PROJECT NARRATIVE
Please attach material, which responds to the follow five items in the order that they are
presented.
1. In a brief paragraph, describe the project and its purpose, how and when it will be
accomplished, and why it is important.
Artpark provides open space, natural and cultural heritage, and recreation as key resources in
attracting visitors from outside the local area that stimulate the local economy. The purpose of
the project addresses several issues concerning the size and condition of the facility, including
inaccessibility, the lack of ADA-compliant facilities, as well as the inability to serve the demands
of visitors that come into the Park. The project will improve viewing/seating for the 8,000 or
more patrons who attend concerts in the amphitheater once or more per week; will provide safe,
navigable pathways to all areas of the Park for those that require special needs; and will provide
ADA-compliance in restrooms and access to the viewing areas that are currently limited or not
available.
Artpark is requesting initial funding for a Capital Improvement Project to attract visitors to
experience the grandeur of the Niagara Gorge in a park setting and to provide a platform for the
performing and visual arts that serves and supports the local economy. This project will be
broken down into five (5) Phases, as follows:
Phase 1 - Seating Viewing Area Improvement Project:
During many performances, a substantial portion of the audience cannot view the stage,
performers, or the majestic views of the Niagara Gorge that serves as the amphitheater’s
backdrop. Phase 1 will entail re-grading and re-shaping the existing lawn seating area to provide
all audience members with unobstructed views of the stage and to provide ADA-compatible
access. A new viewing/seating area will offer reasonable access for an aging population and will
encourage participation by families and park users of all ages.
Phase 2 - Infrastructure Improvements:
Phase 2 will require some improvements in infrastructure. This will include all drainage, water,
sewer and electrical upgrades as well as provide ADA-accessibility and stairways to the
amphitheater and concession areas.
Phase 3 - Amphitheater Improvements:
Phase 3 is to upgrade and improve the stage and loading dock area for all performances.
Pavements will need to be installed to provide access to the “Green Room” as well as to provide
a pathway for the movement of equipment to the stage and access to supporting buildings.
Phase 4 - Support Buildings:
Improvements will include ADA-compliant restrooms and concession modular buildings, a
wooden observation deck, and a sponsor-area canopy with supporting fencings and gates.
Phase 5 - Conference Center & Administrative Offices:
Phase 5 will provide an interpretive center, a meeting/press room, an educational office for the
arts, staff offices, and restroom facilities.
This project is a major factor in the economic vitality of the community, as Artpark brings over
500,000 visitors annually to Lewiston and is a key theme for local businesses with an influx of
dollars to restaurants, retail stores, hotels, as well as real estate. The economic impact also
affects the Village’s parts suppliers, vendors, and contractors. Artpark provides youth
employment by hiring summer staff, actors, technicians, maintenance workers and guides.
The benefits to the taxpayer for this venue of recreational tourism result from expenditures
reliant on local visitors associated with travel, lodging, eating, retail and service businesses.
These expenditures support jobs, personal income, and government revenue. The pooling of
resources of over 34 sponsors has continued to support the growth of Artpark. However, due to
the substantial increase in State budget cuts, aid from the State is no longer available and thus the
need for commitment from private businesses and sponsors has become critical in order for
Artpark to continue to offer events for the community.
2. Referring to the Niagara River Greenway Plan, clearly document and describe how the
proposed project will advance the Niagara River Greenway vision including the goals, principles,
and criteria that define that vision.
Niagara Greenway Vision Statement:
The Niagara River Greenway is a world-class corridor of places, parks and landscapes that
celebrates and interprets our unique natural, cultural, recreational, scenic, and heritage
resources and provides access to and connections between these important resources while
giving rise to economic opportunities for the region.
Artpark thrives on smart growth, natural resource protection, and its forefront with energy
conservation. This Park was created from recycled soils from NYPA's excavation of its reservoir
dams, creating a picturesque park that serves as a backdrop for artistic expression and
development. The open space, natural and cultural heritage, recreation, and state-of-the-art
entertainment that Artpark provides to the surrounding community are key resources in attracting
visitors from outside the local area that stimulate the local economy.
The Artpark Capital Improvement Project will promote and further the vision of the Niagara
River Greenway by supporting public parkland along the Niagara River to serve as a
recreational, educational, and scenic gateway for visitors to the Greenway Corridor.
