Philosophy of Interscholastic Athletic Program
Competitive interscholastic sports are an inherent part of the total education program for
students in the Chardon Local School District. When properly organized and conducted,
interscholastic athletics provide numerous opportunities for students to participate in
activities which promote growth and development, teach social and recreational skills, and
develop leadership qualities. These values are more readily attained when the program is
based upon accepted standards and practices developed by professional leaders in
education and athletics.
The major emphasis of interscholastic athletics should be equitable in order that full
learning and enjoyment may be realized from game participation. Every attempt should be
made to provide favorable playing conditions in order that the competitive experience of
the students may be wholesome and result in the attainment of desirable attitudes and
conduct.
The rules, regulations and supervision of the program should ensure the
maximum protection of the health and safety of the players.
The cooperation of administrators, athletic directors, and coaches at the Middle School and
High School levels is paramount to the success of the Chardon Interscholastic Athletic
Program and its maximum development for the benefits of all students. The experience
gained from being part of a team is invaluable at these grade levels. A vertical control
system is necessary to ensure the coordination of program and the sound development of
student skills and attitudes. Working in conjunction with the appropriate administrators,
the High School Athletic Director and Assistant to the Director of Activities shall have the
charge of implementing this philosophy.
In keeping with this philosophy, necessary
interscholastic guidelines shall be developed and become part of the Board of Education's
adopted Athletic Policy Handbook.

the students may be wholesome and worthwhile, resulting in the attainment of
desirable habits, attitudes and conduct.
9.
To ensure the maximum protection of the health and safety of the players by
providing the necessary rules, regulations and proper program supervision.

Coaching Staff Guidelines
Selection of Coaching Staff
Every effort will be made to attract and retain the highest caliber of coaches to work with
our student athletes. In accordance with State Law, and Board Policy, the district will
attempt to employ a certified teacher to serve in the coaching position.
In such cases, where no certified teacher of the district is qualified or interested in the
position, the position must be made available to a non-certified staff member. If no
certified staff member is qualified or interested in the position, then at that point the
district does have the right to employ a person who does not possess a teaching certificate
or license.
Vacancies in the athletic department will be filled in the following manner:

All vacancies will be posted by the High School Athletic Director or Assistant to the
Director of Student Activities.

Interested applicants must apply in writing to the High School Athletic Director or
Assistant to the Director of Student Activities.

A resume including certification, experience, and related credentials should
accompany the letter of application.

The selection process for each coaching vacancy will be determined by the High
School Athletic Director or Assistant to the Director of Student Activities and/or the
Building Principal/Superintendent.

The Head Coach of each sport will be given the opportunity to recommend a
potential Assistant Coach.

All recommendations for an athletic position will be made by High School Athletic
Director or Assistant to the Director of Student Activities with approval of the
Building Principal and forwarded to the Superintendent. Ultimately, the authority to
employ resides with the Board of Education.
Certification Requirements of Coaches:
All coaches, certified and non-certified, must meet all OHSAA and State Department of
Education regulations before they have contact with students, this includes certification or
re-certification of an approved Sports Medicine Course (Pupil Activity) and C.P.R./A.E.D.
Coaches must also provide proof of clear TB results through a medical test and a clear
24
background check through fingerprinting (FBI & BCI). This certification shall become part
of that individual's permanent personnel record.
Volunteer Coaches
It is required that all volunteer coaches acquire the annual certification or re-certification
of an approved Sports Medicine Course, including CPR/AED. They must also meet the
fingerprint background check and TB test as mentioned above.
Volunteer coaches must be in the presence of a Board approved athletic coach at all times.
All volunteer coaches must be approved by the Board of Education.
All volunteer coaches are expected to carry out the aims and objectives of the Head Coach.
He/she should also become familiar with and adhere to the philosophies, goals and
objectives of the Athletic Department.
Dealing with the Media
All representatives of the Chardon Local School District shall use sound judgement in
dealing with the media to develop positive communications.
Specific guidelines in dealing with the media include:





