Minutes of the Regular Meeting of the Airdrie Municipal Planning Commission,
held in Council Chambers with the following:

CALL TO ORDER
The Chair called the meeting to order at 7:00 p.m. with a quorum present.
ADOPTION OF MINUTES
It was noted that D. Oneil had declared a conflict of interest and excused
himself from the meeting for Development Permit #57-15, so the vote should
have been 6 in favour, 1 opposed (rather than 7 in favour).

A. Holmes moved “that the Airdrie Municipal Planning Commission adopt the
minutes of the regular meeting of January 7, 2016 as amended.”

There were no questions from the public.
NEW BUSINESS
Sign Permit #141-15, Commercial Highway Bulletin
Applicant: Airdrie Chamber of Commerce
Owner: City of Airdrie
Location: East Side of Highway 2, West of Springhaven Court SE

The Airdrie Chamber of Commerce has applied for a development permit to
renew the approval for their existing Highway Bulletin Sign located on the east
side of Highway 2 and immediately west of Springhaven Court SE.
A question arose as to the purpose of the north facing advertising on the east
side of the highway. Lorna Hunt, Executive Director, Airdrie Chamber of
Commerce advised that the sign has always been two sided. The two sides
make the sign more valuable and bring in additional revenue. The north facing
advertising is quite visible to southbound traffic on the west side of the highway.
A comment was made that the previous renewal expired on November 15, 2015
so the applicant is technically in violation of the Land Use Bylaw. W. Czaban
advised that the application was received prior to November 15, 2015 and has
been under review.
It was questioned whether Alberta Transportation has an approval process for
signs along Hwy 2. T. Corbett advised that Alberta Transportation does give
some direction, especially for any signage that could confuse drivers or restrict
traffic flow.

K. Terry “that the Airdrie Municipal Planning Commission approve Sign Permit
#141-15 by the Airdrie Chamber of Commerce for a development permit to
renew the approval for their existing Highway Bulletin Sign located on the east
side of Highway 2 and immediately west of Springhaven Court SE, subject to
the following conditions and notations:
1. This permit shall expire three years from date of issuance, or at such time as
the property owner (City Council) requires the sign to be removed, whichever
is earlier.
2. The approved development, including any landscaping and site
improvements, shall be completed as per the approved plans and in
accordance with the requirements of the City of Airdrie’s Land Use Bylaw
and Engineering Standards, to the satisfaction of the City of Airdrie,
notwithstanding any variances granted by the Development Authority.
3. The Highway Bulletin shall be constructed and installed in accordance with
the approved plans.
4. The Highway Bulletin shall be illuminated in accordance with the Land Use
Bylaw.
5. The lawful owner of the Highway Bulletin shall be responsible for the
maintenance of that sign to an acceptable standard, to the satisfaction of the
Approving Authority.
Notations
• The Municipality shall not be held liable for any injury, loss or damage
suffered by any person or corporate body which is caused by any sign
located in the Municipality, whether or not the sign is in accordance with the
requirements of this Bylaw.
• Compliance is to be maintained with Land Use Bylaw No. 09/2005 (copy
available at City office), this permit and the approved site and design plans.
• All other necessary permits and inspections are the responsibility of the
applicant.”

M. Steffler – Status of Fletcher Village application? T. Corbett advised that the
appeal period has expired, but the public hearing has not been closed yet. No
response has been received, although she understands that Fletcher Village did
hire an independent lawyer.
A. Holmes – Would it be possible to get “minimums” and “maximums” for
requirements?
F. Burley – How often is the display on the LED sign on Hwy 2 just south of
Airdrie supposed to change? It seems quicker and brighter than before.
T. Corbett will ask staff to take a look at it.
K. Terry – Will be absent from the next meeting.

OF THE CITY OF AIRDRIE
IN THE PROVINCE OF ALBERTA
BEING A BYLAW of the City of Airdrie, in the Province of Alberta, to amend Bylaw No. B09/2005, the City of Airdrie Land Use Bylaw.
WHEREAS under the authority and subject to the provisions of the Municipal Government Act,
Revised Statutes of Alberta 2000, Chapter M-26, and amendments thereto, the Council of the City of
Airdrie has adopted Land Use Bylaw No. B-09/2005; and
WHEREAS Council deems it desirable to enact that the said Land Use Bylaw be amended in the
manner outlined below, and illustrated in the attached Schedule ‘A’;
NOW THEREFORE the Municipal Council of the City of Airdrie in Council duly assembled enacts
that Bylaw No. B-07/2016 amend Section 2-8 (3) (b) (Land Use Map) of Land Use Bylaw No. B09/2005 by re-zoning Lots 1 &2, Block 3, Plan 1543X, to Central Business District (CB).

accept for information the following report included in the consent agenda:

2014 Annual Community Social Report

direct staff to report back to Council with respect to Senior Bullying Prevention
programs being provided at Airdrie seniors' homes.

accept the report entitled "Anti-Bullying - Therapeutic Counselling Funds" for
information.

accept the presentation on the 2016 Bowl for Kids' Sake event for information.

endorse the recommendation of the Community Services Advisory Board to
allocate the 2015 Special FCSS Funding increase up to $391,579 to the following
projects:
1. Social Research, Data Collection and Analytics in the amount of
$145,000; and
2. Agency Capacity Building and Agency Innovative Programs in the
amount of $246,579.

direct staff to file the correspondence requesting a ban on pit bulls in Airdrie.

adopt Bylaw No. B-59/2015, being a bylaw to enact the South Point Residential
Neighbourhood Structure Plan.

adopt Bylaw No. B-58/2015, being a bylaw to establish new off-site levies.

request Economic Development to report back on the economic prosperity
strategic priority to explore the use of strategies and/or incentives to attract
targeted businesses and institutions.
