This FSP amendment has been prepared to add an additional Forest Development Unit (FDU) #2 that exclusively contains the new
Huu-ay-aht First Nations Woodland Licence (FNWL), (see over view map in Appendix 2. This new FDU is comprised of four
distinct polygons or Units: The Grappler Inlet Unit, the Sugsaw Lake Unit, the Calamity Lake Unit and the Sarita/Central Unit. The
proposed HFN FNWL area extends from just east of Poett Nook to branch 279 off Central North Main at the easternmost point and it
extends south to Somerset 171 and Klanawa 380 and then west to Bamfield 2660 near the Pachena River and the westernmost polygon
is north of the Bamfield Marine station near Trevor Channel. These new areas total 9655 hectares surrounded by TFL 44.
The only other amendment item is the addition to the originally approved FSP stocking standards of the CWHvm1 site series 01s and
the CWHvm1 site series 06 s nutrient very poor to poor salal phases.
In relation to the new FDU a number of minor revisions have been made to the approved FSP to ensure consistency. It is important to
emphasize that no changes have been made to any approved Result and/or Strategy (R/S) that guides how HFN Forestry Limited
Partnership will be managing the key forest resources as defined by the government however, due to the creation of a new FDU
specific R/S’s are open for review and comment that will be implemented on the FNWL FDU. These have been identified as defined
below.
To aide the reviewer, each section of the FSP amendment has a statement attached to it stating whether it is open for review and
comment or not. This is designed to allow the reviewer to focus attention on any concerns that may arise from the creation of the new
FDU rather than focusing on portions of the FSP document that have an “approved” status. FSP sections that are open for review and
comment have been indicated by a section header stating “Open for review and comment for FNWL FDU #2 only”. Where FSP
sections are not open for review and comment they are indicated by “Not open for review and comment”.

The Huu‐ay‐aht Community Forest Agreement K3N area is located within TFL 44 on Vancouver Island. CFA K3N is approximately 20km north east of the town of Bamfield, adjacent to the Huu‐ay‐aht treaty settlement lands and within the core territory. It consists of four separate polygons or units: Spencer Creek (West Unit), Blenheim Unit, Spencer Creek (East Unit), & the Central & Harris Creek Unit. The HFN CFA K3N area is discontinuous and it extends from just east of Numukamis Bay and south of May Lake to the easternmost unit in the Central Main North/Harris Creek Main Unit. These areas total 2345 hectares within TFL 44. The approved Forest Stewardship Plan (FSP) for Community Forest Agreement Licence #CFA K3N was prepared by HFN Forestry Limited Partnership for the HFN. The HFN CFA K3N is mostly located within the Sarita Landscape Unit with a small area located within the Klanawa Landscape Unit. The Sarita and Klanawa Landscape Units (LUs) are located on the west coast of British Columbia south and east of Barkley Sound. The major drainage in the Sarita LU that is in the vicinity of the CFA K3N is the Sarita River. Sarita Lake is the largest lake in the vicinity of the CFA K3N. The FSP is a landscape level plan, which is focused on establishing strategies and results for conserving and protecting timber and non‐timber resource values for forest management activities. The FSP states measurable, enforceable results and strategies that must be consistent with objectives set by government for a variety of forest values (e.g. fish, water, biodiversity cultural and heritage resources, etc). The FSP is a plan which shows how the licensee will manage all stated government objectives from a site specific level to the landscape level for a period of five years. The FSP and the FSP amendment take direction from the Vancouver Island Land Use Plan (VILUP), the Forest and Range Practices Act (FRPA), the Land Act (LA), the Government Actions Regulation (GAR), and the Forest Planning and Practices Regulation (FPPR), grandfathered sections of the Forest Practices Code Act of British Columbia (FPC), and other pertinent legislation that governs forest practices. The FSP is intended to be a succinct document stating the management objectives for the resources in the operating areas or Forest Development Units (FDU) as they are called in the FSP. The FSP is not intended to state methodology or give direction regarding how the management objectives are to be met; that is the role of the forest professionals to decide. The FSP results and strategies must be consistent with government objectives for the management of all resources, and they must be measurable and verifiable. Throughout the FSP and the FSP amendment there are several references to the Forest Planning and Practices Regulation (FPPR) and the sections therein that are relevant to the FSP documents. The FPPR can be viewed at the following website: http://www.bclaws.ca/EPLibraries/bclaws_new/document/ID/freeside/12_14_2004 The FSP is the primary referral process along with the HFN Community Forest K3N Community Forest Management Plan and the Huu‐ay‐aht First Nations Woodland Licence (FNWL)Management Plan community awareness and consultation process for notifying the public, First Nations, and government agencies as to the future location of Forest Development Units (FDU's). 1.1
Abbreviations used in this plan The following abbreviations are provided for reference: “BCMONRO” means the BC Ministry of Natural Resource Operations, (formerly called the Ministry of Natural Resource Operations and Range, (MOFR). “CP” means Cutting Permit. “HFNFLP” means HFN Forestry Limited Partnership. “HFN CFA1” means the Huu‐ay‐aht First Nation Community Forest Agreement 1. “FDU” means a forest development unit under this FSP. “FLNR” means the Ministry of Forests, Lands and Natural Resource Operations. “FNWL” means First Nations Woodland Licence. “FPPR” means the Forest Planning and Practices Regulation B.C. HFN Forestry Limited Partnership • HFN Community Forest Woodland Licence • Page 10 “FSP” means this forest stewardship plan. “FSP Amendment” means this forest stewardship plan amendment. “FSP holder or plan holder” refers to HFN Forestry Limited Partnership under the Forest Act that is the signatory to this FSP. “GAR” means the Government Action Regulation. BC Reg 582/2004, as amended from time to time. “MOE” means the Ministry of Environment. “OGMA” means old growth management area. “Primary Forest Activities” mean one or more of the following (according to the FPPR): 1.
Timber harvesting; 2.
Silviculture treatments; and 3.
