get the top job.
‘New PM – Old Policies and Malcolm is first
and foremost about Malcolm’ were the
predictable first comments by LABOR and
the GREENS, but it somewhat characterises
the situation the coalition is in.
Yes, a better salesman and a sleek approach
can help, but the battle is not won in the
seat of Wentworth, there is Blacktown and
beyond… there is Victoria, South Australia
and Queensland, not to forget the great
deal of conservative supporters,
who do not believe in political coups.
Then there is the time factor, taking the
Christmas/Holiday period into account,
which leaves at best 7 months, not much
time to do what is really needed - a big
picture and a bold plan for the future and
the guts to challenge and/or win over the
opposition with plan not even they can say
not to, because the public is for it!
Shorten might fall seemingly short now in
the eyes of the Australian electorate, but
the great helping hand of the unions cannot
be underestimated, besides the possibility
that he and his party (helped by the Greens)
might come up with some appealing long
term plans how our society could live, work
and play?

and we wish you well on your journey to
think 24/7 what is best for all of us.

New tenants to move
into Bronte House
Waverley Council has chosen local Waverley
residents Wes and Anna van der Gardner and
family as the new tenants of Bronte House for
a five year lease period.
“Waverley is so privileged to own this
extraordinary 1845 property with beautiful
heritage gardens...it needs a very special tenant
and we’re delighted to be welcoming the van der
Gardner family to this special place.” Mayor of
Waverley, Cr Sally Betts said.

A bridge too far? China set to open the most
terrifying walkway in the world, stretching a
quarter-of-a-mile (0.4km) across a canyon at

LIGHT RAIL TERMINAL RELOCATED
Randwick Mayor Ted Seng has today
welcomed a decision by Transport Minister
Andrew Constance to relocate the proposed
Randwick light rail terminal from High Cross
Park into a new High Street plaza.
The decision effectively saves High Cross
Park and creates a light rail stop closer to
the Sydney Children’s Hospital and Prince of
Wales Hospital.
“This is an excellent decision by the NSW
Government and they are to be commended,”
Mayor Seng said.
“Well done to the Minister and the light rail
team – they have listened to the community,
undertaken a methodical assessment of the
pros and cons and shown a considered and
best-practice approach by modifying the plans
to deliver a better customer experience for
commuters, residents and shoppers.
“Responsive, considered and progressive is
what I’d call it.”
The amendment to the NSW Government’s
$2.1b CBD and South East Light Rail project
will protect High Cross Park and its 90-yearold war memorial, save trees, reduce parking
loss and reduce construction costs.
“Importantly the change provides an
opportunity to create a new public transport
and pedestrian plaza at the intersection of
High, Avoca and Belmore integrated with the
Randwick town centre,” Mayor Seng said.
“I also want to acknowledge the outstanding
work of our local MP Bruce Notley-Smith who
championed this issue on behalf of
the community.”

Last Thursday Council honoured the
renowned Australian novelist Christina
Stead by unveiling a plaque outside her
former home at 14 Pacific Street
Watsons Bay.
With 15 published novels and various
short stories and letters, Stead’s work
won international recognition in her own
lifetime. The household dynamics at her
home in Watson’s Bay played a critical role
in shaping her character, life and writing.
Council is currently calling for nominations
for its community plaque scheme that
acknowledges and honours famous people,
places and events that have made a

Australia as a nation and its culture.

Goodstart Early Learning is opening a new
state-of-the-art centre in Kiaora Place at
Double Bay. Last week I attended a site
inspection with centre manager Nicole Jones
and was more than impressed by the facilities
and learning opportunities for children
who will attend.
There is a very real demand for more childcare
services in the local community and the
opening of this new facility will certainly help
parents and meet these needs. The 0 to 2 year

