All noted exceptions to these regulations and procedures will have full knowledge and approval of Rally America. Each participant shall be deemed familiar with the RAPRR, and bound by it. Questions about these regulations must be submitted in writing to the chairperson or steward before the close of registration on Friday, April 4th, 2014. Any additional changes or additions to these Supplementary Regulations will be announced only by numbered and dated bulletins, issued either by the organizers or the stewards. The Organizers shall decide upon any conditions not foreseen in these regulations. These decisions will be made using the spirit of these Regulations and the RAPRR as a guide. 1.4. Lucas Oil 2WD Championship: (SWRC Series) All of the Rally America Series Class vehicles that are 2WD Pro Solutions Lighting 4WD Championship: (SWRC Series) All of the Rally America Series Class vehicles that are 4WD Storm Attack: (See Appendix 2) Lucas Oil 2WD Pro Solutions Lighting 4WD 5. 5.0 COMPETITION RULES AND LICENSE REQUIREMENTS AND GENERAL OBLIGATIONS 5.1 Sanctioning Body Rules 2014 Rally America Performance Rally Rules and Bulletins apply to this event and are available for downwnload at: www.rally-america.com. 5.2 License Requirements 5.2.1 All Novice competitors (driver or co-driver) must attend the MANDATORY NOVICE Seminar. Please check the General Event Schedule for location and times. Novice competitors not attending the entire class will not be allowed to start the Event and will surrender all fees paid. Please see the Rally America Rulebook for the definition of “novice” (Article 2.1.C). You will be notified by Rally America in advance if you are required to attend. 5.2.2 If a novice competitor should compete only on Saturday and cannot attend the Friday seminar(s), they must contact the RA Steward to arrange for a “makeup” class. (Telephone numbers of the stewards are on page 1 of the supplements) 5.3 General Obligations 5.3.1 Safety Equipment 5.3.2 Any out of date (expired) safety equipment will be grounds for exclusion. No exceptions! Do check on event website for the check off safety equipment list for you for you to do a pre-inspection on your car. Contact Pat McMahon if you have any questions. (562-547-1133) 5.3.2.1 Damage to Property 5.3.2.2. A incident report must be filled out and submitted to the Rally America Steward within a reasonable length of time following the incident. The Competitor/Service Crew Incident Form that appears in the Route Book or in the Service Crew Instructions should be used. 5.3.2.3 Incident reports will be required for all medical incidents and as requested by the RA stewards. 5.3.3.1 Plates/Numbers/Event Header/Series/Sponsor Requirements 5.3.3.2 All vehicles must carry competition numbers in the required locations. These may be nationally or internationally assigned numbers or off the shelf numbers provided by the competitor. Numbers must be at least 8" high with at least a 1.25" stroke and displayed in a color contrasting to its background. (See Article 3.1.C.2). Numbers and number backers will not be provided by the organizers of this event. Handmade( tape or similar) numbers are not acceptable. All vehicles will be required to display the Desert Storm Event Header on each front door above the number backer during the event. Event Headers will be provided to each competing team (at no cost) by the organizers. There will also be Southwest RallyCup Series car stickers that must be placed on each side of each car. There may be other decals required to be placed on competition vehicles check with the competitor registrar. 5.3.3.3 For clarification on the location of numbers, backers, and headers, series placements see the Rally America Rulebook (Figure 3-1 – 2010 Visual Identification package- page 25). 5.3.4.1 Commencement of Rally Participation 5.3.4.2 Once a team has completed Registration and Scrutinizing, they have commenced their participation in the event and are subject to the regulations, rules of conduct and penalties established in the Rally America Rulebook and these Supplementary Regulations. We will accept/recognize USAC license holders at Rally America events/Desert Storm Rally. If competition vehicle is rented to you then we need a letter from owner stating they are allowing you to use their car/truck for competition. At Event Registration: • • We encourage competitors to fax documentation prior to the event as stated in the express registration section. We do realize you may not have everything in order until day of registration but do COME TO REGISTRATION COMPELETLY PREPARED and your competition vehicle is prepared to pass tech inspection. Once you have pass tech inspection and completed event registration. Driver and co-driver are deemed to fully understand and agree to follow the Rally America Rule Book. Rally America License: We encourage you to get your RA/USAC membership license before the event. Go to www.rally-america.com or ask for assistance by Bob Nielsen at [email