IS YOUR WELL WATER SAFE TO DRINK?
If your family gets drinking water from a private well, do you
know if your water is safe to drink? What health risks could
you and your family face? For help or advice go to http://
water.epa.gov/drink/info/well/index.cfm
During the month of August, the McHenry County Department
of Health (MCDH) offers residents a special reduced price for
coliform bacteria and nitrate testing for individual well water.
Many contaminants are colorless and odorless; testing is the
only way to determine whether well water is safe to drink.

MOSQUITO ABATEMENT
McHenry Township
has been paying
the cost for mosquito abatement for
its residents for
over 30 years. The
McHenry Township
Board accepted the
bid proposal from Clarke Mosquito and the township
will provide the funding; this year’s cost is $61,000.
Clarke will provide a larvicide mosquito control program
to the communities within the Township including the
Villages of Johnsburg, McCullom Lake, Lakemoor,
Ringwood and Wonder Lake; the City of McHenry; and
all unincorporated areas. Participation in this program
is based on the execution of an intergovernmental
agreement with the municipalities and the Township.
Work includes the inspection of potential breeding
areas, application of the EPA approved larvicides when
breeding is found at respective site treatment (by hand,
power backpack and helicopter) and treatment of all
street catch basins, manholes and/or inlets; and adult
mosquito surveillance and arbovirus testing.
Residents can help control mosquito development by
alerting Clarke to the locations where water has
remained standing for four or more days by telephoning
its toll-free Mosquito Hotline at 800-942-2555.
WEST NILE VIRUS FACTS!
West Nile Virus (WNV)i s a mosquito-borne infection.
The most successful way to avoid WNV is to prevent
mosquito bites. The most effective defense against
mosquito bites is Mosquito Abatement and the most
valuable method of mosquito abatement is larviciding.
Symptoms generally occur 3 to 15 days following the
bite of an infected mosquito and range from a slight
fever, headache, rash, swollen nodes and conjunctivitis
(irritation of the eye) to the rapid onset of a severe
headache, high fever, stiff neck, disorientation, muscle
weakness, inflammation of the brain, paralysis, coma
or death. Less than 1 % of persons infected with WNV
will develop severe illness. Many people infected with
the disease have no symptoms. The case fatality rate
ranges from 3-15% of those diagnosed with WNV.

our residents.
The past year the township has been going through park
and building renovations and maintenance projects
throughout the McHenry Township’s campus! Upgrades,
improvements and upkeep are being implemented on a
continuing basis. Weather permitting, the Parks Department
plans will continue to be implemented throughout the
summer and fall
this year. The

Low income individuals/families find the help you need through
McHenry Township General Assistance Program.
http://www.mchenrytownship.com/general-assistance.html
One of the Statutory Responsibilities of Township Government is to provide Assistance for the Needy. McHenry
Township General Assistance is available to very low & no income residents. Every resident has a right to apply for
general assistance and to be treated with dignity, respect and confidentiality.
General Assistance Program is a program of monthly assistance to meet basic maintenance needs (as defined by
the Illinois Department of Human Services). There is a process of determining eligibility for this program including
but not limited to: identification, residency, income, employment status, eligibility and participation in other governmental
assistance programs and cooperation in seeking other sources of assistance and employment.
Our goal is to work with our clients to find employment or find other sources of income. General Assistance is meant
as a temporary form of assistance. Our clients are required to come in every month for a redetermination.
Emergency Assistance Program for residents who may not qualify for General Assistance but are in need of
emergency assistance for shelter, food, utilities, medicine etc. Residents are only eligible for this assistance once in
a twelve month period.
In providing General Assistance Program services, the township works closely with our local food pantries, faith
based outreach programs, social service agencies, service organizations and governmental agencies to provide
assistance to our residents that have been negatively impacted by our economic downturn.
McHenry Township also administers the Salvation Army Emergency Assistance Program; this assistance is
available once every 12 months per applicant. Salvation Army is a faith based, non-for-profit agency and the program
is subject to availability of these private resources.
Our caseworkers are required to have extensive training to comply with the Department of Human Services
requirements of providing General Assistance in a consistent and unbiased manner. Most importantly and in addition
to the distribution of money, our office answers inquiries, gives referrals, provides advocacy for our residents and
acts as a portal for many people who have never had to navigate the public assistance bureaucracy. For many, this
navigational support is invaluable.