NDIS rollout in NSW
announced
September 2015 represents a significant milestone for
people with disability, their families and carers and for the
disability sector in my Electorate of Coogee.
On 16th September 2015, the NSW Premier Mike Baird and
the Prime Minister Malcolm Turnbull signed the Bilateral
Agreement outlining how and when the National Disability
Insurance Scheme (NDIS) will roll out in NSW over a two
year period from 1 July 2016 to 30 June 2018.
This is wonderful news on so many levels for everyone in
my electorate. For people with disability, their families and
carers, but also for teachers, to local bus drivers, local area
health workers and our many service providers throughout
the South Eastern Sydney region.
The NDIS delivers confidence to people with disability, their
families and carers so they can look forward to the future.
A future where they can identify their goals and exercise
choice and control over the supports they need to meet
them. A future where they will no longer have to worry
about losing supports based on annual budgets, or only
getting supports because they have reached crisis point.
From 1 July 2016, people living in Hunter New England,
Southern NSW, Central Coast, Northern Sydney, South
Western Sydney, Western Sydney and Nepean Blue
Mountains will be able to access the NDIS.
From 1 July 2017, the NDIS will be in place across the rest
of NSW, and people living in Northern NSW, Mid North
Coast, Sydney, South Eastern Sydney, Illawarra Shoalhaven,
Murrumbidgee, Western NSW and Far West NSW will be able
to access the NDIS.
With so many people coming into the scheme in such a short
time it is important that there is a planned approach to how
they access the NDIS.
The majority of people receiving specialist disability
supports will be able to access the NDIS in the first six
months of each of the two year rollout periods, using a
simplified access process. This includes people who might be
living in supported accommodation, accessing a community
access service such as a day program or case
management service.
People who access specialist disability supports from
time-to-time, or for a short amount of time each week,
will be able to access the NDIS throughout each of the two
year rollout periods. People receiving respite services will
go through a simplified access process. People receiving
community care services will be supported to apply for
access to the NDIS.
Supporting people who are in immediate need of assistance,
and do not currently have support, is important during the
rollout. There is some capacity during rollout for people who
have not previously received supports to access the scheme
when it starts in their local area.

The NSW Government has launched a new website www.
ndis.nsw.gov.au <http://www.ndis.nsw.gov.au> with a
range of information and resources about the rollout of
the NDIS in NSW. We continue to work closely with the
National Disability Insurance Agency (NDIA), which is the
Commonwealth agency responsible for operating the NDIS.
Its website can be visited at www.ndis.gov.au.
When the NDIS is fully operational, an estimated 140,000
people in NSW will be able to access supports – this is an
increase of approximately 50,000

Historic artwork finds
home at Woollahra
Woollahra Council Chambers is currently
playing host to the historic artwork ‘Double
Bay 1883’. Painted by celebrated artist and
Archibald Prize winner Arthur Murch, the
historic artwork is owned by the Double Bay
Bowling Club and was commissioned in 1954
from an old photograph taken in the
late 1880s.
Until recently, the oil painting has hung
proudly over the mantelpiece in the
clubhouse; however, with the upgrading of
the club’s facilities the artwork needed a
new temporary home. The sheer size of the
artwork (160cm x 227cm), made it difficult
to find a space that could accommodate it.
Rather than consigning the work to public
auction, Double Bay Bowling Club approached
Woollahra Council about housing the artwork
at the Council Chambers. In a demonstration
of community spirit and recognition of local
history, the artwork now hangs at the top
of the Chamber staircase alongside other
historical works.
Mayor Cr. Toni Zeltzer said, “It is an honour for
our council to be the temporary custodians of

Lifeguards preparing
for a busy summer
Lifeguard patrols will recommence at
Clovelly Beach on Saturday 19 September
and longer patrol hours at Maroubra and
Coogee Beaches will start after daylight
savings on 4 October. The 16 full time and seasonal professional
Lifeguards employed by Randwick City
Council completed intensive and rigorous
training today at Maroubra Beach.
They were taken through their paces with a
gruelling 800 metre swim, several board and
jet ski rescue operations, and first aid and
CPR drills all in preparation for a busy
summer period.

Light Horse Memorial at Florence Avenue