protected]. Single event temporary Rally America license will be $75.00 and if you do any additional Rally America events then you will have to upgrade to a full calendar year license which the cost will be $100.00. Crew Member License: Please go to Section 11.3 about crew member USAC fee. It is $5.00 per crew member to be in the hot pit area. All must sign a waiver at time of registration and payment in hand. 8. Dual Entry Rebate – In Region Program: Due to the slow economic period we are still experiencing; we realize the need to do everything possible to hold down the cost of competition. Unfortunately, many of the cost involved in organizing a rally are fixed and independent of the number of entrees. So we are presenting a ‘Dual Entry Rebate Program” again this year that will reward teams for entering in the dual level at this event. The amount of the rebate is set-up to the number of entrees (dual or single date entrees) required meeting the event costs. Rebates will be paid by check when time cards are handed out at drivers meeting on Sunday morning. So we are presenting below the amount of rebate we can do for you. Number of Entrees Rebate Amount 24 $25.00 28 plus $50.00 9. 7.00 ROUTEBOOKS/STAGE NOTES 7.1 Route books 7.1.2 h Route books and stage notes will be issued at the recce registration table on Thursday night- April 3rd , 2014 after 10:30p.m. This does not mean your entry is approved by competitor registrar... yet. When you see the competitor registrar on Friday-April 4th and all completed information has been received then you are approved for competition. If you are not doing recce then you will receive your route book at time of competitor registration but no stage notes. Check the general event schedule for times of registration. 7.2 Organizer Notes / Pace Notes 7.2.1 Organizer notes will be written by Mike/Paula Gibeault. No pace notes are allowed; except notes made during notes familiarization reconnaissance. This year organizer stage notes are $60.00 to pay for a fresh new set of notes. The notes will be provided at the recce registration table on Thursday night – April 3rd, 2014. Do check the General Event schedule for times. If you are a Saturday only participant then you can pick up your stage notes at competitor registration Friday night and we will get you a recce very late Friday night or early Saturday morning before the first car out at MTC from the service area. Contact Marni Nagy the competitor registrar for information. 8.0 RECONNAISSANCE REGULATIONS (RECCE) 8.1 Reconnaissance IS optional only if you are using the route book only for competition. If using the organizer stage notes then recce is MANDATORY. 8.2 We encourage you to come in Thursday evening, April 3rd, 2014 to register and provide proof of insurance on your reconnaissance vehicle. Sign a Rally America waiver. We will issue you a route book, stage notes and have you sign a waiver. 8.3 Recce will be on Friday, April 4th, 2014. Approximate from 8:15 a.m. to 2:00 p.m. 8.4 Reconnaissance will be conducted in compliance with the Rally America Rule (Article 7.3, page 44- 45) 8.5 Use of Stage Notes from any previous Desert Storm events is not allowed during reconnaissance and competition. Any team found using these previous Stage Notes and using only the route book or did not do reconnaissance will be excluded, and entry fees will not be returned. 8.6 Recce isn’t a required activity for route book only users. 8.7 There is a mandatory recce participants meeting to go over some precautions while on reconnaissance be on time at 8:00 A.M. 8.8 Reconnaissance will start out from I-10 Speedway service area parking lot. BE ON TIME – 8:15 A.M. 8.9 There will be a “fixed route” one pass caravan notes familiarization reconnaissance to be chaperoned. A lead and sweep car to keep you in a group setting as well as to keep you driving in a timely manner. F.R.S. radios will be issued. Please give back the FRS radios at time of check in back at the service area. 8.10 Rally cars/trucks (competition vehicles) will be allowed. 8.11 There will only be a one pass recce to update and fine-tune route book/stage notes. 8.12 Reconnaissance vehicles may stop or pause momentarily, but are not allowed to backup or reverse direction at any time while on a stage road. 8.13 The maximum speed limit on Stage roads during reconnaissance is 25 mph unless a slower speed is posted. A BLM and county agencies permittee requirements. 8.14 Reconnaissance vehicles must observe and obey all posted speed limits and adhere to all traffic laws at all times during recce. 8.15 Competitors taking part in reconnaissance do so at their own risk. The organizers assume no responsibility for the transport or recovery of reconnaissance vehicles. The organizers will provide assistance when possible. 9.0 Spectator Viewing 9.1 There will be viewing opportunities at the Super Special behind the service area at I-10 Speedway on Saturday, please check the general event schedule for posting of approximate times. 