February 6, 2016. The Events Magazine has been printed and will be mailed the week of February 15th. Tolland Tykes registration has started and we are off to a fast start. Registration numbers seem to be great and we will continue to offer two separate classes. We will continually publicize the program on Facebook and various media outlets. Registration for our winter recreational programs is ongoing. We are currently programming for the upcoming spring seasons. The Lodge continues to be busy with events every weekend. 15 of 34 February 9, 2016 Page 16 of 16 Town Clerk’s Office We successfully began registering and accepting births through the State of Connecticut Department of Public Health’s new web-based software system. Currently, the system is only available for births registered within the month of January. The State hopes to complete a historical data load this month so that all births registered back to 2003 will be available from this system regardless of where in the State the child was born or where in the State the parents live or lived at the time of birth. Prior to this software update, if the parents did not live in Tolland at the time of birth, we would need to refer them to the nearest hospital town in order to obtain their child’s birth certificate. We’ve completed the testing phase of software installed to be able to accept and record land records electronically. Contracts have been signed with three eRecording partners and we are awaiting our first submission. After a few weeks of experience processing eRecordings, a press release will go out notifying our local recorders of our new service. The statistical report for the month of January is attached. February is Heart Healthy Month. So, I want to wish you a very Happy Valentine’s Day. Speaking of hearts…I want to encourage all of you to take advantage of the Blood Pressure clinic, a service that we provide here every month. It’s a perfect way to maintain a healthy heart!! At the risk of being redundant, (and this is from the Department of Redundancy Department) I want to remind you all that the Senior Center will be providing a free income tax service and it will be up and running Tuesday, February 9th. This program will run every Tuesday up to and including April 12th. This is open to the public. More information can be found on page 4 of this newsletter. Let us welcome Spring on Sunday, April 3rd, by having an open house to celebrate the many facets of our Senior Center. This is one way to thank everyone who contributed to the completion of our canopy, and also serves as an open invitation to the general public to see what a fine establishment we have here. I can think of no better way to bring in Spring than a large gathering of some of the finest people on earth. Mark your calendars and help spread the word. In the past year, we have introduced a couple of new programs, among them, Yoga on Wednesday afternoon and Meditation on Monday afternoon. They are running quite smoothly. It is my hope that this year we’ll add a few more, one being Adult Coloring. Trending right now, coloring is an activity that taps into our “inner child” and is both stress-relieving and creative. Look for more information on page 8 of the newsletter. We are offering a Driving Course again sponsored by AARP and led by Bill Ward and Irene Raiche. This course will be held Saturday, April 9th, from 8:30 to noon. Most insurance companies will give a premium discount if you attend this class. Call the Senior Center to sign up. We have a tech savvy volunteer willing to offer classes on using the computer. They meet every Thursday morning from 9:30 am – 10:30 am. Charlie can answer many of your questions about computers, and if he can’t, he knows where to get the answers. The month that celebrates LOVE! Webster says the word “love” is a noun. We use the word in so many ways, don’t we? I’ve come to see this word more as a verb – an action taken, or an act of your will. Well, however you view this word ”love”, I’m hoping you all know how very loved you all are!! Happy Valentine’s Day – now go celebrate with someone you love! I’d like to discuss something that’s been taking up residence in my mind lately. That is the dangers of seniors living alone, and when is it time to make the change so you can feel safe. This is not a fun topic for many, and I totally understand why. Most of us want to stay in our home for as long as possible. Some statistics point out that about 29% or 11.3 million older adults lived alone in 2010; I’m sure that number is greater now six years later. Statistics also show that 12% of these older adults need assistance with long term care just to perform activities of daily life (Administration of Aging). Seniors with lower income are even more likely to live at home rather than in a facility, even if they require more care. And let’s face it, these facilities are not cheap. I just get to wondering how many of the health issues I see are a result of loneliness, sadness, boredom, anxiety, isolation. We all know how many illnesses can be traced back to our emotions. The Alzheimer’s Association reports that of the 60 – 70% of seniors with dementia living in the community, 25% live alone. If you live alone, it’s very important to make sure your environment is appropriate to your physical and emotional needs, particularly if there are early signs of cognitive impairment. An ounce of prevention is worth a pound of cure. I’m sure you’ve all heard that one. But it’s true, isn’t it? Now is the time to take stock of your environment, your daily living activities. Be honest with yourself, and talk to your children or loved ones about possible changes. Sentimental reasons for staying in your home when your emotional and physical health is at risk is something to be examined. I recently read “Dangers of Seniors Living Alone”, posted to the web on September 17, 2015 by Sarah Stevenson, and at the end of the article, there was space for “comments” from the public. One woman, obviously frustrated about the living conditions of her mother, wrote “Until someone actually deals with the family member and their unique personality they can’t imagine how difficult to almost impossible it can be to get some seniors to see the light. In the meantime, we, all those who care for family members, try to do the best we can, given difficult circumstances”. Trying to care for the loved ones and still respect their wishes and desires is not easy. So you see, sometimes love is a verb. A plan of action taken to care for someone that is dear to you is showing love. Even self-love – making it an act of your own will to make the best possible decisions for your health and wellbeing, and to create a lifestyle for yourself that benefits you. As you make new decisions for yourself, bear in mind that most senior facilities have a long waiting list. So if you put your name on today, you’ll have plenty of time to take care of all the things that involve a move. I have some contacts. Just sayin… Peace and (of course) Love! There are no age requirements and you do not have to be a Tolland resident or an AARP member. This is a free service and is staffed by trained volunteers willing to give their time. Appointments will be available from February 9th-April 12th on consecutive Tuesdays. (February 9th, February 16th, February 23rd, March 1st, March 8th, March 15th, March 22nd, March 29th, April 5th, April 12th. ) One hour time slots will be available starting from 12 pm -1 pm, 1 pm–2 pm, 2 pm-3 pm, 3 pm–4 pm. It may sound like a silly activity, but people who do it say that it helps them to unwind. Experts say that it stimulates your right brain and helps you think more clearly. Adult coloring books are in all of the craft and book stores at prices beginning at $5.00. Colored pencils, crayons, watercolor pencils or felt tipped markers are also in plentiful supply at the stores now that this trend has swept the nation. Transportation is provided between 8:30 a.m. - 4:00 p.m., Monday through Friday excluding holidays. Dial-a-Ride travels to all locations in Vernon, Ellington and Tolland including medical appointments, shopping, social and recreational. Whenever possible grocery and other shopping trips are provided on a group basis. They also go to Manchester on Mondays and Thursdays for doctor’s appointments only. In order to continue to provide reliable safe transportation to the Tri Town area, a $2.00 donation will be needed when boarding the van on each trip. Round trip costs $4.00. You must have the exact amount as the drivers will not have change. To make reservations, call 860870-7940, Monday - Friday between 8:30 a.m. - 4:00 p.m. Reservations can be made in advance, on a first come first serve basis.
