Father’s bail relaxed to allow him to go on holiday

A JOHANNESBURG father accused of killing his daughter’s
boyfriend and the teen’s father on
Halloween got the thumbs up to go
on holiday over the festive season.
Retief Liebenberg, 46, appeared
briefly in the Benoni Magistrate’s
Court yesterday for the murder of
his
20-year-old
daughter
Chevonne’s boyfriend, 19-year-old
Dewalt “Poena” Visser and the
boy’s father, Dewalt Visser, 46.
The two were shot in Liebenberg’s home on October 31. He was
arrested on the same day and faces
two counts of murder.
At the request of the prosecution,
the case was postponed to February for further investigation.
Magistrate Ian Cox also agreed to
a request by Liebenberg to scrap
his bail conditions over the festive
season so that he could go on holiday to the South Coast.
He was released on R50 000 bail
on November 15 on condition that
he reported to the Benoni police
station every Monday, Wednesday
and Friday. He was also ordered
not to apply for a new passport to
replace his expired one.
Investigating officer Warrant
Officer Peter Mbonani told The
Times the state suspected Liebenberg had killed the two men after
discovering the younger Visser in
his house on the day of the incident.
“The accused did not approve of
the relationship. On the day of the
incident, he found them both in his
home,” Mbonani said.
Mbonani said on the day of the
incident, Visser snr had allegedly
received a call from his son, who
reported that Liebenberg “did not
want to let him go”.
“When his father got there,
[Liebenberg] allegedly shot them
both and they died on the scene,” he
claimed.

‘Timid black Muslim’ set alight at newlyweds’ door

RACIAL tensions are high in
Umzinto, on the KwaZulu-Natal
South Coast, after an Indian man was
arrested for allegedly setting alight a
young black man at the weekend.
The local community is demanding that Rojith Dayasagai, 43, leave
Riverside Park, the scene of Saturday’s incident.
“We are mobilising and will make
sure that he is removed,” a resident
said yesterday.
Dayasagai has been charged with
attempted murder after allegedly
pouring
paint
thinner
over
25-year-old Junard Moosa before setting him alight.
He appeared in the Umzinto Magistrate’s Court yesterday and was
not asked to plead. He was released
on R500 bail.
According to Lungile Lata, who
married Moosa’s brother a few
hours before the attack, her new
brother-in-law had come to the
newlyweds’ flat on Saturday night to
resolve a domestic dispute with his
girlfriend.
“We sorted out the problem and
agreed that his girlfriend should stay
with us for the night. We closed the
door behind him. A few seconds
later, we heard sounds of struggle,”
she said.
Lata said Moosa, a “timid black
Muslim”, and her neighbour,
Dayasagai, appeared to be “fighting”.
“It all happened so fast.”

Moosa is fighting for his life in

head to the tip of his toe. He is
unrecognisable.
‘‘We are just so scared that we may
lose him,” Lata said.
She said that though the family
was aware of the racial storm that
has been brewing since the incident
their priority was Moosa’s recovery.
“There was no argument. We can’t
understand what the fight was
about.”
But some community members
yesterday said justice has already
failed Moosa.
Simon Magudulela said: “R500 bail
for such a gruesome attack? I don’t
believe it.
“The police must keep [Dayasagai]
inside or we will escort him out of the
area.”
An Indian resident, who did not
want to be named, said she was
afraid that other Indians will “bear
the brunt” of the incident.
“I was informed that the community wants Indians to pay.
‘‘We were not behind this. We
must leave this matter to the police,”
she said.
KwaZulu-Natal police spokesman
Colonel Jay Naicker yesterday
confirmed that a case of attempted
murder was being investigated.
Dayasagai would appear in court
again soon, Naicker added.

