What is Net Centric Enterprise Services (NCES)?
ƒ NCES enables information sharing by connecting
people/systems who have information with people/
systems who need information
– For people who have information, NCES provides global
information advertising and delivery services
– For people who need information, NCES provides global
services to find and receive information
5
Collaboration Services will be acquired via DISA’s

What is an Enclave ?
ƒ Standalone, Configurable Units
ƒ Specific Capacity (Number of Concurrent Users)
and Capabilities may be ordered
ƒ Hardware and Software bundled and delivered
ƒ Same user interface as unclassified and classified
service
ƒ End user organization is responsible for
administration and training
12
Why Use an Enclave versus the Enterprise Service ?
ƒ Local Network or port restrictions/No access to public internet
ƒ Local control of key performance requirements
(bandwidth/load/network)
ƒ Enforcement of Unique Security Requirements
– Support Ad Hoc exercises, experiments and operations
– Support Coalition activities
ƒ Private/Secure – behind org firewalls
ƒ Independently Manage Capability
ƒ Independently Manage Users
– Local control of who has access to full suite of collab tools
13
DISA Collaboration Examples

Command and Control Examples
PANAMAX 2007
ƒ Civil and military forces from 20 countries participated in PANAMAX 2007, a U.S.
Southern Command joint and multi-national training exercise co-sponsored with the
Government of Panama, in the waters off the coasts of Panama and in Honduras,
Aug. 29 – Sep. 7.
ƒ The exercise focused on ensuring the security of the Panama Canal from both the
Caribbean and Pacific approaches to the Canal. Simulated ground forces will
participate at Soto Cano air base in Honduras. This year, more than 30 vessels, a
dozen aircraft and 7,000 personnel took part.
ƒ Participating forces comprised Multi-National Force South under a combined joint
task force led by U.S. Navy Vice Admiral Evan Chanik, commander, U.S. Second
Fleet. In addition to the traditional multi-national maritime force participation,
PANAMAX 2007 included the added dimension of both ground and air assets.
ƒ The PANAMAX 2007 exercise scenario included sea-based training devoted to
maritime interdiction operations, and visit, boarding, search and seizure. Additionally,
land-based training in Honduras will focus on command and control, stability
operations, humanitarian assistance and disaster relief operations.
ƒ NCES e-ColllabCenter was the collaboration tool of choice and replaced IWS as
SOUTHCOM’s primary asset.
