Carried. 1. Mr. V. L e s t e r of t h e Crescent Beach Swimming Club was present concerning the matter of a Lifeguard at Crescent Beach. A Lifeguard tower had been b u i l t by t h e Municipality. Equipment for t h e t o n e r had been provided by the Swimming Club. "he problem now is t o get someone t o man t h e tower, and Mr. L e s t e r stated t h a t t h e Club was n o t i n a p o s i t i o n t o h i r e a Lifeguard and d i d n o t f e e l they had t h e a u t h o r i t y t o have a Lifeguard on t h e Municipal Beach. The Lifeguard would be needed mainly for week-ends during the summer months. Councillor Stevens s a i d t h a t he underatood t h e tower w s t o be manned on a voluntary basis. y' bl , b Moved by Councillor W.H. It was l a t e r d i s c u s s e d , and it was pointed out that t h e Beach is under t h e j u r i s d i c t i o n of t h e P r o v i n c i a l Government. Councillor Steven8 claimed the proper s o l u t i o n wma a Cork Line t o mark off t h e dangerous areas of t h e mter and he cannot pay for a Lifeguard out of Ward 6 funds. Moved by Councillor Kuhn Seconded by Councillor W.H. Johnson That a l e t t e r be s e n t t o t h e P r o v i n c i a l Government t o s e e i f t h e y are prepared t o have a Lifeguard there i n order t o save l i v e s on t h e Beach, and Mr. L e s t e r b e advised of t h e Council a c t i o n on t h i s matter. Carried. 2. Mr. Stark of M t . Baker Plywood was present requesting a more adequate water supply t o t h e plant. H e outlined t h e h i s t o r y of t h e p l a n t s t a t i n g that it had been b u i l t two years ago d e s p i t e many obstacles and t h e y had co-operated w i t h t h e Municipality on allmatters. H e understood t h a t they were t o g e t adequate areter supply i n two o r three years. A t present, they have a two inch l i n e . He stated that they have spent $16,000.00 t h i s year on a Sprinkler System for f i r e protection. An eight inch water l i n e is needed for t h e system and t o provide for p o s s i b l e f u t u r e expansion of t h e i r Company. He stated that t h e y have a half-million d o l l a r investment there with a $10,000.00 monthly payroll. Itt was pointed out t h a t t h e c o s t f o r a n e i g h t inch main would be e i t h e r #l5,900.00 or $17,300.00, depending on where the supply is taken from. Moved by Councillor W.H. Johnson Seconded by Councillor Readman That t h e m a t t e r be referred for f u r t h e r discussion l a t e r i n t h e meeting. Carrieg. It we8 later discussed and it was f e l t that t h e l i n e from the River Road c o s t i n g #l5,900.00 would be t h e most s u i t a b l e . It m s pointed a u t t h a t o t h e r Companies such as Timberland were paying 50% of t h e c o s t of these large mains used mainly for Sprinkler Systems. Moved by Councillor W.H. Johnson Seconded by Councillor Kuhn That the Manager contact M t . Baker Plywood t o s e e If they would go f i f t y - f i f t y on t h e c o s t of a main t o t h e i r property l i n e and i f they w i l l , t h e Council accept that basis for t h e main. Carried. 3. Mr. E.E. Lumley was present. Moved by Councillar Kuhn Seconded by Councillor Wlrrows That Mr. Lumley be heard. Carried. Mr. Lumlcrs stated that on June 13. Mr. Pauluk l o s t some chickens and claimed that Mr. Lukley's dog k i l l e d t h e m . - I t occurred around 6 a.m. and a t t h a t time Mr. Lumley accepted r e s p o n s i b i l i t y for t h e k i l l i n g of t h e chickens by h i s dog. Mr. Lumley had h i s dog destroyed and then later looked f u r t h e r i n t o t h e matter. He determined t h a t Mr. Pauluk had seen his dog carryi n g a chicken away from t h e pen but not a c t u a l l y k i l l i n g it. He s t a t e d t h a t t h e Veterinarian d i d not think t h e dog had k i l l e d all t h e chickens. Mr. Lumley took the chickens, cleaned them, and sold them. He then offered the money received i n the amount of $65.00, but claimed Mr. Pauluk wanted 8125.00 for the loss of h i s chickens. Constable Douglas was present and reported that Mr. Lumley's dog was evidently i n t h e chicken house and was seen running away with a chicken. He stated t h a t he understood Mr. Lumley had accepted f u l l r e s p o n s i b i l i t y for t h e b a s of the chickens. Constable Douglas claimed that t h e Municipality could not accept any r e s p