Goldin

get parole

THE two men who were
accomplices in the kidnapping,
hijacking, robbery and murder
of actor Brett Goldin and his
friend, designer Richard
Bloom, will leave prison on
June 26.
Yesterday Jade Wyngaard
and Nurshad Davids, who
were sentenced to 12 years in
prison in 2006 for kidnapping,
hijacking and robbery, were
given parole.
Their bids for parole had
been denied in the past.
Goldin’s mother, Denise, has
fought to keep them behind
bars.
Shavaan Marlie and Clinton
Davids were sentenced to 28
years for murder.
There was a national outcry
when the naked bodies of
Goldin and Bloom were found
in an open field in April 2006.
Correctional Services
spokesman Simphiwe Xako
said the family did not contest
the decision to allow parole.
“Denise Goldin did not
attend the proceedings. [All]
the family wants is to feel safe.
“The men must show that
they are fully rehabilitated and
must express remorse,” he said.
Denise Goldin said it was
difficult to accept that the
accomplices to the murders
had been released after
serving only two-thirds of
their sentences.
She said she prayed that
they would be returned to
society as good citizens and
that they would not commit
another crime.
“One does feel bruised at the
outcome because Richard and
Brett can never get a second
chance.”

HE Mpenjati Honorary Officers invite
local and visiting families to explore
one of the the South Coast’s special little
conservation gems.
They are holding an open day at Mpenjati
Nature Reserve, situated about 9 km south of
Ramsgate, on the north and south banks of the
Mpenjati River and lagoon, on December 16.
An Ezemvelo KZN Wildlife reserve, Mpenjati preserves beautiful dunes, an unspoilt beach,
grasslands and marshes and the magnificent
Yengele Forest, a precious, pristine pocket of
the South Coast’s once extensive coastal forest.
It is home to a wide variety of birds and small
mammals like otters and blue duiker, so bring
along your binoculars.
The honorary officers will lead visitors on
three walks during the course of the day. There
will be a birding walk through the reserve at 8am,
a forest walk along the Ipithi trail at 11am and
a grassland walk to take a look at the reserve’s
wild flowers, including some indigenous orchids,
at 2pm. There will also be fun scavenger hunts,
with lucky draws, for children of 13 years and
younger, at 9am and 11am.
Even if you are not keen on walking, come along
and find out all about Mpenjati. Food and drink
will be on sale or you can pack a picnic hamper.

PROPOSED OIL AND GAS EXPLORATION ACTIVITIES
IN THE DEEPWATER DURBAN EXPLORATION AREA,
OFFSHORE OF THE EAST COAST OF SOUTH AFRICA
ExxonMobil Exploration and Production South Africa Limited (EMEPSAL) has
submitted an application for an Exploration Right with the Petroleum Agency of
South Africa (PASA) to explore for oil and gas reserves in the Deepwater Durban
Exploration Area offshore of the East Coast of South Africa.
In terms of Section 79 of the Mineral and Petroleum Resources Development Act
(MPRDA), an Environmental Management Programme (EMPr) covering the proposed activities must be prepared and submitted to PASA for consideration and
for approval by the Minister of Mineral Resources. The EMPr will evaluate the
potential environmental and social impacts of the proposed activities and provide
mitigation and management measures to help avoid and reduce negative effects.
PASA accepted EMEPSAL’s application on 22 November 2013 and the EMPr is
due to be submitted to PASA by 18 March 2014.
Background Information
The Deepwater Durban Exploration Area is located far from the coast and in deep
water. It is approximately 50 km offshore of the East Coast of South Africa at its
nearest point. The easternmost extent of the Exploration Area is approximately
380 km from the coast. The total area of the Exploration Area is approximately
50,000 km² with water depths that range from 2,200 to 3,600 metres.
Proposed Activities
EMEPSAL have proposed an initial three year exploration programme.
The proposed minimum programme would comprise the acquisition of airborne
geophysics data (7,000 km2) and the licensing (and possibly acquisition) of 2D
seismic survey data (2,600 line km). EMEPSAL may however acquire additional
airborne geophysics data (up to a total of 40,000 km2) and licence and acquire up
to a total of 4,300 line km 2D seismic survey data.
Depending on the results from these surveys, the following activities may then be
undertaken:
2D and/or 3D seismic surveys
Seabed surface heat flow measurements
Seabed and water column sampling
Multibeam echo sounder and sub-bottom profile survey
Autonomous Underwater Vehicle (AUV) survey
The additional activities would be carried out in sequence or parallel and the
schedule for these activities has not yet been determined and would be dependent
on the result of the initial surveys.
Invitation to Provide Input and Comment
Environmental Resources Management Southern Africa (Pty) Ltd (ERM) has been
appointed to assist EMEPSAL in preparing the EMPr. As part of the process, input
and comment on the proposed activities is being solicited from stakeholders and