Road construction, maintenance and deactivation. “Qualified Person” means a person who by experience and/or education is considered knowledgeable and able to provide experts advice on a given subject in a given situation. “Qualified Professional” means a person who by education, experience and professional credentials is considered knowledgeable and able to provide expert advice on a given subject in a given situation. “reasonable efforts” means pursuing a fair, rational approach that a sensible person in similar circumstances would logically employ. “RMZ” means in reference to riparian matters a “riparian management zone”; and in the context of the Vancouver Island Land use Plan and related Higher Level Plan Order means a “resource management zone”. “SIFD” means the South Island Forest District, which is now called the South Island Natural Resource District, (SINRD). “SMZ” means a special management zone under the Vancouver Island Land Use Plan Higher Level Plan Order. “THLB” means timber harvesting land base. “UWR” means an ungulate winter range. “VQO” means visual quality objective. “WHA” means Wildlife Habitat Area. “WTP” and “WTRA” means wildlife tree patch and wildlife tree retention area respectively. Forest Development Unit (FDU) Designations Forest Development Units (FDU’s) identify areas of planned development activities in the next five years. FDU’s are general in nature and do not reflect the final development outcomes for a particular FDU. The Huu‐ay‐aht Community Forest Agreement K3N (HFN CFA K3N) has been treated as one Forest Development Unit (FDU #1) for the FSP, because of the relatively small size of the tenure. For larger tenures on the coast, landscape units are often used as FDU’s. The HFN CFA K3N is smaller than either of the landscape units that it is within. For the purposes of the FSP it is likely that the operating areas of the Community Forest are similar enough to be addressed effectively as one unit. The new additional FDU shall be called FDU #2 and it exclusively contains the new Huu‐ay‐aht First Nations Woodland Licence (FNWL). FDU #2 is comprised of four distinct polygons or Units: The Grappler Inlet Unit, the Sugsaw Lake Unit, the Calamity Lake Unit and the Sarita/Central Unit. Public Review and Comment Previous Forest Development Plan (FDP) methodology under the Forest Practices Code Act (FPCA) required licensees to focus on development activities prior to public review and comment. This planning process often required a great deal of “up‐front” development work to formulate stand level plans that could be assessed and reviewed by the public. The Forest Stewardship Planning process provides for an alternative system whereby other resource users are required to identify areas of concern within FDU’s at the FSP stage to ensure that concerns are addressed prior to development of the area. Further referral can be arranged at the FSP stage if knowledge of the final block shape is required to determine impacts on other resources (i.e. visual resources, fish habitat, water values and wildlife habitat values). Comments specific to the FDU’s will be recorded and kept on record to ensure that concerns are addressed at the development stage. If requested, affected stakeholders will be provided proposed cutblock shapes and road locations and given an opportunity to provide comments prior to cutting permit application by HFN Forestry Limited Partnership. HFN Forestry Limited Partnership • HFN Community Forest Woodland Licence • Page 12 This FSP is the main operational planning tool and referral document for HFN Forestry Limited Partnership’s Community Forest Licence within TFL 44. This plan is used for both “in‐house” planning of harvesting and fieldwork and as the principal referral document for other resource users. The plan is produced every five years with the option of extending it for another five years. The Forest Stewardship Plan was made available for public review and comment at the Huu‐ay‐aht First Nations (HFN) office in Port Alberni for a period of not less than 60 days and the same has been done for the FSP Amendment #1. The general public was made aware that the FSP and FSP Amendment #1 was available for review and comment through advertisements placed in the local newspaper, and through referral notices that were sent out to potentially affected stakeholders, and to neighboring First Nations. The FSP and FSP Amendment #1 was made available for public review at the Huu‐ay‐aht First Nations office and at the Ministry of Forests, Lands and Natural Resource Operations, South Island Natural Resource District office in Port Alberni during regular business hours from 8 a.m. to 4 p.m. Monday through Friday. Additionally, the HFN posted the FSP and FSP Amendment #1 on the Huu‐ay‐aht website (www.Huu‐ay‐aht.org) with a link for the public to provide written comments on the plan. HFN provided a referral notice and requested a meeting with neighboring First Nations representatives and Licensees to discuss the FSP and FSP Amendment #1 documents. A referral summary is included in Appendix 3. Written comments received during the review period and revisions made during the referral period are summarized in Appendices 4 and 5. 2.1
Application of this FSP (FRPA S.3 (4)) Licensees and Licences This FSP applies to each cutting permit and road permit issued or granted to the holder of an agreement, and for the agreements, listed in Table 1 that is issued or granted: a)
after the Commencement date of this FSP; and b) within the Forest Development Units (FDU) under this FSP. HFN Forestry Limited Partnership • HFN Community Forest Woodland Licence • Page 15 Inventories of Wildlife Habitat Areas (WHAs) including Ungulate Winter Ranges (UWRs) and Marbled Murrelet Habitat Areas (MAMU) are maintained by the Ministry of Natural Resource Operations and they are also in WFP Inc. TFL 44 Management Plan #5 map appendices. Spatial mapping data can be downloaded from their websites. These inventories are shown on the Non Timber Resources Map (NTR Map) in Figure 4. There are no legally confirmed MAMU WHAs within the HFN CFAK3N, however WHA 1‐028 in FDU 2 within the HFN FNWL is a MaMu WHA and it was approved January 15, 2003. Planning for MAMU WHAs in this area is integrated with planning for OGMAs. Discussions between WFP Inc., BC Ministry of Environment Regional Wildlife Habitat Area Biologist, the Integrated Land Management Branch (ILMB) and HFN on OGMA and MAMU WHA planning are ongoing involving the review of non‐spatial OGMAs and MAMU WHAs. There is one UWR confirmed under order #U‐1‐013. This UWR was approved October 18, 2004 and it is located in the Spencer Creek (East Unit) just north of Sarita Lake. UWR areas are excluded from the timber harvest land base. 6.0

Results and Strategies Land Use Objectives (FPPR s.1 definition) Order Establishing Sarita Landscape Unit and Objectives Landscape Units and Biodiversity Emphasis Options (BEOs) were designated through the Order Establishing Provincial Non‐
Spatial Old Growth Objectives effective June 30, 2004 (NSOG order). This order is in effect until Old Growth Management Areas (OGMAs) are spatially determined through Landscape Unit Planning. The draft OGMA has been identified in the Sarita Landscape Unit (LU). The Timber Supply Analysis (TSA) for the CFA K3N used the draft OGMA applied as a net down, to account for old forest objectives. The gross area of the Sarita draft OGMA is 135 ha. The draft OGMA must complete a public and First Nations’ review process before becoming legal. The Sarita LU has a Low BEO. For the forest types within TFL 44, old forest is identified as stands >250 years old. The old seral target is based on the combination of BEO, BEC variant, and the natural disturbance type (NDT) of the variant. Therefore the Sarita draft OGMA in CFA K3N has identified enough area to meet the old seral target drawn down to 1/3 for the first rotation (80 years). Targets for the end of the second rotation (160 years) and the end of the third rotation (240 years) will be addressed as forest cover constraints. Intermediate and High BEO landscape units will be subject to the full target constraints throughout the analysis period. Table 4 indicates the landscape biodiversity constraints that will be applied for old seral forest in the Sarita LU. HFN Forestry Limited Partnership • HFN Community Forest Woodland Licence • Page 16 The proposed HFN FNWL is mostly almost exclusively located within the Sarita Landscape Unit with only 6.1 ha of the tenure landbase located within the Klanawa Landscape Unit. The Sarita and Klanawa Landscape Units (LUs) are located on the west coast of British Columbia south and east of Barkley Sound. The major drainage in the Sarita LU that is in the vicinity of the HFN FNWL is the Sarita River. Sugsaw, Calamity, Frederick, Pachena and Rosseau Lakes are the largest lakes within the HFN FNWL area. The HFN FNWL is comprised of four distinct polygons or Units: The Grappler Inlet Unit, the Sugsaw Lake Unit, the Calamity Lake Unit and the