The 2012 KABACAN INVESTMENT PLAN FOR CHILDREN Let the children laugh Let the children lead Let the children build their future....... A. Introduction The assessment of the current situations of children in the Municipality of Kabacan using the four major indicators; Protection, Survival, Development and Participation is one of the significant steps towards achieving a “Child-Friendly” Municipality where future leaders will be developed and nurtured. Certainly, this Municipal Investment Plan for Children of Kabacan is a clear manifestation of the true commitment of the Local Government to ensure that all programs and services are geared towards the protection and welfare of children. This Plan is just one of the gains that Kabacan has achieved through a journey full of challenges and painful experiences. Social issues involving the children were encountered and became challenges for the Local Government to push harder to address and win over these battles. In the year 2008, the Municipal Child and Youth Welfare and Development Code was formulated and later became a Municipal Ordinance emplacing specific provisions to advance the interest of children. In the same year, mechanisms and systems were emplaced like the installation of a Municipal Child and Youth Coordinator specifically to implement the 5year Child and Youth Plan. There are many good practices done by the Municipal Government of Kabacan in the implementation of the Code. Annually, Municipal Mayor delivers the State of the Children’s Report. This Investment Plan for Children specifically, which addresses the needs and concerns of children, provides an overview of the current situations of the Children, its Vision and thrusts are carefully put into details and the challenge of working together with other stakeholders in the society to make all of these into a reality. B. Profile of Kabacan Kabacan got its name from the word “Ka-abacan” which means the source of abundance. People from far flung barangays used to come to the place and upon returning home they brought with them many commodities of their livelihood. When the Second World War broke out and the Japanese Imperial Army occupies the country, the Rio Grande Rubber Estate was sold by the Filipino Incorporators to the Japanese Imperial Government. It became the site for the provisional municipal government with Cenon Doctolero as the appointed Mayor. Immediately after the war, Kabacan again resumed its former Municipal District status with Datu Mateo Lumambas as its District Mayor. Through Executive Order No. 82, dated August 18, 1947, Kabacan became a regular municipality. GEOGRAPHICAL DESCRIPTION Kabacan is a wedge-like community that denotes stability and prosperity for its 73,991(2007 Census) people living in 24 barangays namely: Aringay, Bangilan, Bannawag, Buluan, Cuyapon, Dagupan, Katidtuan, Kayaga, Kilagasan, Magatos, Malamote, Malanduage, Nangaan, Osias, Pedtad, Pisan, Poblacion, Salapungan, Sanggadong, Simone, Simbuhay, Tamped, Lower and Upper Paatan. Barangay Simbuhay and Tamped can be reached through motorboats via Rio Grande de Mindanao. All Other Barangays are accessible by land transportation. Kabacan is centrally located in Cotabato Province and geographically located at 7’10” North Latitude and 124’50” East Longitude. It is bounded on the North by the Municipality of Pres. Roxas, on the east by the Municipality of Matalam, M’lang on the south and on the west by the Municipalities of Carmen and Datu Montawal, Maguindanao. It is 34 kms away from Kidapawan City, the Provincial Capital of Cotabato. It is 87 kilometers away from Polloc Port (Parang, Maguindanao), approximately 94 kilometers away to Cotabato airport and 149 kilometers away from Davao airport. The Municipality is traversed by the Cotabato-Davao Highway and KabacanCagayan de Oro Highway. It is also the pick-up point for Tacurong CityGeneral Santos City route. Available means of transportation are buses, L300 vans, jeepney and multi-cabs. Tricycles and tricycabs are also available within the municipality. Almost 70 percent of the total land area of Kabacan is characterized by flat to undulating landscape particularly on the mid portion and Southern part .It is traversed by the Kabacan River which empties at Pulang iRiver. A dozen of creeks and small bodies of water streams across its length and breadth with majority winding up to the Ligawasan Marsh. Moderate to steep slope of 3050 percent is located on the northern portion of the municipality particularly in barangays Bangilan, Pisan, Simone, Simbuhay and Tamped. Undulating to rolling areas are within the foot of the mountain ranges. The lowlands account the biggest area with an estimated area of 37,391 hectares, 4,078 hectares are moderately sloping and the remaining 3,340 hectares are strongly sloping. As to climate, type B prevails in the municipality. It was in CY 2008 that records the highest total monthly rainfall with 2,811.6 mm compared to CY 2007 and CY 2009. This type of climate is conducive to intensive rice cultivation and plantings of bananas and other fruit trees. It was noted that the months of January and October were the hottest months and the coldest month was