SECRETARY’S REPORT 2015
Competitions
All the Associations Cup Finals were completed on time in 2015 at Clare College Sports
Ground.
I would again like to thank Robbie Nightingale and Cambridge Granta for their hard
work on finals days, the weather was great for all the Cup Finals and this always brings
people out to watch.
Walker Invitation 20/20 Cup
The Walker Invitation Cup was again sponsored by The Cambridge News, and we thank
them for their continued support of the competition.
The semi-finals and final were staged on the same day making for a great day of cricket.
The first semi-final was between Hardwick & Caldecote and Cambridge Granta ll, who
won this game and went into the final. The second semi-final was between Thriplow and
Cottenham with Thriplow winning.
In the final Thriplow batted first scoring 103-9, which Cambridge Granta ll eased to
victory winning by six wickets.
Invitation Cup
The Invitation Cup saw Cambridge Granta ll in action again playing Great Shelford
on what was another great day, Great Shelford scored 128 with Cambridge Granta II
winning by five wickets, so two cups from Finals Days as well as them winning Senior 1,
was a very successful season for them!
Junior Cup
This was the highest scoring game of the all the Cup Finals with Milton scoring 151-9
with Wilburton chasing it down for the loss of five wickets, and Ryan Newton of Wilburton
being named Man of the Match.
Lower Junior Cup
The Lower Junior Cup was between Wilbrahams, in the final for the second year in
succession, and Barley. Unfortunately Wilbrahams could not retain the Cup they won
twelve months earlier scoring 115-5 but Barley we’re just too good on the day scoring
116 for the loss of no wickets and the Man of the Match was awarded to Wakeel Shah
of Barley.
Senior League
Along with two Cup Final victories Cambridge Granta ll also won Senior I and go up to
the Tucker Gardner Cambridgeshire & Huntingdonshire Premier Cricket League and we
wish the every success.
Senior 2 was won by Wisbech Town ll and Senior 3 was won by Foxton ll.
Junior League
Again in 2015 we had a high number on entrants in to the Junior League which is always
good.
Junior 1N was won by Histon ll and Junior 1S was won by Cambourne, the Junior
League play off did not get played, and will be played at the beginning of next season.
Best Kept Wicket
This award is for a Senior League Club with a non full-time groundsman, this year’s
winners being Great Shelford.

B.W.C.Green Award
This year’s award goes to Ray Daniels for his long and dedicated service to the
Association and his tireless efforts with Cambridgeshire’s Over 50’s.
Umpires
Once again we express our gratitude to the Umpires Association for providing officials
throughout the season.
I would like to take this opportunity to thank our sponsors, our main sponsor Mr Cricket,

NOTES TO CLUB SECRETARIES
1. Each Club is requested to purchase not less than four copies of the
Official Handbook, and further copies can be obtained from the
Chairman, price £5.00.
2. Late Commencement of Matches
Complaints are frequently received concerning the inconvenience
caused by matches commencing late. Your special attention is directed
to Rule 12.
3. Cancellation of Fixtures (see Rule 15)
In the event of a fixture being cancelled the opponents of the
defaulting club are requested to submit a claim for the points.
4. On Match Day
Results of matches should be forwarded to the Competition’s
Secretary before 10pm on the day of the game. Please give details of
both teams totals and the number of wickets lost. Please clarify which
team has won. Failure to do this will result in a fine of £10.
5. Results Cards
In all league and cup matches both teams will complete a result card
and exchange before the match. This will be signed and the pitch
marked by the visiting team and is the responsibility of the each team
to either post (with a first class stamp) or email the card to the
Competition Secretary by Friday following the match. Failure to do so
will result in a £10 fine. After a team has breached this rule 3 times
during a season (in any CCA Competition), that team will automatically
incur a 5 point deduction from their league points gained that season.

Treasurer’s Report
For the year ended 31st October 2015
Alan Day has agreed to be the CCA Independent Examiner, for which we
are grateful.
The results for the year show a surplus of £1,541 compared to £1,820 last
year.

INCOME
A total of 199 (181 last year) fines were levied for a total of
£3,941 (£3,365 last year), all of which have been collected
Nearly 50% (£1,850, including Admin Fees of £220) of this is
accounted for by 86 match cancellations, which included 6 very
late cancellations where the new rule regarding £30 refunds to the
home team, for teas expenses, was involved.
Competition Fees and Affiliation Fees were virtually identical to
2014 at £4,250.
Match & League Sponsorships were £1,850 (MrCricket £1,500 and
Cambridge Newspapers £350), as they were in 2014.
Advertising/Sponsors income, for space in the handbook, was
£950, £250 down on last year and £400 down on 2013. There is a
reducing trend.
EXPENDITURE
The charge for trophies and shields has now stabilised to the long
term average of approximately £2.5k
Cup finals expenses were up by £216 to £1,368.
The net costs (after sponsorship) of the Over 50s’ & Over 60s’
county teams were virtually identical at £1,240 (2014 £1,230).
Thanks to all the Committee, particularly to Martyn Livermore for his efforts
with the fines and to Alec Motts for his encouragement of sponsors which is
a huge benefit to all Clubs.

CAMBRIDGESHIRE OVER 50’s REPORT 2015
Unfortunately the season did not quite live up to expectations
following the success of the previous year when we qualified to
the next stage of the national 50+ competition. Two games were
won and four games were lost, although two of the games that
were lost went down to very last over of the 45 overs games and
obviously had these two had gone the way of Cambs, it would
have meant us beating Lincolnshire to qualify. But after travelling
to Skegness our last game was abandoned after 14 overs due to
heavy rain, and so the season ended on a damp note. During the
season 19 players were used, One century was scored and we
had 6 half centuries. We were only bowled out once, but where
we took all ten wickets in season 2014, in 2015 we could not quite
accomplish the same feat and took 33 wickets, which was the 2nd
highest no the 50+ had ever taken, but 30 wickets behind the no
of wickets taken 2014.

CAMBS/HUNTS OVER 60s REPORT 2015
Cambs/Hunts Over 60s 2nd XI took all the accolades, during
what was only their second season in existence. They won the
Seevent Northern Championship, having lost only one of their 10
games; sailed through the quarter-finals of the national play-offs,
before losing in the semi-final to Surrey in controversial circumstances - the visitors having played an England player.
Mike Hudson totalled 400 runs, with Nigel King and Graham
Sainsbury boasting averages of 82.5 and 75.6 respectively. On
the bowling front new recruits Eddy Seymour, Roly Searle and
Tony Buckingham all had economy rates of less than four runs per
over.
As for the 1st XI, they started the season in sensational form
and at one stage topped the Eastern Division. Unfortunately, the
fortunes that favoured them early on, disappeared as they lost
three matches on the spin in last over defeats - finally qualifying
for the last 16 play-offs in fourth position. The trip to Somerset in
the knock out stages never took place due to a complete week of
rain - leaving the highlight of their season, the match against the
touring Australian Over 60s XI. The Aussies won by a convincing
159-run margin at March Town CC's ground in June.
Alan Rodger was named Cambs/Hunts Man of the Match by
both captains, before the tourists went on to clinch the Ashes 2-1
against their English counterparts.
Nick Andrews played in the final game for England, having skippered the side in Barbados in February and then playing against
Scotland later in the spring. 1st XI skipper Stuart Unwin won his
first cap in the Caribbean and was then leading run-scoring for
the county with 366 runs during the summer, followed by Nick
Lloyd with 303. Leading wicket-takers were opening bowlers Mick
Douglas (25) and Stuart Arnold (24).
The county were also involved in a joint venture with Norfolk when
a combined side was invited by the Seevent League to play host

to an Australian Over 70s side from Victoria, which they won.
In total the 1st XI played 16 matches, the 2nd XI 14 matches and
the one off Over 70s one match. The Over 60s has also dipped
its toe into the waters of Facebook, which again has drawn great
awareness for the fixtures, matches and sponsors.

