D300 Map
Community Unit School District 300 is one of the largest school districts in Illinois by enrollment.
The district covers 118 square miles, about 45 miles northwest of Chicago in Northern Illinois.
District 300 is based in Kane County and reaches into three other counties: McHenry, Cook, and
DeKalb. District 300 includes all or part of 15 municipalities, which are: Algonquin, Barrington
Hills, Carpentersville, Cary, East Dundee, Elgin, Fox River Grove, Gilberts, Hampshire, Hoffman
Estates, Huntley, Lake in the Hills, Pingree Grove, Sleepy Hollow, and West Dundee. For more

ISAT 2013 Test Results
Each spring, students in grades 3 through 8 in Illinois take the Illinois Standards Achievement Test
(ISAT). All of these students are tested in reading and mathematics, along with an additional science
assessment included at grades 4 and 7.
For the spring 2013 ISAT, Illinois made two major changes – one in performance scores, and the
other in content. The state raised the 2013 ISAT performance score expectations to better align with
the more rigorous and robust Common Core Standards.This essentially reset the former ISAT “cutoff ” scores to be more closely mirror the expectations of the upcoming new PARCC assessments that
are scheduled to take the place of ISAT in Illinois in 2014-2015. Essentially, a student had to score
higher on the 2013 ISAT in order to continue meeting/exceeding standards. The new performance
levels are expected to provide better information about college and career readiness.

In addition to the change in the 2013 performance cut scores, the state also aligned
approximately 20 percent of the 2013 ISAT questions to the Common Core Standards. Previously
the ISAT was aligned to the Illinois State Learning Standards.
More changes are coming for the spring 2014 ISAT! The state plans to completely align the
2014 ISAT to the Common Core Standards.

ACT 2013 Results
For the Class of 2013, the district-wide average composite score on the ACT college-entrance
exam was 20.9, which over the past five years represents a positive increase from 20.4 to 20.9.
The “composite score” includes the subtest scores in Reading, English, Math, and Science. The
ACT benchmark for college readiness is 18 in English, 21 in Reading, 22 in Math, and 24 in Science,
and the benchmark composite college readiness score is 21.

Advanced Placement (AP) Success
D300 students continued to be successful in 2012-2013 on their AP exams! The number of our
students enrolled in an AP course saw a 34 percent increase over the previous year, and the total
number of AP exams taken by students jumped 30 percent. This was the fourth year of increases
in D300. In addition, the number of students earning a “passing” score on at least one of the
highly challenging AP exams grew by an impressive 26 percent.

Efficient Education
Considering that tax dollars fund everything we do in public education, we believe
it is important to take a close look at financial efficiency in District 300.
One point of comparison is how much we spend per student relative
to other unit (grades K-12) districts in our region and the state. Below
you will see a chart illustrating this comparison, which highlights the
fact that D300 provides a rounded, quality education for a lower
per-student cost than most other districts.
OPERATING COST PER STUDENT:
REGIONAL COMPARISON
The average cost to educate a student is calculated by
multiplying the district cost by the district’s total “average daily
attendance” for the school year. This calculation is called the
operating expense per pupil, which in D300 has historically
been lower than the state average as well as the
lower than other unit (K-12) school districts in
Kane and McHenry counties.

three primary sources:
• Local revenue represents the
funding collected from local
property taxes, student fees and
interest income.

received from the state for
general state aid, transportation
reimbursement, special education

Tax Rate
Historically, District 300 has had one of the lower school district tax rates in the Kane and McHenry
County. With the recent decline of property values and the laws related property taxes in the State
of Illinois, the district tax rate has been increasing. The Property Tax Extension Limitation Law (PTELL)
protects the homeowners in a rising property value environment, and it protects the school district
in a declining environment.
The D300 tax rate is still lower than most districts in our region. We continue to spend less per
student than most of of these districts, and we spend $1,000 less per student than the state average.

Operating Funds
The operating funds are those funds that are used to track the financial reporting for
the operational costs of the district. They include the education, operations and maintenance,
transportation and Illinois municipal retirement (IMRF)/social security funds. The operating fund
balance represents the district’s cash on hand as of June 30. The fund balance includes the early real
estate tax payments that are received in May and June that are for the following school year. Due to
the successful passage of the educational fund referendum in 2005, the district has had a positive
fund balance since the 2006-2007. Historically, the district has had to borrow money to cover its
spring payrolls until it receives it early tax payments.