IT’S THAT TIME AGAIN
Just as we start to look forward to warmer weather, we also
receive our tax bills. Although this is not generally something
we look forward to, the last few years have been especially
difficult as many have seen an increase in their tax bills. I
could take up my entire two pages explaining how and why
that happens, but it won’t make it any easier. The formula
used to determine tax bills has not changed since it was
created by the Illinois Statutes and it has worked relatively
well… as long as values continued to rise. Unfortunately,
no one ever considered the possibility that the values of
our properties would decrease or the effect that would have
on the tax rates. We now know that as values decline,
rates go up, generally resulting in higher bills. As we see
property values rising (which is already happening in many
areas of the township), the tax rates should go down and
we’ll get back to what we considered “normal” rates.
Until then….
Please remember that the taxes we pay provide the services
we all use and depend on every day right here in our
community and neighborhoods. NONE of your real estate
tax dollars go to State or Federal coffers. The taxing bodies
you support are listed on your tax bill and the amount you
pay to each is clearly listed. Property taxes are an ad
valorem tax, meaning that they are allocated to each
taxpayer proportionately according to the value of the
taxpayer’s property. The increasing value of our properties,
whether residential or commercial, depends on a strong
community, which largely depends on the degree and quality
of local services that are provided.
PLEASE CHECK and make sure you are receiving all of
the exemptions you are entitled to, especially the
homeowner exemption. There is no form to be filled out for
this but it is possible that the exemption was previously
removed for some reason (especially after a sale) and it
should not have been. If you are receiving the exemption,
you should see the 6,000 exemption listed on your tax bill
under “Annual Homestead Exemption” on the right hand
side of the bill. Any other exemptions you are receiving
should be listed there also. If you have questions or
concerns, please call the office and we will check it for
you. These exemptions are for your primary residence
ONLY and can only be received on one property.
ASSESSMENT NOTICES
We are working hard to get the 2015 assessments turned
into the county by the end of July. Once they finish their
review, assessment notices will be sent out to all property
owners. We anticipate this will be sometime in August so
you can start to watch for them at that time. Since we do
not control the mailing, we do not know the date they will
be mailed until the county tells us. If you call our office, we
will be glad to share that information with you once we know
it. If you do not receive a notice by the end of August,
definitely call us as it may be that the county has the wrong
address on file for you.
Appeals
http://www.mchenrytownship.com/appeals.html
After you receive your notice, please look at the
“Fair Cash Value” to see if you agree with the
valuation we have placed on your property. That
is the value on which your 2015 taxes will be
based so if you feel that it is incorrect, you have
only a 30 day time frame to file an appeal. The
deadline to file, which is stated on the notice,
means you must have your appeal forms either
physically delivered to the county by end of
business that day or mailed and postmarked by
that date.