ECB Guidance Note: Safety measures for helmets within recreational cricket
The ECB has recently announced new helmet safety measures, which are being introduced with a
view to reducing the risk of head and facial injuries within the game. The purpose of this brief note is
to assist Leagues and Clubs at the recreational level to understand the key elements of these changes
and what they mean.
Players over the age of 18
The ECB strongly recommends that all adult recreational cricketers should wear helmets for certain
activities, preferably which meet the most recent British Safety Standard (see below). This
recommendation applies to batting against all types of bowling, wicket-keepers standing up to the
wicket (who may as an alternative wear face protectors) and fielders fielding closer than eight yards
from the batsman’s middle stump, except behind the wicket on the off side.
Under 18s
The position in relation to u18s currently remains unchanged, and is governed by the ‘ECB Guidance
on
the
Wearing
of
Cricket
Helmets
by
Young
Players’
(www.ecb.co.uk/youngplayershelmetguidance). In essence, batsmen and wicket-keepers standing
up to the stumps must wear head protection when playing or practising. That Guidance should be
referred to in full for the position in relation to u18s.
British Safety Standard
The latest British Safety Standard is BS7928:2013 (for both adults and juniors). The full list of
helmets meeting this standard is available at www.ecb.co.uk/helmets. For wicket-keeping face
protectors the relevant British Safety Standard is BS7929-2:2009 (again, for both adults and juniors).
The ECB understands that there is currently no specific women's helmet and as a consequence no
specific standard for women's cricket helmets. As the size of the standard women's cricket ball is
between the standard men and junior balls, it is recommended that women use helmets that have
been tested against both the men's and junior sized ball, or at least against the junior size ball (as
that could potentially get through the gap above the face guard on a men's helmet).
What do Leagues and Clubs need to do?
Whilst it is strongly recommended that all adult recreational cricketers wear helmets in the on-field
circumstances detailed above, it is not mandatory for them to do so. For the avoidance of doubt,
Leagues or Clubs do not need to go above and beyond the ECB’s recommendation by forcing their
cricketers to wear helmets.
However, Leagues and Clubs in recreational cricket should ensure that their cricketers are made
aware of the ECB’s above recommendation in relation to helmets, including the need to check that
any newly purchased helmets meet the latest British Safety Standard. The ECB recommends that
Leagues and Clubs bring the link above (i.e www.ecb.co.uk/helmets) to the attention of their
cricketers and encourage all cricketers to carefully consider their own health and safety regarding
helmet use.
Leagues and Clubs should always ensure that they have adequate public liability insurance.

For the purposes of these Directives a fast bowler is defined as a
bowler to whom a wicket keeper in the same age group would in
normal circumstances stand back to take the ball.
Having completed a spell the bowler cannot bowl again, from
either end, untiI the equivalent number of overs to the length of his*
spell have been bowled from the same end. A bowler can change
ends without ending his current spell provided that he bowls the
next over that he legally can from the other end. If this does not
happen his spell is deemed to be concluded. If play is interrupted,
for any reason, for less than 40 minutes any spell in progress at the
time of the interruption can be continued after the interruption up to
the maximum number of overs per spell for the appropriate age
group. If the spell is not continued after the interruption the bowler
cannot bowl again, from either end, until the equivalent number of
overs to the length of his spell before the interruption have been
bowled from the same end. If the interruption is of 40 minutes or
more, whether scheduled or not, the bowler can commence a new
spell immediately.
Once a bowler covered by these Directives has bowled in a match
he cannot exceed the maximum number of overs per day for his age
group even if he subsequently bowls spin. He can exceed the maximum overs per spell if bowling spin, but cannot then revert to bowling
fast until an equivalent number of overs to the length of his spell have
been bowled from the same end. If he bowls spin wIthout exceeding
the maxmum number of overs in a spell the maximum will apply as
soon as he reverts to bowling fast
Captains, Team Managens and Umpires are asked to
ensure that these Directives are followed at all times.
For guidance it is recommended that in any 7 day
period a fast bowler should not bowl more than 4 days
in that period and for a maximum of 2 days in a row.
Age groups are based on the age of the player at
midnight on 31st August in the year preceding the current season.
*Any reference to he/his should be interpreted to include she/her.

CAMBRIDGESHIRE CRICKET ASSOCIATION
HISTORICAL RECORDS
In July of 1999 Mr Philip Saunders, County Deputy Archivist, kindly agreed to
take into the Cambridgeshire Collection at the Shire Hall all the records and
memorabilia built up by our late President, Mr B.W.C. Green over many years.
They are stored in archivil strongroom conditions and can be inspected in the
supervised search room by anyone interested in individuals or villages on which
this informative group of records throws light.
Among the items stored are:
Administrative
Minute Books containing records of all the Association’s activities from its
formation in 1889 up to 1979.
Newscuttings and some correspondence 1945, 1949–68, 1984–88.
Details of the 1949 Diamond Jubilee Dinner including correspondence with
J.B. Hobbs, dinner menu and seating plan.
Graph showing entries to CCA Competitions 1889 to 1950 (made for the Village
Cricket display of 1951).
1951 Exhibition leaflet ‘A Century of Village Life’ with photograph of the CCA

Grounds Association
The Cambridgeshire & Huntingdonshire Association was initiated to support the counties groundsman, with the
aim to support the continued improvement of playing surfaces at all levels of the game.
The association provides a link between the volunteer grounds man, through to the first class arena. It allows
likeminded, dedicated individuals access to a wealth of knowledge from their peers, who are working in similar
conditions and, more often than not, encountering similar issues.
The Grounds Association provides training at a local level as well as linking to national IOG course running in the
county.
They can also offer free professional help and assistance with Pitch Advisors.
Cambridgeshire & Huntingdonshire have two trailers holding specialist equipment that is essential for the
preparation of quality cricket squares, Football Pitch Goal Renovation and Bowls Greens. This equipment may
not be readily available to your club, and it can be difficult and costly to hire from local dealers.
You have nothing to lose and everything to gain by joining now. The Association also has access to a local supplier
where we can get discounted deals to suit you at affordable prices.
So don’t struggle on trying to make do with whatever your club has to offer you in the way of equipment; take
advantage of the best equipment available and make a difference to your surfaces now. You will soon notice the
improvement.
Association membership costs £10 for the year, the benefits of association membership includes invitation to a
range of meeting dates, where members enjoy sharing information and ideas, as well as listening to a series of
presentations by experts who share their knowledge through talks and demonstrations.
Membership also includes discount fees on IOG/ECB courses as well as locally run training courses. These give
Groundsmen new and old the opportunity to increase their knowledge, from the basics to the more advanced
aspects of turf management.

