OBITUARIES
Juan Antimo Cruz
Juan Antimo Cruz left this life to be reunited with the
lord and our other loved ones on Aug. 18, 2014. He was
born on June 2, 1927 in Union de San Antonio, Jalisco,
Mexico to Wenceslao and Juana Cruz.
He married Frances “Kika” in 1949 in La Mesa, NM.
Juan was a hard-worker and worked construction in
various places including White Sands, Missile base (four
corners area) before moving to Hayden, Ariz. in 1957;
where he started a career with the Town of Hayden. On
June 1968, Juan proudly became an American citizen.
He loved the outdoors! Hunting, fishing, camping and
just being out in nature. It’s a trait he instilled upon all

of his children. The adventure, the fun of going out and
exploring different places will always be remember by his
children.
Juan is survived by his daughters: Terri Bracamonte of
Riverside, Calif.; Beatrice Munoz

Dora Olivaz Cruz
Dora Olivaz Cruz, 96, entered into rest on Friday, Aug.
22, 2014, at Mt. Graham Regional Medical Center. She
was born on Feb. 24, 1918 in Johnson, Ariz., to Gavino
and Petra Olivaz.
Dora was a member of the Catholic Church. She loved
gardening, singing and was a wonderful singer, and loved
to tend and spend time with her kids and grandchildren.
She is survived by her son, Vicente Cruz, Jr. (Mary Helen),
daughter, Mary Rose Sandoval (Rafael), Michael J. Cruz
Sr., and Manuel J. Cruz, Sr. (Darleen), and brother, Eddie
Olivaz, 28 grandchildren, 61 great grandchildren, and 14
great great grandchildren.
She was preceded in death by her husband Vicente Cruz
Sr.,son, Gavino Cruz “Chieffy”, her parents, Petra and
Gavino Olivaz, sister, Susie Carrillo and brother Eloy
Olivaz.
Viewing will be on Saturday, Aug. 30, 2014 at 9 a.m. at
St. Rose of Lima Catholic Church, rosary will be led at 10
a.m.
Mass of a Christian Burial will be celebrated at 11 a.m. on
Saturday, Aug. 30, 2014 by Rev. Father Robert Rodriguez,
at St. Rose of Lima Catholic Church.
Interment will follow in the Safford Cemetery.

Hayden Council terminates police officer

A Hayden Police Officer earlier this month was
terminated by the Hayden Town Council following a
30-minute executive (secret) session.
The council met with Officer Ray Van Buskirk, Town
Attorney Steven Cooper and Police Chief Louie Tartaglia
during the executive session and after resuming open
meeting, held a brief open discussion and voted to
terminate Van Buskirk. Van Buskirk was still on probation
with the department.
A second executive session was held for a discussion of
legal matters and consultation with Town Attorney, Town
Staff and the council, concerning S.G. Gillen vs. Town
of Hayden, (Public Records Litigatation). There was no
action or discussion taken by the council following the
executive session regarding S.G. Gillen. Gillen is the
former Hayden Police Chief.

for Senior Citizens (PGCSC) in the amount of $124,016.
The Council will hear a presentation from PGCSC at
a future meeting as there are some questions on an
upcoming amended contract. PGCSC is the non-profit

ASARCO plans $100 million upgrade of Hayden
smelter to meet new EPA sulfur dioxide emission limits
Project not expected to disrupt operation of plant or employees’ hours

