Vendor Prizes will be awarded for: Best of Show, Most Creative and Members’ Choice NEWS AND VIEWS: REPUBLICAN PARTY Page 9 COMMUNIQUÉ Credit for Military Training Signed into Law On July 10th, Governor McCrory signed into law the Credit for Military Training Bill. This bill was primarily sponsored by myself, Senator Ben Clark, and Senator Ronald Rabin. Senator Clark is a veteran of the Air Force and serves the other senate district in Cumberland County. Senator Ronald Rabin, like me, is an Army veteran. This is a bill that will make it easier for members of the military to find employment. This bill builds upon North Carolina's system of civilian credit for military training. The system of civilian credit is successful already, but we can do more to improve this system and help our military find work. With the passage of this bill, licensing boards must publicize what kinds of military training meets their licensing requirements. Additionally, the state must notify an applicant if their experience falls short of our state's requirements, and then they must explain how to meet those qualifications. Essentially, this law mandates an easier to understand and more widely publicized system for civilian credit. In turn, our military will have an easier time taking advantage of their training, applying it to various job licensures, and then finding optimal employment. Teacher Pay Raise, Tenure Kept Senate Republicans offered a compromise proposal in open budget negotiations that would provide North Carolina public school teachers an average 11 percent permanent pay raise – without requiring them to make a choice on whether to keep tenure. This $468 million increase would be the largest in state history and would boost North Carolina from 47th in overall teacher pay to the middle of current national rankings and from 9th to 3rd in the Southeast, propelling the state ahead of Virginia, Tennessee, and South Carolina. The plan, which reforms and replaces the archaic 37-step system with an entirely new base pay scale designed to attract and keep the best teachers in the classroom, would provide more than a $5,800 average salary increase per teacher in the first year of implementation. The compromise marks a continuation of the commitment to education in North Carolina. Here is a graph that breaks down the funding for public schools since Republicans took control of the state government following the 2010 elections. As you can see from the graph in the link, funding has steadily risen from the first Republican passed budget which was for the 2011-12 year. An increase in spending for our schools, and an increase in teacher salaries are clearly the right steps for improving our schools. North Carolina should be a targeted destination for our young teachers, not a spring board to others via our esteemed public universities. With teacher pay that is a regional leader, this state will attract and retain the best teachers. Stopping Pension Abuse Last Monday, I voted in support of HB 1195. This bill will now be presented to the Governor after its passage in the Senate. HB 1195 will prevent gamesmanship of the state retirement fund by highly-paid state and local employees who are looking to inflate their pensions at the end of their careers. This self-serving inflation comes at the expense of North Carolina taxpayers and rank-and-file state workers. In some cases, high paying state employees would convince their administration to drastically spike their pay in their final years before retiring. This increase would significantly inflate their pension upon retiring. Simply put, pension spiking is an abuse of taxpayer funds that HB 1195 will put an end to. Senator Wesley Meredith http://www.wesleymeredith.com/ Page 10 NEWS AND VIEWS: DEMOCRATIC PARTY COMMUNIQUÉ Representative Glazier to Take Part in Press Call to Discuss Clean Water in North Carolina PRESS CALL THIS WEDNESDAY: Clean Water at Risk in North Carolina In a few days, the North Carolina legislature will adjourn, but the impacts of their earlier legislation to undo clean water protections are just beginning. Along with refusing to act to clean up 10 of Duke’s 14 coal ash impoundments in North Carolina, the legislature is consistently siding with big business over safety concerns from citizens. A slew of crucial water protections could expire or be gutted by the end of the year. Although regulators have a chance to renew those protections, it is unlikely they’ll do so, since they’re the ones that put them on the chopping block in the first place. On the press conference call, experts from the Southern Environmental Law Center, Representative Rick Glazier, and Brian Buzby of the North Carolina Conservation Network, will discuss the attack on environmental protections in North Carolina. Recent legislation prevents citizens from knowing which chemicals may seep into their water from fracking, delays cleanup of polluted drinking water nearby the Raleigh metro area, and eliminates water quality inspections of industrial hog farms. The call will look at what water protections are at risk, and opportunities for citizens to ensure North Carolina communities have safe water to drink and enjoy. Digested From "Is Multifamily Supply Overtaking Demand? A New Twist to the Debate Emerges" GlobeSt.com (07/15/14) Morphy, Erika Apartment industry professionals have been concerned about a bubble forming and then bursting in their sector ever since the Great Recession. Some contend that building in this