CONSTITUTION
1. The Association shall be called 'The Cambridgeshire Cricket
Association' and shall manage and control the Senior League, Junior
League and any other league or cup competitions that it maybe desirable
to arrange.
2. MANAGEMENT. The Association shall be governed by a Council
consisting of a Patron, President, Chairman, a maximum of six
representatives to be appointed by the Council, one representative from
each of up to eight clubs (not less than two being from Senior Clubs),one
representative of the Cambridgeshire C.C.C., one representative of the
Cambridgeshire Cricket Umpires Association, one representative of the
Cambs/Hunts Premier League, one representative of the Groundsman's
Association, Hon. Secretary, Hon. Treasurer and Hon. Competitions
Secretary, five to form a quorum.
All questions of eligibility, qualification of competitors, disqualification of
Clubs, interpretation of Rules, or any questions of dispute occurring
between Clubs shall be referred to the Council, whose decision shall be
final.
The Council shall have the power to appoint Committees, executive or
otherwise to facilitate the work of the Association. Such Committees shall
have full power to deal with any urgent business.
3. PATRON & LIFE MEMBERS. The Council shall have the power to
appoint a Patron and Life Members for outstanding service to the
Association.
4. MEMBERSHIP. All clubs in the County, not wholly composed of
Members of the University, shall be eligible for membership, subject to
the approval of the Council. All member clubs shall be affiliated to the
England and Wales Cricket Board. Entries to all competitions will be
accepted at the discretion of the Council and will be subject to clubs
being able to conform to, and the Council being able to enforce, all
C.C.A. Rules. Membership shall be open to all, irrespective of age,
gender, disability, race, ethnic origin, creed, colour, social status or
sexual orientation. Any club without a trained Welfare Officer as at the
Annual General Meeting, will be expelled from the Association. They will
not be allowed to compete in any competition until they have appointed
one. The Association will not accept any entries to competitions from
clubs with fines outstanding by the Annual General Meeting of that
season.
5. SUBSCRIPTIONS. The Annual Subscription, in addition to the
Affiliation Fee, of each Club registered with the Association, to be paid
not later than 30th September of the current season, shall be as follows:Affiliation Fee (annual)............................................ (No charge 2016)

Late entries will only be accepted on payment of an affiliation fee of
£25.00.
The Council will have the power to set, amend and impose any financial
matters, for and on behalf of the Association and its member clubs,
umpires or affiliated bodies.
If a club enters fewer teams in a new season than completed the previous one, then the new team(s) will take the places of the highest placed
team(s) with the lowest placed team(s) being removed. No fine is payable. If a club requests any other arrangement of their teams for the new
season this is at the Council's discretion.
Any club withdrawing a higher placed team of that club after having submitted an entry for the relevant season (including after the season has
started), will be liable to a fine of £50 and the remaining team(s) barred
from being promoted in that season. No club mergers will be permitted
after the 31st December although both of these will be at the discretion
of the Council.
6. ANNUAL MEETING. The Annual Meeting shall be held before 28th
February in each year, to receive reports, elect Officers for the ensuing
year and other business. A notice of 28 days to be given. General
Meetings shall be open to members of all Clubs, who may take an active
part in the proceedings, but only one representative of each Club
registered in accordance with Rule 5 (in addition to the Officers qualified
by Rule 2) shall be entitled to vote.
7. SPECIAL GENERAL MEETINGS. The Secretary shall convene an
Extra Ordinary General Meeting at any time by order of the Council, or on
receiving a requisition signed by the Secretaries of not less than ten
registered Clubs.
8. ALTERATION OF RULES. In the event of any alteration being deemed
necessary in the Rules established by this Association, notice of the
proposed alteration shall be sent in writing on or before 31st October, to
the Secretary, who shall inform each Club when notification of the date of
the Annual Meeting is given. A Rule and Regulations Meeting will be
arranged at any time before the 31st December in the current year. No
alteration shall be made unless supported by a majority of those entitled
to vote (see Rule 6).
9. AUDIT. The financial year will end on 31st October of each year and
the accounts shall be audited annually by an auditor appointed at the
Annual Meeting.
GENERAL RULES
(All clubs are responsible for ensuring that all of their officials and
players are conversant with these Rules.)
10. Matches shall be conducted in accordance with M.C.C. Laws with the
exceptions contained in these Rules. Law 42 re penalty runs will only
apply when at least one official umpire is in charge of a match.
11. REGISTRATION OF PLAYERS. The names and date of birth of
players must be submitted by each club and these will be carried forward
to next season. The Players name and date of birth must be registered
on Play Cricket.com for his Club prior to the first match he plays in. An

emergency registration may be permitted on the day of the match. The
Players name and date of birth shall be entered on the result card and
initialled by the player and the opposing captain as confirmation.
A player may only register to play for one club in the "East Anglian
Pyramid" These include the Huntingdonshire County League, Norfolk
Cricket Alliance, The Norfolk and West Norfolk Leagues, The Two
Counties Championship and the Suffolk Premier Cricket League.
In the even of a player being previously registered with another Club the
players new club must prove to the General Purposes Committee that
they have took every reasonable step to confirm the status of the new
player. Penalties may include a deduction of points and a fine.
Current professional players and players registered as overseas players
(unless having exempt status) with the East Anglian and Cambs/Hunts
Premier Leagues are allowed to play in C.C.A. Competitions on the basis
of one per team. Overseas players must be shown as such on the
registration form. For C.C.A. purposes an overseas player is a person
who is not eligible to hold a British passport or who has not been resident
in the country for at least two years prior to 1st May of the current season.
In exceptional circumstances the decision on whether or not a player is to
be registered in the overseas category will be at the discretion of the
Council.
Only players under 12 on the 31st August of the previous year will be
permitted to play in Association matches only if they are in a current
years under 12 county squad.
Players who are not and those younger will not be permitted to play in
Association matches.
Any club playing an ineligible or unregistered player shall be subject to a
fine of £20 in respect of each player and the match awarded to their
opponents. This fine will be non-negotiable.
If a player wishes to transfer to another club, he must obtain the consent
of the club that he wishes to leave. This must be notified to the
Competitions Secretary of the Association who will record the date
received and transfer his registration to the new club. The player will be
eligible to play for his new club after four full days have elapsed from the
date of his new registration. His signature must be submitted during the
four days or shown on the relevant result card of the first match in which
he plays for the new club. The transfer will not be effective if the above is
not complied with.
No transfers will be allowed after 31st July in each season.
For every match, each captain will nominate his players by entering their
names on his result card and making it available to the opposing captain.
This must be carried out before commencement of play.
If a player wishes to register for a club but is already registered for
another club, then they must ask the players present club to de-register
him/her. The Players current club have 4 working days to de-register the
player, the only reason for a player not to be de-registered is any
outstanding financial commitments. A fine of £20 will be levied against
the players current club, and the player will be automatically transferred if
this is not done within 4 working days.
12. QUALIFICATION OF PLAYERS. Each club may play a bona-fide

member provided he/she has been registered in accordance with Rule 11.
In ALL LEAGUE MATCHES, teams may include a maximum of
THREE players who have played for the higher placed team of that
club in His/Her TWO previous completed matches for the club in the
current season. For a club with more than two teams, this rule
applies to the team immediately above the one that He/Her has
played for. ie two first team games, (whenever they we're in that
season) he/she can play for the second team, but not the 3rd, 4th or
even 5th teams.
In the Invitation and Walker Invitation Cup, teams will not be permitted
to play more than TWO players, who have played in more than THREE
completed Tucker Gardner or ECB Premier League matches in that
season.
In the Junior Cup, teams will not be permitted to play any more than ONE
player, who has played in more than THREE completed CCA Senior
League, Tucker Gardner or ECB Premier League matches in that
season.
In the Lower Junior Cup, teams will not be permitted to play more than
ONE player who has played in more than THREE completed CCA Senior
or Junior League matches for a higher placed team of that players Club.
No player will be permitted to play who has played ANY Tucker Gardner
or ECB Premier League matches in that season.
One registered overseas player is eligible to play within this rule for each
team of a club.
13. DURATION OF MATCHES. All Association Matches, with the
exception of the Walker 20/20 Competition, will commence at 1.30 p.m.
throughout the season. The Walker 20/20 Competition will commence at
2.00 p.m. with the exception of the finals day. These start times may only
be changed with the consent of the Competitions Secretary.
All league matches (except the Thursday League) to be played on
Saturdays unless the sanction of the Competitions Secretary has been
obtained for another day, Sundays excepted.
If any Club is not ready to commence play at the appointed time(wet or
fine, unavoidable accidents excepted) the Umpires must report to the
Secretary the defaulting Club or Clubs, and they shall be fined £2.00.
A team causing a delayed start to a match by failing to arrive in time shall
automatically forfeit the toss.
If the break in the innings and the tea interval coincide a period of not
exceeding 20 minutes will be allowed. If these intervals do not coincide
the combined period shall not exceed 30 minutes. An incoming batsman
must pass the outgoing batsman on the field of play. Umpires must strictly
enforce these rules: also report any player who unduly wastes time on
the field of play (Note: 'Field of Play' means within the boundary).
If for any reason a bowler is unable to complete an over, the outstanding
deliveries shall be bowled by another bowler.
NO DECLARATIONS WILL BE ALLOWED IN ASSOCIATION MATCHES.
IF A TEAM DOES DECLARE, THE MATCH WILL BE AWARDED TO THEIR
OPPONENTS