Sarita/Central Unit. The proposed HFN FNWL area extends from just east of Poett Nook to branch 279 off Central North Main at the easternmost point and it extends south to Somerset 171 and Klanawa 380 and then west to Bamfield 2660 near the Pachena River and the westernmost polygon is north of the Bamfield Marine station near Trevor Channel. These areas total 9655 hectares surrounded by TFL 44. The Klanawa LU was also designated through the June 30, 2004 NSOG order. The draft OGMA has been identified in the Klanawa LU. The Timber Supply Analysis (TSA) for the HFN FNWL used the draft OGMA applied as a net down, to account for old forest objectives. The gross area of the Klanawa draft OGMA is 3,198 ha with 0 ha within the HFN FNWL area. The draft OGMA must complete a public and First Nations’ review process before becoming legal. The Klanawa LU has an intermediate BEO therefore this LU will be subject to the full old seral target throughout the analysis period. Table 4 indicates the landscape biodiversity constraints that will be applied for old seral forest in the Klanawa LU. Landscape Biodiversity In the TFL 44 MP 4 timber supply analysis, landscape biodiversity objectives were applied as seral forest objectives in accordance with the Landscape Unit Planning Guide. Since that analysis, draft OGMAs have been introduced. The draft OGMAs replace the aspatial targets in the CFA K3N and HFN FNWL base case analysis, and old forest objectives were run as a sensitivity variable since the draft OGMAs only satisfied approximately 1/3 of the full old seral target. Draft Old Growth Management Areas Old Growth Management Areas (OGMAs) are spatially defined areas of old growth forest or recruitment areas that are identified during landscape unit planning exercises. OGMAs, in combination with other areas where forestry development is prevented or constrained, are used to achieve biodiversity targets. In 2006 draft OGMAs were provided for eight different landscape units within the East and West Alberni working circles. These areas were entirely removed from the available harvesting land base. The gross area for draft OGMAs in the CFA K3N is 135 ha, but after accounting for previous THLB deductions the net area removed is 0 ha. The gross area for draft OGMAs in the HFN FNWL is 595 ha, but after accounting for previous THLB deductions the net area removed is 12ha. Landscape Units and Biodiversity Emphasis Options (BEOs) were designated through the Order Establishing Provincial Non‐Spatial Old Growth Objectives effective June 30, 2004 (NSOG order). This order is in effect until Old Growth Management Areas (OGMAs) are spatially determined through Landscape Unit Planning. The draft OGMAs have been identified in the Sarita and Klanawa Landscape Units (LUs). The result and strategy for OGMAs as defined below will come into effect when OGMAs are spatially determined through Landscape Unit Planning for the Sarita and Klanawa Landscape Units.
Objective 1 Old Growth Management Areas: Not open for review and comment. The green is new text. 1. Maintenance or recruitment of old growth forests. Maintain or recruit old growth forests when the Sarita OGMA within the Huu‐ay‐aht CFAK3N is established in the Sarita Landscape Unit, and when the Huu‐ay‐aht FNWL is established in the Klanawa Landscape Unit subject to subsection 2 below. 2. Permissible Activities. a) Minor OGMA boundary adjustments for operational reasons: To accommodate operational requirements for timber harvesting and road or bridge construction, boundaries of OGMAs that are 10 ha or greater in size may be adjusted, provided that: i) the boundary adjustment does not affect more than 10 per cent of the area of the OGMA; ii) road or bridge construction is required to access resource values beyond or adjacent to the OGMA and no other practicable option for road or bridge location exists; and iii) suitable OGMA replacement forest of at least equivalent quantity is identified either (in order or priority) directly adjacent to, or in the same variant and landscape unit as the adjusted OGMA. In the case of ii) above, as an alternative to finding replacement area the licensee may permanently deactivate and rehabilitate a temporary road or bridge site within four years after construction. b) Other permissible activities: i) Boundary pruning of trees to improve wind firmness; ii) Timber harvesting to prevent the spread of insect infestations or diseases that pose a significant threat to forested areas outside of OGMAs. Salvage within OGMAs will be done in a manner that retains as many old growth forest attributes as possible; iii) Maintenance, deactivation, removal of danger trees, or brushing and clearing on existing roads under active tenure within the right‐of‐way for safety purposes; iv) Felling of guy line clearance, tailhold anchor trees, or danger trees (except high value wildlife trees) along cutblock boundaries or within the right of way on new road/bridge alignments to meet safety requirements; v) Construction of rock quarries and gravel pits under authority of forest tenure where the development will be located immediately adjacent to existing roads under tenure and will affect the OGMA by less than 0.5 ha in total; and vi) Intrusions, other than those specified that affect an OGMA by less than 0.5 hectares in total. Replacement forest must be biologically suitable, of at least equivalent quantity and situated (in order of priority), either immediately adjacent to the existing OGMA, or in the same variant and landscape unit as the existing OGMA. FDU Portion of FDU within Sarita LU and Klanawa LU Result or Strategy 1. In this result or strategy, “suitable OGMA replacement” is forest that is biologically suitable and is of at least equivalent quantity and is identified either (in order of priority) directly adjacent to the existing OGMA, or in the same variant and landscape unit as the adjusted OGMA. 2. The Holder(s) of the FSP will not carry out or authorize road construction or timber harvesting within the Old Growth Management Area (OGMA) when the Sarita and Klanawa OGMAs within the Huu‐ay‐
aht CFA K3N and HFN FNWL respectfully are established as part of the Sarita and Klanawa Landscape Unit Plans except under the following circumstances: a) to accommodate operational requirements for OGMAs that are 10 ha or greater in size provided that: i) a boundary adjustment does not affect more than 10% of the area of the OGMA; ii) road or bridge construction is required to access resource values beyond or adjacent to the OGMA and no other practicable option exists; and iii) suitable replacement OGMA is identified. b) timber harvesting to prevent the spread of insect infestations or diseases that pose a significant threat to forested areas outside of OGMAs; c) salvage provided that it is done in a manner that retains as many old growth forest attributes as practicable; d) removal of danger trees, or brushing and clearing within the right‐of‐way on existing roads for safety purposes; e) felling of trees for guy line clearance, tailhold anchor trees, (except high value wildlife trees) or danger trees along cutblock boundaries or within the right‐of‐way on new road/bridge alignments to meet safety requirements; f) construction of rock quarries and gravel pits where development will be located immediately adjacent to existing roads and will affect the OGMA by less than 0.5 ha in total; or g) intrusions that affect an OGMA by less than 0.5 ha in total. 3.
The Holder(s) of the FSP may authorize or carry out boundary pruning of trees to improve wind firmness within an OGMA; and 4.

Biodiversity at Stand Level: Note: definitions in FPPR are important to understand regarding wildlife tree retention: "wildlife tree retention area" ‐ means an area occupied by "wildlife trees", and describes the location of the wildlife tree retention area. "Wildlife trees" ‐ means a tree or group of trees that (a) provide wildlife habitat, and (b) assist in conservation of stand level biodiversity. Wildlife Tree Retention ‐ FPPR 66 (1) 66 (1) If an agreement holder completes harvesting in one or more cutblocks during any 12 month period beginning on April 1 of any calendar year, the holder must ensure that, at the end of that 12 month period, the total area covered by wildlife tree retention areas that relate to the cutblock is a minimum of 7% of the total area of the cutblocks. Maintain stand‐level structural diversity, by retaining wildlife tree retention areas (WTRAs). The holder of an agreement under the Forest Act, except a woodlot licence agreement, who completes harvesting in one or more cutblocks, except minor salvage cutblocks, located within the LU during any 60 month period beginning on January 1 of any calendar year following the establishment of this objective, must ensure that, at the end of the 60 month period, the total area covered by wildlife tree retention areas that relate to the cutblocks, meets or exceeds the percent of the total area of the cutblocks by subzone presented in Table 5. In addition: 1.