9.2 Lucas Oil will be providing all service crew members, volunteers of the event and competing teams to come into the track area for free. Providing wristbands at competitor and volunteer registration will be only way for you to get in free at the super special is with the track wristband shown on the wrist. 10. 10.00 Pertinent Event(s) Information 10.1 Official Notice Board Location 10.1.2 The Official Notice Board will be located at all competitor registration locations, or at the scoring area at the service area of I-10 Speedway area. (See Appendix 1) 10.2 Posting of the Provisional Final Results 10.2.1 The Unofficial Final Results for Desert#1,#2 Regional Rally’s will be posted approximately 30 minutes after last car comes in at final MTC on Saturday, April 6th on the Official Notice Board at the scoring area located in the I-10 Speedway service area. The scores for Friday’s Desert Storm Rally #1 results will be posted on Official Notice board as informational until Saturday night after Desert Storm Rally #2 has finished and posted as informational and then final at 9:45 PM on the official notice board. Awards ceremony will happen approximately 9:45 p.m. back at Captiol Suites. 10.3 Official Rally Time 10.3.1 The Official Rally Time clock will be located in close proximity to the Official Notice Board. Times will be measured and recorded in HH:MM:SS format, not hundredths of a minute. Official rally time will be at competitor registration locations on Thursday, April 4th and Friday, April 4th, 2014 and at the drivers meeting for each day. Do check the General Event Schedule for the registration locations. 10.4 Official Starting Order 10.4.1 The Provisional Day 1 start order for each regional Desert Storm individual events will be determined by the Rally America Steward, and will be posted on the Official Notice Board (Capitol Suites lobby area) approximate th 10:30 p.m. on Thursday, April 4 for Desert Storm #1. Entries received after this time will be placed at the discretion of the event steward, with safety as the primary consideration. On Friday night; the Provisional Day 2 start order will be posted for Saturday -Desert Storm Rally #2 approximate 10:15 p.m. Do check the official notice board frequently. 10.5 Scrutineering/Odometer Check 10.5.1 The odometer calibration check route starts and ends at the I-10 Speedway service area. 10.5.2 Scrutineering will occur on various days and times on Thursday and Friday. Do check the General Event Schedule for times and locations. 10.6.3 Scrutineering is available by appointment to those who are entered in Saturday’s event only. Contact Doug Nagy or the competitor registrar to make arrangements. Information is under Supplemental Section 1.4, pg. 1 for telephone numbers/ e-mail. 10.6 Parc Expose Friday- April 4th, 2014 10.6.1 We will be displaying your vehicles at the Blythe Fire Department Spaghetti dinner fundraiser. Refer to the General Event Schedule for times. This is a mandatory parc expose. 10.6.2 While your vehicle is required to be at this Parc Expose, you are not required to purchase dinner. We do however, encourage you to support the Fire Department. They have changed the date and time to accommodate the rally. There will be a 10 minute time penalty on Saturday’s event for dual and Saturday only entrants if your vehicle is not present. You will need to check in by 5:00 p.m. at the Fire Department. A rally official will be in the vicinity with a log showing who did recce prior to Parc Expose. This person will be visible to help you park your competition vehicle. Saturday-April 5th, 2014 10.6.3 We will be displaying your vehicle at the Fan Appreciation Hour prior to the Super Special on the grassy area of the track infield. All competition vehicles must check in to the Parc Expose –MTC In at 5:50 p.m. at the service area track entrance. Check the service area map for that will describe of where that entrance being used to enter to go onto the track. Drivers and Co=Drivers are required to be present (in driving suits and ready to go) to show their cars and discuss the sport with spectators and press. A ten minute time penalty for not being on time for the Parc Expose. 11. 10.7 Arrow Coloring 10.7.1 Arrows will be defined by two different colors depending on which direction the rally is moving. 10.7.2 Arrows will be fluorescent orange and fluorescent pink. 10.7.3 A sample arrow will be shown at the drivers meeting. 10.7.4 Cautions will be defined by downward facing yellow or red arrows. 10.7 Radio and Communication 10.7.1 Amateur radio is regulated in the United States under the Federal Communications Commission and follows FCC Part 97 rules and regulations. 10.8 Rally Radio Network 10.8.1 Safety and logistic support is provided during the event by a network of Amateur Radio operators. An information station will be provided at the service area during the event. Although the primary purpose of the radio network is safety, the network will assist teams in passing information regarding the condition and location of broken vehicles. 