ASSESSMENT REVIEW
EXTENDED HOURS
We will be glad to assist you in filing an appeal during
the 30 day appeal time. We are available on a first
come, first served basis during regular business hours:
Monday through Friday, 8:30 a.m. to 4:30 p.m.
( except for any legal holidays that
may fall in the time frame).
We will again offer residents
specific extended hours by appointment
to accommodate those of you who cannot come
in during our daytime office hours.
Once we determine the specific dates
for the extended hours during the appeal time,
the days and hours will be posted
on the Home page of the township website
at www.mchenrytownship.com
and in the Northwest Herald.
You can also call the office to get the dates & times.
These extended hours will require an appointment.
To ensure that everyone is given an opportunity to get
help with the appeal process, additional dates may
be added if necessary.
THE ROLE OF THE ASSESSOR
This office maintains a file for every property located within
the township. This file includes information on the lot,
descriptions and photos of all structures and documents
that have been collected regarding any changes or additions
to the property (permits) and transfers of ownership,
including sale price. Our records are a valuable resource
for anyone that needs information about a property such
as appraisers, real estate agents and homeowners.
In order to keep our records current, I have Field Staff that
makes physical inspections of properties on a rotating basis.
When they arrive at a property, they go to the door to let
you know they are there and to ask questions about your
property. If no one is home, they leave a card asking you
to call the office. This is so you are aware that we have
been there and so you will be able to verify the information
about your property. This is important because we base
your assessment on what is there and we want to have it
right. If we do not talk to the owner or get a call back, we
The assessment should reflect a reasonable market value
estimate of your property. Equitable assessments ensure
a fair distribution of the property tax burden among all
property owners. We make every effort to assure that we
have the correct information and that your assessment is
in line (equitable) with other similar properties using our
records and an analysis of the real estate market.
If you have any questions or concerns, please call or stop
in the Assessor’s office. My staff and I are always accessible
to you to answer your questions.
FIGHTING FOR YOU!
This past month (May) I went to Springfield to meet
with several of our state Senators and Representatives
in order to talk about issues that affect all of us as
taxpayers. As I write this, there are several proposed
bills before them that would change the Senior Freeze
exemption. Because of the extreme loss in property
values and the way this exemption is designed, even
when a senior qualifies for this exemption, they may
not actually see a tax savings. Senate Bill 1906
proposes a minimum $2,000 exemption to qualified
seniors. I support this bill.
House Bill 151 would increase the income limit for the
senior freeze from the current $55,000 to $60,000. I
support this bill also, however I believe SB 1906 would
result in more actual savings to seniors.
Senate Bill 30 seeks to eliminate performance based
stipends for assessors. By state statute, assessors
receive a stipend of $3,000 from the state IF they
maintain a specific level of assessments in their
township. This bill does not address the state mandated
stipend of $6,500 that is paid to County elected officials
(Treasurer, Coroner, County Clerk, Auditor, Sheriff, and
Recorder) every year with NO performance
requirements of any kind. As I found out, many of the
legislators I spoke with were not even aware of this
practice. I am opposed to this bill but would support
one that eliminates all stipends for all elected positions,
not just the assessor.

THE BLUE STAR BANNER PROGRAM
A TRADITION CONTINUES ...
In addition to her many Township Clerk duties,
McHenry Township Clerk Marsha Nelson is
the administrator for the McHenry Township
Blue Star Banner Program designed to honor
the local men and women serving in the U.S. Armed Forces.
The Blue Star Flag was created in 1917, hanging in homes
to denote family members serving our Armed Forces; each
star represents a family member proudly serving our country.
The idea spread to include businesses and churches, a
star for each employee or member who had gone to war.
The program also was implemented during World Wars I
and II, honoring once again those serving our country. A
Blue Star Flag hung in the windows of homes gained
widespread use during World War II, when nearly every
U.S. home or organization displayed the banner to honor
those who served. Each blue star on the flag indicates a
family member in military service.
If one or more members of your family is on active military
duty, apply for a banner through the McHenry Township Blue
Star Banner Program. Your banner displayed in the window
of your home indicates to the community your pride in your
family member’s service to our country. The township-wide
Blue Star Banner program carries on the tradition of showing
support for those serving our country.
The presentations are made by McHenry Township and Beta
Omicron Master a McHenry sorority which contributes the
banners.
For more information or to download an application, go to:
http://www.mchenrytownship.com/blue-star-banner.html
The family will be presented with a Blue Star Banner and a
special Resolution at a Special Award Ceremony at a

A Message from the Highway Commissioner:
Hard to believe spring has come and gone so quickly and summer is
here. The winter wasn’t too bad. We had 28 call outs for snow plow
events compared to 65 for the winter of 2013/2014. The average
over the last several years is 42 call outs per year. Our snow cover
melted at a fairly slow rate which helped reduce the flooding in the
spring. We were also fortunate enough to have been missed by a
very destructive storm system on April 9th.
Good breaks in the weather have given us the opportunity to get out
on the roads picking up trash, tree trimming and to start preparing for
the paving program.
FOLLOW ROAD WORK TRAFFIC REGULATIONS
McHenry Township Road District’s
Warm weather means it is time to repair roads. Road Work
signs are posted far enough ahead to give you time to
adjust your speed for any unusual conditions.
Touch-A-Truck
When you see these signs, workers will be working close
to your traffic lane. Follow the signs and adjust your speed,
be alert and keep a safe distance between your vehicle
and all traffic barriers.
The minimum fine for speeding in a construction zone when
workers are present is $375 for the first offense and $1,000
for a second or subsequent offense.
Use caution when approaching a flag person. Slow down
and be prepared to obey the signals of the flag person.
Drivers must stop if signaled to do so. Be alert and remain
stopped until signaled to proceed. When directed to
proceed, drive slowly, and be prepared to stop.
In addition to road repair and maintenance, tree trimming
is a year-round Road District project when drivers must be
alert and adjust their speed.