Keeping all comments phrased in a positive manner whenever possible;
Avoid inflaming remarks regarding officials, opponents, etc.;
Avoid comments pertaining to student privacy matters (Ex.- discipline, etc.);
Avoid negative comments about student performance;
It is also suggested that coaches dedicate time in the preseason to speaking to athletes
on how THEY should speak to the media should the opportunity arise.
Clinics/Conferences
A coach should take advantage of opportunities presented for self-improvement.
Attendance at clinics or conferences in specific fields or similar in-service training
programs is encouraged. In addition, keeping abreast of current literature in professional
journals, newspapers and magazines, and utilizing enrichment materials in other media
forms are encouraged.
Professional Leave to attend athletic clinics, conferences, and/or state tournaments must be
approved by the Chardon High School Athletic Director or Assistant to the Director of
Student Activities, the Building Principal, and the Superintendent.
Reimbursement for expenditures by athletic staff members will be as outlined by the High
School Athletic Director or Assistant to the Director of Student Activities.
25
Time in the classroom and the education of students are the coaches' first obligation.
Coaches are asked to use their discretion, to plan ahead, and to set priorities for which
athletic clinics, conferences, and/or state tournaments they would like to attend for the
year.
Practice Procedures
It is recommended that practice sessions be limited to 2 (two) hours in length. However,
coaches may use their own discretion to vary the length. Middle School practices will
adhere to current league guidelines.
Practices should be organized and the day's procedures should be written and in the
possession of all those supervising.
All practices held when school is not normally in session (i.e. weekend or vacation) must
be cleared through High School Athletic Director or Assistant to the Director of Student
Activities.
A written schedule of practice times must be provided to all participants and the through
the High School Athletic Director or Assistant to the Director of Student Activities. The
Middle School Coaches must also provide a practice schedule to the Building Secretary.
Every effort should be made to inform all participants and the High School Athletic
Director or Assistant to the Director of Student Activities of any changes in the practice or
game schedule that may occur.
If school is closed due to inclement weather and weather conditions improve, nonmandatory practices may be held with the superintendent's approval through the High
School Athletic Director or Assistant to the Director of Student Activities. It is the
responsibility of the High School Athletic Director or Assistant to the Director of Student
Activities and coaches to coordinate practice times with other in season sports and secure
access to the building.
It is the coaches’ responsibility to be aware of all weather conditions that may affect the
safety of student athletes. If thunder and lighting are present during an outdoor practice,
all participants must be moved to shelter. Once the threat of storm has passed, practice
outdoors may resume.
Game Procedures
26
It is the responsibility of the High School Athletic Director or Assistant to the Director of
Student Activities and/or the Faculty Manager to coordinate all home games. In contests
where no admission is charged, with the exception of those contests that require the use of
a scoreboard, the responsibility of game preparation rests with the coach. In all other
contests, it is the responsibility of the coach to aid the High School Athletic Director or
Assistant to the Director of Student Activities and/or the Faculty Manager.
Supervision of Contests:
It is the responsibility of each coach to set clear expectations of student athletes’ conduct
during contests as a student athlete in the Chardon Local School System.
Athletic Injury Procedures
Every reasonable effort will be made by the athletic department and the coaches to insure
the safety and well being of all student athletes. Each coach is responsible for advising
his/her players on all safety procedures and cautioning athletes in the proper use and
wearing of safety equipment.
It is highly recommended that each coaching staff educate athletes regarding the "dangers
and risk factors" inherent in their sport.
In the case where a student athlete is injured, a coach and/or a certified sports medicine
trainer shall use discretion in determining the severity of the injury.
When an injury has been determined to be non life threatening or does not require
emergency medical attention, the following procedure shall be used:
1.
A coach and/or an athletic trainer will treat the injured student athlete to the best of
their ability.
2.
A coach and/or an athletic trainer will contact a parent or guardian about an injury
that may require further medical attention.
3.
A coach and/or an athletic trainer will complete an Injury Report Form (see
Appendix A) for all injuries that prevent a student athlete from participating in a
practice or contest. Copies will be filed in the High School Athletic Director or

A coach and/or an athletic trainer will notify the High School Athletic Director or
Assistant to the Director of Student Activities and/or the Building Principal within 24
hours following the injury.

