November 2015 • VOL 24 • NO 9 It is our privilege to say “thank you” to all of America’s veterans, to let them know that we appreciate them for their service and honor them for their sacrifices. The price of freedom is high. We cannot afford to forget those willing to pay it. We Salute our Veterans I was drafted into the Army in the May 1968 draft call. Seven of us from Murray were on that call. We were all sent to basic at Fort Campbell. “US53910538 Drill Sergeant”. After basic I went to Fort Dix NJ for infantry training. All the other Murray boys went to Ft Polk, LA for AIT (Advanced Infantry Training) and then to Vietnam. After AIT, I was sent to Germany and served with the 3rd Infantry Division in the 7th Calvary, (the old General Custer unit). I worked in parts and crewed a M88 tank retriever. I decided I liked the military and signed up to go to flight school. I reported to flight school at Fort Wolters TX in November ‘69. After completing that, I went on to Fort Rucker AL. I graduated flight school in October ‘70 and was appointed as a warrant officer and helicopter pilot. I finished well in my class and was offered advanced schooling of my choice. I chose Aircraft Maintenance Officers School located at Fort Eustis VA. Following 5 months in AMOC, I was sent to Hunter Army airfield in Savannah GA for Cobra flight training. It was pretty clear where my next orders would take me. Next stop, Vietnam. One of the most uncomfortable feelings I had in my entire stay in the military was when the pilot of the airliner came on the plane’s intercom and said “gentlemen, we are entering the air space of the Republic of Vietnam”. I just knew we would be shot down before we landed. We weren’t. I was assigned to the 135th Assault Helicopter Company located in Dong Tam. I flew gunships upon first arriving, but being the only school-trained maintenance officer, I was soon moved to maintenance. My first night at the unit, the VC started lobbing mortars at a little 105 fire base down the street. Alarms went off and I grabbed my helmet and flak jacket and headed to the nearest bunker. Finally someone lit a cigarette and we looked around and the only people in the bunker were the guys that came in together on the plane from Saigon. The rest of our unit was watching the fireworks show and drinking Old Granddad. That was my first and last time in a bunker. I was more scared of the snakes than the mortars. I worked night maintenance the rest of my time in Vietnam and would fly an occasional combat mission just to break the routine. I had 18 guys on my crew and we would repair all the maintenance issues that had occurred that day on missions and have the helicopters ready to fly again the next day. Anything that needed a test flight to certify air worthiness, I would test fly and certify; so I did a lot of night flights. I was a career voluntary indefinite warrant officer status meaning I could resign at anytime. I had no intentions of resigning but upon arriving back in the states, in March of ‘72, I was told the Army did not have a specific assignment for me and was asked if I would like to get out and go home. Without thinking, I said yes, they paid me off in $20 bills and I headed to the airport. What happened from there is another story. Five Things You Don't Know About Roadside Inspections A Former DOT Inspector Tells All (By Larry Kahaner, FLEETOWNER.COM) Andy Blair was a municipal police officer for 26 years and received DOT training through the Pennsylvania State Police. He inspected trucks for his last 11 years on the force. Blair is DOT-certified in cargo, tank and hazmat, and he also was a weighmaster. Now retired from law enforcement, he operates DOT Checkups, a York, Pennsylvania company that fleets hire to inspect their trucks before they hit the road. He conducts 300 to 400 inspections of all levels every year. Here's what he wants drivers and managers to know about roadside inspections. 1. A tidy cab can often mean 'move along.' "I can't inspect every truck that comes my way so I have to use my discretion and experience. Certainly, I look at your BASIC scores, and maybe you've got a light out – that's a no-brainer - but beyond that I look inside the truck. I realize that some guys are on the road quite a bit. I get that. And some of them, to a degree, live in their truck or certainly spend a fair amount of time in it. But when I see what looks like a pigsty on the inside of the truck, my thoughts are 'that’s how this guy is going to maintain his truck,' assuming he’s the operator. Even if he’s not, it may be an indication of how well he keeps after the company to fix things. I'm not talking a couple items of trash or a McDonald’s bag laying around. We’re not expecting that Mr. Clean just came by and visited you. I'm talking about something that looks bad and smells bad. We’re talking some heavy disarray, not just something thrown in a corner. So, right away I'm thinking, 'Okay, I get it. This guy really doesn’t keep after things too well.' The chances of me finding something wrong with the truck are probably better." 