Board President Jason Redd called the meeting to order at 5:33 p.m.

The New Jersey Public Meetings Law was enacted to ensure the right to the public
to have advanced notice of and to attend the meetings of public bodies at which any
business affecting their interest is discussed or acted on.
On the rules of this act, the Trenton Board of Education has caused notice of this
meeting by publicizing the date, time and place, therefore posted in the Central
Services Building, 108 North Clinton Avenue, City Clerk’s Office, City Hall and the
Times. Anyone whose name is on the mailing list should receive a notice.
Formal action will take place at this meeting.

Adoption Of Agenda
President Redd advised that Regulation 5600 is being pulled from tonight’s agenda.
Motion was made by Dr. Graham and seconded by Ms. Gussin to adopt the agenda as
amended. Agenda as amended was adopted by all Board Members.

PUBLIC PARTICIPATION
President Redd advised of a new electronic procedure to register for public participation.
Further details will be provided at the September 21 meeting. The paper version will be
available until the end of the calendar year. Beginning in January 2016, all registrations to
speak at Board meetings must be made electronically.
Mr. Santiago Rodriguez, Trenton resident, felt that paper copies of the agenda should be
made available to the public. He expressed concern about recent demographic changes in
the City and the construction of the new high school.
Ms. Naomi Johnson-Lafleur, President of the Trenton Education Association (TEA),
welcomed everyone back for another school year. She hoped to continue on the
collaborative path established with leadership, and she looked forward to the coming year
and facing the challenges ahead. She also discussed the impact of charter schools on
public education. She asked everyone to follow the reauthorization of the Elementary and
Secondary Education Act, specifically related to No Child Left Behind.
SUPERINTENDENT’S REMARKS
Dr. Durán welcomed everyone back to a new school year. He said this year’s theme, The
Urgency of the Moment: Educating Trenton’s Students, builds on last year’s progress. The
Superintendent introduced the new Leadership Team members and welcomed back the
returning members.
The Superintendent said the number one priority this year is increasing student
achievement and closing the opportunity gap. This includes closing the expectation gaps

for students, parents and staff. He said that although there is a lot to celebrate for past
successes, everyone must stayed focused on this year’s priorities and focus areas.
The Superintendent thanked everyone for their efforts in getting ready for the return of
students on September 8, particularly acknowledging the Custodial unit. He also said that
98.7% of the vacancies are filled, with 19 remaining vacancies in hard-to-fill areas.
Dr. Durán spoke about the Back to School Extravaganza held on August 28, stating that it
was a great success.
BOARD MEMBER COMMENTS
Mr. Truehart welcomed everyone back and thanked all for their hard work. He said the
Academic Extravaganza was a joyful event. Mr. Truehart said he looks forward to another
exciting and productive school year.
Ms. Vandenberg congratulated Dr. Durán for assembling a great leadership team and said
it was nice working with everyone at the retreat on August 12. She stated she looks
forward to a great year.
Mr. Redd said that the goals articulated by the Superintendent are shared by the Board.
He believes everyone is up for the challenges ahead, and the work done is with the end
goals in mind – the futures of our students. He observed that some course corrections may
have to be made as the work moves forward, but the goal of improving student
achievement is constant. He said there are excellent teachers working with administration
on new models, etc. for the upcoming year.
President Redd acknowledged all the partners working with the District to move forward –
the bargaining units, Aramark, community partners, etc. He observed that by assuming the
best in terms of people and their motivations, common ground will be reached and the year
ahead will be productive.

BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the
Superintendent of Schools, approves the Adoption of Rosetta Stone Software and supplies for
the 2015-2016 school year. The Language Learning and Culture Computer Software/supplies will
serve as Grades 2-12 District-Wide World Language resource to support the World Language
curriculum.

from P. J. Hill, M. L. King Jr. and Columbus Elementary Schools will attend workshops conducted by
the New Jersey Department of Transportation to learn the programs Transportation Research
Activities Center (TRAC) and Roadways in Developing Elementary Students (RIDES).

BE IT RESOLVED: that the Board of Education, upon the recommendation of the Superintendent of
Schools, approves the Resolution and Proposal for Danielson Administrator/Teacher Training
on August 25 & 27, 2015 at a cost not to exceed $15,552.00 for teacher stipends only. Dr. Stephanie
Hite c/o Tigris Education Solutions will partner with the District throughout the school year, at no
cost, to provide professional development around the Four Domains. The training on August 25 & 27
will provide administrators and teacher leaders with a framework for looking at adult work and giving
effective feedback to teachers to improve teacher practice.

Be it resolved, that the Trenton Board of Education, upon the recommendation of the Superintendent
of Schools, approves the Proposal for Princeton University Preparatory Program (PUPP) at
High School Campuses for the 2015-2016 school year at no cost to the Board. The program will be
held at TCHS Main Chestnut Street, TCHS West and Daylight/Twilight. PUPP is a rigorous academic
and cultural enrichment program that supports high-achieving low-income students from districts in
Mercer County.