Plans for a $110 million upgrade of the
Hayden copper smelter that will bring the
apparatus in compliance with new federal
regulations concerning emissions of sulfur
dioxide (SO2) have been filed by owner
ASARCO/Grupo Mexico with the Arizona
Department of Environmental Quality
(ADEQ).
The rules issued by the US Environmental
Asarco Smelter in Hayden
Protection Agency (EPA) require that SO2
emissions from the smelter be reduced
from 140 ppb (parts per billion) to 75 ppd
during a 24-hour period. The Hayden
smelter has until Oct. 3, 2018 to meet this
standard.
Meeting the standard is important to
keep the Hayden copper smelting plant
operating and providing employment for
residents of the Hayden/Winkleman area.
To meet EPA’s goal, the plan ASARCO
filed on June 24 with ADEQ describes a
converter retrofit project that will replace
the smelter’s five current 13-ft. diameter
converters with three 15-ft. diameter
converters. Also included in the plan are
the installation of improved primary and
secondary hoods, and an electrostatic
precipitator for solids removal prior to
SO2 recapture at the smelter’s existing
acid plants. Larger ladles (300 cu. ft.
instead of 200 cu. ft.) will be installed
to reduce the number of hot metal
transfers. Additional upgrades will capture
secondary gases and direct them to the
acid plant for conversion to a sulfuric acid
product.
Overall the plan aims to reduce SO2
emissions at the Hayden smelter by 85
percent, with a total SO2 capture rate of
99.7 percent of what is produced during
the copper smelting process.
The plans were made public during a
meeting of the Arizona House Committee
on Energy, Environment and Natural
Resources held Aug. 22 at the Gila
Community College Pueblo Campus in
Globe.
ADEQ is expected to rule on the ARARCO
plan by late September. If approved the
plan will then go to EPA for an additional
45-day comment period. With EPA
approval, ASARCO could begin work on
the upgrades before year’s end.
Work on the converter retrofit will be
performed as to not disrupt the operation
of the smelter and keep all employees
working their regular daily schedules,
said Krishna Parameswaran, director of
environmental services and compliance
assurances at ASARCO. The smelting plant
must operate within the EPA emission
limits by Oct. 3, 2018.
The smelter and surrounding operations
are an important parts of the Hayden
economy. It employs 1,400 hourly and
salaried workers, who are annually
paid $140.8 million in wages, salaries
and fringe benefits. The operations also
generate $28.6 million in property,
severance and sales taxes. The company
annually generates spending of $345.8
million on materials, fuel and supplies into
the Arizona economy.
Each year the Hayden smelter produces
more than 300 million tons of copper that
is important in all electrical products,
electronic equipment, and even bringing
electricity to homes, according to Kelly
Norton, president of the Arizona Mining
Association. The smelter also products
more than 575,000 short tons of sulfuric
acid each year.
Although originally built in 1912, the
Hayden smelter has been expanded and
upgraded on a regular basis, with the last
major renovations taking place in 1989
and 1996. In 2012, ASARCO voluntarily
undertook a $10 million project to reduce
lead emissions through the addition of a
monitor system to keep lead emissions
to within EPA rules issued in 2008 that
trimmed allowable emission levels to onetenth of the former standard.
The EPA-required Hayden smelter
renovation projects comes only a step
behind a more expensive project for the
smelter in Miami owned by FreeportMcMoRan. Budgeted at $450 million, the
Miami smelter will receive new converter
mouth covers, converter aisle canopy
hoods and aisle scrubbers, an anode plant
bag house and a smelter furnace upgrade
to meet EPA SO2 emission limits.
Freeport-McMoRan received its permit
on July 21 and has begun renovation
work that could be completed by the end
of 2017. The Miami smelter, which was
originally built in 1915, also has undergone
numerous upgrades, expansions and
renovations in the interim.
Norton emphasized at the meeting
that copper smelting is an important
contributor to the Arizona economy.
At present there are only three copper
smelting plants in the US and two are in
Arizona (Hayden and Miami). The third is
in Salt Lake County, UT, Norton noted.

EPA proposal could have disruptive effect of flow of
electricity, state House committee told
Move to limit CO2 emissions would shift electricity generation from coal to gas-fired plants