2. Make your documents easy for me to inspect. "I've stopped you, I've pulled you in, and I've made a quick assessment of what your truck looks like. I'm now asking for your documents. If you’re one of those guys that just can’t find your stuff, or you’re handing me papers from 2009, 2010 and 2011, then you know what? Pull it in; you’re going to be here for a while. Probably the best presentations that I see are when the driver takes the time to put the documents in something like a ring binder - medical card, registration, all that. It makes it easier to look through. If it’s a rainy day, I don’t have to worry about dropping them and the wind blowing it away. It just keeps it neater and cleaner, and it looks good. If so, you may be on your way. I stopped a lot of trucks and I didn’t inspect every one of them. If a guy looked like his truck was in good shape and his documents looked good, too, then chances of me going further were diminished." 3. Attitude counts. "It’s totally my discretion as an officer who I pick to inspect. Don't do or say anything to volunteer yourself [for an inspection] by doing dumb stuff. I don't want to hear: 'What’d ya stop me for? I didn’t do anything wrong.' If you can do anything to mitigate the chances or likelihood of being held up and inspected, it’s probably worth your time to do that, even if you don’t feel like it. At this point, I've looked in your cab, checked your documents, and seen how you handle yourself and how you answer my questions. Right now, I'm going to make my decision: throw you back in the pond or reel you in, which brings us to the next item..." 4. I don't have a quota for citations, but I have a quota for inspections. "Even if you look good, I still may inspect your truck, because I need to get some inspections done. There are never any requirements to write a ticket, but there are requirements to do a minimum number of inspections [per quarter] to keep my credentials current. There are times that you may have a great truck and you have all your documents and the inspector still says, “We’re doing a level one.” That's just how it goes." 5. If you're chosen for inspection, grit your teeth and go through it with some grace. If you’ve got a good truck, you might get an 'atta-boy' as I like to call it. The more you cooperate with the officer, the better you’ll get through the inspection, because the officer has the full discretion to write, or not to write, and to cite you or cite the company. It's not etched in stone, but usually the equipment stuff I would write to the company. The pre-trip stuff, I would cite to the driver. Once I've decided that we’re going through with an inspection, I ask 'is there anything wrong with your truck today that you know from your pre-trip inspection?' If the answer is 'no, I'll say, 'Good for you. I'm going to do your pre-trip again.' I've had owner-operators who, when I asked for their fire extinguisher and triangles, didn’t know where they were. Some triangles would be missing or the fire extinguishers would be covered with dirt and discharged. On the other hand, every driver that told me right up front, “I did my pre-trip today and I found this and this wrong," I've never written a citation. I might write the company but I didn’t write the driver. I understand that between the terminal and the inspection area a light can go out, and so I don’t get all that excited. But you can’t tell me that you left the terminal 80 miles ago and that your tire went completely smooth in 80 miles." In summary, Blair says: "A lot of this is common sense. If the truck looks half decent, if the driver is prepared, if they have their documents, if they have everything ready to go, and they’re decent about it, have a good attitude - even if they’re gritting their teeth - they reduce the likelihood and chances of the officer going further. I can’t say it prohibits it, but you have a better chance of not being held up and getting on your way faster." Mike Alexander Director of Driver Services CHAIN REGULATIONS FOR COMMERCIAL VEHICLES COLORADO: Drivers of commercial vehicles must carry chains for their vehicles from September 1st through May 31st on Interstate 70 from MP 133 to MP 259 only. Failure to carry chains on this portion of highway may result in an inspection violation and the driver can be fined $50.00, plus a surcharge. Colorado chain law applies to every state highway, federal highway and interstate throughout the state. When the chain law is in effect, drivers will see signs along the roadway indicating which vehicles should chain-up. In some areas of the state, lighted variable message signs will also alert driver of the chain-up information. Drivers of commercial vehicles who ignore the chain law can be fined $500.00, plus a surcharge, for not putting chains on their vehicle when required. A driver can be fined $1000.00, plus a surcharge, if the vehicle is not