As of press time of this issue, “official” contracts awards
for the Flanagan South Pipeline Project have not been
let. Enbridge Energy Company, Inc. is proposing to build
the Flanagan South Pipeline Project – a nearly 600mile, 36-inch diameter interstate crude oil pipeline that
will originate in Flanagan, Illinois and terminate in Cushing, Oklahoma, crossing Illinois, Missouri, Kansas and
Oklahoma. The majority of the pipeline will parallel En-

is a 50/50 joint venture between Enterprise Products Partners L.P., the operator, and Enbridge Inc., which purchased
its ownership interest from ConocoPhillips
on November 16, 2011. The Seaway system includes a 500-mile, 30-inch diameter
pipeline between Cushing, Oklahoma and
the Freeport, Texas area, and a terminal
and distribution crude oil network originating in Texas City, Texas that serves all of
the refineries in the Greater Houston area.
A twin pipeline loop to the Seaway will be
constructed soon. It is expected there will
be seven spreads of construction on the
pipeline loop. The new pipeline, which is
designed to parallel the existing right-ofway from Cushing to the Gulf Coast, is
expected to more than double Seaway’s
capacity to 850,000 BPD by first quarter
2014. Spreads 1, 2, 3 and 4 are not out for
bid yet. However work on those spreads
is anticipated to begin in August 2013. It is
reported that Troy Construction has been
awarded Spread 5 which includes approximately 65 miles of 36-inch pipeline and
4 miles of 30-inch pipeline from Houston,
TX to Freeport, TX. Troy Construction is
anticipated to begin work on Spread 5 in
June 2013. Bids on Spreads 6 & 7 were
due on May 28, 2013.

Offers Cradle Boring Machines
H
eavy Equipment Services was formed in 2008,
starting out as an equipment refurbishment and
modification shop. Located on a farm in Piedmont, SC the shop has many resources not
typically seen in most manufacturing environments. Chris
McCoy, the company’s founder, spent much of his career
as a degreed mechanical engineer developing construction
equipment for several top manufacturers. He then decided
to pursue his passion of building equipment ground up…
from welding structures to plumbing hydraulics. Several
years were spent working on pipeline equipment and visiting pipeline jobsites and the need was discovered for a reliable, productive, and efficient horizontal boring machine. A
relationship was formed with 54 year pipeline veteran Larry
Thomas who used ancient cradle boring machines. These
older machines needed much upkeep and parts were custom or non-existent. The cradle boring process and older
product was reviewed and evaluated for a new design of
modern cradle boring machines. Larry worked with Chris to
ensure the products performed well on the pipeline.
This is the only compact Cradle Boring Machine on the market,
being used in Northeast US for Natural Gas lines. Its small frame
and narrow footprint make it ideal for difficult bores.

For those unfamiliar with the process, cradle boring is
method of boring where pipelayers or excavators hold the
boring machine above the bore pit while the boring is in
progress. The bore pit is excavated just enough for the
cradle boring machine and drill casing to be placed. The
cradle boring machine bores constantly with winch pull
operation unlike track boring machines where the thrusting hydraulic cylinders are stroking out. Also, track boring
machines require the bore pit to be excavated and graded
for the tracks to sit on while backstop must also be built.
The time saved compared to track boring is tremendous.
Less setup time and less dirt moved = faster boring. It’s a
fact cradle boring machines should be used on the pipeline
when speed/time is critical.
Heavy Equipment Services took a pipeline oriented approach in designing the machines for high productivity. The
key is to have maximum uptime. This was addressed in
design and build of a new line of cradle boring machines.
Machines were designed that are intuitive, exceedingly
powerful, and strengthened steel structures where needed.
With the amount of electronic control failures witnessed in
other types of equipment, electronics were simplified and
minimized to make it easier for field mechanics to quickly
diagnose issues and any onsite repairs possible without
factory assistance. Also, manual hydraulic control valves
were utilized that stand up to debris in the hydraulic systems. Standard parts were used to ensure availability in
any downtime situation.
The company has recently experienced an exciting
growth spurt, selling several different models of cradle
boring machines, many of them being custom sized.
The standard line of machines are the models 824, 842,
and 860.

is over 200,000 ft-lb at the chuck. It includes high force
lockdown cylinders and chain to secure the casing to the
machine. The operator station is designed for ergonomic
operation and includes fully adjustable seat. Machine
weight is 14,500 lbs.

Most sold include startup where the machine is reviewed
with the operating crew to ensure familiarity with machine.
Sometimes the first bore is also reviewed to ensure the
machine performs to expectations.
The 824 machine is an 8” - 24” casing diameter capable
machine designed specifically for quick and efficient small
diameter bores. It is the first and only cradle boring machine in this size. Its compact size and weight allow small
pipelayers and excavators to handle the machine with ease.
The 824 is direct drive with 4-speed mechanical transmission, meaning no overheating the hydraulic drive. It includes high force lockdown cylinders and chain to secure
the casing to the machine. The operator station is designed
for ergonomic operation and includes modern safety controls. Machine weight is 6,500 lbs.
The 860 machine is an 8” - 60” casing diameter capable machine designed specifically for big inch work. The
driveline uses all high load components with an oversized
winch. The structure is strengthened in areas critical to the
machine’s durability. It includes high force lockdown cylinders and chain to secure the casing to the machine. The
operator station is designed for ergonomic operation and
includes fully adjustable seat. Machine weight is 18,500
lbs. There is currently no cradle boring machine on the
market with these capabilities. This machine opens doors
for new work for many boring contractors.

