O R G APRIL 2013 Come join us at the 2013 Western Region Reunion to be held in Golden, Colorado, July 7-9, 2013, hosted by the NARPI Denver Chapter. We will be staying at the Table Mountain Inn in the historic area of downtown Golden. Golden, Colorado, nestles at the foot of the Rocky Mountains astride Clear Creek. Although Golden is only 15 miles west of Denver and 36 miles west from the Denver International Airport, two large mesas east of Golden protect the city from urban sprawl. Boulder is 20 miles to the north; the historic gaming towns of Central City and Blackhawk are 30 miles to the west. Founded in 1859, a year into the Colorado gold rush, Golden was named for Thomas Golden, a settler who panned gold in Clear Creek. The new town grew into a supply center for the gold fields to the west. In 1862 Golden was named the capital of the Colorado Territory but lost this distinction to Denver in 1867 amidst much political intrigue. The railroad arrived in 1870, and three years later Adolph Coors founded a brewery that would become the world's largest, with annual beer production of more than 20 million barrels. Early schools evolved into the Colorado School of Mines with the coming of statehood in 1876. Today, Golden is the county seat for Jefferson County and its half million residents. Tourist attractions, including Heritage Square Amusement Park, MillerCoors Brewery tours, Buffalo Bill's Museum and Grave and the Colorado Railroad Museum, among others, attract an estimated 2.5 million visitors to the Golden area each year. We also look forward to attending the reunions in Denver and Chicago. The reunion sites for 2013 offer great expressions of our country’s history and culture. Equally important to us is the opportunity to meet, greet and visit with old and new friends of our organization. CERTIFICATE OF APPRECIATION, CONDOLENCE OR RECOGNITION NOW ON NARPI WEBPAGE A Certificate of Appreciation and Condolence for Loss is now available to customize and print from the NARPI web site. This certificate was developed for use by chapter officials to immediately respond to families of retired Inspectors who have passed. The Certificate can be edited to say what you feel is appropriate E L for the situation, printed MP out and signed by the A S local NARPI chapter officers, and sent in a timely response to the announcement of the loss of a NARPI chapter member. It is suggested that the Certificate be printed on heavier weight paper for a more formal look and feel. Chapter officials should plan ahead and secure a supply of paper and envelopes to use when the occasion arises, usually unexpectedly. Login to the NARPI site at NARPI.org. Then use the link on the left hand column and select Special Downloads. It may take several seconds to open from the link. Once opened, the sample can be edited (using Power Point) for your customized use to create a personal document for presentation to the family of the deceased. It appears our 2013 reunion season is shaping up to have some great venues and opportunities to rekindle memories and friendships and also to create new ones for our members. Our first one in Williamsburg, VA, April 28-30, is full of historical sightseeing and the sharing of food and laughter with the many attendees who have registered. Our two remaining reunions will be in: Boulder, CO Chicago, IL July 7-9 September 27-29 Both of these have wonderful events planned. Our reunions for 2014 are already being planned, and they create a new experience for us in the Monterrey Bay area, Black Hills, Mt. Rushmore and more. I am looking forward to seeing all of you and sharing fellowship during the coming year. Comments from NARPI National Secretary Roger Colliver As I approach the autumn of my tenure as National Secretary, 2013 is an event-filled year with three great reunion locations, the results of the membership voting on the constitutional changes, and the installation of new National Officers. I would like to thank the members of the Constitution Committee Steve Schneringer, Steve Caver, and John Swanson for bringing the vote on the Constitution changes to fruition. There were 1283 ballots mailed to the entire voting membership to vote on the possible changes to the constitution. A total of 657 ballots were returned, which represented 51 percent of the ballots mailed. There were 1115 votes cast from the 657 returned ballots. All three Inspectors spent their entire careers in the New York Division. Mitch Ecker began his Postal service career in 1986 as an LSM operator in Bethpage, NY. In 1990, he was appointed Postal Inspector. He spent his 22 years as a Postal Inspector in various assignments in New York City and on Long Island. His career included a number of assignments of national importance including the NY Mayor’s Office of Emergency Management following the 911 terrorist attacks, Inspection Service liaison to the U. S. Secret Service during the 2004 Republican National Convention in NY, and he served as a