WTRAs must be well distributed across the BEC subzone; 2.
When designated at the operational site plan level, WTRAs must be located within or immediately adjacent to a cutblock; 3.
No timber harvesting, including single tree selection is to occur within WTRAs, except as noted in 4 below; 4.
Salvage of windthrown timber is permitted within WTRAs where windthrow impacts 25% to 50% of the dominant or co‐dominant stems. Salvage of windthrown timber and harvesting of remaining standing stems is permitted within WTRAs where windthrow exceeds 50% of the dominant or co‐dominant stems; or where forest health issues pose a significant threat to areas outside the WTRA. Where salvage/harvesting is planned and authorized, suitable replacement WTRA of at least equivalent quantity must be identified concurrently to achieve the retention target; 5.
WTRAs should include, if present, remnant old‐growth patches and live or dead veteran trees (except danger trees); 6.
WTRAs must include representative larger trees for the stand (dbh>average operational cruise) and any moderate to high value wildlife trees if available (excluding danger trees); 7.
BEC subzones and variants will be determined by operational site plan information; and 8.

The Holder of the FSP will enter into a timber sale licence or cutting permit only if the licence or permit is consistent with the design for the cutblock referred to in paragraphs 2 and 3.
Objective 3 – Special Management Zone 18 Not open for review and comment (does not relate to HFN FNWL and FDU 2) The Spencer Creek west unit is in the Alberni Canal Special Management Zone (SMZ) 18. The primary SMZ values are visual qualities as seen from the Alberni Canal and coastal wildlife habitat. The SMZ 18 management considerations from the Vancouver Island Summary Land Use Plan are: to apply an emphasis on the maintenance of visual quality as seen from the marine traffic area, as well as recreation and tourism opportunities associated with the marine environment; maintenance of coastal habitats. The objectives for SMZs are: 1.
Provide suitable habitat for wildlife species identified as primary values; 2.
Maintain the visual quality of known scenic areas in accordance with visual landscape inventory recommendations; 3.
Creating or maintaining stand structures and forest attributes and opportunities associated with mature and old forests; 4.
Retaining within cutblocks structural and forest attributes associated with mature and old forests; and 5.
Applying a variety of silvicultural systems, patch sizes, and patch shapes across the zone, and for the Alberni Canal SMZ, to maintain the visual quality for the visible polygons in accordance with the recommended visual quality classes in the visual landscape inventory. This unit is in a known scenic area associated with the Alberni Inlet from Port Alberni to Bamfield (Alberni Inlet SMZ) travel corridor. During the term of this plan, if at least 25% of the forested landbase within the portion of Special Management Zone 18 within the Alberni Canal is not spatially defined as being mature or old, the Holder(s) of the FSP, will not carry out or authorize timber harvesting or road construction in: a. Old forest within the non‐contributing landbase of that special management zone, and b. Mature forest structure in the non‐contributing landbase, and 3. Within the portion of SMZ 18 within the Alberni Canal, the Holder(s) of the FSP may carry out or authorize timber harvesting or road construction if doing so will not result in the amount of old or mature forested area to drop below 25%. Order Establishing Provincial Non‐Spatial Old Growth Objectives Open for review and comment for HFN FNWL FDU 2 only The Order Establishing Provincial Non‐spatial Old Growth Objectives (effective June 30, 2004) (the Order) clarifies the amount of area available for timber harvesting. This order supplements, but does not replace, FPPR S. 9. FDU Portion of FDU within the Sarita and Klanawa LUs Result or Strategy 1. In this result or strategy:
“non‐contributing landbase” means the non‐contributing landbase identified in the Regional Land Use Planning database (RLUPS version 3.2 August 15, 2005, (scrub out)). “Order” means the Order Establishing Provincial Non‐Spatial Old Growth Objectives (effective June 30, 2004); “retention targets” means those retention targets, by biogeoclimatic (BEC) variant, that: i.
Are specified in the Order as per the Regional Land Use Planning Strategy database (RSUPS version 3.2, August 15, 2005), (Table 7) or similar tables generated to reflect an inventory update and ii.
Refined by applying the 1/3 drawdown to the retention targets in those LUs with a low biodiversity emphasis option (BEO). “draft OGMA” are those old growth management areas identified consistent with provision A8 of the Order and provisions 2(c) and 6 of the Implementation Policy1. 2.
In accordance with the Implementation Policy, the Holder(s) of the FSP may identify draft old growth management areas (OGMAs). Where draft OGMAs are identified, the holder(s)of the FSP, in accordance with the written notice specifying that the draft OGMAs meet the intent of the Order, will: a) Maintain or recruit old growth forest attributes within draft OGMAs and b) Will authorize or carry out road construction or timber harvesting or other such operations 1

In addition to subsection (2), where there are no draft OGMAs, the Holder(s) of the FSP, in concert with holders of major licences operating in the same FOU, will a)
not carry out or authorize timber harvesting or road construction in areas of old forest within the non‐contributing landbase in that landscape unit, to the extent necessary to meet the specified retention targets, and b) if the amount of old forest in the non‐contributing landbase is insufficient to meet the specified retention target, determine if the identified shortfall can be achieved in the old forest in the timber harvesting landbase and in the mature forest in the non‐contributing landbase and (i)
not carry out or authorize timber harvesting or road construction in areas of mature forest assessed to have old forest structure in the non‐contributing landbase; and/or (ii)
not carry out or authorize timber harvesting or road construction in areas of old forest within the timber harvesting landbase to the extent necessary to meet the specified retention targets. 4. Where OGMAs are established through the Landscape unit planning process, the Holder(s) of the FSP, in accordance with the Order establishing Higher Level Plan Objectives for the landscape unit, will: a) Maintain or recruit old growth forest attributes within OGMAs, and b) Authorize or carry out road construction or timber harvesting or other such operations within OGMAs in accordance with direction in the objectives for the landscape unit plan, and c) Authorize or carry out road construction where OGMAs overlap areas of road construction or timber harvesting to the extent that changes to OGMAs are agreed upon with the agency responsible for the written notice. 5. Subsection 3 applies: a) to the portions of Landscape Units listed in Table 7 that fall under this FSP; and b) to the portions of Landscape Units that are not the subject of an Order establishing Higher Level Plan objectives for the landscape unit or a written notice specifying that the draft OGMAs meet the intent of the non‐spatial Order. The structure of mature seral forests generally includes canopies that vary vertically or horizontally, or both. The age and structure of the mature seral stage will vary significantly by forest type and from one biogeoclimatic zone to another. 3
The old seral forest is defined as generally greater than 250 years old, containing live and dead (downed and standing) trees of various sizes, including large diameter trees, and of various tree species, including broad‐leaved trees. The structure of old seral forest varies significantly by forest type and from one biogeoclimatic zone to another. 4