10.8.2 If you have any questions please contact: Barry Colston [email protected] Director of Communications. 10.8.3 Competitors who are licensed amateur radio operators and who will have a radio in their competition vehicle are requested to advise the Director of Communications. 10.9 Sweep Vehicles 10.9.1 Sweep vehicles will be used to closely follow the last competitor through each stage. The purpose of these vehicles is to "sweep" the course clearing any disabled vehicles from the road and rendering aid to competitors when possible. 10.9.2 The first (fast or medical) sweep will follow the last competitor and will NOT attempt to extract vehicles. If a competitor is unable to continue they should give a written description of their situation to the sweep (there is a form in the routebook). The radio network will then attempt to reach the competitor's service crew. Although the sweep crew will provide limited assistance, it is the responsibility of the competitor and their service crew to extract and retrieve their disabled vehicles without impacting the running of the event or violating any regulations or laws. 10.9.3 The final sweep (slow or heavy) shall be distinguished by a roof mounted flashing green light. 10.9.4 The ultimate responsibility for the retrieval of their vehicles is on the competitor and their service crews. 10.9.5 The rally organizers are responsible to transport the competitors either to civilization or to absolutely be assured the competitors’ crew is notified and has the best possible description of the location of the vehicle. 10.9.6 If your vehicle breaks on a stage that will be used again, the sweep crews will be instructed to move your vehicle out of harm’s way only, until the passing of the rally. 10.9.7 Please understand we cannot delay the event to retrieve your vehicle. th 10.9.8 Broken vehicles must be retrieved no later than 8:00 p.m. Sunday, April 6 , 2014. 10.10 20 MPH ZONE 10.10.1 Stages 1,4,5 and 8 have a 20mph zone for about ¼ mile. There will be a marshal present with a radar gun. This allows the rally to protect a sensitive area near the course without losing stage mileage. It also allows us to do the rally with fewer volunteers. The 20 mph zone will be clearly marked with “Begin” and “End” signage. The penalty for speeding will be 10 minutes per violation. 12. 11.0 SERVICE AREA/CREW INFORMATION 11.0.1 Service area parking at the I-10 Speedway Service area parking area is on a first come, first serve basis. The address to the speedway is 1-10 to Intake exit, then.5 miles north to stop sign, then continue north for .3 miles, then turn right .7 miles east on East Riverside Drive and then turn right onto Olive Lake road. You cannot start placing RV’s or your crew until after 5:00 PM on Thursday, April 4th, 2013. 11.0.2 There will be no service for Friday night event. 11.0.3 Competitors and Service Crews should be familiar with Article 7.11 in the Rally America Rulebook (Service Crew Fueling Procedure.) 11.0.4 Service Crews are asked to display their competition vehicle numbers provided by the event to allow event personnel to find you if needed. 11.0.5 Wheels, tires, and Sunoco gas are available at I-10 Speedway through Hoosier Tires. The Hoosier Tires representative for I-10 Speedway racing events is Robbie Moore. Mr. Moore can be reached at the following phone numbers: (760) 221-4008 (Day) (760) 244-0587 (Night) (909) 514-8266 (Pager) 11.1 Service Restrictions 11.1.1 All automobile fluids must be prevented from reaching the ground in your service area. Tarps are required under your rally car any time you are servicing. Spills must be cleaned up immediately and properly. 11.1.2 To prevent the introduction of non-native plants species to the local soil, please clean your undercarriage and wheel wells prior to tech inspection. (BLM permit policy) Local self- serve car washes are recommended, and there is one next to the Capital Suites. 11.2 Service Crew Penalties and Speed Controls 11.2.1 Service crews are responsible for obeying all regulations, laws and speed limits. 11.2.3 Violation of the event regulations or laws by the service crews will result in the penalties being assessed to the associated competing team(s). 11.3 Service Crew Registration 11.3.1 Each service crew member (all occupants of all service vehicles) must register with competitor registrar, and sign the Rally America Waiver and Release Form and receive a wristband, which must be worn at all times until the completion of the event. 11.3.2 Service crew members must purchase a USAC membership. The single event cost is $5 or Season Membership for $75. 11.3.3 Servicing by unregistered people is not permitted. 11.3.4 All vehicles to be used during the event must be listed on the “Service Crew Registration” form. 11.3.5 Each service vehicle must be registered with event officials and provide proof of the required basic liability insurance. 