member of the PMG’s Executive Protection detail. Before his retirement, Mitch also served a detail as Task Force Leader on the JFK Airport Gateway International Service Center Task Force for Global Security and Investigations. Mitch’s dedication and quiet professionalism earned him the respect of his colleagues, postal management, and the law enforcement community. Vinny Lembo began his Postal Service career in 1987 as a Mail Processing Equipment Mechanic in Bethpage, NY, and was appointed Postal Inspector in August, 1991. Vinny worked various assignments that included the Brooklyn External Crimes Team, Western Nassau Internal Crimes Team, the JFK Mail Theft Team and the newly formed Homeland Security/DMI team. He also served as the NY Division Biohazard Detection System coordinator and as the DMI Recertification instructor. Vinny received Exceptional Individual Performance awards for his investigative efforts during his career. He was appointed Postal Inspector in August, 1987. John worked numerous assignments over his career including External Crimes, Audit and Internal Crimes. John received numerous awards and commendation letters from the Postal Inspection Service, the banking industry, postal customers, Federal and State prosecutor’s offices and local police agencies. John’s great sense of humor and his presentations at retirement parties including his “mind reading machine” will always be remembered with a smile. Following a cocktail hour with bountiful “orderbs” and appetizers and a full sit-down lunch, the Inspectors thanked their wives and families for their support and all those in the Inspection service who supported them throughout their careers. Each Inspector was honored by their respective teams with a plaque. Bob was appointed Postal Inspector in 1980 and began his career in the Washington Division working miscellaneous assignments in the their Richmond, Roanoke, and Norfolk domiciles. A native New Yorker, Bob returned to the New York Division in 1983 where he worked on the Brooklyn External Crimes Team. In 1995 Bob was promoted to Team Leader of the Church Street Station Internal Crimes Team and designated a subject matter expert by NHQ in 1996. Bob is also recognized as Certified Protection Professional by the ASIS organization. Bob’s security contributions to the New York Division over the years include development of the Division’s “Operation Zip (Zone Impact Policing) Program” enabling the Division to rapidly deploy resources to natural disasters such as Hurricanes Irene and Sandy. Bob’s most recent notable accomplishment was managing the International Mail Screening Operation at JFK International Airport. This pilot program with the Department of Homeland Security earned Bob and the Postal Inspection Service White House recognition for its support of this Homeland Security initiative. New York Division AIC’s Tom Boyle and Jean Wright presented Bob with his congratulatory letter and retired credentials from the Chief Postal Inspector. The Inspectors on Bob’s team had the honor of presenting Bob with the retired badges he carried as an Inspector. Prior to starting the March luncheon, a moment of silence was held in honor of Roy. A contribution from the Georgia Chapter was sent to Roy’s church in his memory. A thank you note was received from Elsie for the thoughtful gift. Our next luncheon will be held in June. We enjoyed the great buffet at the Golden Corral. After lunch, Jay started the program. The Orlando Reunion was discussed. Our chapter volunteers were great; pictures were spread over a table for all attendees to view. We also discussed the 2013 Reunions being held in Williamsburg, VA, Golden, CO, and Chicago, IL. Some of the Gold Coast Chapter members have plans to attend the Williamsburg and Golden events. We also discussed the financial condition of the Postal Service and the U.S. economy. How does the Sequester affect retirees? Treasurer Jim Belz gave the financial report. Due to the healthy condition of our treasury as a result of the Orlando Reunion, we are suspending local chapter dues. We will query our members to determine if meeting on a weekday is preferable to our current and longstanding luncheons on Saturdays. At present, our next meeting would be on Saturday, June 8, at the Golden Corral. The event occurred on Friday, December 21, 2012, at 11:30 a.m. The annual Christmas luncheon was held in a festivelydecorated conference room at the Postal Inspection Service Field Office in Overland Park, Kansas. The meal this year included ham and fried chicken with all the trimmings. NARPI members John Carlock, Larry and Alyson Hisky, and Rich and Deborah Britain joined current Postal Inspection Service employees and their family members for the gathering. Retired Postal Inspector Ron Scheid was also present. The Heart of America Chapter appreciates current Inspection Service employees allowing our members the opportunity to be a part of this annual special event. It was a cold and