Senior and Junior Leagues.
If teams finish the season with an equal average number of points their
league positions will be decided as follows: (i) The average given by
dividing the number of matches won by the number of matches played. If
still equal, (ii) the average given by dividing the number of bonus points
gained by the number of matches played. If still equal,(iii) the results of
the league matches between the teams concerned.(iv) if still equal, the
total runs scored will be divided by the total wickets lost and the team
which has the highest average will be the winner.
14. FIXTURES. Dates of all matches shall be arranged at meetings by
The Chairman/Competitions Secretary. If Clubs cannot agree upon a
date the Council shall arrange the fixture. Any Club not represented at
the meeting or if no fixture meeting is scheduled, failure to attend the
Annual General Meeting shall be fined £30. After 31st January no
alteration of dates shall be permitted. Application for such alterations
shall be made by both Clubs concerned. No fixture can be postponed in
order to play other matches outside the Association's jurisdiction, with the
exception of the National Club or National Village Championship.
15. FULFILMENT OF FIXTURES. League matches should commence
not later than the first Saturday in May and must be completed by the
third Saturday in September, except for deciding matches, semi-finals
and finals, the dates of which are fixed by the Council; these must be
completed by 30th September.
From 1st April onwards matches must be played on the dates arranged.
Higher division matches may not be cancelled in order to play matches in
a lower division.
Any infringement will result in the defaulting club being subject to a fine
of £20 and the match awarded to their opponents. They will forfeit any
points gained from the match.
All grounds must be made available for use from the first Saturday in
May, to the second Saturday in September, inclusive.
Any club will be allowed to have one date for which their ground is
unavailable for use during the season, This will not apply to any ground
which is unavailable, in that period, owing to football commitments.
No match shall be prematurely cancelled due to inclement weather
unless mutually agreed by the respective Club Secretaries or bona-fide
representatives.
In the case of matches being played on public fields or parks, the ultimate
decision for cancellation of matches due to inclement weather must be
left to the respective ground superintendents. In the event of a cup or
league fixture being cancelled which, in the opinion of the Council, is
considered to be unjustified, the defaulting Club shall incur a fine of £20
and the match shall be awarded to their opponents. Any team that
cancels 3 or more matches in a season due to the non-availability of
players will automatically be relegated to a lower division. This rule will
take precedence at the end of the season regardless of the league
position attained by the team. Any team defaulting in 3 or more matches
will be allowed to complete their league programme but will not be
considered eligible to win their division or be promoted.
Senior League fixtures take precedence over all competitions.

This Rule will be strictly adhered to. In the case of any withdrawal from a
competition, or other alteration, it is the duty of the Club Secretaries to
immediately notify all Clubs affected, also the Competitions Secretary of
the Association. It is also the responsibility of the home team to notify the
Competitions Secretary if any match is cancelled for whatever reason.
Any club which, having entered a league competition, then withdraws
shall be subject to a fine of £50.
All Clubs will be required to enter full score sheets of their home
matches, on play-cricket.com within 72 hours of midnight on the Sunday
following the match.
Failure to enter the information will result in a £5 fine for each occasion
16. SUBSTITUTES. A Club shall not be allowed to play more than two
substitutes in any match and they shall be debarred from batting, bowling
or wicket keeping.
17. RESULTS OF MATCHES. It is the responsibility of the home team to
notify the Competitions Secretary of the scores of their match (league or
cup) by 10pm on the day of the match by telephone (text) or E-mail.
Failure to do so will incur a fine of £10
Both Clubs shall send the result of each match together with the names
of players, on cards provided for their team, to be signed by both
Umpires (if present) to the Competitions Secretary to arrive by the Friday
following the match; any Club neglecting to do so shall be fined £10.00
for each case. After 3 fines have been incurred by a team during a
season any subsequent breach of the rule will automatically incur a 5
point deduction from the total league points gained by the team during
the season.
18. GROUNDS. No club or team shall change their listed home ground
without prior consent of the Competitions Secretary. If permission is
granted their opponents must be notified by the Monday before the
match.
Result cards will show 3 boxes labelled 'Good', 'Average' and 'Bad'.
These may be used by an official of the visiting team to indicate his
assessment of the pitch used for the match. The Council will investigate
when a pitch has received 3 'Bad' assessments.
The use of artificial pitches in the Senior League will not be permitted.
All clubs playing in the Senior League and Junior Leagues must ensure
they have a "home" ground available for eighteen home games in any
one season.
19. APPEALS & PROTESTS. Appeals and protests with regard to
cancellation of matches, players or any other matter shall be made in
writing to the Secretary within seven days, and must be accompanies by
a deposit of £40.00 as guarantee of good faith, which shall be forfeited if
the Protest or Appeal is dismissed any costs maybe passed on to the
club or clubs. Any club requesting an investigation will incur a fee of £20
In addition, the hearing has the power to impose costs.
20. PRESENTATION OF CUPS. All Clubs which are presented with any
of the Association Cups will be responsible for their safe care, insurance,
and any damage that may take place whilst in their possession. Any
damage or repair that maybe necessary will be charged to the club in full.
It may be a requirement at the discretion of the council, that the following

Rules, to which also we have subscribed our respective names.

Clubs that have won Challenge Cups must return them to the
Chairman of the Association in sound and clean condition by the
Annual General Meeting. Any club that fails to comply will be
fined £100.
21. INSURANCE. All clubs must have adequate Public Liability Cover.
Copies of these policies, (other than those insurred with NR Daws
insurance) must be sent to the Secretary by 1st April each year.
22. EXPENSES. All expenses concerned with matches excluding the
finals shall be defrayed by the competing Clubs. All Final expenses will
be met by the Association.
23. UMPIRES. If either or both Official Umpires fail to turn up punctually
at any match the matter shall be reported to the Secretary by the Home
Club. The two Captains must appoint one or more replacements until the
official Umpire arrives.
Umpires appointed by the Umpires Association are eligible to play in
matches arranged within its jurisdiction.
Expenses (Which should be settled before the start of play) shall be paid
to each umpire at a rate of £30 per match for Senior League, Invitation
and Hobbs Cup Competitions and £27 per match for Junior League and
other Competitions, with half paid by each club. A fee of £20 shall apply
to the Walker Cup 20/20 Competition with half paid by each club. This
will not increase if an umpire is on his own.
If there is only one officially appointed umpire present who is asked to
stand at the bowler's end throughout the match, these amounts will be
increased to £40 and £35 respectively, with half paid by each club.
Furthermore, an additional £2.50 will be payable by any Club which does
not settle expenses prior to play commencing. In the event of the
umpire(s) arriving but no play is possible, the clubs will pay travel
expenses of £15 to each umpire.
24. TEAS. In all League matches the home team will assume the financial
responsibility for the provision of teas. In Cup matches the home team
will make a charge on the away team to cover their share of the cost of
providing teas. If a game is called off after 8pm on the Friday evening by
the away team, they will be fined £30 by the Association for the cost of
the home team teas (this fine will then be forwarded to the home team by
the Association).
25. OFFICIAL HANDBOOK. The Official Handbook is published annually
and the selling price is £5.00 each. Each Club must purchase not less
than four copies.

