Welcome
Black River Stages Rally is a great example of what NASA Rally Sport believes is the future of rally
in America: friendly, welcoming towns hosting a relaxed event designed for sportsman-level competitors. Even as the second northernmost stop on the Atlantic Rally Cup and Atlantic RallyMoto™
Cup tour, it is still a fairly short tow to the great roads of Lewis and St. Lawrence Counties, New
York. Count on a fun weekend in the gorgeous North Country just as the leaves are turning color!
History
The inaugural Black River Stages was held in 1998 and ran till 2002. After a three-year hiatus, the
event returned to the region in 2006. It was the first gravel rally in the RallyMoto™ series of 2007.
Black River Stages Rally has often been the final event in the Atlantic Rally Cup and Atlantic
RallyMoto™ Cup. In 2014 it was the NASA National Rally Championship event.
The stages flow through the gentle hills of the Black River Valley and the towns of Croghan, Edwards, Harrisville, and Pitcairn, New York. The event is headquartered in Harrisville, Lewis County,
New York. Lewis County is located between the Adirondack Mountains and the Tug Hill Plateau in
the western half of upstate New York. The Black River Valley was once a major trade route for the
north country farmers. During the late 1800's a series of canals were constructed to connect the
upper St. Lawrence with the Erie Canal utilizing the Black River. Today, the region is home to dairy
farms and maple sugar makers.

Atlantic Rally Cup History
The championship began as Eastern States Rally Championship in 2004. That year, Rally Tennessee's tarmac stages were not part of this first rally championship organized by NASA Rally Sport on
the East Coast. Three other events followed, with the series traveling to Eastern Tennessee and
New York. In 2005, the championship kicked off the rally season in South Carolina. This second
year of the championship saw it expand to five events, including the tarmac stages of Rally Tennessee in Linden, Tennessee.
In 2006, the championship added Rally West Virginia. The roads in West Virginia proved to be technical, popular and further increased the varied types terrain that competitors fight to conquer each
season. The now familiar events – Sandblast Rally, Rally Tennessee, Rally West Virginia, and Black
River Stages – comprised the championship. Rally West Virginia was additionally honored by becoming a two-day event and host to the Max Attack! series.
By 2008, the twin championships of the Atlantic Rally Cup and Atlantic RallyMoto™ Cup replaced
the Eastern States Rally Championship. The now familiar events – Sandblast Rally, Rally Tennessee, Rally West Virginia, and Black River Stages – comprised the championship. A tarmac event,
Mad March Stages in Florida, was added for a single year in 2009, and a winter event in Canada,
Rallye de Charlevoix, was added in 2010. 2011 was the final year that Rally Tennessee was included, and Rally West Virginia returned that same year. In 2012 with the inclusion of the HyperFest Rally Sprint as a half-points event. Ever evolving, in 2014 Magnum Opus Rally in Michigan
joined the series.

The Service Park will be located at the Harrisville Central School.

Access Times for Service Vehicles
The Harrisville Central School service park will open on Saturday morning at 8 AM (8:00).
Assignments
There will be no pre-assigned service locations. Service Teams will be able to choose their
location at will. Please be considerate to other teams and avoid using an excessive amount
of space.
All Service Teams are required to setup in the paved parking lot. In the event that this becomes full, overflow service can be setup along Pirate Rd.
Restrictions
Service vehicles must always display appropriate windshield identification to access the service park. Service vehicles may park in designated areas only. Vehicles not registered for
service may not enter the service park.
Concessions
Food and drink will be available all day Saturday inside the Harrisville Central School. A
menu will be posted online. We strongly recommend that teams support the Senior Class
and the Central School by purchasing meals, snacks and drinks.
Trailers
Trailers may not be stored in the Service Park. Trailers may be parked at the Harrisville Rod
and Gun Club west of the gravel two-track road. Overflow trailer parking is available at the
Town of Diana Municipal Offices in the southern gravel/grass lot adjacent to the Town Hall
and Highway building.
Cleanup
All crews are responsible for containing and disposing of their trash and other waste, including cigarette butts and wasted zip-ties/cable ties. To not dispose of waste properly will be
considered unsportsmanlike conduct and will be assessed the corresponding penalties.

There will be no reconnaissance.
Shakedown
Participation
Competitors who have completed registration, scrutineering, and the Novice Competitor Orientation (if required) may participate in the shakedown stage. Helmets, suits and all other
safety gear is required. Some teams may be asked to carry a passenger for a publicity run
of the shakedown stage.
Location
Shakedown will take place on Kimballs Mills Rd between NY-812 and Jerden Falls Rd. Competitors must enter Kimballs Mills Rd from the intersection with NY-812 and exit at the intersection with Jerden Falls Rd. Shakedown is approximately 15 miles from Parc Expose
(Croghan Island Mill) and approximately 8 miles from Rally HQ (Rod & Gun Club).
Length
Shakedown will be 2.3 miles in length.
Times
Shakedown will begin after Parc Expose on Friday, September 16 th at 7:30 PM (19:30) and
may run as late as 10:00 PM (20:00). All competitors should arrive at Shakedown
suitably equipped for night-time testing.
Participants
No service crew members or spectators may participate in the shakedown stage by riding in
a vehicle. Please note that the shakedown stage may be used for publicity. Rides in rally
cars are sometimes arranged for event sponsors and town officials. Some teams will be approached and asked to provide rides for a mayor, press, or an event sponsor. Please understand that this sort of activity is paramount for continued close relations with the towns that
allow use of their roads. These riders may need to borrow helmets. The ride with a sponsor
should be at 60-70 percent of testing speeds, and viewed as a ride, not an opportunity to
test.
Directions
Directions from Parc Expose to Shakedown, Shakedown Finish to Shakedown Start and
Shakedown Finish to Rally HQ are provided in the road book and roll chart.
Shakedown Start is approximately 0.4 miles east of the intersection of NY-812 and Kimballs
Mills Rd.
Shakedown Finish is approximately 1.5 miles west of the intersection of Kimballs Mills Rd
and Jerden Falls Rd.
Spectating
One spectator area will be available for Shakedown. It is located at the intersection of
Brady Rd and Kimballs Mills Rd.
Nobody should expect to be able to travel to this spectator area using Kimballs Mills Rd. Access into and out of the Brady Spectator Area is via Brady Rd ONLY. Brady Rd can be
reached by turning off of NY-3/NY-812 at Marshey Rd.