To increase the short‐term availability of timber, (a) a cutblock may be larger than 40 ha pursuant to section 11(2)(a) of the OPR; and (b) pursuant to section 68(4) of the OPR, a cutblock is greened‐up if it is adequately stocked and the average height of those trees that are: (i) the tallest tree in each 0.01 ha plot included in a representative sample, and (ii) a commercially valuable species or other species acceptable to the district manager is at least 1.3 meters; unless the district manager determines that a cutblock referred to under (a) or (b) would significantly impact specific hydrological, wildlife, biodiversity, scenic or recreation values. FDU Portion of FDU within EFZs 43 and 44. Result or Strategy 1. For the purposes of HLP Order Objective 7, in EFZs 43 and 44, the Holder(s) of the FSP may carry out or authorize timber harvesting and road construction within cutblocks that: a) apply any silvicultural system, b) exceed 40 ha, and c) are adjacent to areas that are greened‐up as provided in HLP Objective 7 (b), and 2. For the purposes of HLP Order Objective 7, in determining the size of a proposed cutblock in the Sarita and Klanawa EFZs, the non‐greened up portion of a cutblock adjacent to a cutblock proposed for harvest will be considered part of the NAR, and 3. In order to avoid or mitigate significant impacts to specific hydrological, wildlife, biodiversity, scenic or recreation values, cutblocks described in subsection (1) will be consistent with: a) hydrological values if consistent with results/strategies for VILUP objective 8 included in this FSP, b) wildlife values if consistent with results/strategies in Section 5.2.2 of this FSP, for wildlife, c) wildlife and biodiversity values if consistent with results/strategies in Section 5.2.3 of this for water, fish, wildlife and biodiversity within riparian areas, d) wildlife and biodiversity values is consistent with results/strategies in Section 5.2.5 of this FSP for wildlife and biodiversity, e) scenic values if consistent with results/strategies in Section 5.3.1 of this FSP for visual quality, and f) recreation values if consistent with ”Order to Identify Recreation Sites, Trails and Interpretive Forest Sites as Resource Features for the South Island Forest District” dated December 1, 2005. Avoid or mitigate adverse hydrological impacts, which may result from the practices referred to in objective 7, in watersheds with significant watershed sensitivity and significant fisheries values, as determined by the district manager and designated environment official. FDU Portion of FDU within EFZs 43 and 44. Result or Strategy 1. Before carrying out or authorizing a primary forest activity in a cutblock in accordance with HLP Order objective 7, within a watershed with significant watershed sensitivity and significant fisheries values, as determined by the district manager and designated environment official, the Holder(s) of the FSP will: a) monitor the following environmental indicators for cumulative hydrological effects on Crown land: i) the percent of the watershed and/or sub‐basin harvested, by important elevation bands, corrected for Equivalent Clearcut Area (ECA)%, ii) the road density (km/km²), iii) the mass wasting potential; b) determine scores for each indicator under Subsection 1a); and c) Authorize or carry out forest practices to a cumulative low to moderate risk threshold for adverse hydrological effects, in accordance with the resulting indicator scores under Subsection 1b). 2. Subsection 1) of this result/strategy applies where, for the portion of the watershed with significant watershed sensitivity and significant fisheries values, as determined by the district manager and designated environment official: a) Equivalent Clearcut Area (ECA) is within 5 percentage points leading up to the ECA threshold of the most recent previously established Coastal Watershed Assessment Procedure (CWAP) for the fisheries sensitive portion of the watershed; or b) ECA is within 5 percentage points leading up to a 20% ECA threshold where there is no established ECA threshold, or c) the Holder(s) of the FSP estimates that primary forest activities will result in cumulative hydrological effects resulting in adverse hydrological impact. 3. In addition to subsections 1 and 2, in respect of watersheds with significant watershed sensitivity and significant fisheries values, as determined by the district manager and designated environment official, the Holder(s) of the FSP will: a) work with holders of major licensees operating within the affected FDU to not exceed the ECA threshold, b) design cutblocks and roads in a manner that is consistent with a cumulative low to moderate risk threshold for material adverse hydrological effects, in accordance with the resulting CWAP indicator scores, c) carry out a primary forest activity only if the activity is consistent with the design for the cutblock or road referred to in paragraph b), and d) enter into a timber sale licence or cutting permit or grant a road permit only if the licence or permit is consistent with the design for the cutblock or road referred to in paragraph b). When proposing the species composition for the purposes of OPR section 39(3)(o), a person may, pursuant to OPR section 41, select a single species that is ecologically suited to the area, if a mix of species was present on the area before the timber was harvested. 9.1
The area that may be subject to selection of a single species pursuant to objective 9 is limited to no more than 20 percent of the forested area of any variant within a given EFZ. FDU Portion of FDU within EFZs 43 and 44. Result or Strategy 1. If the Holder(s) of the FSP carries out or authorizes the harvest of timber within the area(s) designated as EFZ(s) 43 and 44, the Holder(s) of the FSP will ensure that not more than 20% of the total NAR for all of the cutblocks will be reforested using a single species that is ecologically suited to the area, using a preferred species as set out in the applicable stocking standards. 6.2
Objectives prescribed under FRPA S.149 Soils Open for review and comment for HFN FNWL FDU 2 only Objective set by government for soils (FPPR S. 5). The objective set by government for soils is, without unduly reducing the supply of timber from British Columbia’s forests, to conserve the productivity and the hydrologic function of soils. The Holder(s) of the FSP will undertake to comply with FPPR s. 35 and 36. In accordance with FPPR s. 12.1(1) and 12.1(5), the Holder(s) of the FSP are exempt from the requirement to specify intended results and strategies set out in FPPR s. 5. The timber sales manager will notify each holder of a timber sale licence entered into or a road permit granted during the term of the plan that sections 35 and 36 of the FPPR apply. Wildlife Open for review and comment for HFN FNWL FDU 2 only Objectives set by government for wildlife (FPPR S. 7). 1.
The objective set by government for wildlife is, without unduly reducing the supply of timber from British Columbia’s forests, to conserve sufficient wildlife habitat in terms of amount of area, distribution of areas and attributes of those areas, for (a) the survival of species at risk, (b) the survival of regionally important wildlife, and (c) the winter survival of specified ungulate species. 2.
A person required to prepare a forest stewardship plan must specify a result or a strategy in respect of the objective stated under subsection (1) only if the minister responsible for the Wildlife Act gives notice to the person of the HFN Forestry Limited Partnership • www.huuayaht.org • 1–250–728–3080 • [email protected]

If satisfied that the objective set out in subsection (1) is addressed, in whole or in part, by an objective in relation to a wildlife habitat area or an ungulate winter range, a general wildlife measure, or a wildlife habitat feature, the minister responsible for the Wildlife Act must exempt a person from the obligation to specify a result or strategy in relation to the objective set out in subsection (1) to the extent that the objective is already addressed. 4.
