– A full-size Soccer Field is a large footprint
• NCAA Optimal Size: 120 yds by 75 yds
• NCAA Minimum Size: 115 yds by 70 yds
– It also requires a spectator and safety perimeter of an additional
5-10 yds on each dimension
– The minimum footprint for one field is 115+10+10= 135 yds by
70+10+10= 90 yds
– 135 yds by 90 yds = 12,150 sq yds = 2.5 acres per NCAA field
– Plus land for parking and amenities such as restrooms, concessions,

– If the City is willing to provide NCAA size fields for middleschool age children for one sport, then the City should
provide NCAA size fields for middle-school age children for
all sports.

– Baseball (Little League size)
60 foot bases, 180 foot outfield fence
• Note: This field size is for older elementary school age children. It is about two-thirds the area
of an NCAA full-size baseball field.
– Soccer (11 v 11 U12 youth size)
93 yds by 58 yds (280 ft by 175 ft)
• Note: This field size is for older elementary school age children (Under 11/12) playing normal
11 vs. 11 soccer. It is about two-thirds the area (5400 sq yds) of a full-size NCAA soccer field
(115 x 70 = 8050 sq yds).
– Softball

• Note: This field size is for older elementary school age children. It is about two-thirds the area
of an NCAA full-size softball field.

Unlit Practice sites for all outdoor sports
•

Outdoor practice sites without lights have limited use.
Without Daylight Savings time, all unlit sports fields have restricted use:
– Six months of the year (09/15/14 – 03/15/15), sunset occurs prior to 7:00 pm.
– Four months of the year (11/01/14 – 03/07/15), sunset occurs prior to 6:00 pm.
– Two months of the year (11/02/14 – 01/08/15), sunset occurs prior to 5:00 pm.

During January and February, it is difficult for most coaches to reach a
practice site at 4:00 pm or 4:30 pm, and complete a 90 minute practice
before it is dark at 6:00 pm.
During November and December, it is impossible for most coaches to
reach a practice site at 3:30 pm, and complete a 90 minute practice before
it is dark at 5:00 pm.
Practice sites with lights are critical, and oversubscribed, during these
four critical months. Youth soccer is acutely impacted during this period.

Guiding Principle:
– It is standard protocol in most cities to assign each team a practice
space equal to one quarter of an age-appropriate game field for two
practices per week for up to 90 minutes per session.
For teams U13-U19 playing 11 v 11:
– NCAA full-size field: 115 yds by 70 yds = 8050 sq yds
– One quarter field: 58 yds by 35 yds = 2013 sq yds
For teams U11-U12 playing 11 v 11:
– 2/3 size field: 93 yds by 58 yds = 5400 sq yds
– One quarter field: 47 yds by 29 yds = 1350 sq yds

Soccer Practice Field Inventory
• In Fall, when the days are long, Yorba Linda probably does
have enough soccer practice field space. Only a portion of the
space is city-owned. The balance is primarily made up of unlit
PYLUSD sites (e.g. elementary schools) with small grass
footprints.
• In Fall, when the days are short, Yorba Linda does not have
enough soccer practice field space. Only a small portion of the
soccer practice space has lights.
• In Spring, when 1500 soccer players are considered is a
“secondary” sport, Yorba Linda does not have enough soccer
practice field space.

PYLUSD NCAA full-size Soccer Fields in Yorba Linda
• How many PYLUSD NCAA full-size soccer fields are in Yorba
Linda, excluding high school sites?
• The answer is one, at Bernardo Yorba Middle School.
• But, PYLUSD sites are not city parks. They are not owned by
the city. They are not governed by the city. They are not
maintained by the city. They have restricted access. They are
unavailable for many hours during the week while school is in
session and during after school events.
• The BYMS site does not have lights.
• The BYMS site is not dedicated to soccer.

teams beginning at 10 and Under.
The City has six NCAA full-size fields:
– YLMS (joint use) 2, Shapell 2, and Eastside Lower 2
PYLGSA only had three 14U teams in Spring 2014.
PYLGSA 16U and 18U team counts are very low, or even zero.
There are plenty of NCAA full-size softball fields in Yorba Linda.

– There are three Junior Fields. These are all NCAA full-size fields:
• Bryant Ranch, Eastside Upper, and Veterans
– There are plenty of NCAA baseball fields in the city. Note that there is one
NCAA field for every 2 middle-school teams.
– The team counts for Seniors and/or Big League are low, or even zero.
– The City is providing NCAA full-size fields for baseball players in middle school

players at these same age levels.

– There are several hundred resident youth players on teams hosted by
other cities.
– JUSA has about 50 youth soccer teams in Yorba Linda that should be

– Adult residents would have the opportunity to play soccer in the City if

– Legacy spring sports with declining participation, such as baseball and
softball, are unfairly given seasonal field allocation priority over spring
soccer.
– Further, there are 12 spring soccer players for every spring lacrosse
player, yet lacrosse is given seasonal field allocation priority.
– In summary, residents playing spring soccer are being mistreated by
the current field allocation policy.

– The availability of park and recreation facilities and their
ability to meet the recreational needs of the community is
usually measured by facility standards. These standards
are expressed quantitatively by the number of facilities
needed to serve a certain number of residents (Eg., 5-8
acres of community parks per 1,000 population, 1 field for
every 5,000 population, etc).