This project incorporates several goals of the Greenway Commission, and the project will
support an accessible, unified, environmentally friendly, and revitalized corridor to improve the
experience of many visitors and that highlights the natural beauty, cultural diversity, and historic
significance of the Niagara River. These goals are as follows:
GOALS
Improve Access
This project will increase the safety and convenience of access for visitors to the lawn seating
area of the amphitheater, and will facilitate significantly improved ADA-compliant access from
the Upper parking lots. Artpark has many performances throughout the 13 week summer season,
and these performances can be viewed at a substantial distance from the lawn seating area.
Senior citizens make up a significant portion of the lawn-seating audience and the improvements
in this project will enable them to access the facility in areas much closer to the stage.
Performances and events in the current amphitheater attract over 250,000 patrons annually, over
half of which must access the venue from the upper parking lot and down a steep hillside. The
construction of new stairs down this hillside is vital to improve the access and safety for the
many visitors with a variety of needs during Artpark’s heavily attended events. This project also
incorporates the installation of ADA-compliant restroom facilities and walkways that will
provide all visitors with improved access to all points of the Park.
Make Connections
Visitors attend Artpark events from all over Western New York and Southern Ontario. Artpark’s
mission is to continue its success in attracting people from all over the region with facilities that
are safe, useful, and accessible for all. New stairs and improved, ADA-compliant walkways will
improve the environment of the facility and help to sustain the support of users from the region.
In a literal sense, the new stairs will connect the upper level of Artpark to its lower level, thus
servicing the needs of all park visitors moving through the park.
Celebrate History and Heritage
Artpark is located in a unique, pristine setting at the base of the Niagara Escarpment on the
Niagara River. Artpark possesses a rich history, as it was the gateway for traders during
colonial America where they would begin their portage from the lower Niagara River to the
upper Niagara River. The natural geography on which Artpark is now situated was recently
reconfigured as a result of the construction of a nearby Niagara Power Authority project. This
project includes an interpretive center that will describe 400 years of history, from Artpark’s
importance as a colonial era transportation route to the Park’s assumed role as a repository for
millions of tons of excavated stone that remain from the construction of the power project.
Promote Long Term Sustainability
Artpark & Company, Inc. will ensure that the proposed Park improvements are designed for
long-term durability and will make certain that they are conscientiously maintained to remain
an attractive facility. The newly installed stairway will have a design for a 50-year lifespan, and
will be maintained in order for it to remain an attractive and safe means for access and
movement through Artpark. Artpark & Company, Inc. working with NYSOPHP is committed to
providing the stewardship necessary to appropriately maintain the stairways, amphitheatre,
ADA-compliant restrooms and additional facilities that will be significantly improved and
upgraded during the five phases of this project.
Spark Revitalization and Renewal
Artpark generates millions of dollars annually in revenue and expenses through its various
programs, shows, and concerts. By increasing the attractiveness and accessibility of the lawn
seating area, amphitheater, and park facilities including ADA-compliant restrooms and an
interpretive center, Artpark & Company, Inc. will increase visitors’ satisfaction with the facility
which in turn will result in repeat visitation. Visitors to Artpark are also customers to the many
bars, shops, and restaurants in Lewiston. Improving Artpark is also an effort to improve the
economic revitalization of the Village of Lewiston.
Extend Olmstead’s Legacy
Currently, the Village of Lewiston and surrounding community has limited public recreational
property available for the enjoyment of residents and visitors. Due to the recent increase in
population and the number of visitors to the Park during summer entertainment events (a trend
that is expected to continue), the Artpark Capital Improvement Project will provide local
residents and visitors from the region with improved access from parking areas to the Park's
amphitheater, lawn seating area, and all other areas of Artpark. Additionally, the project will
provide supplementary ADA-compliant amenities, including walkways and restrooms, to
provide safer, more accessible conditions for its users, particularly those requiring special needs.
GUIDING PRINCIPALS
The implementation of the Artpark Capital Improvement project will meet the guiding
principles of the Niagara Greenway Commission as follows:
Excellence
Artpark, with its location on the Lower Niagara River, offers spectacular views of the scenic
vistas of the Niagara Gorge from atop of the proposed stairways. Maintaining access to this
viewing area will provide the Niagara River Greenway with a project and facility upgrade that
will continue Artpark’s mission to meet world-class standards and to provide facilities and
amenities that can be easily accessed and used by all visitors.