miserable day outside, but the 22 brave people who made it had a great time. Houlihan's served up some tasty food, and everyone caught up on the news. (Rick) Price, President, presided over the luncheon meeting on January 9, 2013. The meeting was held at the Rolling Hills Country Club in Arlington, TX. Outgoing President Steven Caver introduced the officers who had served the chapter over the past eight years, stating it was time for new leadership. Following those introductions, Rick Price was formally nominated for President, Bill Vivoni for Vice-President, Lin Thompson for Treasurer, and Gary Grant for Secretary. Jim Mathine seconded the nominations for Rick Price, Bill Vivoni, and Gary Grant, while Al Holmes seconded the nomination for Lin Thompson. Having no additional nominations, all were elected unanimously. Newly-elected President Rick Price subsequently thanked all of the outgoing officers for their service to the chapter and presented Steven Caver, Jim Mathine, and Al Holmes with gift cards as a token of the chapter’s appreciation. During the remainder of the meeting, each member spoke about how long they had been retired and what they have been doing since retirement. Les Hewett, who retired in 1984 as Division Administrative Officer, and who is currently 92 years young, was discovered to hold the record among the attendees for “longest retired” and “oldest member.” The Texas Chapter meets the second Wednesday of each calendar Quarter. The next meeting will be held at the Rolling Hills Country Club, Arlington, on April 10 at 11:00 a.m. Lunch will be served at 11:30 a.m. Our guest speaker will be Fort Worth Division Acting INC Greg Torbenson, who will be speaking on current events in the Inspection Service. Following the April luncheon, members are invited to adjourn to The Ballpark in Arlington where the Texas Rangers will be playing an afternoon game against the Tampa Bay Rays. The establishment offers a full menu, and as implied in the name, it does house a small brewery in which is produced a variety of traditional and specialty beers. The conversation was spirited as we enjoyed a day of sunshine and relative warmth following a February snowstorm. The gathering was hosted by Mike and Kathy Cashmer of Helenville, WI. We welcomed Bob Baumann of Oak Creek, WI, to his first luncheon since double knee surgery on October 26. Also in attendance were Steve Werlein of Madison, WI, as well as Joe and Liz Hoffman of Watertown, WI. No reported activity. SUPER BOWL XXII MEMORIES BY JOE CLARK I look back on a significant event in my life as a U.S. Postal Inspector when Super Bowl XXII was hosted in San Diego, CA. Preston Robert "Bob" Tisch grew up in the Bensonhurst section of Brooklyn. On August 16, 1986, he was appointed Postmaster General of the United States Postal Service, serving until February, 1988. I was assigned by Headquarters to provide his security during all of the Super Bowl Events. I must say it was a privilege to meet both him and his wife. It started when we had to pick him up in Malibu, where he was hosting the groundbreaking of a Loews Resort. His first request set the tone for the rest of the week. I had been given the authorization to rent him a Limousine for the week. However, when I asked him his preference, he requested that we use one of the U.S. Postal Police vehicles. He especially wanted one with the light bars and siren. He told me his wife Joan thought it would be a lot of fun to show up at events in that instead of a Limo. It definitely stood out among all the Limos at the Super Bowl parties and events that week. They were down to Earth with a great sense of humor. It was apparent based on his schedule and their conversation that they were more than casual fans. I will also say they were devoted to each other, New York, and the NFL. He was proud of his responsibility as Postmaster General. This was demonstrated to me as we had initiated a sophisticated PPO Control Center using the IT resources and budget of the Postmaster Margaret Sellers. He said he wanted to visit the center and see it for himself. Margaret, a San Diego icon, had bragged to him about it. Another significant event that week was the Dedication of the Super Bowl XXII stamp. An autographed First Day Cover is part of my memorabilia. Sadly, “Bob” passed away in 2005, but he thankfully realized his dream of owning a Championship Football Team. He became part owner of the New York Football Giants in 1991. It is with great sadness that I report the passing of Doyle Marshall. Doyle passed away on December 30, 2012, and he was laid to rest on January 5, 2013. Doyle was 98 years old, and he was a true gentleman to all who knew him. I’m sure that BJ would appreciate a quick note. Our December meeting was held at the Briarwood Inn in Golden. Those who enjoyed the good food, the good fellowship and the Christmas decorations included Bob Vincent, Ed and Brenda Cornell and their unofficial grandson Zeke Coffey, Phil and Joan