SENIOR LEAGUE
26. The Competition shall be called 'The Cambridgeshire Cricket
Association Senior League'.
27. ADMISSION. There will be three Divisions which will comprise of10
teams each which will play each other on a home and away basis over
the first 18 consecutive weeks of the season.
Division I - top team promoted to the Cambs/Hunts League
(depending on their facilities)
The second placed team depending on facilities will go into a play off with
the second placed team in the Huntingdonshire County League Division 1
- the two bottom teams relegated to Division II
Division II - the two top teams will be promoted to Division I
- the two bottom teams relegated to Division III
Division III - the two top teams will be promoted to Division II
- the four bottom teams will be relegated to Junior League
Divisions IA and 1B
In all divisions the number of teams relegated may be more or fewer
depending on the number of teams relegated from the Cambs/Hunts
Premier League at the end of the season.
In accepting teams to the Senior League the Council shall bear in mind
the results of the current season and be satisfied that home grounds will
be suitable.
Application for admission to the League for the following year shall be
made to the Competitions Secretary by 30th September, each year.
28. DURATION OF MATCHES In all matches the innings of each side
shall be limited to 45 six-ball overs.
In all matches which commence as 45 over matches no bowler may bowl
more than 9 overs in the match. With one ball supplied by each team
(approved by the Association) which they will bowl with.
In the case of matches commencing late due to inclement weather or any
other valid reason the captains may agree that the number of overs shall
be reduced to 30, 35 or 40 each side with bowlers restricted to 6, 7 or 8
overs respectively.
In the case of matches interrupted by inclement weather or any other
valid reason a match must be based on a minimum of 32 overs each
side.
In all Senior League matches a new ball will be used at the start of each
innings as agreed by the Association.
29. LEAGUE POINTS.
(a) In any match the side scoring the most runs shall be the winner and
shall receive 20 points. The losing side shall be awarded bonus points at
the rate of 1 point for every 2 opponent's wickets taken and1 point for
every 40 runs scored up to 200 runs. In a run tied match each side shall
receive 5 points plus bonus points as above.
(b) Positions in the respective leagues will be decided by points gained
divided by matches completed and the side with the highest average will
be the winner irrespective of the number of matches completed subject to

there being no default with cancelled matches as stated in Rule 15.
30. OVER RATES. Over rates penalties will be applied to any team that
does not bowl its overs at an average of 17 per hour as follows:
Less than 17 but more than 16 - 1 point, less than 16 but more than15 - 2
points; less than 15 - 5 points. This rule will not apply to innings lasting
less than 2 hours. Time allowances for lost ball, time wasting by batsmen,
injuries etc. will be at the discretion of the umpire(s) and confirmed at the
time of the delay. 2 minutes will be allowed for the fall of each wicket.
This rule will only apply when an official umpire or umpires are in charge
of the match.
31. LEAGUE CHAMPIONS. All Clubs engaged in the Competition shall
play home and away matches with each other during the season, and the
Club with the highest average number of points in Division I at the end of
the season, shall be considered Champions of the League for that year.
In Divisions I, II and III, in the event of two or more clubs finishing equal
after the application of Rule 13, any matches necessary to decide the
Championship, promotion or relegation will be played on dates to be
arranged by the Council, such deciding matches to be concluded by 30th
September.
Each innings of a deciding match will be limited to 45 six-ball overs.
In the event of a Club being unable to fulfil a deciding match it shall be
awarded to the opposing team. If for any reason the matches cannot be
completed by 30th September the Council to determine the action to be
taken.
This rule will also apply to the matter of promotion and relegation.
The team winning the Competition shall have the Challenge Cup
presented to them.
JUNIOR LEAGUE
32. The Competition shall be called the 'Cambridgeshire Cricket
Association Junior League'.
33. ADMISSION. The Competition shall be open to (a) second elevens of
clubs competing in the Senior Competition: (b) Clubs not competing in
the Senior Competition.
The Competition to consist of Divisions to be arranged geographically as
far as possible Each division in the Northern Section shall be regarded as
of comparable strength to that in the Southern Section. In Division II and
below there will be either 2 or 3 sections. Each Division shall consist of
eight, nine or ten teams at the discretion of the Council.
The Competition shall proceed on the basis of promotion and relegation,
subject to Rule 15, at the end of the season three teams of each section
of Division 1 with the lowest average number of points maybe relegated
to Division II. The Two teams with the highest average number of points
in each section of Division II will be promoted to Division 1. The number
of teams relegated will be dependant on the number of teams required
to formulate divisions for the following season. This will be decided upon
by teams with the lowest average number of points in each section of
Division II will be relegated to the relevant section of Division III. From
Division III and
below promotion and relegation will proceed on a two up and whatever

is required (as above) down basis between the relevant sections. Where
there is less than five teams in the lowest division the Council will
arrange for teams to be placed in the next highest division.
The Competition Secretary will also notify all clubs that would be affected
by changes other than the normal promotion and relegation.
The two highest placed teams in each section of Division 1 will be
promoted to Senior League Division III.
In all divisions the number of teams relegated may be more or fewer
depending on the number of teams relegated from the Cambs/Hunts
Premier League at the end of the season. The Composition of each
division will be at the discretion of the Council.
In the event of club withdrawing the vacancy shall be filled the following
year and the discretion of the Council.
Application for admission to the Competition shall be made to the
Competitions Secretary by 30th September of the previous year.
34. DURATION OF MATCHES
In all matches the innings of each side shall be limited to 40 six-ball
overs. With one ball supplied by each team (approved by the
Association) which they will bowl with in Junior League Division 1 (A+B)
One ball supplied by the home team in divisions 2,3,4,5 and the Minor
League.
In all matches which commence as 40 over matches no bowler may bowl
more than 10 overs in the match.
In the case of matches commencing late due to inclement weather or any
other valid reason the captains may agree that the number of overs shall
be reduced to 28, 32 or 36 each side with bowlers restricted to 7, 8 or 9
overs respectively.
In the case of matches interrupted by inclement weather or any other
valid reason a match must be based on a minimum of 28 overs each
side.
35. LEAGUE POINTS
(a) In any match the side scoring the most runs shall be the winner and
shall receive 20 points. The losing side shall be awarded bonus points at
the rate of 1 point for every 2 opponents wickets taken and 1 point for
every 40 runs scored up to 200. In a run tied match each side shall

divided by matches completed and the side with the highest average
shall be the winner irrespective of the number of matches completed
subject to there being no default with cancelled matches as stated in
Rule 15.
36. LEAGUE CHAMPIONS. All Clubs engaged in the League shall play
home and away matches with each other during the season.
The winning club of each section (A and B) of Division I shall meet to
decide the Championship of the League. This match will be played at the
discretion of the Council. The Association will cover all costs relating to
the Junior League Play - off except any cost required for hire of the
ground.
In the event of the scores being equal at the conclusion of a
Championship or deciding match the winner shall be determined as

follows: (i) the team which has scored the highest average runs per over
during its innings (ii) if still equal the team which has lost fewer wickets
(iii) if still equal the team which has the highest number of runs at the end
of the last but one over of its innings etc. etc.
In the event of two or more clubs in either section of Division I finishing
equal after the application of Rule 13, deciding matches shall be played
on dates to be arranged by the Council, such deciding matches to be
concluded by 30th September.
Each innings of a Championship match, or a deciding match will be
limited to 40 six-ball overs.
In the event of a club being unable to fulfil a deciding match it shall be
awarded to the opposing team. If for any reason the matches cannot be
completed by 30th September, the Council shall determine the action to
be taken.
The Rule will also apply to the matter of promotion and relegation.
The team winning the Competition shall have the Challenge Cup
presented to them.
MINOR LEAGUE
(As Rules 33–36)