HE father of a slain
French soldier has described how disarmed
Muslim fighters in the
Central African Republic were
lynched by a Christian mob in
harrowing testimony that
raised the spectre of a new
wave of sectarian killing in the
troubled state.
Defence Minister Jean-Yves
Le Drian admitted yesterday
that France’s mission to pacify
its former colony represented a
much more difficult operation
than the military intervention
against Islamist rebels in Mali
earlier this year.
And those remarks were
borne out by Philippe Vokaer’s
account of his final contact
with his 23-year-old son Nicolas, one of two French paratroopers killed in a firefight
while on a night patrol in the
capital, Bangui, on Monday.
“We had a text exchange the
same evening,” Vokaer sr told
French daily Le Parisien. “He
had witnessed some atrocious
scenes. As soon as the French
soldiers disarmed the Muslim
militia, they saw them being
lynched by a Christian mob in
the middle of the street. There
was nothing the army could do
to stop it.”

Curfew
Despite those fears, the situation in Bangui, where hundreds were slaughtered with
clubs and machetes last week,
appeared generally calm yesterday, with residents suggesting

Bernard Madoff, Frank DiPascali said he knew his boss was
running an illegal scheme.
But the long-time aide also
insists he believed Madoff ’s
claims that he had hidden assets to cover his customers’ liabilities – until a meeting in
Madoff ’s office in late 2008.
“He said, crying: ‘I’m at the
end of my rope’,” DiPascali testified in a New York yesterday.
“He added, ‘I don’t have any
more goddamn money. The
whole thing is a fraud’.”

PROPOSED OIL AND GAS EXPLORATION ACTIVITIES IN THE
DEEPWATER DURBAN EXPLORATION AREA,OFFSHORE OF
THE EAST COAST OF SOUTH AFRICA
ExxonMobil Exploration and Production South Africa Limited (EMEPSAL) has submitted an application for an
Exploration Right with the Petroleum Agency of South Africa (PASA) to explore for oil and gas reserves in
the Deepwater Durban Exploration Area offshore of the East Coast of South Africa.
In terms of Section 79 of the Mineral and Petroleum Resources Development Act (MPRDA), an Environmental
Management Programme (EMPr) covering the proposed activities must be prepared and submitted to PASA
for consideration and for approval by the Minister of Mineral Resources. The EMPr will evaluate the potential
environmental and social impacts of the proposed activities and provide mitigation and management
measures to help avoid and reduce negative effects.
PASA accepted EMEPSAL’s application on 22 November 2013 and the EMPr is due to be submitted to PASA
by 18 March 2014.
Background Information
The Deepwater Durban Exploration Area is located far from the coast and in deep water. It is approximately
50 km offshore of the East Coast of South Africa at its nearest point. The easternmost extent of the Exploration
Area is approximately 380 km from the coast. The total area of the Exploration Area is approximately
50,000 km² with water depths that range from 2,200 to 3,600 metres.
Proposed Activities
EMEPSAL have proposed an initial three year exploration programme.
The proposed minimum programme would comprise the acquisition of airborne geophysics data
(7,000 km2) and the licensing (and possibly acquisition) of 2D seismic survey data (2,600 line km). EMEPSAL
may however acquire additional airborne geophysics data (up to a total of 40,000 km2) and licence and acquire
up to a total of 4,300 line km 2D seismic survey data.
Depending on the results from these surveys, the following activities may then be undertaken:
• 2D and/or 3D seismic surveys
• Seabed surface heat flow measurements
• Seabed and water column sampling
• Multibeam echo sounder and sub-bottom profile survey
• Autonomous Underwater Vehicle (AUV) survey
The additional activities would be carried out in sequence or parallel and the schedule for these activities has
not yet been determined and would be dependent on the result of the initial surveys.