Leathery, Lee Brown, Ken and Jan Hommas and Deborah, our grandson Miles and Rich Winsor. As usual the food was great and the fellowship was better. FYI – Bob has signed a contract with the Table Mountain Inn in Golden, CO, for our upcoming July reunion. The regional reunion will be in Golden from July 7-10, 2013. So please be thinking of how we all might get involved to make the reunion a memorable event. Our February 5 meeting will be hosted by Bob Vincent at the Table Mountain Inn in Golden. It will be a good chance to see the hotel accommodations up close and personal. Hopefully, we can get a large gathering. Hope to see you there. LO-CAL CHAPTER (Meets first Tuesday of the even numbered months) Ron Miller, President Sarah Jones, Vice President Tom Buggie, Secretary/Treasurer Our Christmas Lunch was held at Ruby’s Diner in Orange. It’s become a tradition now that Ron and Jan Miller host the December lunch. Jan does a great job with the table decorations, and Ron carries them in. We stood around a bit longer this time catching up on the latest news. We had a private room at the south end of the depot (remember—it’s the Orange train station in addition to a Ruby’s). With windows on three sides there was plenty to distract us. We eventually ordered from the menu. At the close of the luncheon we had our gift exchange drawing. The drawing established the order of selection. It’s always fun seeing what people purchased for some unknown recipient. The table decorations were also raffled off. Thanks, Jan and Ron. Laughlin 2013: Our February meeting will be a return to the Golden Nugget in Laughlin, NV. We are again meeting with the Cactus Chapter. We will be staying at the Golden Nugget on Tuesday and Wednesday, February 12 and 13. Our chapter is coordinating the event this year. NARFE News: The 112th Congress is over. In the last two years they managed to pass 238 laws or about 4% of the bills introduced in the House. Many of the new laws named post office buildings. Lo-Cal Updates: The Post Office Building at 225 Simi Village Dr., Simi Valley, will be named the “Postal Inspector Terry Asbury Post Office Building.” HR 6587 has passed in both the House and Senate and was sent to the President for signature on 12-31-2012. He was killed in an auto accident in 1990, while in a work status. Many of us attended his funeral. Mo Jones had neck surgery in 12-22-2012. He is recovering well. Our luncheon was held on February 7th at the Meridians Restaurant, Sun City Lincoln Hills in Lincoln, CA. Lincoln’s original town site was surveyed and laid out in 1859 by Theodore Judah along the proposed line of the California Central Railroad. The name "Lincoln" was conferred in honor of Charles Lincoln Wilson, one of the organizers and directors of the California Central Railroad. The CCRR was planned as a rail link between the cities of Marysville and Sacramento via a connection to the Sacramento Valley Railroad in Folsom. Grading from Folsom to Marysville commenced in 1858 and was completed to Marysville by 1860. Track laying began that same year, and the rails reached the site of Lincoln in early 1861. NOR’WEST CHAPTER (Washington, Oregon, Idaho, Montana, and Alaska) (Luncheon meetings monthly on 3rd Wednesdays with the exception of January and July) Steve Schneringer, President Jim Foster, Vice President Nor’west’s fourth annual Christmas potluck was again celebrated at the Schneringer’s on December 19th. After gorging on delectable hot dishes, salads and yummy deserts washed down by a great selection of member provided wines, a survey was taken of the sixteen members attending. The question, how many grandchildren and great grandchildren can you claim? The answer, 35 grandchildren and 23 great grandchildren! Those attending were Ken and Phyllis Weber from Bellingham, Clarke and Mike Coulter from Port Orchard, and those in between, Jim Bordenet, Jim and Lana Foster, Earl Ingebright, Jim and Lana Foster, Mimi Krause, Carrie Leaverton, John and Dianne Mohr, Ves and Bernice Townley, and hosts Steve and Hope Schneringer. The February Nor’west luncheon was held on the 20th at Arnies Restaurant next to the Edmonds Washington State Ferry dock. This allowed Clarke and Mike Coulter to commute on the ferry from Port Orchard. The luncheon was hosted by Dick and Ellen Beidle. Earl Ingebright, Steve and Hope Schneringer, Our very special members Ves and Bernice Townley and Ken and Phyllis Weber were also present. Martha Osborne reported her husband Wayne had successful colon cancer surgery on February 13. Wayne, 88 years old, is recovering nicely. Earl Ingebright, 95, announced his wife Laurine celebrated her 95 th this month surrounded by family from California and several other states. There will be an additional party put on by their “local” kids. END OF CHAPTER REPORTS PAGE 16 N A R P I N E WS APRIL 2013 Following is the new version of our NARPI constitution with the revisions that were approved in the recent vote detailed on page 3. Changes were