Project Monitoring – Mobile Mobile--RTS A Pilot in 39 Irrigated Rice Schemes under BRN BRN Monitoring and Evaluation in Agriculture MDU M&E team would like to know progress during implementation and impact that interventions have to farmers. For instance: Farm area (ha or acres) planted with rice If farmers are following the cropping calendar The adoption rate of farm technologies e.g. use of fertilizer, improved seeds, etc Rainfall pattern during growing season Rice yields If production and yield improved because of BRN Quantity of rice farmers sold Price that farmers received Rice stocks could be monitored and communicated with buyers/millers Performance of extension workers in the field If farmers have improved their food security and incomes BRN Results Tracking System in Rice Features of the Mobile- RTS: Farmers interview through SMS in their mobile phones Mobile survey is more cost effective (traditional surveys cost $100 per household as opposed $5-10$ by e-system) Responses are toll free to farmers; further incentives e.g. air-time, lottery Provide real time data on the implementation of farm activities Results could be aggregated at different levels – irrigation scheme, district, region, etc Results could be mapped (geo-reference ) Questions are sequentially deployed on monthly basis as the cropping season progress Only 10 questions per month and 40 in total over the cropping season Responses are very brief and numbered e.g. 1 for yes Specific questions could be targeting extension worker and LGA staff The system could be used to deploy extension messages, input voucher and monitor weather Rice stocks could be monitored and information communicated with buyers/millers Proposed Results Tracking System BRN M&E/MDU Team Farmer in the field 1 2 3 1. 2. 3. 4. 4 BRN M&E deploy questions with an alert SMS to farmers Farmers access questions from MDU through a mobile platform Mobile platform receives the responses and aggregate them according to BRN format BRN M&E releases results by individual farmer or aggregate them by irrigation scheme, district, region or whole population Farmer’s Questionnaire • • • • • • • • • • • • • • • • • • Household Profile - January Je wewe ni mkuu wa kaya? E-Payment System for Local Government Taxes • • • • MSU carried a study in 2014 to inform reforms on produce cess by Local Government Authorities (LGAs) The study revealed that LGAs received only 28% of the potential revenue from produce cess Among other reforms, the study advocated for introduction of Epayment for local taxes to improve efficiency in local tax administration The lower efficiency in LGA’s is attributed to: – Noncompliance partly due to inadequate record keeping – Revenue leakage due to weak internal control – Underestimation of revenue projection due to inadequate data – Weak contracts between LGAs and private agencies 16 Cess Revenue Contribute 24 Percent of Local Revenue by LGAs 17 A Synopsis of LGA’s Revenue GOT ANNUAL NATIONA L BUDGET Sh. 16 – 18 Tri ($10 – 12 Billion) GOT TRANSFERS to LGAs - $1 Bil.