Development

Professional Development for the period September 29, 2015 through June 7, 2016 at no cost to
the Board. Under the direction of the Literacy Supervisor and STEM Supervisor, the coaches will
acquire new pedagogical knowledge, skills and practice on how to utilize best teaching practices as
they address the Common Core State Standards in Language Arts, Math and Science.

Appropriation Transfers – May 2015
WHEREAS, N.J.S.A. 18A requires that the Board of Education approve appropriation transfers; and;
WHEREAS, the Superintendent has authorized the budget adjusted to reflect the appropriation
transfers;
NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education, does ratify the
transfers approved by the Superintendent of Schools. (Attachment 3-A)

A-148 Secretary’s Report – May 2015
WHEREAS, pursuant to N.J.S.A. 18A-17-9, the Secretary of the Board of Education shall report to the
Board at each regular meeting but no more than once each month, the amount of total appropriations
and the cash receipts of each account, and the amount for which warrants have been drawn against
each account and the amount of orders and contractual obligations been drawn against each account
and the amount of orders and contractual obligations incurred and chargeable against each account
since the date of the last report; and
WHEREAS, the Commissioner has prescribed that such reporting take place on Form A-148;

WHEREAS, in compliance with N.J.A.C. 6A:23-2.11©3, the secretary has certified that, as of the date
of the report(s) no budgetary line item account has obligations and payments (contractual orders)
which in total exceed the amount appropriated by the district board of education;
NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education accepts the above
referenced reports and certifications and orders that they be attached to and made part of the record
of this meeting;
BE IT FURTHER RESOLVED, in compliance with N.J.A.C 6A:23-2.11©4, the Board of Education
certifies that, after review of the secretary’s monthly financial reports for May 2015, and upon
consultation with the appropriate district officials, to the best of its knowledge, no major account or
fund has been over expended in violation of N.J.A.C. 6A:23-2.11(b), and that sufficient funds are
available to meet the district’s financial obligations for the remainder of the fiscal year.

appointed position of Treasurer of School Monies; and
WHEREAS, the Treasurer shall serve in trust to receive and hold all school monies belonging to the
district; and
WHEREAS, the Treasurer shall report to the Board of Education on a monthly basis on the Form A149, which is prescribed by the Commissioner of Education;
NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education, for the period ending
May 31, 2015, upon the recommendation of the Superintendent of Schools, adopt the A-149 and
cause it to become a part of the official minutes of this meeting. (Attachment 3-C)

Exceptional Children to continue providing lunch to students with disabilities for 2015 – 2016.
Delaware Valley School for Exceptional Children will not charge the families of students with
disabilities for the meals it provides, or apply for reimbursement from the Child Nutrition Program,
and the cost of the lunch will continue to be included in the school’s tuition from September 2015 to
June 2016.

consultant for Preschool IEP Meetings for the 2015 – 2016 school year, September 1, 2015 to June 30,

Ms. DiNatale functions as the general education teacher, required by NJ Code, at ID Meetings &
Eligibility Meetings. Ms. DiNatale attends the initial IEP Meetings/Preschool Referrals for
approximately 300 students per year during the regular school day when general education teachers
are not available. She works with both the Bilingual Team and Child Study Team #1 (Preschool
Team).

Whereas, the Trenton SBYSP seeks permission to accept expansion and enhancement funding from
the State of New Jersey, Department of Children and Families, Office of School Linked Services for
the SBYSP Parent Linking Program (PLP) and,
Whereas, the overall function of the Trenton SBYSP PLP is to minimize the barriers associated with
teen parent educational success by offering free and confidential, on-site, supportive services,
including Individual Case Management, Childcare Services, Transportation, and Parenting Education
and Support, and,

W HEREAS , The Open Public Meetings Act, codified as N.J.S.A. § 10:4-6, et seq., permits the
exclusion of the public from a meeting under certain circumstances; and,
W HEREAS , the Trenton Board of Education is of the opinion that such circumstances presently
exist, indicated as follows:
Any pending or anticipated litigation or contract negotiations to which the Board is or may
become a party, and any matter falling within the Attorney-Client Privilege, to the extent that
confidentiality is required to preserve the Attorney-Client relationship and allow the Attorney to
exercise his/her ethical duties as a lawyer;

Mercer, State of New Jersey, that an Executive Session will be held on August 31, 2015 for the
statutorily permissible purpose indicated in this resolution.
B E IT F URTHER R ESOLVED that action may be taken by the Board when it reconvenes in
Open Session.
B E IT F INALLY R ESOLVED that Minutes of the Executive Session with regard to the above
subject matter shall be disclosed to the public at a later date and to the extent that the same is not
prejudicial to the interests of the parties involved, no longer adverse to the public interest, or
does not endanger any individual’s right to privacy.
Motion was made by Dr. Graham and seconded by Mr. Salazar to adjourn the meeting into