2015 RECYCLING DATES
PAVING PROGRAM 2015
The bidding process is complete and of five bidders,
Curran Contracting was awarded this year’s 3.8 mile project
The 2015 Paving Program, will include the following roads:
Lincoln Road from Cuhlman Road to the county line, Bull
Ridge subdivision, Forest Oak Drive, Rose Ann Court, Mill
Drive and Solon Road between Miller Road and Ringwood
Road. We will also be doing some pavement preservation
in areas yet to be determined. In preparation of the paving,
we will be trimming trees and checking sight distances. We
will also be checking culverts and replacing those that are
in poor condition. We also check the drainage and improve
what we can.
NEVER BURN YARD DEBRIS ON ROADS
While doing your yard spring cleaning, do not burn leaves
or other yard waste on the road. Fire will weaken the blacktop
and eventually cause a pot hole. Burning on the road is a
public safety issue and is against the law. Please do not
burn on any road and be sure to follow the McHenry County
Open Burning Ordinance.
The “McHenry County Public Health Ordinance: Open
Burning of Landscape Waste” permits unincorporated
residents to burn landscape waste on Saturdays and
Sundays during April, May, October and November if the
burn area meets the setback requirements of at least 100
feet from a school, business, church or house; and at least
50 feet from a barn, shed or detached garage. For more

NEED A NEW DRIVEWAY CULVERT ON A
TOWNSHIP MAINTAINED ROAD?
With the warmer weather ahead you may be thinking about
resurfacing your driveway. Remember it only takes a phone
call and we will be happy to come out and evaluate your
driveway culvert. It doesn’t make any sense to put new
pavement over a rusted out culvert.
If you live on a road maintained by the Township, we will
check your culvert to see if it needs replacing. If it does need
to be replaced, we will furnish a new culvert of equal size at

ROADSIDES ARE MOWED THREE TIMES A YEAR
SAND BAGS FOR FLOODING
Roadsides are mowed an average of three times a year.
With almost 100 miles of road, this is time consuming. It
takes about three passes on each side of the road.
McHenry Township Road District purchased sand bags for
pickup by residents when needed. Bags will be available
Monday through Friday from 7:00 a.m. to 3:30 p.m. In an
emergency call 815-385-3076 and leave a message. With
one day advance notice, we will also provide sand.
The Road District also trims trees and brush on the rightof-way and removes only dead trees that are wholly on the
right-of-way.Trees that overhang the road must be trimmed
to avoid damage to the asphalt. Also brush must be trimmed
back or removed if it obstructs a driver’s vision on the road.

establishes a statewide system for

Your personal computer may contain

damage to the nervous system, the

estimated that millions of no longer

residents and is for McHenry Township
residents only.
Local governments, schools,

