President’s Message

ASCE is an incredible organization that has a significant impact on the civil
engineering profession. No matter whom we work for or what type of civil
engineering we do, ASCE helps us to be united and work towards common goals.
There is a current issue before us that provides such an opportunity.
The Structural Engineers Association of Utah (SEAU) is approaching the State
Senate, through Senator Fife’s office; to pass legislation to clarify the types of
structures that only licensed structural engineers can design and restrict the type of
structural facilities a licensed civil engineer can design. The SEAU is preparing a bill
to clarify the structural licensing scope of practice.
ASCE agrees that engineers are to perform services only in areas of their expertise. Canon 2 in the ASCE
Code of Ethics states:
Engineers shall perform services only in areas of their competence.
a. Engineers shall undertake to perform engineering assignments only when qualified by education
or experience in the technical field of engineering involved.
b. Engineers may accept an assignment requiring education experience outside of their own fields
of competence, provided their services are restricted to those phases of the project in which they
are qualified. All other phases of such project shall be performed by qualified associates,
consultants, or employees.
c. Engineers shall not affix their signatures or seals to any engineering plan or document dealing
with subject matter in which they lack competence by virtue of education or experience or to any
such plan or document not reviewed or prepared under their supervisory control.
The Section Board has briefly reviewed the potential bill that the SEAU is proposing. We feel it is an
important issue that will impact a large number of ASCE members licensed in the State of Utah. The Board
desires to work with the SEAU towards a common goal that complies with the ASCE code of ethics. The
Board decided to create a special committee to be more involved and informed as this potential bill
progresses. Cable Murray, P.E., Younger Member Forum President, is the chair of the committee. We need
additional ASCE members of the Section to be part of the committee. Those that participate can make a

Northern Utah Branch
The Northern Utah Branch does not have any
announcements for December.
Wasatch Front Branch
The Wasatch Front Branch December guest
lecturer is Dan Haltinner. He is the Director of
Design Management for City Creek Reserve, Inc.
(CCRI) a property development entity of the
Church of Jesus Christ of Latter-day Saints. He
will give an overview of City Creek Center
project, a multi-use redevelopment project in Salt
Lake City, Utah and will discuss the current
project status, present project designs, unique
project challenges, and field questions.
The Wasatch Front Branch will meet December
14th at A Classic Choice Catering and begin at
noon. Please RSVP to Corbett Hansen before
December 12 at [email protected].
Starting January 2008, the Wasatch Front Branch
will have a new meeting venue for the monthly
Branch meetings. We will inform the general
ASCE membership of the new meeting location
via email and in the January edition of the Civil
Source. In the meantime, I wish everyone a safe
and happy holiday season.

Central Utah Branch
The Central Utah Branch would like to thank Dal
Freeman, Lagoon’s Park Engineer, for speaking at
our November luncheon. Dal had some fun and
interesting insights on the design and operation of
amusement park rides and their advancing
technology.
Our next luncheon will be Thursday, January
17th. Dr. Kyle Rollins of BYU will be speaking
about pile foundations near the edge of slopes,
particularly for bridge abutments. He will
describe three full-scale lateral load tests that he
conducted and provide simplified design rules
based on results and other available data.

Southern Utah Branch
The Southern Utah Branch would like to wish all
of its members a Very Merry Christmas. We will
be having a Holliday Luncheon on December 20th
at the Pasta Factory. The cost of the luncheon
will be $10 person. There will be a raffle for door
prizes and everyone will receive a small gift.
Please come prepared to visit with all of the
Southern Utah members.
Construction Career days will be held in March
and is a great outreach program that gets the local
middle and high school kids excited about
construction and engineering. We will be looking
for volunteers to help staff the ASCE booth.
Anyone interested, please contact a member of the
presidency.
Make February 6-8th on your calendar for
APWA/ASCE Spring Conference. There will be
many beneficial breakout sessions and the golf
tournament will be held at The Ledges golf
course. If you haven’t done so yet please submit
your registration application.