NEW! Blueknight Energy Partners, L.P., a midstream energy company providing integrated services for companies
engaged in the production, distribution and marketing of
crude oil, asphalt and other petroleum products, announced
its intention to form a joint venture with Silverado Pipeline,
LLC to co-develop and reactivate a 200-mile crude oil pipeline between Longview and Houston, Texas. “Longview has
become a very active crude oil hub, but has limited connectivity and capacity to reach the Houston market. With
existing production as well as the significant development
projected in the East Texas area, this pipeline will provide
a more efficient means of transporting crude oil to the Gulf
Coast,” stated Mark Hurley, BKEP’s chief executive officer.
BKEP and Silverado have agreed to jointly evaluate developing a transportation option out of the area. The project
will include the activation of approximately 200 miles of existing 10” and 12” pipeline owned by Silverado, adding necessary crude oil storage and providing connectivity to the
Houston market. Subject to commitments from shippers,
BKEP and Silverado intend to form a joint venture to manage the reactivation of the pipeline. BKEP would operate
the pipeline under a long-term agreement with Silverado.
The project, named the Silver Eagle pipeline, is expected
to take approximately one year to be operational. “We are
pleased to partner with Blueknight to develop this pipeline

area for producers and marketers in a rapidly emerging

Magellan Midstream Partners’ Longhorn system and the
Midland market.
UPDATE! The Commonwealth Pipeline, proposed last
year by Inergy Midstream, LP, UGI Energy Service, Inc and
WGL Holdings, Inc. has officially been suspended according to its sponsors. The pipeline was being designed to
transport Marcellus natural gas from Williamsport to Washington, Pennsylvania. There was insufficient demand for
the 200-mile, 30-inch pipeline that could carry 800 million
cubic feet of gas a day. The project’s suspension was attributed to low gas prices, a slow economy, and the expansion of existing pipelines, said Simon Bowman, a spokesman for UGI Corp., the Valley Forge energy firm that is one
of the project’s three partners. The sponsors say they are
just deferring plans until market conditions improve.
NEW! The Crosstex Energy companies, Crosstex Energy,
L.P. and Crosstex Energy, Inc. announced that the Corporation has agreed to invest approximately $25 million in a
third natural gas compression and condensate stabilization
facility in the Ohio River Valley. The Corporation will make
the investment in E2, a company formed in March 2013
with the former management of Enerven Compression Services to provide services for producers in the liquids-rich
window of the Utica Shale play. The Corporation’s initial
investment commitment in E2 of approximately $50 million
is funding the construction of two similar facilities. The E2
investment complements the Partnership’s assets in the
Ohio River Valley, which encompass crude oil, condensate
and logistics operations in the Utica and Marcellus Shale
plays. “We are pleased to make this additional investment
in E2 and expand our midstream platform in the Ohio River Valley. We are enthusiastic about the potential of the
Utica and expect there will be many similar future transactions as we build our business in this region,” said Barry
E. Davis, Crosstex President and Chief Executive Officer.
E2 will build, own, manage and operate all three compressor station and condensate stabilization assets in Noble
and Monroe counties in the southern portion of the Utica

The new facility is expected to have compression capacity of 100 million cubic feet of gas per day (MMcf/d) and
condensate stabilization capacity of 5,000 barrels per day
(Bbls/d), which brings the total expected capacity for the
three facilities to 300 MMcf/d of compression and 12,000
Bbls/d of condensate stabilization. The three facilities are
supported by long-term, fee-based contracts with Antero
Resources, an exploration and production company operating in the region. It is expected that commercial start-up
of the new station will begin in the fourth quarter of 2013. A
wholly-owned financing subsidiary of the Corporation has
expanded its senior secured credit facility from $75 million
to $90 million in order to provide continued financing for
the Corporation’s investment in E2. The Corporation owns
approximately 93 percent of E2 and has pre-determined
rights to purchase the remaining ownership interests of E2
in the future.
NEW! Enbridge Energy Partners, L.P. announced that
the company plans to construct a 150 million cubic feet
per day (“MMcf/d”) cryogenic natural gas processing plant
near Beckville in Panola County, Texas. The addition of the
Beckville plant will expand the Partnership’s processing
capacity to approximately 820 MMcf/d in the Cotton Valley
and Haynesville shale regions. The cost of the East Texas
Beckville Plant Project is estimated at $140 million. The
plant, to be located in the heart of the productive rich gas
Cotton Valley Play, will interconnect with existing natural
gas liquids (“NGL”) infrastructure in the area. “The Cotton
Valley Play is an active natural gas drilling region, and the
Beckville Plant Project integrates nicely with our existing
and extensive East Texas gathering and gas processing
system. This new plant will offer incremental processing
capacity for existing and future customers in the 10-county
Cotton Valley Play,” said Mark Maki, president of the Partnership. “The project is consistent with the Partnership’s
goal of strengthening our core gas assets and delivering
accretive growth.” Construction of the East Texas Beckville
Plant and associated facilities is anticipated to begin in
late 2013, with in-service by early 2015. The Partnership’s
East Texas system includes approximately 3,900 miles of
natural gas gathering and transportation pipelines, about
200,000 horsepower of compression, eight natural gas
treating plants and, with the addition of the new Beckville
plant, six natural gas processing plants.