experienced during the month of May with 23.44 ˚C. The agricultural lands of Kabacan is composed of around 16,750 hectares of Kabacan Clay Loam, Kabacan Clay is about 8,499 hectares, San Manuel Loam 2,960 hectares. Undifferentiated soil is found in the northern portion of the municipality with an estimated area of 12,500 hectares. Aroman clay is about 548 hectares which is located on the Western portion of the municipality extending up to Carmen. Slope classification in the area ranging from 0-3% level to nearly level, 3-8% which is gently sloping to undulating, 8-18% undulating to rolling, 18-30% rolling to moderately steep and 30-50% moderate to steep, these are located in the northern portion of the municipality and level to nearly level occupies the largest area which are found in southern part of the locality. Slight erosion occurs in areas near the Pulangi River particularly barangays Pedtad, Buluan, Nangaan, Simone, Simbuhay and Tamped and also along the KabacanRiver. However, erosion in mountain ranges like Bangilan and Pisan has been successfully reduced due to the implementation of reforestation program. About 5,000 hectares along the Ligawasan Marsh, PulangiRiver, KabacanRiver and Dalupuan Creek are among the flood prone areas in the municipality especially during rainy season. DEMOGRAPHIC PROFILE The 2007 Census of Population indicates that the total population of Kabacan is 73,991 persons who are diverse in culture and ethnic origin. The 2007 population of Kabacan is distributed to 24 barangays excluding Barangay Poblacion which is the central business district of the municipality while the top five in terms of population concentration are the following barangays Kayaga with a population of 8,451, Katidtuan is 4,439, Kilagaasan has a population of 3,364, Osias has 3,322 and Aringay has a population of 3,149. Barangays Sanggadong, Buluan and Salapungan have the lowest number of population with 585, 909 and 999 respectively. A growth rate of 2.43 percent is attained from 2000-2007 which is higher compared to 1995 to 2000 growth rate of .18%. The number of households is 15,859 which resulted to an average household size of 4.6. Table 1. Poblacion has a population density of 10.80 people per hectare. Forty six percent (46%) of the population can be found in the urban area, the Poblacion, and the adjoining barangays of Osias, Katidtuan on the Eastern part of Poblacion and barangay Kayaga on the West. Average Family Income and Expenditure The income per capita is low which means that for every person in the municipality a minimal income of P20, 000.00 to P34, 000.00 in which it did not reach the bench mark of P35, 000.00 per month. Per capita expenditure for every year is P1, 342.49, much lower than the average per capita expenditures of both LGU in the same type income class and national average of the same LGU. There is a need to improve the revenue generation to compensate with the increasing population of the municipality and to uphold the living condition of every household. Maternal Mortality Rate Based on the 2009 General Health Situation Report of the Municipal Health Office, the Maternal Mortality Rate (MMR) in Kabacan is 0.4 per 1, 000 live births. In 2010, MMR rose to 2 per 1, 000 live births. In 2011, there was 0.78 per 1, 000 live births Maternal Morbidity Rate In 2009, 2010 and 2011, there were no maternal morbidity caes as per record of the Municipal Heath Office. PHILHEALTH Enrolment For year 2009, LGU-Kabacan supported the Philhealth Para sa Masa Program and sponsored 2, 447 families. In 2010, LGU enrolled 4, 894 indigents from its 24 barangays. In 2011, there were 2, 447 indigent families enrolled. Contraceptive Prevalence Rate (CPR) In 2009, the Municipal Health Office reported a Contraceptive Prevalence Rate of 34.37%. This increased to 67% in 2010. In 2011, the CPR was at 58.37% DESCRIPTION OF KABACAN Industry Kabacan is primarily an agricultural municipality. Known as the Rice Granary of Cotabato provicnce, the agriculture sector of Kabacan has recorded a considerable growth in its primary area of concentration, i.e. rice production. The Offcie of the Municipal Agriculturuss posted 35, 056.58 metric tons of rice produced in 7, 431.8 hectares planted under irrigated, rainfed and upland areas for the year 2007. On the other hand, corn production was recorded with a total production of 3, 200 metric tons in 800 hectares. Banana Planters produced 423 metric tons in 49 hectares, coconut farmers with 2, 134 metric tons in 1, 399 hectares planted and 4, 800 metric tons in 232 hectares. Sugracane production was posted at 8, 976 metric tons in 182 hectares. Promotion and development of high value commercial crops like coconut, rubber, oil palm, bananas in the municipality provide opportunities for its farmers. Kabacan has 1, 400 hectares suitable for fruit bearing trees. Small scale industries boom in Kabacan to include electronics and repair shop, car/motor vehicle body buider/repair shop, vulcanizing and machine shop, shoe and appliance respair shops, hollow blocks. Culvert making, basket and mat weaving, dressmaking & tailoring, balut making, bakery, popcorn factory, feeds manufacturing, ice