Current Trends for Mail Systems
The Preferred Method of Mail Delivery
As the population of the United States continues to grow, so too does the number of delivery points the U.S.
Postal Service (USPS) must service. Currently the USPS delivers mail to more than 300 million people at 148
million locations every day and on average 1.2 million new delivery points are added annually. To keep up
with this growing number while maintaining efficient and sustainable delivery, the USPS prefers centralized
mail delivery in all new construction.
Centralized mail delivery provides delivery and collection
services to a number of residences from a centrally located
installation – whether in a single-family subdivision or multifamily complex. Business customers also receive delivery
services from a convenient central location. The ability for
the USPS to make multiple deliveries per stop results in
faster service for customers due to less time per delivery.
And fewer stops also use less fuel and produce lower
carbon emissions; all of which contribute to lower costs
and good environmental stewardship.
Centralized mail delivery equipment can be in the form of any “clustered” style of mailboxes including the
free-standing, pedestal-mounted cluster box unit (CBU), or other STD-4C compliant cluster mailboxes mounted
in a wall, kiosk, or outdoor shelter. All centralized mail delivery equipment being serviced by the USPS must
be USPS Approved. Manufacturers seeking approval must submit the mailbox product to the USPS for rigorous
testing and approval prior to offering it in the marketplace.
As centralized mail delivery equipment is larger and requires specific designated “common space”, planning
for mailbox installations should occur as early in a project as possible to avoid surprises later. City planning
departments which include the U.S. Postal Service as part of their early planning processes, at the same time
as other universal service providers, will help ensure developers start with a comprehensive and specific
list of development requirements. Using high-gauge aluminum and durable powder coating methods, USPS
Approved mailbox products resist weather corrosion and therefore reduce the need for regular replacement.
These quality products not only protect resources but reduce costs due to their extensive product life.

New vs. Replacement Equipment
Centralized mail delivery equipment conforming to current USPS regulations is required for new installations
as well as any major renovation project involving changes to an existing mailbox installation. Known as
STD-4C mailboxes, this USPS Approved product provides greater convenience and security for tenants than
previously approved equipment.
The USPS STD-4C, which applies to all Wall-Mounted Centralized Mail Receptacles,
replaces the long-standing STD-4B+ regulation for Receptacles/Apartment/House
Mail, and became mandatory in October 2006 for all new construction and major
renovation projects.
The STD-4C specification created a new form factor which increased the minimum compartment size requirement,
required an outgoing mail slot, and added a one parcel locker per ten (1:10) tenant compartment requirement;
all to accommodate the bigger size of today’s mail. Security features and lock design requirements became
more stringent and include mandatory security testing done by the USPS; all of which afford added security
benefits for tenants’ peace of mind.
Existing STD-4B+ rated horizontal units may be used for replacement purposes only if no modification of the
existing mail center wall opening will be made. However, if your project will disturb the
rough opening of the wall the mailboxes are currently mounted into, new centralized
mail delivery equipment will be required. Be sure to check with local postal authorities
prior to planning any mailbox installation to ensure local requirements and proper
placement are included in the design plan so tenant mail delivery is not disrupted.
Postal vs. Private Delivery

residential needs. As these products may be utilized for both postal delivery and private delivery, the following
symbols will assist you in selecting the appropriate product for your project and desired delivery method.

Delivery; where someone other than a USPS letter carrier is delivering the mail
to each individual tenant compartment. These products are ideal for university or
military housing, corporate mailrooms, government agencies, etc. and are highly
configurable to fit each unique installation.

Current Postal Regulations for New Construction
The USPS STD-4C regulation applies to all Wall-Mounted Centralized Mail
Receptacles and replaces the STD-4B+ regulation for Receptacles/Apartment/
House Mail. The new “4C” Standard became mandatory in October 2006 for
all new construction and major renovation projects.
The USPS STD-4C specification creates a new form factor and increases the
minimum compartment size requirement (12”W x 15”D x 3”H), completely
eliminating the vertical form factor (5”W x 6”D x 15”H). STD-4C also requires
one parcel locker per ten (1:10) tenant compartments. Security features and
lock design requirements are more stringent, which includes mandatory security

Installation requirements specified in the U.S. Postal Service
STD-4C regulation are outlined below:

2. No parcel locker compartment (interior bottom shelf) shall
be positioned less than 15 inches above the finished floor.

Postal Mail
Delivery
If USPS Letter Carriers deliver mail to each existing
tenant compartment in a horizontal mailbox installation,
STD-4B+ equipment may only be used to replace the
installation if no modification of the existing wall opening
will be made. However, if the rough opening dimensions
are changed, new STD-4C equipment will be required
(see pages 4-5). Be sure to check with local Postal
Officials prior to planning mailbox installation to ensure
local requirements and proper placement are met.
Private Mail
Delivery
Private mail delivery is when the mail is delivered to one
centralized business location by the USPS letter carrier and
then the facility manager or entrusted individual distributes
the mail to all the individual tenant compartments. (Most
commonly used in university dorm settings). Mailboxes for
private delivery do not have to conform to current postal
regulations and therefore often vary in size from standard
USPS Approved equipment. A broader range of options
are also available for private delivery applications.
Note: Horizontal mailbox installations (whether for postal or private delivery) should be protected from direct exposure to the weather; Florence Manufacturing is not responsible for damage caused by weather
conditions as these products are rated for indoor use only.