Federal rules proposed to substantially improve air
quality nationwide could have a negative effect on
the health of Arizona citizens and the state economy,
according to testimony at a public meeting of the Arizona
House Committee on Energy, Environment and Natural
Resources held on August 22 in Globe.
A plan proposed in June by the U.S. Environmental
Protection Agency (EPA) sets a national goal of reducing
emissions of carbon dioxide (CO2). These trims will be
based on the emission levels of these gases in 2005 and
states will be required to decide how to make these trims
based on individual goals EPA will set for each state.
While the EPA proposal is still in the comment period
until October 16 and a final rule is not expected until June
2, 2015, based on the proposed rule, Arizona will have
the second highest goal to meet in the country. And that,
according to Beth Hager, director of public affairs with the
Arizona Department of Environmental Quality (ADEQ),
could result in a major shift in how electricity is generated
and distributed throughout the state, especially in the
Phoenix metropolitan area.
The result could be, especially during the transition
period, a less certain flow of electricity for air conditioning
in summer, which could negatively impact the health
of people and stifle the current growth of the Arizona
economy, she said.
In her testimony at the Committee meeting, Hager noted
that Arizona would have to trim its CO2 output by 52%
by 2030, which is exceeded only by the 54% required
for Washington State. The goal excludes the Navajo
Generating Station, which EPA will deal with separately.
“Based on the proposed rules, Arizona will have to
reduce its carbon intensity of 702 lbs/MWh by 2030,
and that could require a major shift in the mix of existing
power sources,” Hager said. “A substantial percentage of
Arizona electricity is generated by burning fossil fuels.
“Achieving the EPA goals would require a huge shift
from coal-fired to natural gas-fired generation to meet
interim and final goals. The state also would have to
beef up generation from low-emitting power sources like
solar, wind and nuclear power. Additional trims in CO2
emissions would come from improved energy efficiency
of homes and businesses, and reduced energy demand.
And EPA will require states to meet 77% of their goals by
2020,” she added.
A shift from coal-fired to natural gas-fired generation
also would greatly alter electricity transmission patterns,
added John Lesueur, assistant director of the Utilities
Division of the Arizona Corporation Commission.
Much of the coal-fired generation is located in the
eastern part of Arizona while much of the natural gas-fired
generation is in the west, primarily due to independent
firms building gas generation plants to sell electricity to
utilities in California when that state permitted merchant
competition, he said. As those gas generation plants have
had minimal use, it is not known if they can provide the
steady flow of electricity Arizona needs especially during
summer air conditioning season. The result could be more
power interruptions in the East Valley (including sections
of Pinal County) as the traditional flow of electricity from
east to west is reversed from west to east.
When asked if Arizona could add more nuclear
generation capacity to augment the electricity state
utilities get from the Palos Verde Plant in Tonopah,
Lesueur explained that it takes at least five years to build
and get a nuclear plant up and running so it couldn’t
figure in short-term goals set for 2020.
An additional complaint concerning the possible shift
from coal to gas generation, Committee member State
Rep. Albert Hale noted that coal mining on Indian
reservations is a major source of jobs and income for these
people, and thus should be preserved. Arizona’s coal-fired
generation plants are major customers of reservation
mined coal.
Prior to EPA’s announcement, Arizona had been making
much progress in reducing emissions. Since 2005, the
state has already trimmed nitrogen oxide emissions by
50% and SO2 emissions by more than 35%, Hager said.

solar energy and state utilities are required to generate

Bearcats face tough test in opener

Copper Basin News
The Bearcats will travel
to Pima this Friday to
take on a Roughriders
team coming off a seasonopening loss to Bagdad
last week. The game is a
matchup of top ten teams,
according to rankings
recently released by the
Arizona Republic. The
Bearcats are ranked
sixth while Pima is
ranked second in the first
rankings of the season.
Bagdad, the top-ranked
team, defeated Pima in
a close game that went
down to the wire in last
week’s opener, 38 – 32.
The ‘Cats will be looking to
avenge last year’s 44 – 15
loss to the Roughriders.
Kickoff is scheduled for
7:00 p.m.

volleyball ready to
start season

The Ray girls’ volleyball team will start its season next
week beginning with a home match on September 4, 2014
versus San Manuel at 6:00 p.m. Other upcoming matches
include September 6 at Valley Union (4:00 p.m.) and
September 9 vs. Gilbert Classical Academy (5:00 p.m.)

Team Kearny celebrates service to the community
Kearny Town Council
and staff met last week
during their regular
meeting. Business on the
regular agenda was light,
just a quick presentation
from a NCS Engineering
Services. NCS is an expert
in water and waste water
system master planning,
constructing and funding.
While residents were
interested in this
presentation, many were
in attendance to recognize
the success of volunteers
and town staff for their
hard work. The Council

a request from the family
of Molly Fontes to place a

Shepherd in Kearny.
This group is open to

of creating. All mediums

members bring their own
supplies and equipment,
except for stand-up easels
that are provided. Dues
are $25, to help defray the
costs of using the hall.
The guild is not a class
per say, but a learning
and sharing experience
with people who have the
same interests. The group
will meet each Thursday,
from 9 a.m. to 3 p.m. with
a lunch break and will
include a critique at the