cream making, mascovado factory using traditional method and vinegar making. Moreober, as a business and trading center for the adjacent municipalities of Carmen, Datu montawal, Pikit and Matalam, about 1, 300 commercial establishments in Kabacan are engaged in general merchandizing, sari-sari and dry goods. Big shopping centers and drug stires are also located along the National Highway and USM Avenue. There are five banks and six gasoline stations as well as five hotels, lodging houses located along the National Highway. At present, Kabacan is working hard to vitalize its tourism industry packaging the wonderful and awesome caves in the northern part of the Municipality. There are said to be about more than 40 caves in the Municipality, and six of which are already open for spelunkers and outdoor enthusiasts. Peace and Order In terms of Peace and Order, the Municipality of Kabacan is one of the most peaceful municipalities in the Province of Cotabato since there were no noted major hostilities or armed conflicts in the past 5 years. Based on the records of PNP-Kabacan, there were a total of 30 crimes, particularly against women and children, reported in the municipality in 2009, of which 22 cases were solved (73.33%). In 2010, the incidence of crime increased to 43 against the same sectors of which 30 cases were solved (69.97%). Despite this, Kabacan remains peaceful in general, with the PNP and AFP, supported by force multipliers in the area, ready at all times to exercise their mandated task in addressing any problem that might affect the peace and order situation in the municipality. Employment and Unemployment Rate In 2009, an estimated of 95% of the working age (15 years old and above) were employed, of which, 75% was engaged in farming activities, 12% were engaged in business, 6% were employed in the government, 5% were employed in private institutions, and 2% were engaged in other endeavours. Underemployment rate is evident but within the tolerable level since Kabacan have only 16-20% with a bench mark of not higher than 20%. Unemployment rate of 3-5% is relatively low compared that of the bench mark not higher than 7%. Poverty Incidence In the face of economic growth and development in Cotabato, the Municipality of Kabacan still deals with many challenges in reducing poverty among the population. However, although Poverty Incidence is within acceptable level but unfortunately the level of income per capita is low. Structures, Infrastructures including Facilities for Children The Municipal Government of Kabacan has ensured that programs and basic services of the Municipal Government are all responsive to the needs of the children. These basic services especially on the structures, infrastructures and facilties are all geared at achieving the goals for the promotion and protection of the rights and welfare of the children. For education, Kabacan has 48 Day Care Centers, 29 Madrasah Schools, 7 primary schools, 24 public elementary and nine (9) private grade schools. There are also 10 public high schools and 5 private institutions and a state Universities, the University of Southern Mindanao. Table 2. There are also nine (9) Private hospitals and clinics, one skin care clinic and Ten (10) drug stores that provide medical needs and requirements. In terms of facilities that would ensure the stability and control of peace and order, Kabacan has one (1) PNP Station and various CAFGU detachments and CVO posts installed in different barangays. There is also one (1) Reformatory Institution (BJMP) and a Bureau of Fire Protection Liaison Office which help combat illegal drugs. Kabacan has two gymnasia for cultural and sports activities, for the provision of safe drinking water, the Kabacan Water District is the service provider while the Cotabato Electric Cooperative ensures the regular supply of power and electricity. For Communication facilties, Telof-DOTC is presently serving the Municipality of kabacan as a public telephone carrier. Private freight companies including JRS, LBC, Western Union, MLhuiller Express Padala and Metrophone are also serving Kabacan. Two (2) Post offices are located in the Municipality of Kabacan as well as one (1) Cable TV Station (Northwest Cable TV Network), a Radio Station (DXVL FM), and Globe, Smart and Sun Cellular and the Radio Network Group (Mike Kilo Base) are communication facilities found in Kabacan. The Municipality’s total road kilometerage is classified into the following: (a) 13.14% concrete, (b) 2.01% asphalted, 56.91 gravelled, and (c) 27.94% earth-filled. Under the SZOPAD Mindanao Program, the “TULAY NG PANGULO” implemented three (3) concrete bridges along the National Highway and nine (9) steel bridges in seven (7) Barangays. C. Situational Analysis of Children ENVIRONMENTAL CONTEXT Kabacan is geographically located at 7° 10’ North Latitude and 124° 50’ East Longitude. Nangaan and Simone conflict which also affects the barangays of Simbuhay, Tamped and Pisan. In terms of accessibility Barangays like Tamped, Simone and Simobuhay are mostly reachable only by motorized boats. Barangays like Simbuhay, Simone and Tamped do not have existing health centers. In these areas even the