On or after December 31, 2004, a notice described in subsection (2) must be given at least 4 months before the forest stewardship plan is submitted for approval. FDU Species 1 and 2 Marbled Result or Strategy
1. In these results or strategies:
Murrelet “Marbled Murrelet notice” means the notice entitled “Indicators of the amount, Brachyramphus distribution and attributes of wildlife habitat required for the survival of species at marmoratus risk in the South Island Forest District for Marbled Murrelet” dated December 21, 2004; “non‐contributing land base” means the non‐contributing land base described in the Tree Farm License (TFL) 44 Management Plan No. 4, dated September 2002. “detailed survey” references Standard Methods for Identifying and Ranking Nesting Habitat of Marbled Murrelets (Brachyramphus marmoratus) in British Columbia using air photo Interpretation and Low‐level Aerial Surveys, Burger, A. ed 2004. 2. A detailed survey has been conducted within the areas to which this FSP applies. The Holder(s) of the FSP will carry out or authorize timber harvesting or road construction in a manner that retains the habitat specified in the Marbled Murrelet notice, where the habitat is described as the following forest types: (i) Amount: Class 1, 2 or 3 Marbled Murrelet habitat within the noncontributing land base in FDU 1 at the time the Marbled Murrelet Notice was issued; and (ii) Distribution: Where the habitat occurs on the land base in FDU 1; and (iii) Attributes: Class 1, 2 or 3 Marbled Murrelet habitat, as described in Standard Methods for Identifying Marbled Murrelet Habitat in British Columbia Using Air Photo Interpretation and Low‐level Aerial Surveys. 3. (a) first, identified on the non‐contributing land base within FDU 1, and if there is insufficient habitat on that landbase, then identified on the contributing landbase; and (b) reduced by the amount of area of suitable habitat within any wildlife habitat area, or ungulate winter range established in the South Island Forest District subsequent to the date of the Marbled Murrelet Notice, except where: (i) a wildlife habitat area is established specifically for marbled murrelet, and then the amount will be reduced by the entire amount of area in the wildlife habitat area. (c) Second, within the area of suitable MAMU habitat within the OGMA within FDU 1 consistent with the direction from Landscape Unit Planning. ii) An equivalent amount of each riparian management area, riparian reserve zone and riparian management zone by class within the Community Forest Agreement License gross area or cutting permit gross area as would have been achieved under section 1a)(i) of this result/strategy, provided that: (1) Any increase or decrease in width from section 1a)(i) of this result/strategy is specified in a written rationale signed by a qualified professional, prior to commencement of the primary forest activity, and (2) An alternative width specified in section 1a)(ii) of this result/strategy would be as effective and/or functional as the width specified in section 1a)(i) of this result/strategy, based on one or more of the following circumstances: A. windthrow hazard and consequence, B. natural disturbance patterns, C. sensitive stream protection, D. environmental sensitivity such as terrain stability class 4 or 5, E. topography, or F. worker safety. b) In respect of FPPR Section 51, all roads outside of cutblocks will have riparian reserve zones in accordance with FPPR Sections 47(4), 48(3) and 49(2). c) In respect of FPPR Section 50, for construction of roads through a stream, wetland or lakeshore Riparian Management Area, the Riparian Management Area will be as specified in FPPR Section 47(4), 48(3) and 49(2). FDU 1 and 2 Result or Strategy 1. In respect of FPPR Section 12(3), if the Holder(s) of the FSP authorizes or carries out a primary forest activity in a riparian management zone in a cutblock, retention of trees will: a) be based upon the factors in FPPR Schedule 1 Section 2, and b) be specified and prescribed in a written rationale signed by a qualified professional, prior to commencement of the primary forest activity. the licence pertaining to the waterworks. The objective set by government under subsection (2) applies only to the extent that it does not unduly reduce the supply of timber from British Columbia’s forests. 4.
If satisfied that the objective set out in subsection (2) is not required to provide special management the minister responsible for the Wildlife Act must exempt a person from the requirement to specify a result or strategy in relation to the objective. 5.
If satisfied that the objective set out in subsection (2) is addressed, in whole or in part, by an enactment, the minister responsible for the Wildlife Act must exempt a person from the requirement to specify a result or strategy in relation to the objective set out in subsection (2) to the extent that the objective is already addressed. Wildlife and Biodiversity Open for review and comment for HFN FNWL FDU 2 only Objectives set by government for wildlife and biodiversity – landscape level (FPPR S. 9). The objective set by government for wildlife and biodiversity at the landscape level is, without unduly reducing the supply of timber from British Columbia’s forests and to the extent practicable, to design areas on which timber harvesting is to be carried out that resemble, both spatially and temporally, the patterns of natural disturbance that occur within the landscape. FDU 1 and 2 Result or Strategy 1. The Holder(s) of the FSP will adopt FPPR Sections 64 and 65, as results or strategies under this FSP.
2. Further to subsection 1: a) cutblocks located in SMZ 18 will have a net area to be reforested in accordance with the result or strategy for VILUP HLP Order Objective 1(c) or HLP Order Objective 2; and b) for cutblocks located within EFZs 43 and 44, cutblock harvesting will be in accordance with the result or strategy for VILUP HLP Order Objective 7. The Holder(s) of the FSP may retain wildlife trees in each cutblock in a landscape unit in accordance with minimum wildlife tree retention as specified for each BEC subzone in the Regional Land Use Plan Strategy database (RLUPS version 3.2 August 15, 2005 where “LUs are considered to have been designated”8). 3. Where wildlife tree retention targets are specified in approved Landscape Unit Plans, wildlife tree retention will meet or exceed targets specified in approved Landscape Unit Plans. Cultural Heritage Resources Open for review and comment for HFN FNWL FDU 2 only Objectives set by government for cultural heritage resources (FPPR S. 10). The objective set by government for cultural heritage resources is to conserve, or, if necessary, protect cultural heritage resources that are: (a) the focus of a traditional use by an aboriginal people that is of continuing importance to that people, and (b) not regulated under the Heritage Conservation Act. FDU 1 and 2 Result or Strategy 1. In these results or strategies “special cultural heritage resource” means a cultural heritage resource, other than a resource feature, that is a) the focus of a traditional use by an aboriginal people that is of continuing importance to that people, and b) not regulated under the Heritage Conservation Act, and c) “monumental western red Cedar or cypress ” refers to western red cedar or cypress used for making paddles, masks, totems, canoes, and other traditional use items. 8