o n s i b i l i t y in t h i s matter as the dog is known it is now a matter for t h e C i v i l Court8 t o decide. Mr. Lumley pointed out that h i s own neighbour's chickens came i n t o h i s y a r d and t h e dogdid n o t bother them. Mr. Lumley stated he d i d not know of the r e g u l a t i o n s and By-law of t h e Municipality on t h i s matter of loss of chickens by dogs. Moved by Councillor J.F. Johnston Seconded by Councillor V.H. Johnson That Conatable Douglas submit a r e p o r t on t h i n matter for t h e next Oouncil Yeeting. Carried Later i n the morning Mrs. Pauluk was present. Pauluk s t a t e d that her h u e b e d 8aw the dog c a r r y out a dead chicken t h e pen and t r a c e d t h e dog t o Mr, Lumley's house. She stated that they l o s t 44 P u l l e t s and 47 Capons, each 12 weeks old,and 13 Roosters. She s t a t e d that Mr. .Lwpley took 91 of these chickens and cleaned them. They want $150.00 as oompensation and plan t o t a k e it t o Court as t h e o f f e r of Mr. Lumley's is not s u f f i c i e n t 4. Mr. Forbes of YcKenzie White & Dunsmuir, and Mr. Smith, A r c h i t e c t were present concerning t h e rezoning of Lot 1, Block 4 , N . W m 16, Tp. 8 , Plan 9097. Mr. Smith s t a t e d t h e Company wanted t o b u i l d a n Automotive Warehouse and Machine Shop on t h i s l o c a t i o n on t h e Trans-Canada Highway, They f e l t that the problem of labour can b e b e t t e r solved i n t h e country and they will employ 15-20 persons. The Clerk was i n s t r u c t e d t o a d v i s e Mr. Forbes of t h e place and date of t h e lneeting of t h e Town Planning Canmissian. j I 1 5. M r . E r i c Dibb was present speaking on behalf of Mr. J.W. Brown concerning subdivision of Lot 1 of Lot 48, H.W. 6 , Sec. 9, Tp. 1, Plan 7165. This property is a t t h e southeast corner of the Bergstrom and North Bluff Roads. Mr. Brown had a t e n t a t i v e subdivision approved last year, b u t fine1 p l a n s had not been submitted within t h e required 90 day#. I n the meantime, a p e t i t i o n for a n o v e r a l l plan of development of 59 a c r e s in t h a t area under t h e Town Planning Act had been received and r e f e r r e d t o Council for consideration. Mr. Dibb stated t h a t Mrz Brown wanted t o proceed with h i s subdivision a s is, but t h a t he was prepared t o allow t h e balance of t h e property t o go i n t o t h e overall development. He claimed t h e change i n t h e survey and roads would mean an a d d i t i o n of expense t o Y r . Brown. It was pointed out that under t h e resurvey he might g e t en additional l o t t o sell. Mr. Jansen stated that he had been t r y i n g t o get t h e Serpentine Creek cleaned south of the Davis Road. He stated t h a t it had not been cleaned for 15 years and during h i g h w a t e r t h e water goes over t h e road and i n t o h i s house. It was pointed out t h a t l a s t f a l l t h e Council endeavoured t o get t h i s work done on a shareable basis w i t h t h e owners, but m e owner refused t o a l l o w it. Mr. Jansen stated that it only had t o b e cleaned south of t h e Davis Road t o r e l i e v e t h e s i t u a t i o n . Moved by c o u n c i l l o r W.H. Mr. John Corriuan was present concerning subdivision of h i s property. Yoved by Councillor W.H. Johnson Seconded by Councillor Readman That M r . Corrigan be heard. Carried. b. Corrigan stated that he owns Lot 5, part of t h e S.W. &, Tp. 9 , Plan 6072, which is off t h e Westminster Road. He wants t o subdivide i n t o two p a r c e l s of land but t h e p a r c e l s would only have 150 f t . Sec. 6, frontage instead of t h e required 165 f t . It wa8 pointed out that t h i s a p p l i c a t i o n had not been before t h e Subdivision Approval Committee and t h e Council decided t o refer t h i s matter t o t h i s Committee and t h e y would a d v i s e Mr. Corrigan i n t h e i r decision of t h e matter. 