provision of basic preventive health services, such as immunizations and antenatal care, remain an ordeal for the health workers. The detection and proper management and follow-up of communicable diseases, like TB for example, are very difficult to implement. The lack of established emergency transportations in these areas made even harder for the health workers to respond to emergency cases and in the conduct of consultations and treatment of illnesses among patients. Natural and human induced disasters have also affected Kabacan giving way to the increased of the number of internally displaced persons. In recent years, a total of 800 families were forcibly evacuated due to flooding in the barangays near Liguasan Marsh. Heavy rains have caused flooding in flood prone areas like Cuyapon, Kayaga and Magatos. Typhoons do not pass through North Cotabato but heavy rains have caused flooding in the barangays that are along the Liguasan Marsh and Pulangi River (rio Grande De Mindanao). The impact of these environmental calamities is detrimental to the lives of the people while poverty is the long term effect. As highlighted in the HERRPs of Cotabato, one of the effects of natural calamities is the delayed developmental process and delivery of basic social services caused by damaged to infrastructures, properties and agriculture as a source of livelihood for almost half of the population. Population of Children The total household population of Kabacan in 2007 was at 73,610 where 37,205 are males and 36,405 were females. Based on the 2007 disaggregated data by NSO, the estimated 2007 child and youth population with age ranging from 0-9 is 24.59%, youth (10-19) is 22.46% while 47.64% represents the adult age 20-59 years, children 0 to 14 years old (young dependents) constituted to 35.92%, while those 60 years and above (old dependents) has a 3.43% share. The total working population whose age range from 15 to 64 years old is estimated to be at 60.64% of the total population. The municipality has an economic dependency burden of 68%. This means that for every 100 persons in the productive age group 15 to 64 years, there were 68 dependents, that is 58 young dependents and 8 old dependents. Figure 1. From this number, 18, 687 were males and 18, 546 were females while in the year 2010, a children population of 38, 138 was projected where 19, 141 were males and 18, 997 were females. From the bar graph presented as Figure 1, the total population of Kabacan in the year 2010, 45% were children with ages range from 0-17 years old. Furthermore, from the data, there were more males, which is 19, 141, by a margin of 5% against females, which is 18, 997. Table 3. HEALTH AND NUTRITION CONTEXT The delivery of the Primary Health Care Services are being carried out by 1 Doctor, 14 Permanent Midwives, 2 Nurses, 1 Dentist, 1 Dental Aide, 1 Sanitary Inspector, 1 Medical Technologist, 1 Nutritionist, 1 Contractual Midwife and a Utility Worker. There were 113 active Barangay Health Workers and 58 trained birth attendants serving as partners of the Local Government in the delivery of health care services in 17 Barangay Health Stations and in the field. Furthermore, a Government hospital is located at USM Campus with 100 beds. Also there are nine (9) private hospitals/clinics and one skin care clinic all located along the National Highway at Osias and within the Poblacion . Ten drug stores provide medical requirements. The Rural Health Unit has a physician-population ratio and Midwife population ratio of 1:73,991 and 1:24,663 respectively in 2007. The physician population ratio is way below the standard ratio of 2:50,000 population per RA No. 1082 standard. This means that there is a shortage of 1 rural health physician in the Rural Health Unit, one (1) Midwife and two(2) nurses. On the other hand, the government nursepopulation ratio is 1:36,995 against the standard ratio of 1:20,000 and the government-midwife ratio is 1:5,285. The Rural Health Unit is now Philhealth accredited health center. In the Private sector, there are 27 physicians, 31 nurses, 20 midwives and 4 dentists in the municipality. Based on the existing health facilities in barangays, only 3 barangays along the Pulangi river have no health stations. These are barangay Buluan, Simbuhay, Simone and Tamped. Infant Mortality Rate (IMR) Comparative Analysis on the Infant Mortality Rate (IMR), 2009, 2010, 2011 6 5 5 4 3 2 1 2.3 1.2 0 2009 2010 2011 A fluctuating trend in the Infant Mortality Rate in the Municipality of Kabacan can be noted in the data provided by the Rural Health Unit of Kabacan. In 2009, a total of 1.2% was marked in the Infant Mortality Rate and it rose in 2010 doubling the previous year’s IMR at 5% and decreased by almost 50% in the year 2011 which was 2.3%. Under- Five Mortality Rate According to the data reflected in FHSIS Annual Report in 2011 a total of 10 under-five deaths were recorded in the Municipality of Kabacan. Fetal Death in Utero was noted as the number one cause of death. This numbers placed the Under-Five Mortality Rate of Kabacan at 2.3 per 1, 000 live births. According to the RHU-Kabacan, the under-5 mortality in the Municipality was lower compared to