Welcome to summer! As a kid, my most vivid
memories were those of summer. Among those
memories are summer days and nights with my grandparents,
Memmie and Gramps. As summer approached and throughout the
season, they would faithfully consult “The Old Farmer’s Almanac”
for its wit and wisdom, as well as its all-important meteorological
predictions. I bet your parents and grandparents did as well.
In the decade of the 60’s, Texas was crawling out from under years
of drought, and with eager anticipation, the old folks (and by old
folks, I mean ladies and gentlemen about my age and older) would
consult the Almanac in the hope that summer would be cool and
wet. It almost never was. It seemed that the sky was always clear
to Midland, and the asphalt generally got hot enough to fry eggs
in the mid to late afternoon. Of course, the summer heat never
discouraged the young from going barefoot. By summer’s end,
barefoot boys and girls across America had souls enriched by
another season of endless evenings, and the leather like soles that
only childhood offers.
For children, there were so many rich new experiences and so little
time to fully appreciate each of them. For example, how many of
us appreciated how the critters changed from summer to summer.
Yes, there were “toad floater” rains when we realized never seeing so
many toads before and the years when crickets and cicadas arrived
in Biblical quantities, but so many of the critters simply arrived and
left unnoticed.
Our community offers a the kaleidoscope of nature each summer
– some annually and some only for this season or the next. Some
years, we enjoy hundreds of walking sticks, other years offer more
geckos than you can shake a stick at, and then of course, there is

frogs to enjoy in the cool of the evening with
family, friends and neighbors.

In the end, it all comes down to sharing life and
experiences with those we love. None of us leave
this life with more than we arrived with, and we
can only hope to leave those left behind richer for
having been with us as companions on the road
of life. This note will arrive about Independence
Day, and I hope that each of us is embracing the
richness of summer in our community – such
as our community’s July 2 party, neighborhood
barbeques and the like. Please also embrace
the kaleidoscope of nature moving about our
community and faithfully revere the wit, wisdom
and love of family, friends and neighbors.

As a final note and in the faithful observance
of an old Texas tradition, I checked “The Old
Farmer’s Almanac” for all of us, and I am pleased
to report, “Summer will be slightly rainier than
normal, with near-normal temperatures.” We
can all hope that “near-normal” temperatures
means cooler than normal. On behalf of our
Council, City Manager and staff, I wish each of
you a wonderful summer.

Updates of Interest
Accessory and Portable Buildings. The Planning
and Zoning Commission and the City Council
have considered amendments to the ordinances
governing accessory and portable buildings in
our Code of Ordinances. City Council will likely
consider this agenda item again at the City
Council Meeting planned for July 25th. If these
topics interest you and you have input, please
review the supporting information found in the
City Council packet found on our website (see
discussion below). You can also call or email me
for clarification at (210) 493-3478.

Second, within

that approximately six days before a City Council
meeting, staff places all supporting materials and
information concerning each agenda item in a

There are two places agenda information is located
on the website. First, under “City Notices,” located
Planning and Zoning Meeting Packets. Staff’s
preparation for the Planning & Zoning Commission
meetings has improved significantly and become
more efficient over the past two years. In June, we
began posting the information packet containing
all supporting materials concerning each agenda
item in a packet on our website (located within
the large blue icon labeled “Agendas, Minutes, &
Videos.” We will continue to make efforts to keep
our citizens informed and operate with complete
transparency. The Planning and Zoning meeting

Trim your Oak Trees NOW!!! Just a reminder
that July, August, and September are authorized
months to trim and prune your oak trees. Shavano
Park Ordinances prohibit oak tree trimming for 7
months of the year in order to reduce the risk of
Oak Wilt disease. December and January are the
other two months that are authorized to trim. You
will need to secure a permit at City Hall before
trimming. The fees from this permit go towards
the City’s Oak Wilt fund that is used to combat
Oak Wilt outbreaks like the one last year.

event will allow resident
to bring brush and yard debris to the Shavano
Park Fire Department for chipping and disposal. This is a perfect opportunity to clean brush

Annual Drinking Water Quality Report
Annual Water Quality Report for the period of January 1 to December 31, 2015
This report is a mandatory annual requirement. The format is prescribed and may be hard to interpret, but the bottom
line is that all samples collected were within TCEQ standards and there were no violations.
Sources of Drinking Water
The sources of drinking water (both tap water and bottled
water) include rivers, lakes, streams, ponds, reservoirs,
springs, and wells. As water travels over the surface of the
land or through the ground, it dissolves naturally-occurring
minerals and, in some cases, radioactive material, and
can pick up substances resulting from the presence of
animals or from human activity. Our water is coming from
the Edwards Aquifer, and the Trinity Aquifer. All samples
collected were within TCEQ standards and there was no
violation.
Drinking water, including bottled water, may reasonably
be expected to contain at least small amounts of some
contaminants. The presence of contaminants does not
necessarily indicate that water poses a health risk. More
information about contaminants and potential health
effects can be obtained by calling the EPA’s Safe Drinking
Water Hotline at (800) 426-4791.
Contaminants that may be present in source water include:
• Microbial contaminants, such as viruses and bacteria,
which may come from sewage treatment plants, septic
systems, agricultural livestock operations, and wildlife.
• Inorganic contaminants, such as salts and metals,
which can be naturally-occurring or result from urban
storm water runoff, industrial or domestic waste water
discharges, oil and gas production, mining, or farming.

