Major Renovations Program
The Major Renovations Program provides
homeowners who are renovating, remodeling or
making other home improvements the opportunity
to increase the energy performance of the home.
Residential Energy Service Network, or RESNET,
develops national standards for energy efficiency
rating systems. RESNET certified home energy
raters, or HERS (Home Energy Rating System)
raters, measure relative energy use on the HERS
index and make recommendations for cost
effective improvements that can be achieved by
the rated building.
Values & Benefits
1. Technical Support:
An initial assessment will be provided by a HERS rating
company to identify energy efficient upgrade opportunities
and how to best obtain them. Onsite inspections during
key phases of the construction process will ensure the
project meets efficiency goals.
2. Financial Incentives
Up to $2,000 in envelope upgrades are available plus additional rebates for ENERGY STAR® qualified windows
and high efficiency heating and DHW (domestic hot water)
equipment.
Additional rebate forms and information your project may
be eligible for will be provided to you while you are enrolled
in this program. This may include equipment and thermal
rebates, all to make it easier for your project to obtain the
most cost assistance possible!
3. Free Compact Fluorescent Lamps (CFLs)
A wide variety of screw-in CFLs for appropriate fixtures in
the home will be provided to the project at no cost to the
participant.

It is important that the project is signed up prior to demolition. Submit a signed Application to the program below.

Contact a certified HERS rater who will review plans and
advise on appropriate inspection times. The HERS rater will
submit for thermal envelope incentives on the participant’s
behalf. All applicable receipts should be remitted to the
HERS rater. Make sure to make a copy of all receipts for
your records.

Project Requirements
Existing Structure
Exterior Walls–Install a dense pack cellulose or other high
performance insulation in all empty wall cavities.
Flat Attic Ceilings–Seal all air leakage locations including
all accessible top plates. Install loose blown insulation to
achieve R-38 minimum insulation level.
Crawl Space–Insulated crawl space walls with a code
approved rigid insulation board with a minimum of R-10.
Insulate sill perimeter with R 19 blockers.
Sealed Ductwork to meet ENERGY STAR recommendations. Your HERS rater can provide further details.
New Construction/Gutted Areas
BOP–Newly constructed and gutted areas must meet the
ENERGY STAR Builder’s Option Package (BOP) including
R-30 basement ceilings, R-19 walls, R-38 attic ceilings,
windows U-value <.35.
TBC–The project must meet the ENERGY STAR Thermal
Bypass Checklist requirements.
Sealed Ductwork–Must =<4%.
HVAC–Newly installed heating, air conditioning and hot
water equipment used to condition the addition must meet
ENERGY STAR BOP requirements which include:
≥90 AFUE ENERGY STAR qualified gas furnace; OR ≥14
SEER/ 11.5 EER/ 8.5 HSPF ENERGY STAR qualified heat
pump 2, 3; OR ≥90 AFUE ENERGY STAR qualified boiler;
OR ≥85 AFUE ENERGY STAR qualified oil furnace
Right-sized ≥13 SEER A/C; OR Right-sized2 ≥14 SEER/
11.5 EER/ 8.5 HSPF ENERGY STAR qualified heat pump
Thermostat(s)–Must be ENERGY STAR qualified programmable thermostat.
Ventilation–A whole house Energy Recovery Ventilator,
Heat Recovery Ventilator or ENERGY STAR rated bath fan,
must be ducted to the exterior.
At least 500 square feet of space must be added in order
to qualify.
All mandatory inspections must be scheduled and
completed. These inspections must be scheduled by
the participant. Contact a HERS rating company at the
times indicated below.
1. An insulation inspection must be conducted after
the insulation and air sealing are complete and prior
to the start of the wall board installation. If you have
duct work, it should be tested at this time, prior to
the wallboard installation.
2. Toward the end of the shell completion of the
project and once the HVAC systems are installed
if applicable, a final inspection must be scheduled.
This includes blower door testing and the installation
of energy efficient light bulbs.
Incentive Guidelines
Incentives for thermal shell upgrades include 75% of
the cost of weatherization and envelope upgrades to the
existing building, plus 15% of the cost of “above code”
envelope upgrades to the newly renovated sections and/or
additions. The envelope upgrade incentives are capped at
$2,000.
• Incentives are valid for a period of one year from the
time of application. Contact the Program if project
completion is expected to run longer than one year as
incentives may change.
• Invoices must be submitted to the Program documenting the thermal envelope work completed on both existing and newly renovated areas to receive incentives.
• T
here are costs associated with the services rendered
by HERS Raters which vary per project based on the
work required. Contact a HERS Rater before beginning
the application process to obtain cost information. The
incentives offered by NSTAR Electric serve to defray
costs and may not cover all of the expenses occurred.
• T
he HERS rater chosen for the project will be responsible for ordering free CFLs for the project.
Agreement
Monitoring and evaluation is a key part of the learning
objectives of this pilot. By signing this agreement, the
participant agrees to:
Share with the pilot Sponsors’ evaluation team, cost information related to the design and construction of the home
in areas that exceed code.
Share energy savings data for a period of one year.
Allow additional HERS inspections by ICF staff members or
their designees if they are required.
Acknowledges that the Energy Efficiency Service Provider
(EESP) is entitled to 100% of the energy benefits associated with the Energy Cost Measurements.
Agrees to allow ICF International Inc. (ICF), the Program’s
administrator, to perform quality control reviews of the
applicant’s home energy performance rater and to oversee
the data collection.