Accessibility
The addition of new stairs down the hillside from the upper parking lot will increase access to
the lawn seating area, amphitheater, and scenic vistas for viewing. Improved walkways will
provide access to ADA-compliant restrooms and facilities for those who require special needs
and accommodations.
Public Well-Being
In addition to the newly constructed stairs, additional improvements to access and safe pathways
will promote physical and emotional wellness by providing safe and convenient access to the
scenic viewing area at the top of the stairs and to the very heavily attended open-air rock
concerts in the amphitheater. They will also provide greater opportunity for safe and convenient
access to the lawn area for more serious cultural events on the main stage. Overall, the
improvements will improve the public well-being by providing better accessibility for all
visitors to Artpark including visitors requiring ADA-compliant facilities.
Connectivity
The Artpark Capital Improvement Project will facilitate increased access to all areas in Artpark,
and will serve as an entertainment and recreational destination for nearby visitors and the
surrounding region. The improvements in the Park's stairways and pathways will allow for
better connectivity of the Park’s facilities such as the new ADA-compliant restrooms, the
interpretive center, as well as parking areas to the Mainstage and amphitheater viewing areas. In
addition, Artpark is the trailhead for three major trails along the Niagara River; 1: The Lower
Trail that hugs the River bank; 2: The upper trail that head towards the escarpment; 3: Route18F
that connects to Old Fort Niagara. Artpark will also connect to the planned Lewiston Pathway
being design to connect Devils Hole State Park to Lewiston and into Artpark.
Restoration
Artpark has long been an international destination for visitors seeking out leisure recreation,
entertainment performances and visual arts, and the scenic beauty that the Park offers with its
location on the Niagara River. The proposed Park improvements will address compliance with
the Americans with Disabilities Act, and features improvements to structures such as the paths
and walkways that are deteriorating, no longer meet the needs of the increasing population, and
presents hazardous, unsafe conditions for its users. The project is designed to encourage the
restoration of performing arts resources and equipment, Park facilities and amenities that serve
all of the Park’s users, as well as the safety of growing number of visitors who attend events at
Artpark each year.
Community Based
The Artpark facility, in general, is a community resource that has been in popular demand (and
drastically increasing) for summertime cultural events, access to the scenic views of the Niagara
Gorge, as well as access to hiking and fishing opportunities of the Niagara Escarpment and
Lower Niagara River. Providing improvements to the Artpark facility such as the new stairs,
amphitheater, infrastructure improvements, and ADA-compliant facilities will continue to satisfy
community interest in the facility. Artpark is one of the main resources for economic
development into the area by promoting local businesses and restaurants that generates millions
of dollars annually to the ten of thousands of visitors to Artpark
CRITERIA
Through the Artpark Capital Improvement Project, Artpark & Company, Inc., Inc. meets the
following criteria of the Niagara River Greenway Plan:
Priority Status
The Artpark facility provides opportunities for hiking, fishing, historical interpretation and
appreciation of the arts, live entertainment, and community gatherings. All of the improvements
to the facility, such as increasing access, safety and convenience, enhancing the audience’s view
of the amphitheater, and the infrastructure improvements in water, sewer, electrical, and drainage
are vital to the continued success of the facility.
Focus Area
Improvements to Artpark facilities will contribute to positive reactions of visitors in general and
on the quality of the experience while attending events due to access having been made easier,
safer and more attractive for all of Artpark’s visitors throughout the year.
Environmental Soundness
The construction of a new stairway down the hillside from the upper parking lot will not have a
measurable negative effect on the environment, other than meeting the legal disposal
requirements of the current materials. Artpark has gone through grading and shaping of the
landscape in previous projects, therefore the re-grading and re-shaping of the lawn seating area
that Phase 1 of this project entails will follow the same procedures to ensure compliance with all
legal requirements pertaining to disposal of materials.
Implementable
Artpark & Company, Inc. will be ready to begin construction on this project in the fall of 2010
following the completion of the Tuesday in the Park summer concert series. Preliminary plans
and specifications have been produced for this project.