INVITATION CUP COMPETITION
41. The Competition shall be called the Cambridgeshire Cricket
Association Invitation Cup Competition (any sponsor may be added to
the title) and will be played on a knock-out basis.
42. ADMISSION. Invitations to compete will be made at the discretion of
the Council.
43. DURATION OF MATCHES. In all matches the innings of each side
will be limited to 45 overs. One ball will be supplied by each team
(approved by the Association) which they will bowl with. The Association
will provide both balls for the final. In matches which commence as 45
over matches no bowler may bowl more than 9 overs during the match.
Each team to bat once only and the team scoring the most runs to be the
winner. In the event of the scores being equal at the conclusion of a
match the winner shall be determined as follows: (i) the team which has
scored the highest average runs per over during its innings (ii) if still
equal the team which has lost fewer wickets (iii) if still equal the team
which has the highest number of runs at the end of the last but one over
of its innings etc. etc. If the start is delayed by weather or there is a
subsequent interruption the captains may agree to a lesser number of
overs – minimum 20. In matches where the number of overs is reduced no
bowler may bowl more than a quarter of the overs to be bowled by his
side. For this calculation fractions of overs will be disregarded. If rain or
bad light curtails play before the completion of a match the result will be

decided in favour of the side that has scored the fastest in runs per over
throughout its innings provided that at least 20 overs have been bowled to
the side batting second. If the scoring rates are equal the side with the
highest score after 20 overs of its innings will be the winner.
If weather delays the start of the match or intervenes during the first
innings, two overs (one from each side) shall be deducted from the
overall match total for each period of seven minutes lost. No account
shall be taken of the first fifteen minutes of the first delay or suspension
of play.
If weather delays the start of, or intervenes during, the second
innings, one over shall be deducted for each period of three and a half
minutes lost. No account shall be taken of the first fifteen minutes of the
delay or suspension, if that is the first interruption of the match. The side
batting second shall be set a revised target score calculated by
multiplying the maximum number of overs available after the delay or
suspension with the average run rate per over, such total being rounded
up to the next run and adding this total to the number of runs they have
already scored before the interruption or interruptions. The average run
rate per over shall be calculated by dividing the total score in the first
innings by the remaining number of overs available at the scheduled start
of the second innings.
In a match where the number of overs has been reduced, a result
can be achieved only if both teams have batted at least 10 overs (unless
a team has been all out in less than 10 overs or unless the team batting
second scores enough runs to win in less than 10 overs).
If, through inclement weather, no play is possible a bowl out must
take place. A bowl out will consist of five bowlers bowling overarm, two
balls in succession, at a full wicket (3 stumps, 2 bails) with no wicket
keeper standing up. These to be bowled alternate. If level after ten
deliveries of each side, it will be sudden death, bowled by bowlers other
than the first five. If a bowl out is not possible the match must be decided
by a toss of a coin. All matches must be completed on the day of the
match, other than the semi-final and final which will have a reserve day.
Each team shall provide the ball with which to bowl Its overs.
All boundaries should be at least 65 yards wherever possible.
44. RESULTS. In the event of the scores being equal at the conclusion of
a of a match the winner shall be determined as follows: (i) The team
which has scored the highest average runs per over during its innings (ii)
if still equal the team which has lost fewer wickets (iii) if still equal the
team which has the highest number of runs at the end of the last but one
over of its innings etc, etc.
If for any reason the matches cannot be completed by 30th
September, the Council shall determine the action to be taken.
45. DRAW. Competing clubs shall be drawn in pairs, the club first drawn
to have choice of ground. The Final will be played at a venue to be prearranged by the Council. The date for the termination of each Round shall
be fixed when the draw takes place. Any Club failing to play off its fixture
on such date, to be excluded, unless the Council, on application being
made to them, shall decide that an extension of time be granted.

46. CHAMPIONSHIP. The team winning the Competition shall have the
Challenge Cup presented to them. The Association will cover all costs
relating to the Final.
The Final will be played at a venue to be pre-arranged by The Council.
WALKER INVITATION CUP COMPETITION
47. The Competition shall be called the Cambridgeshire Cricket Association Walker Invitation Cup, 20/20 Cup Competition (any sponsor maybe
added to the title) and will be played on a knockout basis.
48. ADMISSION. The Competition shall be open to all clubs affiliated to
the Association.
Applications for admission to the Competition shall be made to the
Competitions Secretary by 30th September each year.
49. DURATION OF MATCHES In all matches the innings will be limited
to 20 Six-ball overs. The home team will provide a ball to be used (which
has approved by the Association). Two balls will be used for the semi
final and final supplied by the Association.
In all matches which commence as 20 over matches no bowler may
bowl more than 4 overs in the match.
If needed the match maybe reduced to a minimum of 5 overs a side
with the bowlers overs allocation reduction in proportion (So five bowlers
must be used).
If 5 overs each side are not completed a bowl out shall take place. If
the scores are level, the side losing the fewer wickets will be the winner,
if still level, the number of runs scored in the first five overs of the innings
will be the winner.
(Bowl Out) 5 bowlers bowl overarm, two balls in succession at full
wicket (3 stumps, 2 bails) with no wicket keeper standing up. These to be
bowled alternate. If level after 10 deliveries each side, it will be sudden
death, bowled by bowlers other than the first five.
No innings should last more than one-and-a-half hours, if it does, six
runs will be added to their opponents score for every full incomplete over.
A strict wide ball Law must be implemented.
50. DRAW. Competing teams shall be drawn in pairs, the club first
drawn to have choice of ground. The Final and Semi Finals will be played

52. The Competition shall be called the Cambridgeshire Cricket Association Sir Jack Hobbs Memorial Cup Competition.
Rules 42, 43, 44, 45 and 46 of the Invitation Cup Competition shall
be applied to govern the Competition except any cost required for the
hire of the ground.

JUNIOR CUP
53. The competition shall be called the Cambridgeshire Cricket Association Junior Cup (any sponsor may be added to the title), which is for competition amongst Junior league teams.
54. ADMISSION. The Competition shall be open to: (a) Second Elevens of
the Clubs competing in the Senior Competition; (b) Clubs not competing
in the Senior Competitions; (c) School Clubs in the Town and County. If a
Club desired to enter two teams they shall be regarded as two separate
clubs for the purpose of registration.
No team may enter the Competition if it is entered in the Lower
Junior Cup Competition.
Applications for admission to the Competition shall be made to the
Secretary by 30th September in each year.
55. DURATION OF MATCHES. In all matches the innings of each side
shall be limited to 40 six-ball overs.

played for one team in the Competition is not allowed to play for other
teams in subsequent rounds. Application for admission to the Competition shall be made to the Competitions Secretary by 30th September in
each year.