Cost
There is NO FEE for participating in Shakedown.

Media must not approach a competitor vehicle while the vehicle is within a time control.

Radio Communications
Radio communication within the United States is governed by the Federal Communications Commission (FCC). Users must either be a licensed amateur operator or use licensed business frequencies. In both cases, equipment power and allowed frequencies are limited. Further information can

Fuel
There is no official fuel supplier for this event. Please adhere to state and federal guidelines for the
transport of fuel to and within New York.
Helicopter Registration Procedure
All helicopters used in connection with the rally must be registered with the Black River Stages
Rally Organizer in addition to complying with all FAA regulations. The registration form is available
in Appendix 5.
Helicopter Companies
Helicopters are not available for rental within the Greater Watertown Area.

Electricity: Electricity is 110 volts, 60 hertz. Hotels, motels, cabins and camps will not likely
have provisions for higher voltage equipment.
Tipping: Tipping in New York is not necessary, however if you have found the service or
food exceptional it is perfectly in order to tip 10-15% of the total bill.
Recreational Activities: A variety of local activities including golf, horseback riding, fishing, hunting, biking, canoeing and kayaking, and hiking are available. In addition, an abundance of scenic and historic sites are in the area.

Scrutineering, Sealing and Marking
Scrutineering
The driver and navigator do not have to be present at scrutineering. However, their helmets, suits and other safety gear must be examined at the same time as the vehicle. Riders
must be present with their motorcycle at scrutineering. Scrutineering will check the safety
and eligibility of the vehicles to compete. Vehicles may also be checked for general roadworthiness, homologation papers, verification of Vehicle Identification Number (VIN) or any
other aspects of vehicle legality.
Log books will be retained by the Chief Scrutineer. It is the competitor's responsibility
to retrieve the vehicle log book at the end of the rally. Log books should be picked up at the
Awards Party. The Chief Scrutineer will be made aware of any DNFs and those vehicles will
be inspected before the log books are returned. Following the event, any remaining log
books will be mailed to you by the Chief Scrutineer.

Scrutineering will not be open on Saturday, September 17th.
The last hour of registration on Friday, from 3 to 4 PM, is designated Late Scrutineering
and is available by paid appointment only. A late appointment must be made with the Chief
Scrutineer and a $20 late fee is payable in cash to the Chief Scrutineer at the time of inspection.
Post-Event Scrutineering
Upon completion of the event, post-event scrutineering may take place after passing
through the final MTC. The Chief Scrutineer will notify any competitors who need to proceed
to a Parc Fermé for scrutineering. Parc Fermé will be in a suitable location at the Harrisville
Rod & Gun Club chosen by the Chief Scrutineer.

Procedure
A preliminary start order will be published at Parc Expose (Croghan Island Mill) on Friday
at approximately 06:30 PM (18:30). The official start order will be posted online Friday
evening and at the Harrisville Scenic Overlook before the Rally Start on Saturday.
The list of entrants will be updated periodically on BlackRiverStages.com. At no time will
the list of entrants posted on the web site be considered an official start order. The actual
start order will be determined by the Steward of the Event and the Clerk of the Course.
These officials will use speed-factors, an individual’s competitive history, and the vehicle entered as input when deciding start position. Start position may be questioned by submitting
an inquiry through the processes defined in the NASA Rally Sport GRRs.
There will not be a ceremonial start. All competing vehicles and crews must report to the
Harrisville Scenic Overlook on Saturday by 7:00 AM (07:00).
Motorcycles will be released first followed by cars. Motorcycles and cars will be released
on one minute intervals.

Competitors, will be required to sign a registration and insurance waiver, a standard liability waiver, a property damage waiver, a media authorization, a HIPAA waiver and a stage
note disclaimer. Crew members and volunteers will be required to sign a standard liability
waiver at the on-site rally registration.

There is no "Service Crew Packet". All necessary information for service and crews is
provided in the event Rally Guide. The Rally Guide is available online for planning purposes
and should be printed in advance for your team.
Service Vehicle Registration
All service vehicles must be registered with the rally. All service vehicles must carry at
least the same amount of insurance coverage that is required for a competition rally vehicle.
For teams renting service vehicles, we recommend contacting the rental company in advance to obtain proper insurance papers. All supplied vehicle identification distributed at