• Organic chemical contaminants, including synthetic and
volatile organic chemicals, which are by-products of
industrial processes and petroleum production and can
also come from gas stations, urban storm water runoff,
and septic systems.
• Radioactive contaminants, which can be natural occurring or be the result of oil and gas production and
mining activities.
In order to ensure that tap water is safe to drink, EPA
prescribes regulations which limit the amount of certain
contaminants in water provided by public water systems.
FDA regulations establish limits for contaminants in bottled
water which must provide the same protection for public
health.
Contaminants may be found in drinking water that may
cause taste, color, or odor problems. These types of
problems are not necessarily causes for health concerns.

You may be more vulnerable than the general
population to certain microbial contaminants, such as
Cryptosporidium, in drinking water. Infants, some elderly,
or immunocompromised persons such as those undergoing
chemotherapy for cancer; persons who have undergone
organ transplants; those who are undergoing treatment
with steroids; and people with HIV/AIDS or other immune
system disorders, can be particularly at risk from infections.
You should seek advice about drinking water from your
physician or health care providers. Additional guidelines
on appropriate means to lessen the risk of infection by
Cryptosporidium are available from the Safe Drinking
Water Hotline (800-426-4791).

If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children.
Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. We
are responsible for providing high quality drinking water, but we cannot control the variety of materials used in plumbing
components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing
your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water,
you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to
minimize exposure is available from the Safe Drinking Water Hotline or at http://www.epa.gov/safewater/lead.
Information about Source Water Assessments
The TCEQ completed an assessment of our source water and results indicate that some of your sources are susceptible to
certain contaminants. The sampling requirements for our water system are based on this susceptibility and previous sample
data. Any detections of these contaminants may be found in this Consumer Confident Report. This information describes the
susceptibility and types of constituents that may come into contact with your drinking water source based on human activities
and natural conditions. The information contained in the assessment allows us to focus source water protection strategies.

The Lead and Copper Rule protects public health by minimizing lead and copper levels in drinking water, primarily by reducing water corrosivity. Lead and copper enter drinking water mainly from corrosion of
lead and copper containing plumbing materials.

We failed to provide the results of lead tap water monitoring to the consumers at the location water was tested. These
were supposed to be provided no later than 30 days after learning the results.

National Night Out 2016 is on the horizon and
plans are underway to once again celebrate
our independence from those who would
dare bring crime into Shavano Park. This
year National Night Out will be celebrated on
Tuesday, October 4th What is National Night Out? National Night
Out, sponsored by the National Association
of Town Watch and locally sponsored by the
Shavano Park Police and Fire Departments, is
a neighborhood crime and drug prevention
event that occurs annually and is celebrated
in nearly every city, town and village in the
United States. Increasing awareness of crime,
drug prevention programs, and strengthening
neighborhood spirit are just some of the
National Night Out goals. National Night
Out is a community-police partnership
designed to send a message to criminals
that neighborhoods are organized and fighting
back against crime.
Anyone interested in registering a public
National Night Out party, or to receive more
information about National Night Out, should
contact the City’s point of contact, Chief

Out Group
Saturday, July 16 will be our next event. Becky
and Joe McColley will be hosting a “Dining-In”
affair at their home in the Villas. Members will
bring a dish to share and our gracious hosts will
provide the entrée and beverages. These events
have become very popular with members as we
have the full evening to mix ‘n mingle and enjoy

Women’s Club News
The Women’s Club final meeting and new officer
installation was held on May 12th at Napa Flats
Restaurant. A delicious lunch was served in their
private dining room, following the installation of
our new board members for the 2016-17 year. The
incoming board will be President Maggi Kautz,
Vice President Kit Fuller, Treasurer Glenda Bibb,
Secretary Sheila Allen, and Parliamentarian Elfie
Palmer. I wish to acknowledge and thank our
exiting board members Jolanda Bradley and
Ursula Kaplan for their past service. I would like to thank all members who donated
their time and talents. Because of your willingness
to serve, the year was a great success. We look forward to another exciting year! To
join, the annual membership fee is $20, made
payable to SPWC. If you haven’t renewed your

Use Common Sense to Spot a Con Artist
It’s not always easy to spot con artists. They are smart, persuasive, and aggressive. They invade your
home through the telephone, the Internet, the mail, newspapers, and they KNOCK ON YOUR DOOR.
They’re well mannered, friendly, and helpful. Most people think they are too smart to fall for a scam. But
con artists rob all kinds of people. They look for easy targets. Many cons choose to victimize seniors.
(In Shavano Park, solicitors [where permitted] need a permit).
You Can Protect Yourself
• Never give a caller your credit card, phone card, Social Security or bank account number over the phone.
• Beware of 900 numbers. If you call a 900 number you’ll pay for the call.
• Take your time and get a second opinion.
• Stay informed --- Join NEIGHBORHOOD WATCH to be on the contact list for crime, vandalism or concerns
for your area. (Contact: [email protected]).
• Remember—you have the right, the ability, and the power to say no!
Be a Wise Consumer
• Don’t buy health products or treatments that promise a quick and dramatic cure.
• Be wary of emails promising “free” vacations, foreign lotteries, work at home offers, get rich quick investments

• Pay attention to your mail delivery time, and report anything suspicious.
• Lock up your shed, home and automobile (even when parked in your drive way).
• Use your home alarm. Close your garage. Don’t make it easy to enter.
• Report slow moving vehicles that look like they don’t belong in your neighborhood (804-0110). Ask Shavano
Park police to come check it out.