Kearny Labor Day Garbage Schedule
Listed
There will be no garbage pick-up on Monday, Sept. 1,
Labor Day, in the Town of Kearny. Instead, it will be picked
up on Tuesday, Sept. 2. This is for the entire town.
The Hayden Golf Club is sponsoring a fundraiser Three-Man
Scramble Golf Tournament at the Hayden Golf Course on Sept.
13, with shotgun start at 9 a.m. Cost is $35 per player; one “A”
player per team. Special events will be Longest Drive, Longest
Putt, Money Hole, Closest to the Pin and Skins. For $20 you may
sponsor a hole with a past club member or family member, living
or deceased; please provide a photo of the person being honored
for display. Food and drink will be sold in the clubhouse. For more

Workshop

Religious Classes Begin at Infant Jesus
in September
Religious classes at Infant Jesus of Prague Catholic Church
will begin Sept. 7, 2014. Other Sacramental classes and youth
group will begin at a later date. Registration for the classes
including K-12 religious education, Reconciliation, First Holy
Community, Confirmation and Youth Group will be held every
Sunday after Mass through the month of August. Cost is
$20 per child and $30 per family. More information on all the
classes will be given at a later date.
Sun Life Family Health Center, located at 23 McNab Pkwy., San
Manuel, will host a six-week Healthy Living Workshop on Chronic
Disease Self-Management beginning Oct. 3. Classes will be held
every Friday through Nov. 7 9:30-11:30 a.m. Class size is limited
and pre-registration is required. To register, call Melissa Zazueta
at (520) 385-2704. The Workshop is designed to help people with
ongoing health problems manage them more effectively. Anyone
with a chronic condition such as diabetes, arthritis, heart disease,
asthma, or any other on-going health problem should participate.
Caregivers or family members who serve as caregivers are
welcomed. Workshops and materials are FREE of charge to

KEARNY SENIOR CITIZENS: The Kearny Senior Citizens group meets
every Wednesday at 10 a.m. at Constitution Hall. The group talks about trips
to different places in Arizona as well as other subjects. A potluck dinner
is held after the social hour on the last Wednesday of the month. New
members are needed. Come down and join the group. From May through
August, the group meets only on the last Wednesday of the month.
COPPER BASIN FOOD BANK: The Copper Basin Food Bank will have
a food distribution on the first Thursday of every month at the school
pavilion on Bearcat Drive in Kearny. Numbers will be handed out at
11:30 a.m. A donation will be requested but not required to received
food. Anyone can volunteer to help unload and distribute food. The
Copper Basin Food Bank is sponsored by the Florence Food Bank.
ST. MARY’S FOOD BANK: St. Mary’s Food Bank will be in front of the
Court House, on the first Friday of each month.

SAN MANUEL SENIOR CENTER: Come to the San Manuel Senior
Center for fun times. At 8 a.m. on Mondays, Wednesdays and Fridays,
there is an exercise program at the San Manuel Elks. Canasta is held
every Wednesday at noon; we will teach you if you don’t know how to
play. The Red Hat meetings are held at 1 p.m. every second Friday of
the month, for those 50 years of age or up. A potluck luncheon will take
place on the second Thursday of each month, at noon. Bring a dish to
share. There is a $1 fee for utilities. Board meetings are held the first
Thursday of each month at 6 p.m.
MAMMOTH SENIOR CITIZENS: Mammoth Senior Citizens will meet
Tuesday evenings at 5 p.m. for a light dinner, games and activities.
They also meet Thursdays at noon for lunch and will deliver a Mexican
meal to businesses and individuals for a $5 donation. Meetings are
held at the Charles Clark Community Center in Mammoth. Please call
Wednesday if you would like a meal delivered on Thursday. For more

KEARNY POOL HOURS REVISED: The pool is open for Public Swim
on Monday, Wednesday, Friday and Saturday from noon - 5 p.m.;
Tuesday and Thursday from 1 p.m. - 5 p.m. The Adult Swim is Monday
through Saturday from 5 p.m. - 6:30 p.m. Night Swim is on Tuesday
and Friday, from 7-9 p.m.
HAYDEN SWIMMING POOL HOURS: The hours for the Hayden
Swimming Pool are Monday, Wednesday and Friday from noon - 5
p.m., and 7 p.m. - 9 p.m; and, Tuesday - Thursday from 4 p.m. - 9