chained when the law is in effect and as a result blocks the highway. Drivers can call ahead for road conditions and chain-up information for Colorado’s major highways at 303-639-1111. OREGON: Requires chains to be carried from November 1st to April 1st on all commercial vehicles. Drivers can call for information on road conditions and chain-up information at 800-976-7277 in-state or 541-889-3999 out of state. WASHINGTON: Requires chains to be used year round when the chain laws are put into effect. Drivers can call for information on road conditions and chain-up information at 888-766-4636. CALIFORNIA: Only requires vehicles to carry chains when they put the chain laws in effect. The chain laws can be put into effect at the discretion of the local vehicle enforcement office. November 2015 31 CSA Maintenance Score Card Preventable CSA Maintenance Violations and Preventive Actions Each month we study our CSA maintenance score to determine why we were cited for a violation. We are looking for trends and repeated failures that we can prevent by changing maintenance practices. At the same time, we evaluate each violation as to whether the driver could have found the defect prior to DOT finding it and prevented the violation with a thorough Pre-trip or Post-trip inspection. During September we were cited for 51 violations of DOT vehicle safety requirements. Our analysis of the available data shows that 43 (84%) of those violations should or could have been prevented by a pre-trip inspection. Listed below are the violations that a proper pre-trip inspection would more than likely have prevented along with preventive actions. Violation Brake/air hoses chafing or kinking 5 tractors 13 trailers Windshield discolored or glazed 1 tractor Fire extinguisher discharged or unsecured 2 tractors Exhaust leak 0 tractors Oil or grease leak 2 tractors 0 trailers 7 tractors 6 trailers Lighting/reflective Tandem pin 5 trailers Tires 0 tractors 2 trailers PARTS KITS AVAILABLE Maintenance wants to help those drivers who want to help themselves instead of waiting on a service truck. We are issuing a parts kit through our parts room to drivers who ask for them. Extra lights, glad hand seals, spare fuses, air pressure and tread depth gauges or anything else that a driver requesting the kit is comfortable repairing can be included in the kit. We do not expect our drivers to be repair technicians but we see a lot of smart drivers who know if they can make a minor repair instead of waiting on a service truck, that will save them time and put money in their pockets. Pick one up in Murray or West Memphis. 32 Prevention Basics Air lines cannot rub against any other part of the vehicle. They cannot be kinked in any way. This is easily seen by a visual inspection. Cannot have any defect larger than what a dime would cover. They also may not be glazed or discolored in any manner. A discharged fire extinguisher is a violation. Fire extinguishers are secured in a metal mount with a latching metal band attaching the fire extinguisher to the mount. If the band is not latched, it is a DOT violation. Should be heard during a vehicle walk around with the engine running. Even a very basic pre-trip would have observed leaks prior to being found by DOT inspectors. The most common violation. All lighting should be tested at least daily if not every time you take a break. Either a light is observed to be working or not working. It is basic safety procedure to ensure the tandem pins are properly seated through the slider rail holes prior to moving the trailer after sliding the tandems. Not reporting when you must add fluid results in losing warranty coverage on the engine costing your company several thousands of dollars. Generally speaking, any time you have to add coolant or oil to the engine system, there is something going on inside the engine. Having a clear record of how much and when fluid was added helps us identify the problem and protect the engine under warranty. 33 Speaking of Maintenance . . . David Graham VP of Maintenance PREVENTION Prevention is a word that can take on several meanings depending on the subject being discussed. In maintenance terms, it can mean prevention of costs, prevention of a breakdown and prevention of a DOT violation. It has other meanings related to maintenance, but in terms of a driver, prevention is a good thing and should be your friend and a goal you work to accomplish. Let’s start by reviewing DOT violations. Our absolute number of violations has been significantly reduced since introduction of the CSA scoring system. Yet, our CSA score is trending in the wrong direction. This is a disturbing trend for our company. We review our violations each day and summarize them monthly. One of the things I continually see is that many of the violations could have been prevented by a quick walk around inspection both before your trip and after. The majority of our violations are related to brakes, lights and tires. I do not expect you to conduct