11.3.6 Minor release forms must be signed by a parent or guardian for anyone under 18 who will be in the service area. 11.4 Service Crew Safety Procedures 11.4.1 Service crews must conduct their duties with the highest regard for their safety and the safety of the general public. 11.4.2 During refueling of the competition vehicle, one crew-member shall stand ready holding a functioning fire extinguisher in close proximity to those refueling. 11.4.3 Jack stands will be placed under any vehicle raised into the air when more than one wheel is off the ground or if a crew member is under the vehicle. 11.4.4 Any service crew failing to practice safe operations will be subject to a penalty assigned to their associated team(s). 13. 11.5 Service Crew Accident or Injury Reporting 11.5.1 Incident reports shall be filed with the Rally America Steward as soon as possible. Any vehicle or person involved in an accident or incident resulting in personal injury or property damage of any kind is required to report the incident to the Rally America Steward. 11.5.2 Failure to report an accident or incident will result in the forfeiture of all deposits, entry fees, prizes or awards payable to the involved entrants. 11.5.3 The Competitor/Service Crew Incident Form from the route book or service crew instructions-packet should be used if possible. They should be given to the Rally America Steward. 12.00 FUEL 12.1 Fueling Procedures 12.1.1 There will be a designated fueling depot near the service area. The specified locations of the fuel depot will be shown as part of the map of the service area provided to the Service Crews. 12.1.2 Competitors are required to label all their fuel containers with the car number and driver’s name and placed at the designated fuel depot. 12.1.3 Competitors or their service crews are responsible for filling their containers in advance to fuel in the time allowed. 13.00 Information Concerning Notification of Withdrawal, Inquires, Protest 13.1 Notification of Withdrawal Form 13.1.1 Each route book will contain a Notification of Withdrawal Form; The purpose of which is to track competitors who have withdrawn from the event. 13.1.2 The form also provides an area for written instructions to the competitor's service crew that can be forwarded over the radio net to assist the competitors in making contact with their crew. 13.1.3 This form should be given to the first responding sweep vehicle. 13.1.4 The ultimate responsibility for their transportation and the retrieval of their vehicles is on the competitor and their service crews. 13.2 Inquiries 13.2.1 An inquiry is an informal written request to the Rally America Steward and Organizers to examine a situation. If possible the Inquiry Form from the event Route Book should be used for this purpose. The situation should be described in detail including the appropriate rulebook reference and the corrective action recommended. Go to pages 65-66 regarding the different types of inquiries. Inquiries should be presented personally to the Rally America Event Steward or event chairperson. The steward shall post a written response on the Official Notice Board. 13.3 Protests 13.3.1 All protests must be submitted to the Rally America Steward in accordance with the Rally America Rulebook (Article 8.3.) An Official Protest Form can be obtained from the Rally America Steward. Please refer to pages 65-68 of the Rally America rulebook. 14. 14.00 Event Contingency Funds and Post Event Activities 14.1 The $15.00 Storm Attack registration will be donated to the Riverside County Pet Shelter. The prize funds for each category is $950.00. The total at this moment is $1900.00 given out to competitors. If we get a large entry field at Desert Storm this year then more money will go into the prize funds and we can go deeper down in overall placements. (See Appendix 2) 14.2 The awards portion of the Desert Storm Rally will be held starting approximately after 9:45 p.m. Saturday, April 6th, 2013. Location will be at the Capitol Suites hotel conference room. 14.3 Prize drawing of 2 Scrubblades certificates at the awards ceremony. 14.4 Two Optima Batteries certificates will be given out to two teams that did not win first place in individual classes or overall score in each event. 15.00 Scoring 15.1 The Rally America, Bilstein Southwest RallyCup series, Storm Attack and Bilstein Cup Class scores will become provisional at approximately 8:30 p.m. on Saturday, April 5th, and will be posted on the Official Notice Board which will either be at the scoring truck. Final results will become final 30 minutes after provisional if there are no inquires. 16.00 Exceptions from the Rally America Rule Book and Safety/Operations Guidelines: 16.01 All entries shall be started at 2 minute intervals. 16.02 Organizer Stage Notes will be offered. 16.03 Transits less than .33 miles will have a transit time of 3 minutes 16.04 Recce will allow rally cars to be used on the course. 16.05 To allow Friday night stage to be a coefficient 2 points paying event. 15.