plans to significantly expand its crude oil storage and distribution infrastructure serving the Southeast Texas refinery
market. The expansion will be completed in phases with
final completion expected in the fourth quarter of 2014.
Upon completion, Enterprise will be uniquely positioned to
provide refiners with access to an integrated system offering supply diversification, significant storage capacity and
a high-capacity distribution system that will be pipelineconnected to Southeast Texas refineries having an aggregate capacity of approximately 3.6 million barrels per
day. In addition, Enterprise’s Crude Oil Houston (“ECHO”)
storage facility, which will be expanded to over 6 million
barrels of capacity, will have access to Enterprise’s marine
terminal at Morgan’s Point on the Houston Ship Channel.
Historically, these refineries have been primarily supplied
by waterborne imports of crude oil. With the success of
North American producers, crude oil from the Eagle Ford,
Permian, Midcontinent, Bakken and Canada are flowing
into Southeast Texas and displacing the waterborne crude
oil imports. As production from these regions continues to
grow, there will be a significant increase in crude oil bound
for the Gulf Coast market, which currently lacks sufficient
storage and has a fractured and constrained distribution
system to handle these varying grades of crude oil. This
expansion includes an additional 4 million barrels of new
crude oil storage capacity at Enterprise’s ECHO and Bertron facilities and approximately 55 miles of 24-inch and
36-inch pipeline to directly connect ECHO with the major
refineries in the Southeast Texas market. “Refiners in the
Southeast Texas market are responding to the dynamics
and opportunities created by the rapidly changing source
and grades of crude oil supplies,” said A.J. “Jim” Teague,
Chief Operating Officer of Enterprise. “We have received
strong interest from our customers to expedite the development of additional storage capacity and distribution capability to facilitate their consumption of the different grades
of crude oil and to provide flow and quality assurance to
their refineries. We believe ECHO will become the critical
link between the new pipelines bringing supplies from the
producing basins and the end use refining market in Southeast Texas is it is located at the crossroads of crude oil
moving from north to south and from west to east.”

and Louisiana. Enterprise has already received sufficient
commitments to move forward with the project, which is
scheduled to begin commercial operations in 2014, but
continues to receive interest from potential shippers. The
final design of the pipeline, including capacity and delivery
points, will be determined based on binding agreements
negotiated at the conclusion of the supplemental binding
open commitment period.
NEW! Hiland Partners has proposed building a nearly
500-mile pipeline that would feed oil from North Dakota’s
booming Bakken oil field into another pipeline in eastern
Wyoming. The 12-inch pipeline would cost $300 million.
Initial capacity would be 50,000 barrels a day, but the pipe
could handle up to twice that. Oil would begin flowing in
August 2014.
NEW! Kinder Morgan Energy Partners, L.P. announced it
will invest $106 million to purchase approximately 20 acres
adjacent to its Pasadena, Texas, terminal, build nine new
tanks with a storage capacity of 1.2 million barrels at its Galena Park terminal under long-term customer agreements,
and construct a new barge dock that is expected to help relieve current barge congestion in the Houston Ship Channel. The purchased acreage will be used to support a future
crude condensate and refined products terminal capable
of handling 10 150,000-barrel tanks with a connection to
the Explorer Pipeline. The new barge dock, which will enhance existing infrastructure at the Pasadena terminal, will
provide additional capacity to handle up to 50 barges per
month. “We are excited to add this new infrastructure that
will enhance the largest petroleum storage facility in North
America benefiting both our base and new customers,” said
John Schlosser, president of Kinder Morgan Terminals.
NEW! Kinder Morgan Energy Partners, L.P. announced it
has entered into a long-term contract to support the expansion of its Sweeny Lateral pipeline that the company is building from the Kinder Morgan Crude Condensate (KMCC)
pipeline to Phillip 66’s Sweeny Refinery in Brazoria County,
Texas. The expansion will increase the capacity on the 27mile, 12-inch diameter lateral pipeline from an initial 30,000

in capacity. “We are pleased to provide Phillips 66 with a
flexible option to move more crude and condensate out of
the Eagle Ford shale to their refinery in Sweeny,” said KMP
Products Pipelines President Ron McClain. “This expansion
further demonstrates the strategic importance of KMCC and
its role in transporting Eagle Ford product to markets on the
Texas Gulf Coast.” Kinder Morgan’s crude/condensate pipeline, which went into service in June 2012, transports crude/
condensate from the Eagle Ford shale to the Houston Ship
Channel through 65 miles of new-build construction and 113
miles of converted natural gas pipeline.
NEW! Paradigm Midstream, a Dallas-based company,
announced the planned construction of a new 12-inch
multi-market pipeline in the heart of the Bakken Shale,
a significant oil formation in the Williston Basin underlying parts of Montana, North Dakota, and Saskatchewan.
Permitting is underway and construction is scheduled to
begin in late 2013, with the pipeline expected to come on
line in 2014, adding up to 120,000 barrels per day of crude
oil take-away capacity from McKenzie County. Paradigm
Midstream and Dakota Plains Holdings, Inc., and jointventure partner, Petroleum Transport Solutions, LLC, an
indirect wholly owned subsidiary of World Fuel Services
Corporation, have entered into an agreement that could
lead to an exclusive pipeline transportation agreement to
export crude oil from McKenzie and Dunn counties. The
route for the initial pipeline will run from Johnson’s Corner, located in McKenzie County, and tie into the Pioneer
crude oil transloading facility owned by Dakota Plains and
its partner located in south Mountrail County in New Town,
North Dakota. The pipeline will then run from the Pioneer
facility to Enbridge’s Stanley Station located in north Mountrail County, where commercial agreements are being finalized to tie into Enbridge’s North Dakota pipeline system at
Stanley, which connects to Enbridge’s Berthold Rail facility
and additional pipeline capacity downstream of Berthold,
North Dakota. “Logistical constraints and capacity issues
associated with transporting crude and NGLs have long
been a detriment to pricing for producers throughout the
region,” said Brian Manion, Paradigm Midstream Founder.
“The Paradigm Midstream pipeline connects the two most
prolific areas of the Bakken and offers the most optionality of any outbound infrastructure to date. This pipeline will
open up premium crude markets to producers with limited