In order for the USPS Letter Carriers to access all tenant
compartments within a unit simultaneously, front-loading units
are built with gates that swing open on one continuous hinge. As
these units must also include a master access door for the carrier
to open, it reduces the number of available tenant doors in each
unit by one.
Units which require mail delivery to the rear of the unit can be
used in either postal or private delivery. The rear of the unit must
open into a secured room/no public access. Rear-load units can
be prepared with a lift-off cover, hinged cover, or no cover. (To
aid in access to the secure room, Florence also provides key
keepers. See page 63 for options and details.)
Selecting a Size
Horizontal mailboxes are popular due to the various unit heights and
widths available. If all units in an existing installation are to be replaced,
simply measure the rough opening of the wall the mailboxes are currently
mounted into, determine the number of tenant compartments needed, and
visit the online industry-exclusive Florence configurator. By entering the
outside dimensions, or requesting a specific number of rows, a suitable
replacement installation can quickly and easily be found.
Security Upgrade Kit
If replacing the entire existing STD-4B horizontal installation to
improve security is not an option, simply install a security upgrade
kit. This Florence exclusive product will improve unit strength and
provide greater resistance to the most common methods of attack by
bringing the unit into STD-4B+ compliance. Easy to install, this USPS
Approved kit takes only a few tools and a little time and is designed
to harden both the Postal Arrow Lock and Master Gate Door. (As
all new horizontal mailboxes are manufactured to USPS STD-4B+
security standards, they already include this upgrade kit.)

through the current postal regulations and/or LEED point

Product Warranty
Important Product Info
FLORENCE MANUFACTURING PRODUCT WARRANTY
Florence Manufacturing provides a five (5) year Warranty on its
products from the date of purchase from an Authorized Florence Dealer.
This Warranty covers defects in material and workmanship of any
manufactured item and Florence will, at its option, repair or replace a
defective item or refund the price paid for the defective item. All claims
must be made promptly in writing and accompanied by a copy of the
original invoice.

This Warranty does not apply if the product has been damaged by improper installation, neglect,
accident, vandalism, misuse, or exposure to extremes of heat, humidity, corrosive environments or
other Acts of Nature.
Florence is not responsible for costs associated with removal, installation, refinishing or disposal.
Damage, loss of contents or any unauthorized removal of contents from Florence products is not
covered under this Warranty.
Florence will endeavor to supply original replacement parts; however, replacement parts may differ
from original parts. Replacement parts, including upgrades, are warranted for the remainder of the
original product Warranty.
Florence makes no other warranties of any kind, either expressed or implied. No dealer, employee,
agent, nor any third party, may create or assume any other liability, obligation, or responsibility on
behalf of Florence. This Limited Warranty provides specific legal rights which may vary from state to
state. This Warranty is not a warranty of future performance or a statement of the useful life of any
Florence product, but only a warranty to repair, replace, or refund.

Care and Cleaning
The surface of all Florence Manufacturing clear aluminum or powder coated
products may be cleaned of dirt or grime with a soft cloth dampened with any
mild detergent or properly diluted biodegradable, water-based cleaner, such as
“Simple Green™”. Wipe from top to bottom to avoid run-down. Avoid use of
abrasives, which might damage the product surface. Rinse with plain water and
dry. Avoid cleaning during extreme temperature conditions.
To varying extents, depending upon the color, it may be possible to remove
some spray-paint or marker-applied graffiti from powder coated surfaces by
using a stronger cleaner such as “Krud Kutter™” or a mild petroleum-based
solvent, such as mineral spirits. Test-clean a small area first, a few seconds at a
time. Do not allow chemical to remain on surface for an indefinite period, as
this may damage the surface of the product. Remove any residue left with a mild
cleaner, followed by water rinse as noted above.
Touch-up paint may be available from an Authorized Florence Dealer for those
products which utilize powder coating.

Return Policy
All product shipments are adequately packaged, but should be thoroughly inspected upon receipt, and prior to acceptance, for potential damage in transit. Returned goods
will not be accepted without an RGA (returned goods authorization) number, which must be obtained from the Authorized Florence Dealer with whom you completed the
transaction. In the event a product is authorized for a return, a minimum 30% restock will apply for standard stock products. Outbound freight and return freight is not
credited as part of the return. Custom orders and orders with options cannot be cancelled and will not be accepted for return, exchange, or refund.