made to Article X, Sec. 3, Article XI, Sec. 1, and Article XII, Sec. 1. The constitution is also available at the website NARPI.org. CONSTITUTION of the NATIONAL ASSOCIATION OF RETIRED POSTAL INSPECTORS ARTICLE I Name and Purpose Sec. 1 The name of the organization shall be National Association of Retired Postal Inspectors. Sec. 2 The purpose of the organization is to provide a means for bringing together retired Postal Inspectors, their former Postal Service associates as defined in Article X, and spouses for social fellowship. ARTICLE II Officers Sec. 1 National officers shall be members of the association as defined in Article X, Section 1, and shall consist of a president, a vice-president, a secretary, and a treasurer. Sec. 2 The officers shall hold office for two (2) years, or until their successors have been elected and installed. The national President and national Vice-President shall not succeed themselves. Sec. 3 Candidates for election to each office shall be obtained in the following manner: a. Self-nomination. b. Solicitation by the nominating committee. c. Nomination from the floor at the National Reunion and from Regional Reunions during the year preceding the year of election. Sec. 4 Names of candidates shall be published in the newsletter prior to being placed on the ballot. The Chairperson of the Nominating Committee shall publish the final date for declaring candidacy. Sec. 5 Officers shall be elected by ballot of the members and associate members. A ballot shall be mailed to each member and associate member and shall be returned prior to the national reunion. Ballots will be tabulated by the Chairperson of the Nominating Committee. Candidates for each office receiving a plurality of votes cast shall be elected and shall be installed at the National Reunion. ARTICLE III Duties of the President Sec. 1 The President shall preside at business meetings of the Association, appoint committees, and perform such duties as custom and parliamentary procedures may require. The President shall appoint a member to fill any vacancy which may occur, including regional vacancies. Sec. 2 The President or officer presiding at the annual business meeting shall be guided, as far as practicable, by the manual entitled “Roberts Rules of Order, Revised.” ARTICLE IV Duties of the Vice-President Sec. 1 The Vice President shall assume the office of the President in the event the President is absent or the office becomes vacant and perform such other duties as are delegated by the President. APRIL 2013 N A R P I N E WS PAGE 17 ARTICLE V Duties of the Secretary Sec. 1 The Secretary shall keep the records and minutes of the Association and make an annual report thereof. The Secretary shall, via a quarterly newsletter (NARPI NEWS), notify members of dates and places of reunions, and conduct correspondence as may be appropriate to the office. Sec. 2 The Secretary shall receive a salary limited to the basic minimum quarterly amount to be eligible to qualify for Social Security benefits. ARTICLE VI Duties of the Treasurer Sec. 1 The Treasurer shall collect all monies due the Association, issue membership cards and receipts for money received, keep an accurate accounting of all receipts and disbursements and present those records, along with supporting papers, to the auditing committee for audit. Sec. 2 The Treasurer shall maintain a current record of members and their addresses. That listing in the form of mailing list (labels) or computer file shall be furnished to the Secretary, as needed, for required mailings. Sec. 3 The Treasurer shall receive a salary limited to the basic minimum quarterly amount to be eligible to qualify for Social Security benefits. ARTICLE VII Committees Sec. 1 The Audit Committee, Constitution Committee and Nominating Committee shall each consist of three (3) members, one from each region. The Chairperson of each committee shall be named by the President. Sec. 2 The President shall name such other committees as are deemed appropriate. ARTICLE VIII - The Executive Committee Sec. 1 The Executive Committee shall consist of the elected or appointed officers, the immediate past President and regional presidents. They shall have power to act on matters arising between reunions which are not provided herein. Article IX National Electronic Communications Coordinator (NECC) Sec. 1 The President, with the advice of the Executive Committee, will appoint a National Electronic Communications Coordinator (NECC). The NECC will be responsible for the design and maintenance of the NARPI web site. The Coordinator will also be responsible for the dissemination of information via e-mail to NARPI members and others designated by the Executive Committee. Sec. 2 Specific duties and responsibilities of the NECC are outlined in a separate Instruction from the Executive Committee. Sec. 3 The National Electronic Communications Coordinator shall receive a salary limited to the basic minimum quarterly amount to be eligible to