constructing the Cactus Pipeline, a new 310-mile, 20-inch
crude oil pipeline from McCamey to Gardendale, Texas.
The Cactus Pipeline is expected to be placed into service
in the first quarter of 2015. The Partnership has entered
into a letter of intent with a third party regarding a long-term
commitment for a majority of the pipeline’s capacity and is
in discussions with several potential shippers for the remaining capacity. The total project investment is expected
to range from $350 million to $375 million. The pipeline is
expected to transport both sweet and sour crude oil from
the Permian Basin to the PAA/Enterprise Products Partners
Eagle Ford Joint Venture (Eagle Ford JV) Pipeline. The Eagle Ford JV Pipeline directly serves the Three Rivers and
Corpus Christi markets and can supply the Houston-area
market through a connection to the Enterprise South Texas
Crude Oil Pipeline. Crude oil delivered on Cactus will have
access to rail loading capacity at PAA’s Gardendale station
and access to the Eagle Ford JV barge dock facility in the
Corpus Christi area. The Cactus Pipeline will initially be designed to provide approximately 200,000 barrels-per-day
of capacity and can be increased as demand warrants.

UPDATE! Sunoco Logistics Partners L.P. announced
that it has received enough binding commitments to enable
its Mariner South Pipeline to proceed as planned. The Mariner South Pipeline will transport export grade propane and
butane from Lone Star NGL LLC’s storage and fractionation complex in Mont Belvieu, Texas to Sunoco Logistics’
terminal in Nederland, Texas. Although sufficient commitments have been received for this project to move forward,
the binding open season period will remain open to solicit
additional shipper interest. As previously announced, in
addition to export grade propane and butane, the pipeline
will be available for other natural gas liquids and petroleum
products depending on shipper interest. The pipeline is
anticipated to have an initial capacity to transport approximately 200,000 barrels per day and can be scaled to support higher volumes as needed. The pipeline is expected to
be operational in the first quarter of 2015.
UPDATE! Sunoco Logistics Partners L.P., an affiliate of
Dallas – based Energy Transfer Partners, L.P., and Lone
Star NGL LLC, a joint venture between ETP and Regency
Energy Partners LP, announced that long-term, fee-based
agreements have been executed with Shell Trading US
Company (STUSCO) to move forward with a liquefied
petroleum gas (LPG) export/import project. STUSCO has
committed to the project, known as Mariner South, as an
anchor customer. The Mariner South project will integrate
SXL’s existing Nederland Marine Terminal and pipeline
from Mont Belvieu, Texas to Nederland, Texas with Lone
Star’s Mont Belvieu fractionation and storage facilities, creating a world class LPG export/import operation in the U.S.
Gulf Coast. Mariner South will have an initial capacity of 6
million barrels per month and will be designed to load LPG
carriers with an approximate capacity of 550,000 barrels.
The Mariner South project is expected to be operational in
the first quarter of 2015. The project will utilize Lone Star’s
increasing fractionation capacity at Mont Belvieu as well
as construction of a new 100,000 barrel per day de-ethanizer to convert propane to international specifications. It
also will involve the construction of new refrigerated storage tanks located at the Nederland Terminal to take deliveries into the LPG vessels. The Nederland Terminal will
provide 24 hour ship access in the Gulf Coast with a load
rate of up to 30,000 barrels per hour. The terminal facility
includes existing docks and acreage for future expansion.
The project can be expanded to handle additional volumes
of products.

Mitsubishi Corporation of Japan to ship 600,000 dekatherms per day of natural gas earmarked for the proposed
Cameron LNG liquefaction facility in Hackberry, Louisiana,
which is slated to begin LNG exports in the second half of
2017. MC will serve as the foundation shipper for TGP’s
Southwest Louisiana Supply Project, which is designed to
provide transportation from various supply basins in Ohio,
Pennsylvania, Texas and Louisiana to Cameron Interstate
Pipeline, which connects directly to the Cameron LNG Terminal. Kinder Morgan does not own Cameron Interstate
Pipeline or the Cameron LNG facility. “TGP is pleased to
partner with Mitsubishi Corporation, a world class organization and leader in the energy industry, on this strategic
project,” said Kimberly Watson, TGP president. “TGP’s
unique footprint, connecting key conventional and shale
supply areas from the South Texas Eagle Ford to the Utica

NEW! Worldwide Energy Consortium is planning a refinery in La Salle County near Gardendale. Significant volumes of oil pass through the Gardendale Rail system and
through Plains All American Pipeline’s gathering system.
The Whitetail Refinery will be built to take advantage of
growing Eagle Ford production in the area. The refinery is
in the permitting and engineering phase, but the company
expects it will be operational by the fourth quarter of 2014.

liquids pipeline system in northwest Alberta. The proposed
pipeline system, to be called the Western Reach Pipeline System, is anticipated to run from the Gordondale
area of northwestern Alberta to Alberta’s natural gas liquids (“NGL”) energy hub in Fort Saskatchewan. Keyera
and Plains have begun an open season process seeking
non-binding nominations for volumes to underpin construction. Keyera and Plains anticipate that the Western Reach
Pipeline will consist of two new-build pipelines, with one
dedicated to a mixture of propane, butane and condensate
(“NGL mix”) and the other intended for segregated condensate service. The Western Reach Pipeline, expected to be
approximately 570 kilometers in length, will travel through
the Deep Basin area of Alberta, which contains some of
the most prospective liquids-rich geological horizons being
developed in western Canada today, including the Montney and Duvernay zones. Keyera and Plains believe that
separate dedicated pipelines for NGL mix and segregated condensate will benefit customers, avoiding the costs
associated with pipelines operating in batch mode.