an in-depth David Graham inspection of the brake system under your truck or trailer, but I do expect you to check for visible sign of tire damage, low tread and air pressure. The other issue is lighting. Our company has invested a significant amount of money converting to LED lighting. LED’s last much longer that the older type incandescent lights; but even so, they still need to be checked to make sure they are working before you depart on your trip. It mystifies me as to how many DOT violations we get for tire tread below 2/32’s and lighting failures. Both of these types of violations are preventable, all you have to do is look at your equipment. Make it your personal goal to look your equipment over and call OTR Maintenance to help you fix problems you find. If prevention is not your friend, make it your best friend and you will reap benefits from it. Another simple prevention technique involves dolly crank handles. This suggestion actually came from a driver. He made the point that he often saw the crank handle still extended to the cranking position instead of being stowed properly after cranking the legs up or down. I did some checking in our maintenance histories and he is exactly right. We replace many of these each month. How long can it take to return the crank handle in the stowed position? When you don’t, there is a high probability that another driver will back into it and tear it off. Then another PTL driver will have to wait until OTR Maintenance can get a service truck to come replace it. This costs our company money and wastes the driver’s time. Again, make it your personal goal to prevent this type of failure. Another issue that continues to plague us is the tractor trailer connections. We end up replacing a large number of these every month. Some are replaced because of normal wear and tear, but a lot of them are due to damage caused by the driver. I know a lot of the facilities we pick up and deliver in are tight for movement of the tractor and trailer; but before you start having to make severe turns or jackknives in the lot to get back to the dock, just take a second and check the airlines and ABS cable. Make sure they are free to move and not in a bind that will cause them damage during your reposition. I am guessing that half of the airlines and ABS cables we replace result from the driver not making this simple check before backing. Make it your personal goal to prevent this type of damage. Prevention – a key word in the maintenance world. If we could all do our part to prevent the simple things, we could save a lot of downtime, costs and waiting. The examples above are just the tip of the iceberg. There are many other things you can prevent. Simple things about knowing the right coolant to add and never adding just straight water; what is the proper oil to use as make up oil? To paraphrase an old Welsh saying “know what you can prevent, know what you can’t prevent and the knowledge to know the difference”. Thanks for reading. Wait 10 minutes, then alternate. Do this to prevent brake shoes from freezing to the drums. • Bleed your airlines to prevent ice in the lines. • Roll forward and backwards after some snow has fallen to get yourself a “runway”. Only engage the power divider when you are sure your drive tires are not spinning. • To prevent your wiper blades from breaking so much, use a mixture of rubbing alcohol and water in a spray bottle for your windshield when it’s frosted/iced over. • Idle your truck anything 0 degrees and below • Add anti-gel with temperatures 20 and below • Going on home time, you need to make sure you’re not in a vacant lot that doesn’t get serviced or if it does get serviced make sure the plow doesn’t block you in. We frequently hear those involved in an accident say he/she did not see the person or object they hit prior to the accident. There are numerous reasons for not seeing someone or something. Let’s review some of those reasons so we can avoid similar accidents. Physical impairments generally occur gradually and therefore, are often overlooked. Have your vision checked annually since it can deteriorate slowly, but progressively. Prescription drugs should only be taken after reading directions and known side affects. Remind your doctor that you are a professional truck driver and inquire if medication he/she prescribes could affect your driving. Over-the-counter medication may affect your ability to drive. Read the directions and consult your pharmacist. Vision may also be impaired by inadequate rest. Be sure you have sufficient rest so you are alert. During pre-trip inspections, clean your windshield, windows and mirrors. Before backing, get out and look behind for hazards. Recheck as often as necessary. Before entering an intersection, look left, right, and left again for cross traffic. Check your mirrors frequently, especially before turning or making a lane change. At night, use your high beam headlights whenever possible. Seeing requires your focused attention.