Appendix A) within 24 hours following the injury. Copies will be filed with in the
High School Athletic Director or Assistant to the Director of Student Activities office
and in the Training Room for High School student athletes.
When a student athlete has been the victim of an illness or injury which requires
medical attention by a licensed physician, the student athlete will not be permitted to
participate in practices or contests until an authorized written release or permission
from his/her doctor has been submitted to his/her coach or athletic trainer and placed
on file.
Team Selection Process
All student athletes and their parents will be informed about the criteria used to select a
squad. The coach has the responsibility to see that each student athlete understands the
criteria and process.
Tryouts will be made to ensure adequate time to evaluate candidates. The length of tryouts
shall be determined by the coach; in coordination with the High School Athletic Director
or Assistant to the Director of Student Activities.
The coaching staff of each sport will participate in the evaluation process of each student
athlete in a fair and equitable manner. The Head Coach and his/her coaching staff will be
responsible for making the final decision with respect to the Varsity, JV, and Freshmen
squads of each sport. At the Middle School, the grade level coach will select his/her
squad. Every attempt will be made to encourage full participation at the Middle School,
28
Freshmen, and JV levels, taking into consideration the following limitations: equipment,
the number of uniforms, facilities, and supervision.
Prior to the selection of each squad, consultation with the High School Athletic Director
or Assistant to the Director of Student Activities is required.
A conference will be held with each student athlete cut from the squad if requested by that
student athlete. During the conference, the coach will explain the reasons why the student
did not make the team and suggest possible alternatives for improving skills, therefore,
enhancing the student athlete's opportunity for making he team in the future. If the coach
anticipates a problem, it is recommended that the High School Athletic Director or
Assistant to the Director of Student Activities become involved and the parent be
contacted and encouraged to become involved.
A student athlete completing a fall or winter sport will also be guaranteed a tryout to
demonstrate ability and skill before final cuts are made in the next sport. Every attempt
will be made to give each student athlete the same amount of time to demonstrate skills.
Fundraising Procedures
All requests for fundraising must be submitted to the Building Principal for approval.
Final approval must be granted by the Superintendent prior to beginning a fundraiser. No

building Principal with the approval of the Superintendent. Each Principal submits to the
Superintendent a list of the proposed sales or fund drives which the school plans to
conduct during the school year and the purpose for which the funds are going to be used.
The Superintendent then indicates his/her approval or disapproval within the limitations of
the above criteria.
Funds derived from approved student fund-raising activities are handled by the Treasurer’s

Parent/Coach Communication Guide
Introduction
We are pleased that your son/daughter has chosen to participate in the interscholastic
athletic program of the Chardon Local School District. A goal of the athletic department is
to provide our student athletes with the best environment in which their sport experience
may be as rewarding as possible. We believe that this goal may not be realized without
appropriate lines of communication available to all parties involved.
This
“Communication Guide” has been developed to help coaches, parents, administrators and
student athletes communicate more effectively.
Communication You Should Expect From The Coach








Philosophy of the coach.
Expectations the coach may have for your child and the team.
Location and times of all practices and contests.
Team requirements i.e. fees, special equipment, eligibility, attendance, off-season
conditioning, etc.
Procedures to follow should your child become injured during participation.
Athletic Code of Behavior policy and any additional rules that may affect your
child’s participation.
Requirements to earn a letter.
Disposition of lost/outstanding equipment at the end of the season.
Communication The Coach Should Expect From Parents And Athletes



Concerns expressed directly to the coach first.
Notification of schedule conflicts well in advance.
Special needs of the athlete i.e. physical limitations that may not be obvious to the
coach.
Appropriate Concerns To Discuss With The Coach



The treatment of your child mentally and physically.
Ways to help your child improve.
Concerns about your child’s behavior.
38
As your child becomes involved in the various athletic programs of the Chardon Local
School District, it is our hope that he/she will experience some of the most rewarding
moments of his/her life. It is important to understand that things may not always go as you
or your child wishes. At these times, discussion with the coach may be desirable (in fact is
encouraged) to clear up the issue and avoid any misunderstanding.
Areas Not Appropriate To Discuss With The Coach



Playing Time/Position Assignment
Team Strategy/Play Calling
Matters concerning other student athletes
Many aspects of the highly emotional and dynamic setting of interscholastic athletics are
often questioned. These may include decisions made by coaches, administration, officials,
athletes, parents, and fans. As you have seen from the previous list, certain concerns can
be and should be discussed with your child’s coach. Other items must be left to the
discretion of the coach. Our coaches are professionals. They make judgment decisions
based on what they believe to be best for all student athletes under the circumstances
present.
Procedure To Follow If You Have A Concern To Discuss With The Coach
There are situations that may require a conference between the coach and parent. Such a
meeting is encouraged when necessary. It is important that both parties have a clear
understanding of the other person’s position. Each should be willing to listen. The
following procedure should be followed to help promote a resolution of the issue.