Canada’s NGLs are aggregated for fractionation and subsequent delivery to end-use customers. Both Keyera and
Plains have significant NGL fractionation, storage, pipeline
and terminal facilities in the Edmonton/Fort Saskatchewan
area. These facilities enable customers to access highvalue markets for their propane, butane and condensate
production. Keyera operates the Fort Saskatchewan Condensate System, consisting of extensive, interconnected
condensate pipeline, terminalling and storage facilities that
provide customers with access, storage and end-market
delivery options. Plains operates an extensive network of
pipelines with connectivity to ship NGLs to Plains’ eastern
infrastructure assets, which include the Sarnia fractionation
and storage facility, the Windsor and St. Clair storage facilities, and the Eastern Delivery Systems. Keyera and Plains
are both evaluating expansions of their respective NGL
fractionation facilities in Fort Saskatchewan to provide additional fractionation capacity for the growing volumes of
NGLs produced in western Canada.
NEW! TransCanada Corporation announced that it has
reached binding long-term shipping agreements to build,
own and operate the proposed Alberta-based Heartland
Pipeline and TC Terminals projects. The proposed projects
are being developed to support growing crude oil production in Alberta and will include the 200-kilometre (125-mile)
pipeline connecting the Edmonton region to facilities in
Hardisty, Alberta and a terminal facility in the Heartland industrial area north of Edmonton. TransCanada anticipates
the pipeline could ultimately transport up to 900,000 barrels of crude oil a day, while the terminal is expected to
have storage capacity for up to 1.9 million barrels of crude
oil. The projects have a combined cost estimated at $900
million and are expected to come into service during the
second half of 2015. “With Alberta oil production projected
to increase by almost three million barrels per day over the
next 15 years, it is important to have the right infrastructure in place to move these resources safely and reliably to
market at the right time,” said Alex Pourbaix, TransCanada’s president of energy and oil pipelines. “These projects
will help link Canadian crude oil resources in northern Alberta to markets in Eastern Canada and the United States.”
TransCanada began initial engagement with stakeholders
and Aboriginal communities through a feasibility study in
the fall of 2012. The company intends to file a regulatory
application for the terminal in spring 2013, followed by a

separate application for the pipeline in the fall. The projects
will be developed with Aboriginal and stakeholder input, as
well as consideration for environmental, archaeological and
cultural values, land use compatibility, safety, constructability and economics. As a member of the world Dow Jones
Sustainability Index, TransCanada is an industry leader
that is committed to minimizing the impact of its operations.
The projects will further expand TransCanada’s liquids
transportation capabilities and leverage TransCanada’s
extensive operating experience in Alberta. TransCanada
recently announced the Grand Rapids Pipeline project, a
500-kilometre (310-mile) pipeline system to transport crude
oil and diluent between the producing area northwest of
Fort McMurray and the Edmonton/Heartland region.
NEW! TransCanada launched an Open Season on April
15, 2013, to obtain binding commitments from interested
parties for the Energy East Pipeline system, which would
transport crude oil from western receipt points to delivery
points in the Montréal and Québec City, Que., and Saint
John, N.B., areas. The proposed project involves converting natural gas pipeline capacity in approximately 3,000
km of TransCanada’s existing Canadian Mainline to crude
oil service and constructing up to approximately 1,400 km
of new pipeline. Subject to the results of the open season
and regulatory approval, the project will have the capacity to transport as much as 850,000 barrels per day. The
proposed project will greatly enhance producer access to
markets in Eastern Canada and could eliminate the reliance on higher priced crude oil currently being imported by
Eastern Canadian refineries. Following the completion of
the Open Season, which closes at 12 p.m. (Mountain Time)
on June 17, 2013, and subject to receipt of sufficient contractual commitments from shippers, TransCanada intends
to proceed with the necessary regulatory applications for
the required facilities and to provide transportation services. Subject to regulatory approvals, the project is expected
to be in-service to Montréal and Québec City in 2017 and
to Saint John in 2018.

KMP Completes Acquisition of Copano Energy
by the Copano unitholders on April 30 (with more than 99
percent of the units that voted voting in favor of the transaction) and previously by the boards of directors of both
companies, is a 100 percent unit-for-unit transaction with an
exchange ratio of .4563 KMP units per Copano unit.
“We are delighted to complete this transaction, which will
enable us to significantly expand our midstream services
footprint and offer a wider array of services to our customers,” said KMP Chairman and CEO Richard D. Kinder. “We
will now pursue incremental development in the Eagle Ford
Shale play in South Texas, and gain entry into the Barnett
Shale Combo in North Texas and the Mississippi Lime and
Woodford shales in Oklahoma. The transaction is expected
to be modestly accretive to KMP in 2013, given the partial
year, and about $0.10 per unit accretive for at least the next
five years beginning in 2014.”

The ALLU® Stabilization System consists of three components that increase the strength and dynamic stiffness of soft
soil in order to improve its engineering characteristics and to
remediate contaminated soil. The first component is the ALLU
PMX Power Mixer, a versatile hydraulic accessory for excavators. The second is the ALLU PF Pressure Feeder, which
injects the binder agent via hoses into the ground. The third
component is the ALLU DAC Data Acquisition Control System,
which measures, controls and provides data during the stabilization project. The mass stabilization method used by the
ALLU Stabilization System is a quick, cost-effective and environmentally friendly solution that improves soft soils by mixing
binder into clay, peat, mud or dredged sediments in comparison to traditional methods of piling or soil replacement. It can
also be used in treatment of contaminated soils by encapsulating contaminants within the ground and preventing migration
to the surrounding areas.
Using compressed air, the ALLU PF Pressure Feeder injects
the binding agent beneath the ground through a feeding pipe,
directly to the middle of the mixing drums on the ALLU PMX
Power Mixer. The unit is mounted on a tracked chassis and
is remotely controlled allowing the unit to follow behind the
lead excavator onto the site. The ALLU PFM Pressure Feeder
Mobile, which is used for feeding dry binders, is mounted on a
trailer that enables easy transportation from one place to another. This means lower mobilization costs and enables costeffective stabilization projects on smaller job sites.
The ALLU PMX Power Mixer effectively handles various difficult materials like clay in different forms, peat, sludge, mud
and contaminated soil. It penetrates through hard crust layers
and mixes the soils effectively based on the intelligent positioning of the drums. The drums rotate and mix material in a
controlled way in all three different directions simultaneously,
while the conical binder nozzle efficiently spreads binder. The
hammers on the mixing drum are changeable and the straight
one-piece binder tube is maintenance-friendly. The ALLU PMX
Power Mixer is equipped with automatic torque adjustment on
the hydraulic motor, gear box temperature indicator and drum
rotating speed indicator to ensure effective job site control.