Economic Viability and Local Sponsor
All maintenance and up-keep of the Artpark facility is provided by NYSOPRHP.
Matching Funding/Leveraging
The NYSOPRHP currently has a long-term agreement with the NYPA for use and maintenance
of the Artpark facility. The NYSOPRHP also has agreements with Artpark and Company, Inc.
for day-to-day operations and maintenance of the theater complex. Although the NYSOPRHP is
responsibly delivering most capital improvements to the facility, funding from NYS is no longer
available due to State budget cuts.
Consideration of Other Planning Efforts
The Artpark facility and its programs are consistent with the goals and vision of the Town of
Lewiston’s LWRP and its Comprehensive Plan.
Clear Benefits
Hundreds of thousands of arts patrons, hikers, walkers, fishermen and sightseers visit the Artpark
every year, and is an ever-increasing trend. Anything that can be done to increase the enjoyment
of their visit will support the quality of life for activities in the context of the Lower Niagara
River and its Greenway. The improvements would draw even more visitors in and convince
others to return for repeat visits, thus providing economic benefits to Lewiston and lessening tax
burdens on the residents. Live entertainment and Artpark’s summer concert series are a main
attraction during summer months, and the improvements that this project would make to Artpark
and its facilities will aid in attracting larger, well-known artists to perform for concert goers.

4. Describe the measures taken at the local level to gain community and government support for
this project (hearings, petitions, public surveys, resolutions of support or other methods). If this
project has been cited or described in a local planning document or some equivalent thereof,
attach copies of that documentation highlighting the sections that are relevant to the proposed
project. Describe the role of municipal agencies, stakeholder groups, consultants, volunteers or
others who will be involved in the proposed project.
The project proposes to replace dilapidated features in existing facilities and to construct
additional facilities and infrastructure improvements that currently inhibit safe access and ADAcompliancy for many of Artpark’s visitors. Artpark & Company, Inc. will respond to any new
and additional comments, which may be received during the Greenway consistency review
process and will meet with interested parties on an as needed basis. This project will provide
excellent opportunities for environmental and geological education, outreach, and community
involvement. Once completed, this project will:
1) Restore and protect ecologically and geologically significant landscapes;
2) Create/enhance public access to a natural resource;
3) Provide opportunities to teach young people about geology and ecosystems and the
associated challenges of restoration and open space protection;
4) Result in the restoration of an area, which has been long neglected and underutilized, and no
longer meets the needs of the surrounding community;
5) Protect and enhance those scenic, historic and cultural resources, which are readily
identifiable as valued parts of the common heritage of New York's citizens; by facilitating
convenient access to the Niagara River and Erie Canal; and,
6) Maintain the critical natural-resource-based industries, recreation, and tourism.
Describe and document the environmental setting and existing conditions at the proposed project
site. If you are not the owner of the property include a letter(s) or resolution(s) evidencing
support for the project by the owner. Provide photographs, conceptual plans and drawings that
show the site as it presently exists and the how the site will change with the addition of the
proposed project. Describe how your project will comply with the State Environmental Quality
Review Act (SEQRA). The existence of wetlands, significant upland and aquatic habitats, and
plant or animals species that are classified as rare, threatened, or endangered should be noted.
Explain how such natural resources will be protected and / or enhanced. Cite any relevant
project related studies.
SEQR process has been complete and public hearings have been conducted with the Town of
Lewiston, and the Village of Lewiston. Meetings with Village Citizen Advisory Panel for
Artpark have also been completed as have traffic studies, feasibility studies, acoustical surveys
and Artpark site plan.
Earl W. Brydges Artpark State Park is located at the base of the Niagara Escarpment and on the
banks above the Lower Niagara River. The amphitheater lawn seating area not only provides
outdoor seating for live stage concerts and performances, but also affords spectacular sunset
views (which will be drastically improved through the re-grading and re-shaping in Phase 1 of
this project) of the Lower Niagara River, Niagara Peninsula, Niagara Escarpment, Niagara
Gorge, the Lewiston-Queenston Bridge and the Niagara and Sir Adam Beck Power Projects.
The proposed project's improvements will allow the Artpark to continue its tradition of providing
residents of Lewiston and the surrounding community with open space for recreation,
environmental conservation, and live performing and visual arts.
