Message From The Board
We’uns in the community are very proud of our University. The past leadership has made great strides in making it possible and convenient to
acquire a quality education in Roswell. With the acquisition of Dr. John
Madden, with his vast and varied experience, along with our excellent
faculty and staff, we expect even greater achievements in the future.
In November, citizens of Chaves County will be given an opportunity to
support their educational institutions by voting for the General Obligation Bonds. Bond B will benefit our city library, and libraries in our public private schools in the city and county, as well as ENMU-R and NMMI.
Bond C will also augment the dental residency program at ENMU-R.
Education Bond D is especially important as it would allow space to be
constructed for housing upper level courses in a central location. This
would permit the University to seek other partnerships and programs
that would prevent our citizens from having to drive many miles seeking
advanced courses and/or degrees. Combining the upper level courses
into one location would be more efficient and convenient for our students and, in addition, would free up critical space needed for our regular classes.
Along with our partners at NMMI, RISD, Dexter, Hagerman and Lake Arthur, we urge the voters of Chaves County to pass GO Bonds B, C, and D.
2008 General Obligation Bond D
On November 4, voters in New Mexico will consider Bond Question D that would make $139.9 million available for 22 colleges and universities in the state for capital improvements, such as adding new classrooms
and building new facilities on campuses in which our students live and learn. Of the $139.9 million allocated
for projects statewide, Chaves County will receive $9 million from Education Bond D. ENMU-Roswell will
receive $4 million for the construction of Phase I of a new Educational Center on campus and NMMI will
receive $5 million for the renovation of Pearson Auditorium.
With the passage of Bond D, ENMU-Roswell plans to construct Phase 1 of a new Educational Center. The
new Educational Center, to be built on the current parade grounds at the intersection of Main St. and Martin St., will provide an improved,
modernized, and central location for those department providing direct services to students. In addition to the student services offices,
the new building will provide a dedicated facility for the expansion of bachelor’s and master’s degrees from our main campus and other
university partners in New Mexico. This center will allow ENMU-Roswell to house all our university partners under one roof for the convenience of our students. Passage of Bond D means ENMU-Roswell can provide more of the education and training for our resident right
here at home.

ENMU-ROSWELL FOUNDATION HONORS SENATOR DOMENICI
U.S. Senator Pete Domenici was the guest of honor at the ENMU-Roswell Foundation's Seventh Annual Foundation Banquet on
Wednesday, May 28. Domenici received the 'L.C. Harris Award for Distinguished Service to ENMU-Roswell' for his continuing support of
the campus.
The annual foundation banquet is an opportunity to raise awareness about the work of the foundation and is a time to recognize
and thank those who have helped to foster the growth of the university.
John Gillis Scholarship recipient with Bob Cates: Lacy Duran is
studying Teacher Education. She has a 3.16 GPA. She is the mother
of two girls—one is 2 years and 8 months old, the other is just 8 months
old. She has a wonderful husband who supports her through school,
although he is unable to go. He just left for boot camp with the Marines
on May 11. The funds she has available for everyday expenses and
college is very tight. She said every scholarship she receives puts her
one step closer to the dream of achieving her teaching degree, with
a minor in mathematics. Lacy works and attends college full-time to
make ends meet. She said every little bit of help is an encouragement
to keep on going, because she knows that if she quits now it would
be very difficult to start again.

Martha Cress Scholarship recipient with Bob Cates: Shannon Willis is pursuing a
degree in Nursing and has a 3.92 GPA. She said this scholarship will help her to pay
for the increasing costs of her education—her books alone last semester were well over
$1,000. She said many things are taken for granted that are part of attending college: ink
for printers, pencils, pens, erasers, paper, folders, and even gasoline—all these add to the
hardship of affording a college education. This scholarship will help to offset the cost of
items like books so she can continue to go to college and that is valuable in many more
ways than she can count.

ELEMENTARY STUDENTS RECEIVE COLLEGE ACCESS SCHOLARSHIPS
Close to 200 fifth grade students at various elementary schools in Roswell received College Access Program Scholarships (CAPS)
toward their future college education during recent graduation ceremonies. Coordinated through the ENMU-Roswell Foundation, the
scholarships will make it possible for these students to attend ENMU-Roswell after high school graduation. Foundation board members and
Dr. Judy Armstrong, former ENMU-Roswell president, presented the scholarships to the students. Graduates at East Grand Plains Elementary
School, Washington Avenue Elementary School, Sunset Elementary School, and Pecos Elementary School received scholarships. East Grand Plains Elementary School-sponsored by Eastern New Mexico Medical Center
Sunset Elementary School-sponsored by ENMU-Roswell Foundation
Washington Avenue Elementary School-sponsored by Washington Avenue Parent Teacher Organization
Pecos Elementary School-sponsored by Armstrong Energy Corp.
Each student graduating from the fifth grade at these schools received an initial scholarship of $50. Through the scholarship
program, students receive an additional $50 for each year of school completed until they graduate from high school. The ENMU-Roswell
Foundation will transfer the funds to graduating seniors once those students have enrolled in classes at ENMU-Roswell. The funds can be
used for tuition, fees, books, supplies, and tools as needed for one semester. High school students can use the scholarship funds prior to
graduation, if the money is used to pay for dual enrollment costs while they are in high school. Students must graduate from a high school
in Chaves County in order to receive the scholarship funds. “CAPS is a great way to promote high school graduation, decrease the drop-out rate, and increase the college participation rate.”
said Armstrong. She said other businesses and organizations are being recruited to join the program. “Our goal is to eventually have all of
our county schools become a part of CAPS,” she said. Individuals, businesses, or agencies interested in supporting CAPS can call Susan

NEW MEXICO MUTUAL PRESENTS FUNDS
TO ENMU-ROSWELL
Representatives with New Mexico Mutual visited ENMU-Roswell on Wednesday, June 11 to present a $5,000 check to the ENMURoswell Foundation for the Safety Engineering Technology Program. The funds will be used to establish a scholarship for students pursuing
degrees in Safety Engineering Technology. As part of New Mexico's workers' compensation reform in 1991, the State Legislature created
New Mexico Mutual. Its focus was to stabilize the workers' compensation insurance market in the state by offering New Mexico employers
affordable and competitive workers' compensation coverage. New Mexico Mutual is the largest provider of workers' compensation insurance
in the state. New Mexico Mutual has a social responsibility to community outreach and involvement, not only through contributions, but
also through corporate volunteerism. It is the goal of New Mexico Mutual to be a good corporate citizen.

ROSWELL COMMUNITY ATTENDS ARMSTRONG
RETIREMENT PARTY
ENMU-Roswell hosted a retirement reception for Dr. Judy Armstrong,
who retired as president of the campus. The reception was held on Thursday,
July 10. Current and former employees, students, friends, community members,
and associates attended the reception.
During her 35 year tenure at ENMU-Roswell, Armstrong worked as
an English/Communication instructor, Director of the Developmental Studies
Department, Associate Dean of Planning and Instructional Support, and Dean
of Instruction. She was named Interim Provost in 2001, and was appointed
Provost in February of 2002. The Provost title was changed to President this
past April.
Dr. Steven Gamble, ENMU President, presented Dr. Armstrong with a beautiful set of bookends from the Portales
campus.