Brings Jobs, Boosts Economy in Brazos County
Prolamsa Group, headquartered in Monterrey, Mexico, announced plans to construct a new pipe and tubular products
manufacturing facility in Bryan, Texas. After a comprehensive
multi-state search lasting over 15 months, Prolamsa selected
Texas Triangle Park, a master-planned, rail served industrial
park located in an extra territorial jurisdiction outside of Bryan as
the location for their facility. Prolamsa officials cited area workforce, location in the center of the Texas Triangle, and flexibility of the site as top reasons for their choice. Additionally, they
were attracted to the Research Valley because the culture is well
aligned with Prolamsa Group values.
Prolamsa plans to secure 240 acres in Texas Triangle Park,
occupying over 30 percent of the developable acreage at the
park. The announcement represents the largest manufacturing
project to date in the Research Valley, including over $120 million in initial total capital investment. “This project will serve as a
catalyst and anchor tenant of Texas Triangle Park and will bring
significant economic benefit to Brazos County as a long-term
corporate citizen. Our taxpayers will see a significant return on

Bobby Nathaniel Prickett, 50, always and forever the
father of two and grandfather of six, passed away April
29 in Fort Morgan, Colo. He is survived by his wife, Tami
Prickett; son, Johnathan Prickett; daughter, Amanda
Beckstead; son-in-law, Bryce Beckstead; daughter-in-law,
Tiffany Prickett; grandchildren, Gabriel Prickett, Hunter
Beckstead, KayLee Beckstead, Sarah Beckstead, Jayden
Beckstead, and Misty Beckstead. Bobby was born and
raised in Jackson, Alabama and will be missed by his Aunt
Lily Hicks, Uncle Richard Batson, Uncle Curtis Hicks, and
cousins, Jackie Benfield, Linda Farlowe, Johnny Hicks,
Major Hicks, Terry Hicks, Jimmy Batson, Eddie Batson,
Michael Batson, Stacy Batson, Bruce Batson, Scott Batson,
Sherri Batson, and Nicky Batson, and nieces: Brenda and
Shannon Burgess. At age 17, Bobby moved from Jackson,
Ala. to Naples, Fla. where he met Tami, his future wife, best
friend, and heartbeat. He would eventually move to Lake
City, Fla. and open Classy Asphalt, after learning the trade
from his father-in-law. Eventually, he and Tami would take
their family west working on oil and gas pipelines to chase
their mountain dream. Bobby worked as a superintendent
for Elkhorn Construction until his passing. Bobby would
have wanted donations made to support the Alabama
offensive line. The family, however, is requesting donations
honoring Bobby be made to advance the understanding
and treatment of Huntington’s Disease at their website,
hdsa.org/how-you-can-help/donations.html. A memorial
service was held from 3 - 5 p.m. on Saturday, May 4, 2013
at the Heer Mortuary Chapel in Fort Morgan, CO.
Kevin Fairman, 27, of Sour Lake, died
Monday, April 22, 2013. He was born on
May 15, 1985, in Hattisburg, Mississippi,
and had been a longtime resident of the
area. Survivors include his wife, Ralinda
Fairman; parents, Onita and Larry Watts
of Beaumont and Melvin Fairman and
his wife, Betty, of Bassfield, Mississippi;
stepchildren, Zane Burrows and Makenzie Burrows;
brother, Melvin Fairman of Hattisburg, Mississippi and
Larry Watts of Beaumont; stepsister, Tamanda Harper of
Bassfield, Mississippi.
Paula Jean Graves Smallwood, 71, of
Junction City passed away Sunday, May
5, 2013. Born July 7, 1941 in Danville, she
is the daughter of the late James Edward
and Nancy Elizabeth Tucker Graves. She
was a homemaker and a member of Shelby
Baptist Church. Paula attended Danville
High School. She enjoyed knitting, fishing,
and swimming and her grandchildren were her greatest
delight. She loved to travel and was able to travel to almost
50 states with her husband, Blue Smallwood. She was
preceded in death by a daughter, Shellie Smallwood and
a grandson, Justin Bell. She is survived by her husband
of 56 years, Daniel Lee “Blue” Smallwood; a daughter,
Tish Smallwood and a son, Kip (Connie) Smallwood all
of Junction City; four grandchildren, Heidi (Scott) Lowry,
Kimberly (David) Douglas, Levi (Jordie) Smallwood and
Dakota “Little Blue” Smallwood; three great-grandchildren,
Caleb and Olivia Lowry and Addison Jo Douglas; and a
step-sister and two step-brtohers. Pallbearers were Jerry
Pass, Bobby Young, Mike Sinkhorn, Dennis Tadvine, H. T.

