Council on the Board o f Works minutes of January 14th. He stated t h a t a t the
C d t t e e meetinp two woiects on base construction had been deferred f o r conside r s t i o n later i n the Program, and t h e r e had been ncdisawiement j n t h e C d t t e e
meeting i n t h i s regard. He s t a t e d t h a t a t the Council meatinv, which he was absent
i l l n e s s , the two proiects were agproved, with t h e Chairman of the

Cordittee seconding the motion, He f e l t that t h e Council should dismiss t h e
Cormnittee system, and he feels t h a t t h e action taken was a breach of f a i t h
with t h e understanding i n t h e Committee. He s t a t e d t h a t 'he was n c t opposed t o
t h e twc: m o i e c t s , but wanted them held t o be considered with t h e rest of t h e Program,
Councillor Patterson s t a t e d t h a t t h e recanmendations frm t h e C d t t e e
were only r e c m e n d a t i o n s , and could be d e a l t with and chanred bv t h e Council,