65. The Council shall have the authority to set the rates of fines for the
current season and under unusual circumstances to take action as necessary in the best interests of the Association.
66. Any club failing to inform the Competitions Secretary a change of
club contact will be subject to a fine of £20.
67. Any club failing to pay any invoices/fines within 28 days of the date
of that fine/invoice will be liable to a further £20 administrative charge.
Any club that still has not paid after a further 14 days (42 days from date
of fine/invoice) will be liable to a 5 point deduction against the team that
the fine/invoice was raised.
Any club with fines outstanding on 30th September will be refused entry
for the following season.
68. All clubs must have a contact that electronic mail can be sent.
Any club which fails to comply will be unable to participate in any of the
Association's Competitions.

DISCIPLINARY REGULATIONS
1. AIMS AND JURISDICTION
1.1. The Cambridgeshire and Huntingdonshire Joint Disciplinary
Committee (C&HJDC) will deal with all disciplinary matters
Involving clubs, players and officials competing in :•

The Cambridgeshire & Huntingdonshire Premier League
The Cambridgeshire Cricket Association
The Huntingdonshire County Cricket League
All Cricket under the Cambridgeshire Cricket Board
1.2. To this end, these discipline regulations has been adopted by
all the Leagues and Cup Competitions.
1.3. The regulations shall be complied with by all those who
participate under the jurisdiction of any of the Leagues or Cups
Management Committees. The regulations shall apply to any
player, at any club, at any level, under the auspices of any of the
listed Leagues and Cup Competitions.
1.4. The regulations are intended to provide assistance and
uniformity to all clubs in dealing with any alleged breach of the
Code of Conduct and The Spirit of Cricket.
1.5. Any club which fails to take all reasonable steps to ensure the
proper conduct of its players, officials and/or members in all
matters for which the club or its committee is responsible, or acts
in any way which is prejudicial or detrimental to the interests or
reputation of the League breaches this Code of Conduct.
1.6. There is nothing in this Code preventing or discouraging clubs
from applying additional or stronger sanctions against offenders
than those appearing within the Code, whether or not they are the
subject of a discipline report. To this end, it is important that clubs
have their own code of conduct and disciplinary procedures in
place.

1.7. For the purposes of these regulations, the expression ‘player’
shall throughout this document be deemed to mean and include
not only any player, whether professional or otherwise, but also
any member or official of any club or any other person involved in
any incident of alleged misconduct occurring on any part of a
cricket ground or building and not merely the field of play.
2. CODE OF CONDUCT AND SPIRIT OF CRICKET
2.1. Code of Conduct
2.1.1. All Competitions as shown in 1.1 are committed to
maintaining the highest standards of behaviour and conduct at
cricket matches both on and off the field. All clubs and players, by
virtue of their registration with their respective League and cup
competitions, explicitly agree to abide by this Code of Conduct,
which incorporates the Spirit of Cricket, and are bound by the
provisions in these Regulations.
2.1.2. The captains are responsible at all times for ensuring that
play is conducted within the Spirit of Cricket as well as within the
Laws.
2.1.3. Players and club officials must at all times accept the
umpire’s decision. Players must not show dissent at the umpire’s
decision or react in a provocative or disapproving manner towards
another player or a spectator.
2.1.4. Players and club officials shall not intimidate assault or
attempt to intimidate or assault an umpire, another player, a club
official or a spectator.
2.1.5. Players and club officials shall not use crude and/or abusive
language (known as “sledging”), nor make offensive gestures or
hand signals, nor deliberately distract an opponent.
2.1.6. Players and club officials shall not use language or gestures
that offend, insult, humiliate, intimidate, threaten, disparage or
vilify another person on the basis of that person’s race, religion,
sexual orientation, colour, descent or national or ethnic origin.

2.1.7. Players and club officials shall not use or in any way be
concerned in the use or distribution of illegal drugs.
2.1.8. Players and club officials shall not make any public or
media comment which is detrimental to the League, clubs,
umpires or the game in general. In this instance, media shall
include press, radio, television, external websites, club websites,
social networking sites and club match programmes.
2.1.9. Players and club officials shall not disclose or comment
upon any alleged breach of this Code or upon hearing any report
or decision arising from such breach.
2.1.10. Clubs must take adequate steps to ensure the good
behaviour of their players, officials, members and supporters.
2.2. Spirit of Cricket
Cricket is a game that owes much of its unique appeal to the fact
that it should be played not only within its Laws, but also within the
Spirit of the Game. Any action which is seen to abuse this spirit
causes injury to the game itself. The major responsibility for
ensuring the spirit of fair play rests with the captains.
2.2.1. There are two Laws which place the responsibility for the
team’s conduct firmly on the captain.
2.2.2. The captains are responsible at all times for ensuring that
play is conducted within the Spirit of the Game as well as within
the Laws.
2.2.3. In the event of any player failing to comply with the
instructions of an umpire, criticising his decision by word or action,
showing dissent, or generally behaving in a manner which might
bring the game into disrepute, the umpire concerned shall in the
first place report the matter to the other umpire and to the player’s
captain, requesting the latter to take action.

2.2.4. Captains and umpires together set the tone for the conduct
of a cricket match. Every player is expected to make an important
contribution to this.
2.3. Fair and Unfair Play
2.3.1. According to the Laws the umpires are the sole judges of
fair and unfair play.
2.3.2. The umpires will intervene at any time, and it is the
responsibility of the captain to take action where required.
2.4. The umpires are authorised to intervene in cases of:
2.4.1. Time wasting.
2.4.2. Damaging the pitch.
2.4.3. Dangerous or unfair bowling.
2.4.4. Tampering with the ball.
2.4.5. Any other action that they consider to be unfair.
2.5. The Spirit of the Game involves RESPECT for:
2.5.1. Your opponents.
2.5.2. Your own captain and team.
2.5.3. The role of the umpires.
2.5.4. The game’s traditional values.

2.6. It is against the Spirit of the Game:
2.6.1. To dispute an umpire’s decision by word, action or gesture.
2.6.2. To direct abusive language towards an opponent or umpire.
2.6.3. To indulge in cheating or any sharp practice.
2.6.4. To appeal knowing the batsman is not out.
2.6.5. To advance towards an umpire in an aggressive manner
when appealing.
2.6.6. To seek to distract an opponent either verbally or by
harassment with persistent clapping or unnecessary noise under
the guise of enthusiasm and motivation of one’s own side.
2.7. Violence
There is no place for any act of violence on the field of play.

3. BREACHES
3.1. A breach of the disciplinary regulations occurs when
3.1.1. Any player who offends against the Code of Conduct or
acts at any time to prejudice the good name of interests of the
Leagues.
3.1.2. Any club fails to properly control or discipline its players or
acts in a manner prejudicial to the good name or interests of the
Leagues.
3.2. Any player or club committing such a breach shall be liable to
penalties in the manner prescribed in this document.
3.3. A breach of the Code of Conduct will normally be categorised
as Level One, Two, Three or Four as set out in Appendix 1.
4. PROCEDURE
4.1. Reporting of Breaches.
4.1.1. For a first offence of a Level One severity in a match, the
umpire(s) will instruct the Captain to warn the player as to his
future conduct and advise the Captain that any repetition in the
match will result in a formal report.
4.1.2. If any player receiving such a warning then commits a
further offence in the match, the umpire(s) will advise him and his
captain that they will be submitting a formal report.
4.1.3. Should the umpire(s) consider that the first offence is
sufficiently serious, they have the authority to decide to submit a
formal report without having previously issued any warning. The
player and his Captain will be advised accordingly.