David Keith Travis was born on May 8,
1974 in Jonson City, NY. He was the son
of David Lee and Michelle (Duran) Travis.
David and Jennifer Butler were married
on October 5, 2002 in Austin. He was an
equipment operator for Union Pipeline for
the past year and was a former truck driver
for many years. He loved spending time
with his family and having BBQ’s. He was an avid Longhorn
fan and enjoyed riding his motorcycle, racing lawnmowers,
playing disc golf and playing golf. David passed away on
Friday morning, April 19, 2013 at his home, reaching the
age of 38. He was preceded in death by his father David
Lee Travis, maternal grandfather Richard Duran, paternal
grandparents Kenneth and Elizabeth Travis. David is
survived by his wife Jennifer Travis of Rockdale, mother
Michelle Goericke & husband Keith of Rockdale, sons Noah
James Keith Travis of Bastrop and David Keith Travis, Jr.
of Rockdale; daughters, Tiffani Laura Travis of Round Rock
and Breonna Hailey Travis of Rockdale; brother, James

William Leslie “Bill” Unsworth, of
Ontario, Canada passed away suddenly
on Friday, May 3, 2013 at his residence
at the age of 56. Bill joined PipeLine
Machinery International (PLM) on July 23,
2007 as a Product Support Coordinator
and was promoted to Product Support
Manager in August 2010. Years and
countless experience in the pipeline industry is what he
brought with him and greatly contributed to the success
of PLM’s vision for product support. The unwavering
commitment to excellence, leadership abilities, and
outstanding service Bill displayed will be remembered by
all who came in contact with him. Bill will be deeply missed
not only as a work colleague but also as a friend.

Clive (Butch) Stovall, Jr., 65, a lifetime
resident of Llano, Texas passed away
Tuesday, May 7, 2013. He was born
December 19, 1947 in Fredericksburg,
Texas to Alberta (Polk) Stovall and Clive
Omer Stovall, Sr. He married Carol Smarr
Justis on September 16, 2000 in Sedona,
Arizona. Butch was a member of the
International Union of Operating Engineers Local Number
953 and he loved to work in the yard. Survivors include
his wife, Carol Stovall of Llano, Texas; son, Tommy Ray
and partner Mark Sterling of Sedona, Arizona; daughter,
Nicki Justis Ince of Llano, Texas; brother, Larry Stovall of
Llano, Texas and one grandchild, Trevor Sterling Stovall.
He was preceded in death by his parents and one brother.
Graveside services were held Saturday, May 11, 2013 at
the Llano City Cemetery. A celebration of life was held at
the American Legion following the graveside. Memorials
may be made to the charity of your choice.
Michael W. “Bucky” Blanchard, 58, of Shinglehouse,
passed away with his loving family at his side Thursday,
April 11, 2013 at Charles Cole Memorial Hospital,
Coudersport, after a long battle with lung cancer. Born
Sept. 1, 1954, in Olean, N.Y., he was a son of Kenneth W.
and Betty J. Gillmer Blanchard. He married Diane S. Torok,
who survives. Mike attended Oswayo Valley High School.
He was employed as a pipeliner for many years. An avid
outdoorsman, Mike loved to hunt, fish, trap and dig ginseng.
He also enjoyed coin collecting. Surviving, besides his wife,
are five children, Christopher A. Gilkey of McKeesport,
Melissa J. (Eric Campbell) Blanchard of Shinglehouse,
Jennifer S. Blanchard of Oswayo, Joshua W. Blanchard
of Shinglehouse and Megan D. (Jason) Tilley of Millport;
four grandsons, Colton Michael Blanchard, Blake Matthew
Grim, George Andrew Tilley and Emmett Mitchell Campbell;
a sister, Kay A. Stubbs of Shinglehouse; a nephew, Ryan
Inches; and four nieces, Mandy Inches, Beth Inches, Kari
Stubbs and Katie Voye. Memorials in Mike’s name may be
made to the Patterson Cancer Center, 1001 E. Second St.,

Alton Cecil Seymour Jr. of Ojai, CA
was born in Plainview, Texas March
25th, 1945. He was killed tragically on
Sunday, April 21st, 2013. He was only 68.
Al was a retired welder of pipelines after
41 years. His hobbies included hunting,
motorcycles and horseback riding. He was
predeced in death by: his parents; sister,
Maxine and brother, Leslie. He now leaves behind his wife
Bobbie; daughter Tammy (husband Azmy); son, Alton III
(wife Tammy); son Charles (wife Nareyda) 7 grandchildren:
Ashley, Tyler, Isaac, Kelsey, Maddy, Addison and Scout;
numerous nieces, nephews, extended family and friends.
Funeral Services for Bradford Michael
Walker, 58, of West Monroe, LA were held
Tuesday, May 21, 2013 in the chapel of
Mulhearn Funeral Home West Monroe, LA
with Rev. Tom Lowe officiating. Brad was
born in Monroe, LA on February 14, 1955
and passed away peacefully on May 18,
2013 after a short illness, surrounded by
his family. He was a member of the Central Baptist Church.
Having been in the automobile business for many years, he
had made many friendships and was well known for his fun
loving spirit. Brad was most recently employed as a pipeline
inspector. He is preceded in death by his father, William
H. Walker, Jr.; grandparents, Pete and Eunice Griggs and
Willie and Nattie Walker; father-in-Law, Grady Rice and
granddaughter, Savannah Reese. He leaves to cherish his
memory: wife of 29 years, Cheryl Walker; mother, Patsy
Walker Golson and husband, Tommy; brother, Bill H. Walker
and wife, Paula; the love of his life, his daughter, Carley V.
Wood; son, Brad Wood and his children, Brooke and Piper;
daughter, Jessica Reese and husband, Trey and children,
Cooper and Logan; mother-in-law, Barbara Amason; stepsister, Valerie Calhoun; step-brothers, Wayne Golson,
David Golson, and Troy Golson; numerous aunts, uncles,
and a host of friends. Pallbearers will be Heath Moncrief,
Kyle Moncrief, Buddy Bennett, Trey Reese, Grady Rice,
Troy Golson, Wayne Golson, and David Golson. Honorary
Pallbearers were Ron Boyd, John Brodnax, Clint Hixson,
Jack Beasley, Kevin Perkins, Ken Amason, Rock Frost and
Keith Brister. Memorials may be made in Brad’s honor to
the Rock Out Cancer Fund at Chase Bank on N. 7th Street
West Monroe, LA. The family would like to give a special
thank you to the staff of Hospice Compassus, especially,
Travis Sibley and Nikki Cowan. Also to Wayne Rutledge
and staff, Dr. Sanjay Joseph and Dr. William Beebe for the
care they all gave to Brad.
Michael John McMunigle, 72, died Monday, Feb. 11,
2013, at Lawrence Memorial Hospital in New London.
He was born Jan. 15, 1941, in Vallejo, Calif., to John
and Virginia (Reigelman) McMunigle of Jamestown, PA.