8. Mr. E. Peterson of 1941 King George Highway, R. R. 2, White Rock wixi present. Moved by Councillor Kuhn Seconded b y Councillor J.F. Johnston That M r . Peterson be heard. Carried . Mr. Peterson is t h e owner of Lot 4, of t h e W. of t h e W. of t h e S.W. Sec. 13, Tp. 1, Plan 15389. ldr. Peterson submitted a l e t t e r received f r a r the Department of Highways s t a t i n g that he could not g i v e an access t o h i s property u n t i l t h e Municipality had advised them i f o t h e r access was being provided t o t h i s Subdivision ather than from t h e King George Highmy. No planning f o r o t h e r access had been provided by t h e Subdivider and it would appear that a c c e s s would have t o be from t h e K i n g George Highway. Moved by Councillor B.H. In t h e afternoon Mr. Ramaap and Mr. &own were present concerning t h e rezoning of Lots 1, 2, and 3, Block 1, S.W. 2, Sec. 30, Tp. 2, Plan 13815. The present zoning is Neighbourhood Camnercial,and they want a General Business i n order t o put up a Hotel. Their a p p l i c a t i o n had been I r e f e r r e d t o t h e Town Planning Commission but they had n o t approved of the rezoning as t h e y d i d not feel a General Business a r e a was warranted there a t t h d s time. Mr. Ramsay s t a t e d that a l e t t e r received from t h e Clerk under the d a t e of J u l y 8, 1955, s t a t e d t h e y were g e t t i n g Commercial zoning and they understood that meant unlimited Commercial use, not a R e s t r i c t e d use a8 provided i n a Neighbourhood Commercial zone. The Municipal U t i l i t i e s Conmittee met i n t h e Committee Room a t 7:35 p.m. Thusday, June 21. All t h e members were present t o g e t h e r w i t h the Manager and Superintendent of U t ilit i e s . The Reeve c a l l e d t h e meeting t o order and s t a t e d t h a t repr e s e n t a t i v e s from t h e Timberland Lumber Company were p r e s e n t and a l s o the S o l i c i t o r was present t o d i s c u s s one or two matters w i t h t h e Council. Moved by Councillor Stevens Seconded by Councillor Stewart That the matter of the 10 inch water main t o t h e Timberland Lumber Company be discussed first a s Yr. L e s t e r and M r . Allison from t h e Company are present, and a l s o that one or two matters be discussed w i t h t h e S o l i c i t o r who is a l s o present. Carried. 1. M r . L e s t e r , General Manager of t h e Timberland Lumber Company and Mr. Allison, A s s i s t a n t t o t h e P r e s i d e n t of Canadian C o l l e r i e s (Dunsmuir) L t d . , were present t o discuss the problem of t h e 10 inch mter main t o t h e i r new Plymod plant. The Superintendent of U t i l i t i e s pointed out that t h e 10 inch main which i s mainly required for sprinkling purposes nauld c o s t $16,000.00 taken t o t h e i r property l i n e . He stated that t h e l i n e could supply pressure up t o 150 l b . The Reeve pointed out that Water By-law8 i n t h e Municipality w e r e passed f o r domestic 1,168 only, not for f i r e f i g h t i n g purposes and that t h e problem as far a s the Municipality was concerned was one of financing as t h e money could not be taken from t h e By-lay. Ab. Lester pointed out that a 4 inch l i n e will be taken off from t h e 10 inch t o supply t h e new steam plant being i n s t a l l e d a t a c o s t of s e v e r a l hundred thousand d o l l a r s . He s t a t e d the y e x p e c t t o use a t least $3,000.00 woth of water per year from t h e Municipality and, t h e r e f o r e , t h e water main will be i n s t a l l e d for i n d u s t r i a l purposes as w e l l as for t h e s p r i n k l e r system. He said t h e present main was t o t a l l y inadequate and t h e Superintendent of U t i l i t i e s pointed out t h a t a large main mis i n s t a l l e d t o t h e edge of t h e property but that t h e Company only took a small pipe then on t o t h e i r own property from our main. Mr. A l l i s o n s t a t e d that t h e Campany was prepared t o put up t h e $16,000.00 provided they would be paid over a period of years. The Manager reported t h a t t h e Municipality cannot commit f u t u r e Councils t o expenditures and they must hate t h e money on hand out of c u r r e n t revenue. Councillor W.H. Johnson wanted t o know i f t h e r e were any p o s s i b j l i t y of the Timberland Company going 50-50 with the Municipality on t h e main as t h e Company would save a great deal i n insurance rates by having a s p r i n k l e r system. The Company r e p l i e d t h a t taxes would be forthcoming t o t h e Municipality next year on t h e i r p l a n t s and machinery and t h a t t h e y should not have t o pay for t h e main a t a l l . The Manager pointed out t h a t t h e only way for t h e Municipality t o f i n d t h e money was t o t r a n s f e r t h e funds