Contact the coach to set up an appointment.

If the coach cannot be reached after a reasonable period of time, call the High
School Athletic Director or Assistant to the Director of Student Activities. An
appointment with the coach will be arranged for you.

Important… Please do not confront a coach before or after a contest or practice
session. These can be emotional times for both the parent and the coach. Meetings
of this nature do not promote resolution and in fact often escalate the issue.
The Next Step
What can a parent do if the meeting with the coach does not provide a satisfactory
resolution? Although total agreement may not always be reached, most often such a
meeting does afford the opportunity for productive discussion and better understanding. If
the parent desires further communication, please call the High School Athletic Director or
39
Assistant to the Director of Student Activities to discuss the situation. The appropriate
next step will be determined.
40
Chain of Command
The Chardon Local School District in conjunction with its’ Athletic Department follows
the chain of command listed at below. We ask that you observe the order of this line if you
elect to pursue any concern you may have with regard to the Athletic Program.

Athletic Boosters Association
Statement of Purpose:
The purpose of the Chardon High School Athletic Boosters Association is to assist the
Chardon Board of Education in supporting and sustaining a program of interscholastic
athletics for both boys and girls as a valuable and integral part of the total school
experience for the students of the district and as an appropriate focal point of interest for
the people of the community.
The Association will undertake projects to raise funds for use by the Chardon High and
Middle School Athletic Departments for uniforms, equipment and supplies and by the
Board of Education for the improvement of athletic facilities.
The Association will also undertake projects designed to cultivate clean wholesome school
spirit and pride, good sportsmanship and high ideals of character.
The Association will act as a forum for ideas originating with the people of the community
for projects relating to Chardon Local Schools’ athletes. They will work cooperatively
with the Chardon High and Middle School Athletic Departments and the Board of
Education in an advisory capacity to bring about improvement in Chardon Local Schools
athletics, athletic facilities and related athletic matters.
The Association will not, however, seek in any way to direct or interfere with operational
or administrative policies of the school officials who have the responsibility of conducting
the athletic programs of the district. Nor will it ever do anything which violates the rules
of the Ohio High School Athletic Association or which in any way jeopardize the
membership of the school district in the OHSAA.
Membership in the Association is open to any person who is interested in the purposes
listed above.
The High School Athletic Director and Assistant to the Director of Student Activities shall
act as the liaison person between the Athletic Boosters Association and the school and
shall serve as an interpreter of school policy. The High School Athletic Director and
Assistant to the Director of Student Activities should be a permanent member of the
Athletic Boosters Association governing body and should suggest direction to the
association's projects and for the expenditure of funds.
42
Student Athlete Guidelines
Expectations
Participation in athletics is a privilege, not a right. Since student athletes are in a
highly visible position, they are expected to conduct themselves in an exemplary manner at
all times which will positively reflect on them, their family, the team, the school, and the
community.
Student athletes who participate in the Interscholastic Athletic Program in the Chardon
Local Schools are expected to adhere to the Basic School Policies and the Student
Discipline Code as listed in the Student Handbook and adopted by the Chardon Local
School District Board of Education. The Code of Student Conduct, including the
Administrative Actions which result from discipline infractions, applies to all student
athletes. Moreover, a student athlete can be denied participation in contests or removed
from a team for a breach of the Student Discipline Code or a violation of policies
established by the OHSAA and the Athletic Department, including a violation of the
Training Rules and/or specific Team Rules established by the coaching staffs of individual
sports.
Student Athlete, who is disciplined in school for a breach of the Student Discipline Code,
must understand that it may directly affect their ability to participate in athletics.
1.
A student who serves a detention after school may be late for a practice or contest
which may result in further disciplinary actions from the coach.
2.
A student who is suspended, in-school or out-of-school, would not be allowed to
participate in practices or contests during the length of his or her suspension. This
may also result in further disciplinary actions from the coach.
As a prospective student athlete, you are expected to accept seriously the responsibility
and privilege of representing your school and community while participating in
interscholastic athletics. School and Athletic Department personnel expect you to treat
opponents with respect; accept the judgment of contest officials; abide by contest rules;
display no behavior that could incite fans or other participants in the contest or which is
intended to embarrass, ridicule or demean others under any circumstances; cooperate with
officials, your coaches and other participants to ensure a fair contest; live up to the high
standard of sportsmanship that has been established by the Chardon Local School District.
43
Eligibility
The eligibility standard to be maintained, as set by the OHSAA and Chardon Local School
District, is determined by grades the student-athlete earned the preceding grading period.
Semester averages and yearly averages have no effect on eligibility. Students in grades 912 must be currently enrolled in school and receive passing grades in a minimum of five
one-credit courses, or the equivalent, in the immediately preceding grading period. In
addition, students must receive a minimum of a 1.5 G.P.A. and receive no failing grades
(F’s) in the immediately preceding grading period. Students on an Individualized
Education Plan are exempt from the G.P.A. requirement, but not the Failure requirement.
Summer school grades cannot be used to substitute for failing grades earned the final
grading period of the regular school year.
There are other factors that pertain to eligibility. Please refer to the O.H.S.A.A. eligibility
pamphlet distributed at the beginning of each athletic season for full guidelines. It is the
responsibility of the student athlete and parent in conjunction with the Guidance
Department to make sure that the student athlete is scheduled into at least 5 credits per
grading period. Any concerns or doubts about eligibility should be brought to the attention
of the Guidance Department, the High School Athletic Director or Assistant to the Director
of Student Activities, the Building Principal, and the Coaches.
Training Rules
The Chardon Local School District expects certain standards from the student athletes who
participate in its Athletic Program. All student athletes who are participating in a sport are
expected to adhere to the following training rules established by the Athletic Department
and approved by the Chardon Local School District Board of Education.
In addition, all athletes are expected to adhere to their individual team rules established by
the coaching staff of a particular sport and approved by the High School Athletic Director
or Assistant to the Director of Student Activities and/or the Building Principal.