qualify for Social security benefits. ARTICLE X Membership Sec. 1 Membership in the Association shall consist of retired Postal Inspectors, retired persons who served as Postal Inspectors under permanent appointment and left the position under honorable circumstances, and those persons now retired who served at least five (5) years in the position of Investigative Aide, Special Investigator, or Document Examiner (Analyst), or who retired directly from such position under honorable circumstances. PAGE 18 N A R P I N E WS APRIL 2013 Sec. 2 Spouses of members as defined in Section 1 shall also be members with full voting rights. Spouses of deceased members as defined in Sec. 1 shall retain their membership by payment of dues as set by the Executive Committee. Spouses of deceased persons who were eligible for membership under Sec. 1 may become members upon application and payment of required dues. Sec. 3 Postal Inspection Service domicile, division, regional or national headquarters employees and Postal Police Officers who either retired from any Inspection Service administrative/staff position or served in one or more Inspection Service administrative/staff positions for at least five (5) years, and left the Inspection Service and, if applicable, the U. S. Postal Service under honorable circumstances shall, upon proper application and payment of dues, be accepted as Associates. Spouses of Associates as defined in this section shall also have Associate member status, and surviving spouses of deceased Associates may retain their Associate membership by payment of required dues. Associate members and spouses shall also be members with full voting rights. Sec. 4 Application for membership shall be made on the official application furnished by the Association or from the NARPI Website and shall be submitted to the Treasurer together with dues in the proper amount. In the event of rejection, dues tendered shall be returned to the applicant. ARTICLE XI Dues Sec. 1 The Executive Committee shall set the dues schedule. The schedule will be printed on the official application blank. Dues shall become due and payable by January 1 of each calendar year and if not paid by March 1 of that year, membership status shall be terminated. ARTICLE XII Sec. 1 The Association shall consist of three (3) regions: Atlantic, Mid-America and Western. Reunions for social purposes shall be held by each of the three (3) regions when satisfactory arrangements are made; however, regions may hold joint reunions. The Vice-President shall serve as coordinator to advise and assist, so as to prevent conflict of dates. Business transacted at regional meetings shall not be binding on the National Association. Sec. 2 The annual business meeting of the Association shall be held each year during the period of September 1 through October 31 on a rotating basis between the three (3) regions. Sec. 3 National officers shall be allowed expenses equivalent to round trip coach airfare and single lodging to attend the national reunions, with total not to exceed an amount recommended by the Executive Committee and approved by members present at the prior national reunion. The President or designee shall be allowed expenses equivalent to round trip coach airfare and single lodging not to exceed an amount recommended by the Executive Committee and approved by the members present at the prior national reunion to attend regional reunions. ARTICLE XIII Inter-regional organizations and local chapters Sec. 1 The members within each of the regions may establish intra-regional organizations and each region may adopt a constitution and a set of by-laws, elect officers, collect dues and provide for establishment of local chapters of NARPI. Only members as defined in Article X, Section 1, shall be eligible for offices of Regional President and Regional Vice-President. No region or chapter shall have the power to prescribe purposes or adopt rules in conflict with this constitution. Members of such regional organizations and local chapters shall be members or Associate members of NARPI who are current with their national dues. ARTICLE XIV Constitution Revisions Sec. 1 Any proposed revisions in, or amendments to, this constitution shall be by action of members present at the national reunion, and then submitted to the entire membership for vote by mail. APRIL 2013 N A R P I N E WS PAGE 19 2013 NARPI WESTERN REGION REUNION Golden, Colorado July 7 - 9, 2013 Come join us at the 2013 Western Region Reunion to be held in Golden, Colorado July 7-9, 2013, hosted by the NARPI Denver Chapter. Lodging for the Western Region Reunion has been reserved at the Table Mountain Inn, a boutique hotel located in the historic district of downtown Golden. NARPI room rates are $145 per night for a standard (king bed) room or $159 for a deluxe (king bed) room. Most deluxe rooms on the Table Mountain side of the hotel have spacious balconies with a view of Table Mountain and downtown Golden. The rooms are