Cape Henry Associates Unit Manpower Training (UMT) Unit Manpower Training (UMT) Unit Manpower Training (UMT) is our Manpower, Personnel, and Training (MPT) work at the ship, ship-class, and deployable unit levels. Ship and ship-class plans involve the systematic integration and rationalization of multiple system-level plans – work that invariably involves planning for thousands of crew members. Specifically, our UMT group provides all necessary analytic functions, subject matter expertise, and program management talent needed to deliver critical ship-class-level documents and manpower studies for NAVSEA’s (Naval Sea Systems Command) PMS 312-, PMS 317-, PMS 325-, PMS 377-, PMS 378-, and PMS 385-sponsored acquisition programs. Unlike other MPT teams that work predominantly at the systems level, our UMT group is 100% focused on the ship, ship-class, and deployable unit levels. Since our first UMT deliveries in 2008, we have created documented approaches, proprietary algorithms, automated tools, and the in-house program management expertise that make us a recognized expert in this field. We are an attractive source of expertise to government program managers because our processes are proven and familiar, and our schedule and cost overrun risk is low. UMT Group and Capacity: We are able to activate a new ship-class MPT team in under five days – in urgent cases, we can mobilize within 24 hours. We are familiar with every Navy training data repository, as we have collaborated with OPNAV N12 (NAVMAC), Naval Personnel Command (NPC), Naval Supply Systems Command (NAVSUP), and NAVSEA on MPT and Human Systems Integration (HSI) initiatives on a weekly basis since August 2008. Our UMT group has 14 dedicated specialists who together possess 301 years of Navy experience and 116 years of HSI and MPT experience. Our UMT Group’s Accomplishments Include: ► Creating the entire CVN 78 Billet Training Profile (BTP) – 2,628 billets and their associated training profiles – while adding an information system interface for executive/program manager (PM)/command officers (CO) that turned a 248-page report into a universally accessible, computer-based decision support tool ► Producing the complete series of Safe Engineering and Operations (SEAOPS) manuals for the Riverine Command Boat (RCB) and the MK 6 patrol boat ► Preparing the first-ever total force-type manpower and training analysis covering 36 surface craft and their supporting land-based maintenance and operating infrastructure inside an Assault Craft Unit (ACU) ► Delivering 14 ship-class NTSPs (Navy Training Systems Plans), including the class NTSPs for the LHA 6, the LCACs, and CVN 68, covering training for 371 major systems Y A SS OC NAVY IA CA AR C AP C AE C. Rather than blindly accept the task, we researched the opportunity and, that afternoon, we advised the program manager of 16 additions, deletions, and modifications within the NTSP that nullified the intended value of the proposed scope of work. Less than 24 hours later, our UMT group recommended a new scope of work that reflected our up-to-the-minute understanding and the reality surrounding this NTSP. With our immense expertise and quick turnaround, we gave the program manager the right option the first time. How UMT can help Saving the Navy $132,500,000 per year government program managers: The UMT group received a Required Operational Capability (ROC)/Projected Operational Environment (POE) for the LPD 17 Class with the objective of creating the PSMD for LPD 26. After analyzing 144 major missions and 515 minor missions, our UMT group discovered a billeting implication that would add 1,656 billets to the Navy. Our UMT leadership provided the insights, options, and short- and long-term fixes that allowed the new ship acquisition process to remain on schedule with no cost overrun in the manpower and training area. It was through our UMT experts’ work that the ► Define, in quantitative and qualitative detail, 100% of the training and manpower required to execute any mission assigned to the Navy’s surface fleet ► Project the detailed and complete training and manpower plans required to operate any emerging, in-fleet, and legacy tech ship system or technology ► Deconstruct, analyze, and recommend improvements or corrective actions to any existing ship/ship-class manpower documents ► Forecast the precise manpower and training needs in addition to their associated line item costs for all billets in a ship or deployable unit ► Deploy semi-automated tools, algorithms, and protocols (with qualified subject matter expert users) for the rapid assimilation of data from the Navy’s varied data sources into a single, universal, logical framework Navy was able to save an estimated $132.5 million per year for the LPD 17 Class.