from o t h e r water funds set a s i d e i n t h e Budget. It was l a t e r decided t h a t there is a p o s s i b i l i t y that $8,000.00 on t h e c o s t of t h e main could be made a v a i l a b l e from t h e water w a r k s r e s e r v e fund but t h e balance would have t o come from t h e Timberland Lumber Company. Mr. Lester f i n a l l y agreed that they would have t o put up t h e money i n order t o g e t t h e main which is a "must" a s far as t h e i r construction i s concerned. He requested t h a t a proposal be placed i n w r i t i n g together w i t h any suggestion a8 t o reimbureement i f t h e l i n e is extended t o other p r o p e r t i e s i n t h a t area. The Superintendent of Utilities reported that i n connection w i t h t h i s problem of water mains and supply of water for s p r i n k l i n g purposes, a request would be forthcoming from t h e M t . Baker Plywood f o r an 8 inch main t o t h e i r plan t o supply a s p r i n k l i n g system. He s t a t e d t h a t t o t a k e t h e main from t h e h i l l would cost $17,300.00. To take a main from t h e River Road would c o s t $15,900.00. This matter is coming up a t next Monday's Council meeting when a delegation from the Plywood P l a n t w i l l be present t o r e q u e s t t h i s main and t h e matter w i l l have t o be discussed f u r t h e r a t that t i m e . 3. The Superintendent of U t i l i t i e s f u r t h e r reported that t h e B.C. E l e c t r i c Company wanted a 13 inch amin t o t h e i r n a t u r a l gas c i t y g a t e off t h e S c o t t Road t o i n s t a l a s p r i n k l e r 6yBtem. H e pointed out t h a t there was no h e l p a t a l l t o be derived t o the Municipality by t h e i n s t a l l a t i o n of t h i s 12 inch main and that t h e B.C. E l e c t r i c was paying t h e f u l l c o s t of the main. This main would c o s t $6,750.00. Moved by Councillor Stewart Seconded by c o u n c i l l o r J.F. Johnston That t h e Committee recolamend t o Council t h e 1 2 inch main be approved t o t h e n a t u r a l gas c i t y gate of the B.c. E l e c t r i c Company with t h e B.C. E l e c t r i c Company paying t h e cost i n f u l l . Carried. 4. A l e t t e r fran t h e Surrey Council of Ratepayers was read requesting information a s t o w h a t t h e Councillors planned t o do t o supply water t o the Crescent Heights area. They f e l t t h a t as t h e wells i n t h i s area were going d r y due t o the prolonged dry s p e l l that some a c t i o n should be taken t o g i v e them a guaranteed supply of water. The Superintendent of U t i l i t i e s reported that t h e plans a r e being s l i g h t l y changed i n t h i s a r e a due t o the r e c e n t conversations with t h e Greater Vancouver Water Board and that punping and a s t o r a g e tank w l l l be necessary now t o supply t h i s eystem. The By-law w i l l be i n t h e neighbourhood of $200,000 ,00. Moved by Councillor Stevens Seconded by Councillor Kuhn That t h e Committee recornends t h a t t h e Surrey Council of Eatepagers be advised t h a t Council is proceeding w i t h t h e Crescent Heights Water By-law as r a p i d l y as possible. Carried. 5 . A l e t t e r from Shulmen, "upper, Sutherland and Gray, was read concerning t h e I n g l i s mter system and s t a t e d t h e y were S o l i c i t o r s f o r A.F. Construction Company and Surrey Investments who are i n t e r e s t e d in t h e developm9nt of a subdivision near t30 corner of Rankin Road and T r a n s Canada Highway. This subdivision i s s e r v i c e d w t h e p r i v a t e water works system of N r . Xilliam I n r l i s . The S o l i c i t o r s , i n t h e i r l e t t e r , r e q u e s t t h a t t h e Municipality supply t h e water system of M r . I n g l i s with w a t e r as h i s w e l l s a r e not s u f f i c i e n t t o supply s u f f i c i e n t :.ater a t a l l times t o h i s customers. The request of t h e Cloverdale Senior C i t i z e n s ' housing p r o j e c t a t t h e l a s t Council meeting f o r a reduced r a t e f b r t h e i r 011 Age Pensioners i n t h e housin,F p r o j e c t t o be coi?structed i n Cloverdale was discussed and t h e Manager pointed out t h a t it was t h e previous recommendation of t h e Council and Committee that 014 Ace Pensioners be given a r a t e under t h e new Rate By-law when it i s approved, of $1.50 per month.