POLLUTED RUNOFF IS THE NATION’S GREATEST THREAT TO CLEAN WATER.
The Clean Water Act Amendments of 1987 established the National Pollutant Discharge Elimination System (NPDES)
storm water program. The act called for implementation in two phases; Phase I addressed the most significant
sources of pollution in storm water runoff. Phase II addresses other sources to protect water quality.
The Illinois Environmental Protection Agency is a state-wide program for restoring,
protecting, and enhancing the quality of the environment. Locally, the NPDES
operates through this Illinois Department. Contaminants degrade surface waters
making them unsafe for drinking, fishing, swimming, and other activities. As
authorized by the Clean Water Act, the National Pollutant Discharge Elimination
System (NPDES) permit program controls water pollution by regulating point
sources that discharge pollutants into waters of the United States. Road and
highway systems, while a primary method in getting from place to place, can
transport more than cars, trucks, and buses. Impervious surfaces can quickly
convey polluted runoff during wet weather events to nearby waterways.
McHenry Township Road District maintains stormwater systems along its roads and highways by managing the
quality and quantity of stormwater discharge in compliance with NPDES regulations. Following all essential procedures
and requirements, the Road District is working to preserve, protect and improve McHenry Township waters.
HERE ARE SOME WAYS YOU CAN HELP PROTECT OUR WATERS FROM POLLUTION...
As stormwater flows over driveways, lawns, and side-walks, it picks up debris, chemicals, dirt, and other pollutants.
The polluted water flows through a storm sewer system or directly to a lake, stream, river, wetland, or coastal water.
This drainage discharges untreated into the water bodies we use for swimming, fishing, and providing drinking water.
Homeowners can do their part in protecting our waters by keeping common pollutants like pesticides, pet waste,
grass clippings, and automotive fluids off the ground with Healthy Household Habits for Clean Water:
Vehicle and Garage
• Use a commercial car wash or wash your car on a lawn
or other unpaved surface to minimize the amount of dirty,
soapy water on the pavement.
• Check your car, boat, motorcycle, and other machinery
for leaks and spills. Make repairs as soon as possible.
• Clean up spilled fluids with an absorbent material like
kitty litter or sand. Properly dispose of the absorbent
material.
• Recycle used oil and other automotive fluids at participating service stations.
Lawn and Garden
• Use pesticides and fertilizers sparingly. When use is
necessary, use these chemicals in the recommended
amounts. Avoid application if the forecast calls for rain.
• Sweep up yard debris, rather than hosing down areas.
Compost or recycle yard waste when possible.
• Cover piles of dirt and mulch being used in landscaping
projects to prevent these pollutants from blowing or washing
off your yard. Vegetate bare spots in your yard to prevent
soil erosion.
Home Repair and Improvement
• Before beginning an outdoor project, locate the nearest
storm drains. Protect them from debris and other materials.
• Sweep up and properly dispose of construction debris
such as concrete and mortar.
• Paints, solvents, and cleaners follow directions on the label.
Clean up spills immediately and dispose of the waste
safely. Store properly to avoid leaks and spills.
• Clean paint brushes in a sink, not outdoors. Filter and
reuse paint thinner when using oil-based paints.
• Properly dispose of excess paints through a hazardous
waste collection program or donate it to local organizations.
• Purchase and use nontoxic, biodegradable, recycled,
and recyclable products whenever possible.
• Reduce the amount of paved area by increasing the
vegetation in your yard. Consider directing downspouts
away from paved surfaces onto lawns.
Swimming Pool and Spa
• Drain your swimming pool only when a test kit does not
detect chlorine levels.
• Properly store pool/spa chemicals to prevent leaks & spills.
Septic System Use and Maintenance
• Have your septic system inspected by a professional at
least every 3 years, and the septic tank pumped every 3
to 5 years. Do not drive/park vehicles on septic system area.
• Flush responsibly. Flushing household chemicals like
paint, pesticides, oil, and antifreeze can destroy the
biological treatment taking place in the system.

Monday, August 17 ~ 9 a.m. to 2 p.m. ~ McHenry Township Hall, 3703 N. Richmond Rd.
The Mobile Hearing Unit and the Diabetic Retinopathy
Unit are the most visible services of the Lions of Illinois
Foundation. Reaching out to the communities they serve,
both Mobil Units are being hosted by the Lions Club of
McHenry to provide screenings in McHenry Township.
The Mobile Hearing Screening and the Diabetic
Retinopathy Screening
are coordinated by the
Lions Club of McHenry
and the Lions of Illinois
Foundation, and made
possible through your
generous donations.
While the screenings
are free, donations are always accepted to ensure this
extremely beneficial program will continue in Illinois.
The Mobile Hearing Screening Unit offers FREE hearing
testing for people age 10 or older. The quality of life for
people with hearing loss is dramatically impacted. Since
early detection of hearing loss is critical, people are
encouraged to take advantage of this free screening. The
hearing test takes only a few minutes and participants
are given the results immediately.
The FREE Diabetic Retinopathy Vision Testing Unit is