the day in order to be eligible to participate in
an athletic practice or contest scheduled that same day. Under certain circumstances this
rule may be waived by the High School Athletic Director or Assistant to the Director of
Student Activities.

A student athlete may be given further disciplinary action by the coaching staff of their
sport as a means of stressing academic importance.

rules will be as follows:
1.
The disciplinary action taken will be at the discretion of the coaching staff of a
particular sport that will use sound and professional judgment in determining the
severity of the incident or occurrence.
2.
The disciplinary action taken will be in accordance with the policies set forth by the
Chardon Local School District and the OHSAA and with consultation and approval
from the High School Athletic Director, the Assistant to the Director of Student
Activities, and/or the Building Principal.
3.
The disciplinary action taken may be a conference between the coaching staff and the
student athlete and/or parent, High School Athletic Director and/or Building
Principal.
4.
The disciplinary action taken, depending upon the severity of the incident may result
in a student athletes' suspension for one or more contests, dismissal from the team, or
removal from athletics for one or more years.
5.
During the athletic suspension of a student athlete, the coach may or may not require
the athlete to be in attendance at practices or contests.

him/her by the Athletic Department. Failure to return or pay for lost or damaged uniforms
or equipment will result in his/her report card and school transcripts being held.
Student athletes may be required to purchase some parts of their uniforms. (i.e., shoes,
spikes, socks, stirrups, hats, headgear, undergarments, etc.)
46

47
Transportation and School Bus Regulations
It is the responsibility of the Chardon Local School District to provide transportation to
and from all away athletic contests. In the event appropriate school transportation is not
desired or not necessary, private automobiles may be driven by school personnel
providing they have fulfilled all State of Ohio requirements. Under no circumstances
will student athletes be permitted to drive to away contests. In special cases, it may be
necessary for a student to travel to or from away contests with his/her parent. This may be
done only if a direct request has been made by a parent to the supervising coach of the
