Innovation and economic development International Science and Education Foresight Centre HSE • Assessment of strategic trends of socio-economic and innovation development. • Conducts projects on identification of national S&T priority areas and critical technologies of the Russian Federation, selection of national priorities for basic research, studies of regional priority areas for S&T and innovation, identification of S&T and innovation priorities for high-tech industries, international comparisons of S&T trends • The Centre experts are certified professionals involved in national and international Foresight programmes (Collaborations with UNIDO, PREST & APEC) with regular involvement in international conferences and workshops and working groups • The Centre publishes and disseminates among a wide range of concerned parties the Russian-language analytical journal “Foresight”. Scanning Dr. Ozcan Saritas 5 • Strengthening European research facilities in third countries: INCO-LAB activity (FP7-INCO-2011-7, INCO-LAB) • Open the activities of the joint institutes to researchers from different Member States and Associated Countries • Increase the scientific cooperation between researchers from the Member States and Associated Countries and those of the host country through the involvement of additional researchers in ongoing research activities as well as in the • Designing new projects via the organisation of joint seminars, summer schools and similar activities • Enabling institutional arrangements between the institutes in Member States’ / Associated Countries’ governments/ministries, research organisations Dr. Ozcan Saritas 6 • Innovation paradigm has shifted from technology and markets to ecosystems of research and social networks, services and policy • Focus on ‘integration and networking’ rather than linear processes • Innovation as a dynamic ‘system’: It is multidisciplinary and technologically complex • Relationship between technology and society: Social Shaping of Technology • Global innovation landscape – with advances coming from centers of excellence around the world and the demands of billions of new consumers Dr. Ozcan Saritas 7 “Benchmarking and Foresight for Regions of Europe and Russia” • An analysis of the current and future challenges on Research and Technological Development (RTD) of the regions of Europe and Russia with an anticipatory and econometric intelligence • Perform an interregional benchmarking analysis of efficient support instruments for RTD in regions at different levels of development • with a particular focus on the regions which have indicated significant advancements in last years with good use of resources and policies • Promote information and knowledge flows through capacity building and networking of the academic and industrial actors and national and regional policy makers Dr. Ozcan Saritas 8 "The Economics of Innovation, New Technologies and Structural Change" This research will provide a framework of analysis by integrating the understanding of the determinants and the effects of both technological and structural change in Europe and Russia. Three main phases can be proposed: • Review of the economic analysis of technological change and innovation • Interaction between technological and structural change and implications in selected sectors in and outside Europe including ICTs and Nanotechnologies • with a particular focus on co-evolution of research and industrial market structure and new technologies, and on the elaboration of growth-oriented technological and economic policies enabling the national economies to take the full advantages of these technologies Dr. Ozcan Saritas 9 HEROs - Higher Education and Research Organisations in Europe and Russia on the threshold of a new decade • HEROs are immersed in intensive transformation processes in order to face the new challenges of the Knowledge-based economy with increased global scale • HEROs have a crucial role in meeting the needs of the knowledge society and achieving equity and social justice in Europe, whilst functioning as a source of European STI competitiveness at the global level. • How to increase HEROs fitness for addressing the challenges of fast-moving business, technology development and societal changes? Dr. Ozcan Saritas 10 • Anticipation and projections of long-term developments • Interactive and participative methods of debate and analysis • Forging new social networks • Elaboration of strategic visions based on a shared sense of commitment • Implications for present-day decisions and actions Dr. Ozcan Saritas 11 • Information to understand complex interactions between products, services, users and other stakeholders in multiple contexts in which these products and services are used • Imagination in a holistic innovation ecosystem by integrating Foresight, Creativity and Design • Intelligence through scanning to explore novel ideas, unexpected issues and shocks, as well as persistent problems or trends • Interaction with the systematic involvement of users / stakeholders in early development stages in an inclusive process with long-term perspective Dr. Ozcan Saritas 12 • Broadening of the European participation in the joint research activities with a valuable forum for exchanging ideas between academia, industry and policy makers in and outside Europe • Increased cooperation with targeted third countries through Conference and workshop organisations and other interactive sessions • Increased visibility and scientific excellence of the joint institutes with scientific and non-scientific publications in various international media. Examples of such media are the following journals: Futures, Foresight, and Technological Forecasting and Social Change • Help maximising the initial investment of a small number of Member States to benefit the whole European Union • Foster future collaborative research projects between European and third countries in areas of mutual interest and for mutual benefit.
