Arbor Day! Our annual Arbor Day event was a
rousing success. In addition to our hundreds of
attendees enjoying Arbor Day activities, Blattman
Elementary students treated our community to
120 poster submissions in this year’s “Butterfly
Wishes and Caterpillar Dreams” contest. With a
citizen’s inspired design of poles and netting, we
were able to post each child’s poster in our City
Hall entryway, and visitors were delighted with the
wonderful colors and imaginative works of our
community’s children.

hundreds of special communities across America

Updates of Interest
Resident Request Center. Hope you like our
new website, which is optimized for viewing
for mobile devices. Recently, staff has created
a new “Resident Request Center” link on our
website. This link is one of the six large blue
boxes easily seen on the home page of the
website. The link allows you to select a specific
department to address your question and then
allows you to type the question and to submit
directly to that department. Your questions can
then be answered by the department directly
back to you. Your feedback on this link and the
website is always helpful.
Upcoming Public Hearings. The Planning and
Zoning Commission and the City Council will
soon be considering changes to our sign and
accessory buildings ordinances. Since both of
these fall under zoning authorities, considered

changes must be proceeded with public hearings
to allow for input from our citizens. The sign
ordinance change is required due to the U.S.
Supreme Court’s ruling that establishes that
signs cannot be regulated based upon content of
the sign (what it says). The accessory / portable
buildings ordinance is in need of revision due to
the inconsistencies that exists in several sections
of our Code of Ordinances. If these two topics
interest you and you have input, watch for our
upcoming agendas of both the Planning and
Zoning Commission and City Council for notice
of the public hearings. You can also call or email
me for clarification at (210) 493-3478.
Landscaping City Property. Last year, City
Council approved funding for landscaping city
property. Staff is gathering bid quotes and
sometime in early June we expect to initiate
work in and around City Hall and the southern
monument along NW Military Highway. We
expect that we will continue this work on a semiannual basis.
New Speed Radar Trailer. The City recently
purchased a speed radar trailer that the Police
will employ to different streets across town so
that drivers will be more aware of the speed they
are traveling. Hopefully, greater awareness will
result in more compliance with the speed limits.
Logo Survey. Recently, the City conducted a
City Logo Survey. Essentially, we asked residents
whether they preferred the current Roadrunner
Logo or a new “stylized” Roadrunner Logo. 74%
of respondents preferred the current Roadrunner
Logo (seen on front page of this newsletter).
The City will also be producing and providing to
you a new version of the resident car stickers.

NATIONAL DAY OF PRAYER

On Thursday, May 5th, from 12 noon until 1pm, residents
gathered on the steps of City Halls, all over our nation, to pray
for our nation, states, cities, communities, citizens, Fire & Police,
and Military personnel. This year, we were privileged to have
a gathering in Shavano Park. All of the participants offering
prayers were Shavano Park residents. Bob Heintzelman prayed concerning our fair city, the citizens,
Fire and Police, and Military. The prayer topic for Clarke Coleman
was the youth and elderly, and A. D. Smoot offered prayer for
our nation.
There were inspirational songs led by Robert and Janie Delgado,
from Victory San Antonio. They were accompanied by Shavano
Park residents, guitarist, Lee and violinist, Angela Wright.
It was a wonderful opportunity for those that are concerned
about a return to the roots of our Judeo-Christian founding to
gather. Although, many denominations were represented, there
was a great sense of community.

Protecting Our Precious Tree Assets
(And Your Home’s Value)

Of all the great things about living in Shavano Park, our
oak trees are perhaps the most obviously attractive to
visitors, residents, and prospective residents. There
is a tangible monetary value in our tree population,
but there is also the esthetic and environmental value
that drew many of us to the Park in the first place.
Recently being named a Tree City, USA is recognition
of our commitment to the healthy management of
our tree assets.
Maybe the greatest threat to our oak trees is oak
wilt. But that threat can be met by each of us
understanding a little about how oak wilt is spread,
and how it can be prevented. Treatment for trees
infected with oak wilt exists, but it is expensive and
not entirely effective. Prevention is the best possible
“cure” for this deadly and devastating infection.
Our municipal ordinances contain specific restrictions
and requirements designed to protect against oak wilt
and other diseases that threaten the tree population.
This law pertaining to oak wilt prevention can be
found on the city’s website (www.shavanopark.org)
under the heading “Municipal Ordinances.” Take a
look at sections 14.21 and 14.22 for a short and readable
guide to homeowners’ duties and responsibilities.
Most citizens know that, with some exceptions, trees
may not be trimmed except by permit, and only in
the months of July, August, September, December,
and January. These are the months in which the
spread of oak wilt is least likely. Whether you trim
your own trees or have a contractor do the work,
by law each cut made to a tree must be painted
“immediately, but no later than within one-half hour”