The Holder(s) of the FSP will annually refer to applicable First Nations; areas identified for potential timber harvesting and road construction, if any, and request information respecting special cultural heritage resources within the identified areas. 3. The Holder(s) of the FSP will evaluate the nature and extent of a possible site‐specific special cultural heritage resource identified within areas of potential timber harvesting and road construction activities, including making reasonable efforts to share information or consult with the applicable First Nation in respect of the possible special cultural heritage resource. 4. The Holder(s) of the FSP, when designing a cutblock or road will, prior to harvest or construction, identify: a) the portion of the area occupied by a special cultural heritage resource, b) the nature of the special cultural heritage resource, c) whether the special cultural heritage resource is to be protected or conserved, and d) if the special cultural heritage resource is to be conserved, what constraints, if any, are to apply to the forest practices carried out on the area and e) where the First Nation has provided comment on the special cultural heritage resource, notify the applicable First Nation in writing as to: i) whether the special cultural heritage resource is to be protected or conserved, and ii) if the special cultural heritage resource is to be conserved, what constraints, if any, are to apply to the forest practices carried out on the area. 5. For each special cultural heritage resource that has been identified under subsection 4 for protection, the Holder(s) of the FSP will carry out or authorize a person to carry out a forest practice only to the extent that the forest practice does not damage or render ineffective the special cultural heritage resource. 6. For each special cultural heritage resource that has been identified under subsection 4 for being conserved, the Holder(s) of the FSP will carry out or authorize a person to carry out a forest practice only to the extent that the forest practice is consistent with the constraints, if any, specified in the design for the cutblock or road. 7. HFN Forestry Limited Partnership • HFN Community Forest Woodland Licence • Page 42 FDU Result or Strategy harvesting or road construction, a previously unidentified special cultural heritage resource is encountered, the Holder(s) of the FSP will a) require operations within the cutblock or road to cease or be modified to the extent necessary to protect the special cultural heritage resource, b) determine: i) the nature of the special cultural heritage resource, ii) whether the special cultural heritage resource is to be protected or conserved, and iii) if the special cultural heritage resource is to be conserved, what constraints, if any, are to apply to the forest practices carried out on the area, c) modify the design of the cutblock or road to conform with subsection 7(b)(iii), and d) authorize operations to resume within the cutblock or road to the extent that the operations are consistent with the modified design. 8. In addition to subsections 2 through 7, the Holder(s) of the FSP recognizes that mature western red Cedar and Cypress located within the identified FDU are special cultural heritage resources to the applicable First Nations and the Holder(s) of the FSP will ensure that, in addition to subsections 2 through 7, a) these First Nations are provided with a copy of the most recent publicly available western red cedar inventory for the applicable area completed by the Huu‐ay‐aht First Nations or the South Island Forest District as well as any updates to that inventory, and b) western red cedar and cypress, where ecologically suited, will be planted on areas referred to in section 29 (1) of the Act in accordance with the stocking standards specified in this forest stewardship plan, and c) where requested by a First Nation, the Holder(s) of the FSP will assist in developing a strategy for and in the identification of monumental western red cedar or cypress within their traditional territory, and d) where a strategy for monumental western red cedar or cypress as outlined in 8(c) has been developed and agreed upon by the holder(s) of the FSP, the applicable First Nation and the Ministry of Natural Resource Operations, the holder(s) of the FSP will assist in implementation of the strategy. 9. Objectives Established under the Government Actions Regulation Objectives set by Order to establish visual quality objectives for the South Island Forest District which is now referred to as the South Island Natural Resource District. Open for review and comment for HFN FNWL FDU 2 only. Pursuant to Section 7(2) of the Government Actions Regulation (GAR), I, Jack Dryburgh, District Manager for the South Island Forest District, establish Visual Quality Objectives (VQOs) for the South Island Forest District as shown on the attached map titled South Island Forest District, Visual Quality Objectives Established Under Section 7(2) GAR order, dated December 1, 2005. This order is effective on December 15, 2005. These VQOs apply to the scenic areas identified as known in the district manager’s letter dated November 13, 1998 and grand‐parented under Section 180 of the Forest and Range Practices Act. These objectives apply to the crown land portions of the South Island Forest District, and to the private land within Woodlot Licenses and Tree Farm Licences. FDU 1 and 2 Result or Strategy 1. In these results or strategies
“applicable scenic area” means a scenic area that was made known in the South Island Forest District by letter dated November 13, 1998, and “applicable visual quality objective” means the visual quality objective established for a scenic are in the South Island Forest District pursuant to Section 7(2) of the Government Actions Regulation. 2. Within each applicable scenic area, the Holder(s) of the FSP will: a) ensure that each cutblock or road within the FDU is designed in a manner such that the altered forest landscape for the applicable scenic area will be consistent with the applicable visual quality objective, and b) carry out forest practices only if the forest practices are consistent with the design for the cutblock or road referred to in paragraph (a), and c) enter into a forest licence or cutting permit or grant a road permit only if the licence or permit is consistent with the design for the cutblock or road referred to in paragraph (a). conserve the quality, quantity and timing of water flows required by fish in the Fisheries Sensitive Watershed, and iii) prevent the cumulative hydrological effects of primary forest activities in the Fisheries Sensitive Watershed from resulting in a material adverse impact on the fish habitat of the watershed. Sensitive Watershed9 1. At a minimum of once every five years, ensure that a qualified professional assesses the portions of cumulative effect of existing and proposed primary forest activities within the watershed relative FDU 1 and to the objective for fish habitat in fisheries sensitive watersheds (GAR 14(2)). FDU 2 2. Ensure harvest and road development activities are conducted in a manner consistent with the last Watershed Assessment conducted by a qualified professional for the FSW. 3.
Manage harvest and road development activities to limit post‐harvest and road construction risk of adverse hydrological impacts to the “Low” to “Moderate” range within the FSW. 4.