their homes in central China drank pesticide in Beijing in a desperate bid for attention that underscores
the failures of a decades-old petitioning system.
The 12 survived the protest yesterday after police

for poisoning, said Wang Yuping, one of the residents.
Chinese petitioners sometimes are driven to extreme measures as their frustration boils over after

We on the Greater South Coast value the influx of tourists and to that
end, Ugu South Coast Tourism and
other promoters have prepared a
number of entertaining and captivating events and activities within our
busy summer season programme.
Our intention is to offer a set of
events at selected locations that will
create pockets of high activity yet at
the same time allow our visitors to relax on beaches and locations that do
not have busy event schedules.
We also have endeavoured to ensure that visitor comfort and peace of
mind are realised and to this end, we
encourage residents and visitors to
treat our natural and social environments with respect and to adhere to
our by-laws and law enforcement requirements.
We appeal to all and sundry to act
in a responsible manner, especially
when it comes to use of the beaches
and sea, alcohol and vehicles.
There is no doubt that if we show
civility to all who are here, our festive
season will be enjoyable for all.

e-Learning strategy

raise funds for Oneway’s Christmas
outreach
programme.

FRIKAANS artist and previous top 10 SA Idols
contestant David Fourie will host a number of
concerts on the South Coast to raise funds for
One Way’s Christmas outreach programme on 22 and
23 December.
Fourie will be at Southcoast Mall and Shelly Centre
on16and17Decemberatnoonand11amrespectively for a promotion show followed by a meet-andgreet. Another show takes place at the Wild Coast Sun
on December 17 at 5.30pm. Tickets are R75.
He will then entertain at the Margate Mardi Gras
on 18 December at 7.30pm and at the TO Strand Holiday Resort in Leisure Bay on 19 December at 7.30pm.
Tickets cost R50.
Fourie’s next concert takes place at Port Edward
Holiday Resort on 20 December at 7.30pm. Tickets

THE Esayidi FET College launched its eLearning strategy at the Port Shepstone Country Club on Thursday.
“e-Learning is a form of flexible
learning and falls under the category
of distance learning where pupils can
access the subject content using webbased technology. It helps to overcome
the limitations of time, distance and
resources,” says Simon Mjali, the eLearning co-ordinator.
“Some of the Umbumbulu pupils
travel to Gamalakhe and the Port
Shepstone campus to attend contact
sessions in courses they are interested
in,” says Yolanda Venter, the e-Learning subject matter expert (SME).
Mjali and Venter travelled to
Sweden to learn more about flexible
learningandhowtoimplementitwithin the 2014 curriculum.
“Everything I learnt and gained access to, our SME team shares with our
colleagues by training them, offering
guidance and supporting them while
including them in the flexible learning
process,” says Mjali.
The e-Learning event was addressed by the KZN HOD of Education,

Dr Nkosinathi Sishi who said e-Learning is the future as learning becomes
fast in a global environment. Sishi
stressed the importance of providing
educational infrastructure to rural children to fight poverty and unemployment.

Sipho Nzimande said they changed
their logo and introduced e-Learning in
order to be relevant to the needs of the
people. Nzimande indicated that the
introduction of e-Learning will not
cause job losses for teachers but will
help them educate faster and easier.
“Nostaffmemberwilllosehisorher
job, but we want to improve learning
for our pupils,” said Nzimande.
Hibiscus Coast Mayor Cynthia
Mqwebu congratulated the college on
leading electronic learning in the region.
“The Hibiscus Coast Municipality
provides registration for needy pupils
and has a programme for pupils who
wanttodocomputersoftwarepackages through the Mokotane bursary programme,” says Mqwebu.
e-Learning will assist in the dropout rate due to financial implications
because the college is unable to accept
more pupils, but e-Learning will enable
them to get an education from home.