of the cutting. This very important requirement
prevents the infestation of your tree by the beetle
that causes oak wilt. Be sure your contractor not
only has the required trimming permit, which is good
for 10 days after issuance, but also understands that
painting each cut within 30 minutes is required, and
not optional. Your valid city permit must be posted
in a conspicuous place during tree trimming.
The same permitting and painting restrictions apply
whether your tree work is routine maintenance or
an emergency fix for a tree damaged in a storm.
The beetle that spreads oak wilt doesn’t care how
that fresh break on your tree occurred, so be sure
you paint open tree wounds as soon as possible,
regardless of how they occurred.
Because Red Oaks are particularly susceptible, no
Red Oaks may be planted in Shavano Park, and no
Red Oak firewood may be brought into the city. If
you already have a Red Oak on your property, check
the ordinance (Sec. 14-21(j)) for proper disposal
requirements.
You may suspect that you have a tree infected by
oak wilt. If so, you are required to notify the Public
Works Department within 48 hours of the discovery
or first suspicion of infection in order to have the tree
diagnosed by a member of the Texas A&M Forest
Service.
Unfortunately, oak wilt outbreaks are common
throughout the Hill Country, and as you may have
read or heard, have occurred in neighboring cities,
including here in Shavano Park. Prevention and
treatment of this devastating condition is the business
of all of us, and not just the unlucky homeowner who
finds his or her own trees infected. Because oak
wilt spreads through the extensive root system of
oak trees, fences, streets, walls, and sidewalks won’t
stop its spread. If one home in Shavano Park has the
infection, it threatens us all.
Do your part to keep Shavano Park the beautiful, treefilled city we love. Know and follow the laws we have
that are designed to prevent this deadly infection,
and if you see someone trimming without a permit
or cutting without painting the wounds promptly, let
our City code enforcement officer know. Oak wilt
prevention is everybody’s business!

Fire Sprinklers Protect Your
Home and Your Family
Most people don't realize that 8 out of 10 fire
deaths occur in the home. They usually happen
at night when you and your family are asleep.
Fires are also fast; they can go from a tiny
flame to total destruction in as little as three
minutes. Fire sprinklers can suppress and often
extinguish a fire before the fire department
arrives, giving your family time to escape.
Home fire sprinklers can contain and may even
extinguish a fire in less time than it would take
the fire department to arrive on the scene.
Nationwide, more than 4,000 people die in fires each year. Fire sprinklers save lives, reduce
property loss and can even help cut homeowner insurance premiums.
Installing both smoke alarms and a fire sprinkler system reduces the risk of death in a home fire
by 82%, relative to having neither.
In relation to how it works. Only the sprinkler closest to the fire will activate, spraying water
directly on the fire. Ninety percent of fires are contained by the operation of just one sprinkler.
Nationally, on average, home fire sprinkler systems cost $1.35 per square foot of sprinklered
space in new construction.
•Home fire sprinklers use only a fraction of the water used by fire department hose.
•Home fire sprinkler systems are at least as reliable as home plumbing systems.
•Modern residential sprinklers are inconspicuous and can be mounted flush with
walls or ceilings.

MPO – Center Turn Lane and Other Traffic Issues!
After years of effort by dozens of citizens and following hundreds of mailers with accompanying
meetings, the regional MPO authority has approved and funded for Shavano Park a continual
left-hand center turn lane for NW Military Drive. Since 1999, the number of vehicles crossing
our community has almost doubled, and with pending development north of Loop 1604
(including construction of a school with a reported upper capacity of 5,000 persons) travel on
NW Military Drive will only get worse before it gets better. While TxDOT may move the project

Over the last year, I have spoken with hundreds of neighbors about traffic on NW Military Drive.
Each community member has confirmed a universal concern that while waiting to turn left
approaching vehicles sounded screeching brakes or changed lanes precipitously close. As a
community, we place the health, safety and welfare of our neighbors as our first priority, and
we will endeavor to assess and explore options to keep our thoroughfares and neighborhood
drives safe.
In addition to addressing NW Military Drive, other approved area improvements include planned
turn around lanes on the Loop 1604 access road at both NW Military Drive and Bitters. These
changes will allow families queuing up after leaving Blattman to avoid lights over Loop 1604,
and for aggregate rigs presently passing through the Loop 1604/NW Military Drive intersection,

they may return to the quarry entry without passing through the intersection. Finally, TxDOT
will widen NW Military Drive north of our community to include two north/south lanes and a
continual left-hand turn lane. Each of these changes addresses existing traffic concerns.
As a final item, our city staff has placed a no U-turn sign at the south entrance to Bentley Manor.
The change should promote more efficient traffic flow into and out of the south Bentley Manor
entrance.

Bill Hill or me.
Office Holders! As a community, our very capable/professional staff and volunteers support
our community efforts and promote the values that make our community special. Among the
volunteer class are those who throw a hat into the ring and seek elected office. Without these
persons, our community would become stale and our vision would be limited. On behalf of
our community, I wish to thank each of the candidates in the most recent election. I commend
Mary Ann Hisel, Bob Heintzelman and Mike Simpson on their recent election to the office of

Human error is by far the leading cause of ladder
accidents. Never use a ladder in any other way
than what the manufacturer intended it to be used.