limited so please book ASAP. Sunday July 7: Registration and Hospitality Room: Opens at 3 p.m. Monday July 8: Historical Denver Tour and Lunch: We will leave the hotel at 9:00 a.m. by bus and drive the 15-minute drive to Denver. We will tour Denver by bus, stopping at various historic locations. The tour will present the history of Denver from the beginning to the present. There will be stops at the famous “One Mile Above Sea Level” step at the state capitol, the elegant Molly Brown house and the world famous Brown Palace Hotel. Lunch will be provided in a historic building in downtown Denver. We will return to the hotel around 4:00 p.m., which will allow plenty of time to explore historic Golden. Tuesday July 9: United States Air Force Academy Tour: The bus will leave the hotel at 9:00 a.m., and we travel to the United States Air Force Academy in nearby Colorado Springs. We will enjoy a tour of the Academy grounds, including the Cadet Chapel. We will then return to Golden and enjoy a VIP tour of the Coors Brewing Company. A box lunch will be provided. We will return to the hotel around 3:00 p.m. Tuesday July 9: Western Region Meeting and Banquet: The Western Regional meeting will start at 4:00 p.m. The banquet will begin at 6:00 p.m. with a cash bar available. The banquet meal will be served at 7:00 p.m. The banquet style meal will include Grilled Flank Steak, Grilled Salmon, and Tequila Lime Chicken, and all the fixins. Dessert, coffee, iced tea and water are included. Suggested banquet dress is business casual or western! GENERAL INFORMATION Transportation Golden is about 36 miles west of the Denver International Airport. For those who won’t have transportation, a shuttle service is available through SuperShuttle for $60 (round trip) per person. For those adventurers among us, downtown Denver, with all the restaurants you could ever imagine, is about 20 minutes east of Golden. Buffalo Bill’s grave and the expansive views of the area are on Lookout Mountain, a short 10-15 minute drive from the hotel. RAE RIDES IN THE POLICE UNITY TOUR TO HONOR FALLEN POSTAL INSPECTOR PRESTON PARNELL On February 6, 2013, the National Law Enforcement Memorial in Washington, DC, approved the addition of the name of Postal Inspector Preston Parnell to the National Law Enforcement Memorial Wall as a line of duty death. His name and memory will be honored at a Candlelight Vigil to be held on May 13, 2013, during National Police Week. Postal Inspector Michael T. Rae will be riding his 10th Police Unity Tour Ride this year in honor of Inspector Parnell and his family. The Police Unity Tour is a 300-mile bicycle ride from New Jersey to Washington, DC, and its motto is, "We Ride for Those Who Died." Over 1200 federal, state and local police officers take part in this ride to honor our nation's fallen police officers and their families. The ride arrives in Washington, DC, on May 12, 2013, the day before the Candlelight Vigil, and Inspector Rae will meet with Inspector Parnell's survivors and Postal Inspection Service Officials to honor Inspector Parnell's family and their sacrifice. Each rider rides with a wrist band with a fallen police officer's name, and Inspector Rae will present the Parnell family with Police Unity Tour wrist bands at the conclusion of the Police Unity Tour to let them know that we remembered Inspector Parnell's sacrifice and that we cared. Each rider must raise $1,750 to do the ride, and Inspector Rae has raised over $20,000 through his ten years of doing the ride. If you would like to honor Inspector Parnell and support Inspector Rae, contributions which are tax deductible should be made payable to "The Police Unity Tour" and sent to Inspector Rae at Mike Rae, Attn. Any contribution is welcomed, and for contributions of $100 or more, Inspector Rae will send you a book, while supplies last, signed by Clint Hill, the Secret Service Agent who climbed on the back of the Kennedy limo on Nov. 22, 1963, after Oswald fired his fatal shots at President Kennedy. This is the 50th anniversary of the Kennedy Assassination, and Agent Hill's signature is sure to rise in value. I am reaching out to NARPI for assistance on a project to honor fallen Postal Inspector Terrance “Terry” Asbury, who was killed in an on-duty vehicle collision in 1990. We are having a post office in Simi Valley, CA, formally dedicated to him, and the ceremony will be on May 15, 2013, 10:00 a.m. for anyone who would like to attend. If you would like a commemorative invitation to the ceremony, please contact me. Terry graduated class 1986-03 and was assigned to Wichita, KS, before moving to Los Angeles. I am in touch with his widow and his former team leader Rich Florence. I am looking for anyone who knew him that can add anything. I am extremely short on photos. Terry is on the National Law Enforcement Memorial in Washington, DC, but little has been done locally to honor him. His family thinks he has been forgotten, and we are trying our best to fix that.