sector is reaching a saturation point in a growing number of markets. Others counter that not only is a supply bubble not forming, but the current development pipeline is actually insufficient to meet the real demand for apartments now and in the months and years to come. After the flood of foreclosures from the recession, the demand for apartments soared amid short supply. So far, demand for apartment space has remained very high and has been able to blunt the growing supply. The reasons for this have been threefold: one, stricter lending requirements has made homeownership more difficult; two, young adults are shying away from owning anyway to remain flexible in their careers; and, three, there is a growing trend towards urban living. The National Association of Real Estate Investment Trusts expects this shadow demand to continue fueling this sector for years to come especially as the job sector improves and more young adults strike out on their own and form their own households. Among the pessimists, though, is Reis senior economist Ryan Severino. He recently stated that even though demand will remain high, new apartment supply will likely overwhelm it if current trends hold. Rent growth is already moderating in some markets, he notes, with the San Francisco Bay Area and Seattle on pace to see the effects of oversupply on rents in the nearer term. Severino concluded, "The markets that started to recover the soonest, at least enough of them, are the ones where we're seeing a lot of the construction activity taking place right now. We're not seeing a lot of the construction activity in some of the secondary markets, where they're kind of the laggards right now." See more at: http://www.naahq.org/read/industry-insider/07-22-2014#736485 The New Must-Have Amenities: Bark Parks, Coffee Bars, and More Digested From "Apartments Pile on Amenities in New Developments" Greater Wilmington Business Journal (07/18/14) Callison, Jenny In Wilmington, N.C., local apartment residents are finding that today's multifamily housing communities are offering a lot more than just a living room, kitchen, and a place to sleep. Through both design and amenities, an array of new and existing developments are increasingly catering to individual tastes while encouraging a sense of community. As in other metro areas, more young professionals and older adults are opting to rent instead of buy a home. Tribute Properties President Robert Bishop states, "Apartment amenities have evolved over time as developers have followed the changing interests and lifestyle patterns of apartment residents. It used to be that an apartment community would offer tennis courts and a pool table for recreation. Now you’d be hard-pressed to find a pool table, and fitness centers have become more important to residents than tennis courts." Tribute Properties, which has developed more than 7,000 apartments in North and South Carolina, still owns and manages more than 5,000 of them. Amenities at its Wilmington-area communities include so-called "bark parks" for pet exercise and fashionable meet-and-greet areas where residents can convene. In 2012, Tribute Properties introduced a different kind of apartment community to Wilmington: the gated South Front Apartments near downtown. South Front amenities were developed to create a specific lifestyle experience, ranging from a community great room with fireplace and big screen TV to a coffee bar and theater to loaner bicycles and bike storage area. There is also a community roof garden and water park. Not surprisingly, there is a waiting list for units. Tribute Properties is now working on a similar urban redevelopment apartment community in Asheville, with plans to transform an old Chrysler dealership into a boutique apartment community. Meanwhile, a quick scan of websites of apartment properties near the University of North Carolina Wilmington campus show that students have their pick of places with swimming pools, sun decks, billiard rooms, coffee bars, and sand volleyball courts, along with on-site fitness facilities and even tanning beds. If not, the CCAA will be having a team walk . So far this year the CCAA has raised over $1600 between working at the Dogwood Festival and from the Casino night. Isn’t that wonderful!! And all that money will be staying here in town. So please join the CCAA at FESTIVAL PARK on Saturday, September 20 for the 9th Annual Ribbon Walk & Ride for Cancer to support local cancer patients right here in our community. Proceeds will benefit Cape Fear Valley Health Foundation’s Friends of the Cancer Center. The support you give will make a difference in the lives of hundreds of cancer patients and their families. Fayetteville citizens are invited to help make their community a better place to live by participating in FayettevilleOutFront, a civic engagement website. FayettevilleOutFront acts as a virtual living room where citizens can come and share their ideas and thoughts with City staff. On the website, City staff will post surveys, host forums, create discussions and manage public projects. Residents can also create and post their own ideas or comments and vote on ideas created by other citizens. The goal of the website is to create two-way conversations between the public and City employees. Reports and analysis based on the opinions shared on the website will be distributed to policy makers, such as City Council members and department heads to inform them as they make decisions that affect the community.