Regeneration Date and Stocking Standards, Free Growing Height The Stocking Standards specify the regeneration date, free growing height and stocking standards for the situations or circumstances where FPPR S. 44(1) applies. 7.3
Situations or Circumstances that Determine when FPPR S. 44(4) and the Standards Applicable Under FPPR S.16 (4) Applies If the Holder(s) of the FSP carries out or authorizes harvesting of special forest products, intermediate cuts or commercial thinning from an area within the area under this plan, cutblock specific uneven aged stocking standards will be proposed as an amendment of this FSP. Uneven aged stocking standards which may be amended into this FSP will be maintained on the area for twelve months following the completion of the harvesting. 8.0
Measures to Prevent the Introduction and Spread of Invasive Plants Open for review and comment for HFN FNWL FDU 2 only Measures to Prevent the Introduction and Spread of Invasive Plants (FRPA s.47, FPPR s.17) FRPA s.47 requires that: A person carrying out a forest practice or a range practice must carry out measures that are: (a) specified in the applicable operational plan, or (b) authorized by the minister to prevent the introduction or spread of prescribed species of invasive plants. FPPR s.17 For the purpose of section 47 [invasive plants] of the Act, a person who prepares a forest stewardship plan must specify measures in the plan to prevent the introduction or spread of species of plants that are invasive plants under the Invasive Plants Regulation, if the introduction or spread is likely to be the result of the person’s forest practices. HFN Forestry Limited Partnership • HFN Community Forest Woodland Licence • Page 47 FDU 1 and 2 Result or Strategy In these measures “applicable area” means an area where: (a) it is likely that forest practices will result in introduction or spread of invasive plants; (b) there is a moderate to high risk invasive plants, and any priority invasive plants are likely to germinate on soil exposed that is a result of a person’s forest practices under this FSP; (c) it is reasonably expected that grass would grow on these exposed sites; (d) it is reasonably foreseeable that revegetation with grass seed would materially reduce the likelihood of invasive plant germination; and (e) the Holder(s) of the FSP has not deemed the area as an active surface area. “preferred seed” means seed with the following attributes: (a) high sod‐forming content, except in areas that are planted with tree seedlings; (b) has been certified by the Canadian Seed Growers Association that the seed; (i) meets Common #1 Forage Grade or better standards for varietal purity established by the Association for seed of that species (Seeds Act, Seeds Regulation s.2(1)), and (ii) is of native origin; “Priority invasive plants” includes Gorse, Japanese Knotweed, Giant Knotweed, Scotch Broom, Purple Loosestrife, and Yellow Iris: (1) The Holder(s) of the FSP will: (a) confirm known locations of priority invasive plants within the plan area using the most current recognized provincial database; (b) distribute information to staff and contractors on priority invasive plants that exist or threaten to establish within the plan area; (c) direct staff to monitor and report new incidences of priority invasive plants and enter them into most current recognized provincial database; (d) (i) direct the holders of a timber sale licence to inspect logging and road building equipment for invasive shrub vegetation, and remove from equipment prior to transporting equipment from an area of a known occurrence of the invasive plant to a remote location or site where the invasive plant is currently not present, or (ii) direct the persons carrying out timber harvesting and/or road building activities to HFN Forestry Limited Partnership • www.huuayaht.org • 1–250–728–3080 • [email protected]

(2) If the Holder of the FSP carries out a forest practice in an applicable area, the Holder(s) of the FSP will, within one year of completing the activity authorized in the timber sale licence or cutting permit, will: a) revegetate contiguous areas of exposed soil that exceed 0.1 ha giving preference to preferred seed that is: (i)
readily available, and (ii)
comparable in cost to agronomic mixtures, and (iii)

Measures to Mitigate the Effect of Removing or Rendering Ineffective Natural Range Barriers FDU All Result or Strategy (1) The Holder(s) of the FSP will:
(a) each year under the term of this FSP, identify any areas within the FDU that are subject to or adjacent to agreements under the Range Act in respect of grazing of livestock, using information gathered from Ministry of Natural Resource Operations district range staff, or regional experts; (b) inform each the affected holders of agreements under the Range Act of planned harvest and road construction within or adjacent to their agreement; (c) where the affected holder of an agreement under the Range Act indicates that the planned harvest and road construction will remove or render ineffective a natural range barrier, (i) design cutblocks and roads to mitigate the effect of the removal or ineffectiveness, (ii) carry out forest practices only if the forest practices are consistent with the design for the cutblock or road referred to in subparagraph (i), and (iii) enter into a timber sale licence or cutting permit or grant a road permit only if the licence or permit is consistent with the design for the cutblock or road referred to in subparagraph (i). (2) The holder of a timber sale licence or cutting permit will not remove or render ineffective a natural range barrier other than in a manner set out in the timber sale licence or cutting permit. (3) If the holder of a timber sale licence or cutting permit removes or renders ineffective a natural range barrier other than in a manner set out in the timber sale licence or cutting permit, the holder of the timber sale licence or cutting permit will carry out reasonable measures to mitigate the effect of the removal or ineffectiveness. Site series where the stocking standards say ‘avoid logging’, or the site series that are floodplain site series, sites with strongly fluctuating water tables or shoreline/ocean spray sites have been excluded. Zones and variants not shown on the BEC map for the South Island Forest District have been excluded from the table. HFN Forestry Limited Partnership • HFN Community Forest Woodland Licence • Page 55 The minimum density post‐spacing is listed as recommended in the Establishment to free‐growing guidebook for the VFR – i.e. the same as the minimum stocking standard. * Species are listed as tertiary in the Vancouver Forest Region (VFR) recommended stocking standards, but not listed as acceptable species. They have been included as acceptable for a minor portion of the stand if a cruise report indicates it was present as merchantable volume in the pre‐ harvest stand. The percentage of the free‐growing stand that may be comprised of the species will be on a sliding scale within 5 percentage points leading up to the 20%. For example, if a cruise report showed 15% Hw merchantable volume in the pre‐harvest stand, within 5 percentage points leading up to the 15% of the free‐growing stand could be Hw. ** Hw is listed as an acceptable species in the VFR stocking standards but no height was given – 1.5 m is used as the minimum height. In addition to the notes regarding species in the VFR stocking standards, the following apply: •

Ss is moved from preferred to acceptable due to risk of weevil damage in 04 and 05 site series of CWHvh2. On CWH vm1 site series 01, 05 and CWH vm2 01, Fd is restricted to steep slopes. Where standards units (SUs) are comprised of an unmappable mosaic of site series, the practice will be to manage for the stocking standards of the dominant site series provided that the tree species are suitable in all site series contained within the SU. Pruning regime for western white pine. If white pine is to be counted in a free‐growing survey as one of the well‐spaced stems, it will have been pruned in accordance with the following regime: •

Re: The Huu-ay-aht First Nations Woodland Licence Application
Dear Trap Line Licensee:
The Huu-ay-aht First Nation has been invited to apply for a First Nations Woodland Licence (FNWL) for an Allowable Annual Cut
(AAC) of 70,000 m3, and we are currently in the process of completing the application requirements. The District Manager of the
Ministry of Forests, Lands and Natural Resource Operations, South Island Natural Resource District has provided approval for the
Huu-ay-aht FNWL area. A map of the FNWL area is attached.
The FNWL application consists of, in part, a Management Plan and harvest rate estimates as well as a Forest Stewardship Plan.
These items together with maps shall be placed on our Huu-ay-aht website for public, stakeholder, First Nations, and agency review
and comment at www.huuayaht.org under the Community Forest and First Nations Woodland Licence in the left side tab.
The Management Plan is a broad planning document, which incorporates integrated resource management, describes management
goals, and states strategies that will be employed to meet these goals. It also lists Higher Level Plans that cover the area, government
objectives that apply to the area, and describes methods by which the licence holder will meet these objectives.
As well as being posted on our website, the Application, Management Plan and FSP amendment will be available for viewing at the
Huu-ay-aht Treaty Office at 3483 3rd Ave., Port Alberni during regular office hours (from 8:30 am to 4 pm) starting on August 22.
Amendment #1 to the HFN Community Forest Agreement K3N 2011-2016 Forest Stewardship Plan is designed to add the HFN First
Nations Woodland Licence K4H to the originally approved FSP.
The management of this First Nations Woodland Licence shall be based on Huu-ay-aht cultural values of good stewardship,
sustainability and sharing, consistent with high standards of environmental awareness.
The FSP is a landscape level plan, which is focused on establishing strategies and results and conserving and protecting timber and
non-timber resource values for forest management activities. The FSP states measurable, enforceable results and strategies that must
be consistent with objectives set by government for a variety of forest values (e.g. fish, water, biodiversity, cultural and heritage
resources, etc). This FSP is a plan which shows how the Huu-ay-aht First Nations as the licensee will manage all stated government
objectives from a site specific level to the landscape level for a period of five years.
The deadline for comments on our application, including our Management Plan, is Oct. 22, 2011. Please send comments to HFN
