LAURELHURST L E T T E Published by the Laurelhurst Community Club … serving the Laurelhurst community since 1920 R May 2012 Ship to Shore: Boat Parking on the Street Public Shoreline Access at Waterway No. 1 Is Expanding! Each spring throughout the boating season, neighbors express concern or have questions about boats/trailers parked on residential streets and inquire what is allowable per City code. The following information was provided by a Legislative Aide to one of the City Councilmembers. “Laurelhurst has the good fortune of having more public shoreline access locations than any other neighborhood in northeast Seattle. One of the largest of these is Waterway No. 1 on the shore of Union Bay at 43rd Avenue NE and NE 35th Street,” reports trustee Liz Ogden, who contributed this article for the newsletter. No vehicle wider than 80” can be parked legally on the street between midnight and 6 a.m. SMC 11.72.070 Commercial and large-size vehicles. No person shall park a vehicle on any street or alley, except in a Manufacturing or Industrial Zone as defined in the Zoning Code of Seattle (Ordinance 86300 as amended), between the hours of midnight and six (6) a.m. if the vehicle is a truck and/or trailer or other conveyance which is over eighty (80) inches wide. (Ord. 108200 Section 2(11.72.070), 1979.) If a boat/trailer is less than 80” wide, it can be parked on the street providing the trailer is hitched to a vehicle. The 72-hour rule applies – meaning that the boat and vehicle must be moved every 72-hours. To report abandoned vehicles or a car that has been parked for more than 72 hours, please go to this site: http://www.seattle.gov/ transportation/parking/ parking72hour.htm. n Long ago, Waterway No. 1 was the site of a large dock used by neighbors traveling downtown by way of Madison Park on a mosquito fleet ferry called the Laurelhurst Launch. This boat is pictured on the cover of A History of Laurelhurst by Christine Barrett, which can be purchased at Mrs. Cooks in the University Village. This waterway is one of four Laurelhurst shoreline sites owned by Washington State Department of Natural Resources (DNR) that have been set aside in perpetuity for transportation purposes and public access. The dock at Waterway No. 1 was left high and dry when Lake Washington was lowered in 1916. Since that time, neighbors have continued to enjoy the property as a neighborhood open space, but with no publicly managed maintenance plan, it has cycled through periods alternating between being well-tended by the neighborhood or overgrown with weeds. For well over a decade, LCC has been working with DNR and Seattle’s Department of Transportation to plan for landscape restoration at this site. Although DNR had been focusing their management activities on waterways with more commercial potential, it has been very supportive of LCC’s interest in helping to manage this somewhat unusual residential waterway with upland area exposed by the lowering of the lake. After extensive negotiations with DNR, LCC entered into a Right of Entry Agreement for Waterway No. 1 in June 2008. The Agreement gives LCC sole responsibility for management of activities on the site including the restoration and enhancement of the landscape. This Right of Entry Agreement has just been amended to cover an even greater area of land! Many decades ago, one of the former adjacent neighbors planted a massive laurel hedge inside the north boundary of the property, effectively incorporating a large triangle of the waterway into their backyard. The current owners of that property have agreed to remove the hedge, adding hundreds of square feet to the space available for public use including a significant extension of the shoreline itself. LCC, with the assistance of northwest horticultural expert Arthur Lee Jacobson, has developed a landscape restoration plan for the waterway that has been approved by DNR. In the coming months, LCC will be working toward the goal of a first stage of planting in the fall. This is a huge project, and LCC can use everyone’s help and enthusiasm to bring this restoration plan to reality! n Due to the consolidation of the paper manufacturing industry, LCC’s traditional peach-colored paper has been discontinued! LAURELHURST LETTER • May 2012 U Village Shifts Construction Schedule, Plans Susie Plummer, Vice President and General Manager, University Village, provided this update on changes planned for the Village. “We have a few things under construction at the Village this year!,” she wrote. “The South Building parking garage and new retail/restaurant space is currently under construction in our south lot (next to the 45th Street viaduct). We will continue with the underground structure and utility work through early summer and then plan to repave for customer parking August through the Holidays 2012. Beginning again in early January 2013, we will build the six levels of the new garage to open June 2013 for customer parking. (We will update you as you later next year on these new restaurant/store openings…stay tuned!) “The 2-story building previously occupied by Barnes & Noble will have six new stores and an expanded North Face section opening in early Fall 2012. Room & Board (www.roomandboard.com) will be located in the upper level and this will be their only Pacific Northwest store. Three women’s stores, a vegan/vegetarian fast casual restaurant, and a local store (Seattle Team Shop) will open in the lower street level spaces between August and September. In addition, we will improve and expand the sidewalk area around the building including more plantings, grass areas and outdoor seating spots.” n How to Hold a Block Party: Step-by-Step Neighbors Night Out is always the first Tuesday in August — August 7 this year. Laurelhurst neighbor Roger Roffman offered up details on how Harold Place neighbors organize their annual Block Party. He reports, “One or two families are the organizers each summer. We register online at http://www.seattle.gov/police/nightout. One week before the party, neighbors are invited by email/flyers with rsvp’s requested (number of adults/children who will attend, number of vegetarians). Each household is asked to bring a side dish or dessert. The organizers purchase the burgers, hotdogs, chips, condiments, soft drinks, utensils, paper products from Costco. Couples/families donate $10 and individuals $5. Volunteers are sought to bring four serving tables and two gas grills. The organizers keep track of the rsvp’s, set up the grills and tables, cook, collect the donations, and put out trash and recycling barrels.” Now doesn’t that sound like a fun and easy way to spend a summer’s evening? Questions? Contact Roger at 525-1909. n How to Start Your Block Watch Block Watch is another great way to get to know your neighbors. And, starting one is easy. First, contact your neighbors. Are they interested and willing to work together? Invite your neighbors and LCC’s Crime Prevention and Disaster Preparedness Committee contacts to a meeting to get to know one another and identify any special needs. Prepare a block map that includes the names, addresses, telephone numbers (home and work), and email addresses of each household and distribute copies to neighbors who wish to be involved. With this foundation in place, you can quickly communicate with one another in case of an emergency or criminal activity. Block Watch works by having you and your neighbors use simple techniques to deter, delay, detect, and report crime and to improve the quality of life for the neighborhood. Promptly reporting all criminal or suspicious activity to 911 helps the police to assist you in promoting a safe and healthy neighborhood. More information on setting up a Block Watch can be found on LCC’s website or www.seattle.gov/police/blockwatch. n www.laurelhurstcc.com Flooring America Joins Business District The Heiderichs – father, Jim, and daughter, Ilaria – are the owners of Flooring America, the new store that recently opened in the space previously occupied by Bob’s Bike and Board (3605 NE 45th St.). “Despite the generic Flooring America name,” said Ilaria, “we are a locally owned business that started in 1991 as Floorworks, Inc., a commercial contractor, in a warehouse on Union Bay Place.” They have installed flooring in the downtown Seattle Public Library as well as numerous retirement, healthcare, and KCHA projects. Flooring America is the name of their new retail division, which is based on their membership in the Flooring America buying co-op.