He graduated from high school in 1958 in Pennsylvania.
He went to William and Mary College and Kent State
University. He was a veteran of the U.S. Air Force. He
was a union pipeliner all over America, including the Trans
Alaska Pipeline. He is survived by two daughters, Ellen
(Stacy) Turnage and Heather (Ron) Brandon of Mississippi;
and 12 grandchildren, Virginia, Anna, Jeremiah, Abbigail,
Magdalena, and Michael Turnage and Hannah, Ruth,
Neo, Hallel, Macrae, and Ivy Brandon. He was preceded
in death by his parents and grandparents, Joseph and
Margaret (Barry) McMunigle, Erwin Reigelman and Edna
Grace (Anderson) Reigelman Ott.
John Irving Fassett, 67, of Sandy Point,
passed away April 24, 2013 in Indio,
California, a place he loved. He and his
wife Linda spent the past 18 winters
there as snowbirds. John was born in
Bellingham to Irving and Agnes Fassett
on September 17, 1945 and grew up in
Ferndale. After graduating from Ferndale
High in 1963, John went to work with his father at Fassett
and Barr Motors. He later joined the Army and served
a tour in Vietnam. In 1969, he married Linda Calvery of
Ferndale and they welcomed daughter Lindi in 1978.
John worked at the ARCO Cherry Point Refinery for 25
years. After retiring from ARCO, he was hired by Snelson
Companies, Inc., where he traveled across the US as a
consultant and safety trainer on various pipeline projects.
No matter what kind of job he did, John was always known
and respected for his knowledge and work ethic. If you
knew John, you knew he had a heart of gold. John would
always be there for a person in need and no request was
too large or too small. He was always ready to lend a hand
or make an anonymous donation and he wasn’t the sort
of person who expected anything in return. John loved
serving his community. He had volunteered as a firefighter
for the City of Ferndale and had been a member of the
local Lions Club. He also served as Worshipful Master
of Ferndale Masonic Lodge #264 and volunteered with
the Old Settler’s Association and the Ferndale Heritage
Society. He built many sets for school plays at Central
Elementary School. For many Christmases, John played
Santa at local nursing and retirement homes and took the
residents to see the Christmas lights around the area. John
was active in the Bellingham American Legion Post #7.
He enjoyed riding motorcycles his whole life and attended
Trinity Biker Church in Ferndale. He especially loved his
Harley, which he and Linda often rode together. John was
preceded in death by his parents, Irving and Agnes; sister
Joan; and daughter Lana. He is survived by his wife Linda of
Ferndale; daughter Lindi of Bellingham; sister Jeanne Epp
of Federal Way, WA; sister-in-law and brother-in-law Janel
and Jerry Ernster of Birch Bay; cousin Warner Fosberg of
Blaine; and several nieces and nephews. The family would
like to welcome friends to celebrate John’s life Saturday
May 18, 1:00 pm at the American Legion Post #7, 1688 W.

Savoie and husband Chris, of Mandeville; stepdaughter,
Tina Voisin and husband Terry, of Houma; a son, Brett
Breaux, of Sulphur; stepson, Merlin Savoie and wife Jill,

John E. Dietel, 82, of Hurley, died
unexpectedly Sunday, May 19, 2013, in
his home. He was born Dec. 28, 1930,
in Prentice, Wis., son of the late Arthur
and Alice (Jeske) Dietel, attended school
in Oma, and logged for his stepfather
at a young age. He served in the U.S.
Army in Korea as a combat infantryman,
receiving the Good Conduct Medal, Combat Infantryman
Badge, Korean Service Medal with two Bronze Service
Stars, United Nations Service Medal, Army of Occupation
Medal (Germany) and National Defense Service Medal. He
then spent 20 plus years in the Army Reserve, and was
activated for one year during the Cuban Missile Crisis. John
logged for Steiger Lumber Co. for several years, and was
employed as a heavy equipment operator on the pipeline
for the R.A. Retzel Co. out of Nebraska, retiring at the age
of 50 in 1980. John was married to Gwendolyn M. Wallis
on Oct. 1, 1957, in Pine City, Minn. She survives. Also
surviving are three daughters, Kathleen (Larry) McElvain,
Racine, Melinda (Erick) Nasi, Hurley, and Lisa (Kevin) Noll,
Sturtevant; six grandchildren, Capt. Jamie Nasi, U.S. Army,
Kurt Nasi, John Noonan, Austin Noll, Michael Noll, and
Samantha Noll; two great-grandchildren, Axl and Zachary
Noonan; two great-great-grandchildren; three sisters,
Ethel Lindblad, Bessemer, Mich., and Delores Leoni and
Ruth DaPra, both of Hurley; and numerous nieces and
nephews. Besides his parents, John was predeceased
by two brothers, Earl in infancy, and Fred; and a sister,