4.1.4. Notification that a report is to be submitted following any
alleged breaches must first be advised by the umpire(s) to the
player and his captain or the executive of the player’s club on the
day of the alleged offence prior to leaving the ground. Where no
appointed Umpire is present, the complaint may be lodged by a
club.
4.1.5 All reports and complaints must be received by the
League Secretary within 72 hours of the alleged incident.
4.1.6 All reports and complaints may be made via letter or
preferably email in plain text. Umpire(s) are free to use the
official ECB report forms if they wish.
4.2. On receipt of a report or complaint
4.2.1. The League Secretary will the act as Disciplinary
Secretary for that case.
4.2.2. If it is deemed by the Umpire(s) in their report (or the
Panel in the case of a complaint) to be a Level One offence,
the League Secretary will write to club within 72 hours and
request information as to what action the club has taken.
4.2.3. The club will reply to the Secretary within seven days of
receipt of the letter.
4.2.4. If the Panel decide that the action taken is sufficient, a
letter to that effect will be sent to the relevant club within 72
hours of the decision and no further action will be taken.
However, the Panel may decide to refer the report to a full
Panel Hearing.
4.2.5. The Panel will automatically hear offences deemed to
be above Level One

4.3. Suspensions imposed shall be advised in writing to the
relevant club’s County Board. Match bans will apply to all cricket
played under the auspices of ECB.
4.4. In the case of an incident involving a player under the age of
18 years old, the County Board Welfare Officer will immediately be
informed. In such circumstances, the incident will be regarded as
a welfare and child protection case. If the incident is being
investigated by another organisation the Panel will await the
outcome of that investigation before taking any further action.
5. DISCIPLINARY HEARINGS
5.1. If a hearing is required, then the relevant League Secretary
will be responsible for arranging the hearing.
5.2. Format of the Disciplinary Committee
5.2.1. Each League shall nominate 3 people to sit on the
Disciplinary Committee at the commencement of each season.
No other persons will sit on the commission apart from these
appointed people in that season. The nominated persons shall
not be the League Chairmen nor their deputies.
5.2.2. The nominated person will act as the Chairman for their
League’s hearings on a case-by-case basis.
5.2.3. A member from two other Leagues would also be in
attendance. An Umpires’ representative will be present at all
hearings, with full voting rights. Where it is deemed necessary,
the relevant League Child Welfare Officer will be present but have
no voting rights. The relevant League Secretary would act as the
Panel Secretary but have no voting rights.
5.2.4. No member of the Panel should be connected with the
player, the club or their opponents at the time of the alleged
breach, or a club which might directly benefit from any disciplinary
action.

5.3. Dates of Hearings
The Panel will convene monthly during the season if required.
Appeals will be heard on an ad-hoc basis, but may be heard on
the same night as a Panel meeting if appropriate.
Panel dates for 2014 are:
Wed 4th June (offences up to 21st May)
Wed 2nd July (offences up to 18th June)
Wed 6th August (offences up to 23rd July)
Wed 24th Sept (Offences to end of season)
5.4. The accused player or club shall be entitled:
5.4.1. To submit written statements ahead of the hearing.
5.4.2. To attend the hearing.
5.4.3. To state his case (in the case of a club, by a club official).
5.4.4. To be supported by a colleague and to call witnesses.
5.4.5. To have legal representation. If the player or club is to have
representation present at the hearing then the details of that
representation must be given to the Panel Secretary not less than
48 hours before the date of the hearing. A club or player involved
in disciplinary proceedings will be solely responsible for meeting
such costs or expenses as it or they may incur, including the cost
of any legal or other representation.
5.5. The standard of proof shall be on the balance of probabilities
rather than the criminal standard of beyond reasonable doubt.
5.6. Decisions of the panel shall be by simple majority vote.
Where necessary the Disciplinary Panel Chairman will use an
extra casting vote.

6. APPEALS
6.1. A notice of appeal setting out the grounds must be given in
writing to the hearing Secretary within seven days of the decision
of the Disciplinary Panel, together with a deposit of £50 if the
appeal is by a player or £150 if the appeal is by a club.
6.2. If a notice of appeal is given, the penalty shall not take effect
pending the hearing of the appeal, which shall take place as soon
as is practicable and in any event within 14 days of receipt of
notice of the appeal.
6.3. The player or club shall have the same entitlements as set out
for the original hearing.
6.4. The relevant League Chairman or his nominated deputy will
act as the Appeal Chairman on a case-by-case basis.
6.5. The Appeal Panel members will be constituted in the same
manner as the original Hearing Panel. None of the original
Hearing Panel members bar the Panel Secretary and the League
Child Welfare Officer (if required) will sit on an appeal panel.
6.6. The only grounds for appeal will be
6.6.1. Mistaken identity.
6.6.2. Mistakes in procedure.
6.6.3. Production of new evidence.
6.6.4. Mitigating circumstances.
6.7. The appeal shall take the format of a complete re-hearing,
taking regard to any extra evidence produced.

6.8. The appeal panel may
6.8.1. Dismiss the appeal for invalid grounds.
6.8.2. Waive or increase any penalties imposed by the original
hearing.
6.9. Non-attendance at a hearing of the Appeals Panel by the club
or person that submitted the appeal without good and valid reason
for such non-attendance will automatically result in forfeiture of
their right of appeal.
6.10. The decision arrived at by an appeal panel, or if no appeal is
lodged within the proscribed time limit, of the hearing panel shall
be final and binding on all parties.
6.11. Any decisions will be conveyed to the clubs and umpire(s)
involved within seven days of the hearing date.
6.12. Decisions of the panel shall be by simple majority vote.
Where necessary the Disciplinary Panel Chairman will use an
extra casting vote.

7. PENALTIES
7.1. The following penalties should be expected to be imposed for
any report or complaint found proven at a disciplinary hearing
7.1.1. Level One
Suspended for one to two weeks.
7.1.2. Level Two
Suspended for two to six weeks.
7.1.3. Level Three
Suspended for four to twelve weeks.
7.1.4. Level Four
Suspended for a season or more.
7.1.5. More severe penalties will be incurred for repeat offences
and offences involving Captains.
7.2. Where applicable, penalties will be carried over to apply in the
following season.
7.3. Additional penalties
7.3.1. To record a reprimand and to give a warning as to future
conduct to a player and/or a club.
7.3.2. To impose a fine and/or hearing and/or appeal costs.
7.3.3. To deduct League points from a club. If required, this may
be at the start of the following season.
7.3.4. To expel the player or club from the League or Cup
competition for any period of time.
7.3.5. To relegate a club one or more divisions.

7.4. Panels will take the following factors into account when
determining the penalties to be imposed
7.4.1. If the accused player or club has pleaded guilty.
7.4.2. The player or club’s previous disciplinary record.
7.4.3. If the player is also the captain.
7.4.4. The conduct of the player subsequent to him being warned
and/or told that he will be reported
7.4.5. If an appeal is considered to be frivolous.
7.5. In addition, where an individual or their representative and/or
witnesses behave inappropriately or fail to respect the formality of
any hearing, the panel has the right to impose further penalties as
it sees fit.
7.6. The panel shall have the power to suspend the operation of
any part, or all, of any penalty it imposes for such period and
subject to such terms and conditions it deems appropriate.

8. NON PAYMENT OF FINES
8.1. Any fine levied under these procedures or imposed for the
breach of any match rule must be paid to the Treasurer of the
League within 14 days of the Club being notified of such fine.
8.2. Any fines still outstanding at the end of that period shall be
increased by 100% of the original fine, whence the Secretary or
Chairman of the offending Club shall be notified to the effect that
the fine is outstanding. They will be given a reminder that if after a
period of fourteen days from that reminder, the fine is still
outstanding, a deduction of five points shall be made from the
points gained by the side that received the fine or in respect of a
player or Club fine the player or the Club will be suspended until
such time as the fines are paid.
8.3. In respect of other payments owed these shall be treated as if
they were a fine, except that points shall not be deducted. Such
payment shall continue to increase by 100% for each further
twenty-eight day period that the payment remains outstanding.