the other Municipalitis in the province because of the Government’s full support and training of health workers per barangay. Moreover, it is the prime concern of the Municipal Government of Kabacan to keep the population healthy thereby intensifying the provision of basic health services especially in the isolated areas of the Municipality. Of this population, 68.36% were completely immunized at 12-23 months old. Only 20.75% of the population was given Hepatitis B1 within 24 hours and 38% were given Hepatitis B1 more than 24 hours. Comparative Data on the Fully Immunized Children in Kabacan 94 92.17 89 2009 2010 2011 However, in a report given by the Municipal RHU, Kabacan has recorded 6 cases of Primary Complex or TB in year 2011; of these reported cases 4 were males and 2 were females. On the other hand, these 6 cases are currently being closely monitored by the RHU for complete treatment. On the other hand, one of the many challenges for the LGU-RHU is the monitoring of TB cases at the Barangay Level. Data were gathered from the persons who have submitted themselves for treatment. TB among children has still remained silent, undetected and being ignored. Malnutrition Rate among Pre-School and School Age Children In order to enhance the delivery of nutrition services in the Barangays, the deployment of at least one Barangay Nutrition Scholar in every Barangay was mandated under PD 1569. Monitoring and evaluation is built on the premise that an efficient delivery of basic nutrition and related services by the BNS will improve the nutritional situation of a Barangay. For the last three years there was a noted increased of malnutrition rate among pre-school and school aged children from year 2009, 2010 and 2011. As reflected in figure 6, the highest rate for underweight children were in year 2010 which was at 11.52%, while in 2011 was at 10. 38%. This notable increased was due to the increased in the number of internally displaced family brought about by the armed conflict in the barangays of Tamped, Simone and Simbuhay. It was in this year that the massive Supplemental Feeding and the World Food Program were implemented in the Municipality of Kabacan. Children under Malnutrition Condition were being monitored by the Parents, LGU and Barangay Nutrition Scholars. Access to Health Facilities and Services The Primary Health Care Services were primarily delivered by 1 Doctor, 14 Permanent Midwives, 2 Nurses, 1 Dentist, 1 Dental Aide, 1 Sanitary Inspector, 1 Medical Technologist, 1 Nutritionist, 1 Contractual Midwife and a Utility Worker. There were 158 active barangay health workers and 58 trained birth attendants serving as partners of the Local Government in the delivery of health care services in 17 Barangay Health Stations and in the Field. A Government hospital is located at USM Campus with 100 beds. Also there are nine (9) private hospitals/clinics and one skin care clinic all located along the National Highway at Osias and within the Poblacion . Ten drug stores provide medical requirements. The Rural Health Unit has a physician-population ratio and Midwife population ratio of 1:73,991 and 1:24,663 respectively in 2007. The physician population ratio is way below the standard ratio of 2:50,000 population per RA No. 1082 standard. This means that there is a shortage of 1 rural health physician in the Rural Health Unit , one(1) Midwife and two(2) nurses. On the other hand, the government nurse- population ratio is 1:36,995 against the standard ratio of 1:20,000 and the government-midwife ratio is 1:5,285. The Rural Health Unit is now Philhealth accredited health center. In the Private sector, there are 27 physicians, 31 nurses, 20 midwives and 4 dentists in the municipality. Based on the existing health facilities in barangays, only 3 barangays along the Pulangi River have no health stations. These are barangay Buluan, Simbuhay and Tamped. Hygiene and Sanitation Facilities Type of Toilet Facilities The most reported kind of toilet facility was water-sealed sewer septic tank exclusively used by the households (60.57%) especially in the urban area. About 7.12 percent of households along the Pulangi River still had no toilet facility. It has also provided basic inputs to education which has been made available to the schools like enhancement of school building, scholarship programs, small grant projects and many others. Currently, Kabacan is still on its way of responding further to the current situations of children that are limited of the access to education. Early Childhood Development (ECD) Services There are 48 Daycare Centers in various barangays of the municipality and in Poblacion, there are 7 Day Care Centers and 1 Resource Center and thirteen (13) kindergarten schools under private institutions. These DCCs and Resource Centres are manned by 51 Day Care Workers. For Year 20092010, total enrolees in existing day care centres, public and private is 1,495 representing the 21% of the projected population of 7,095 ages 3-5 years old. Enrolment for male is slightly lower than the female. Enrolment in Public and Private Elementary School For the SY 2009-2010, the total enrolment in public elementary schools reached 11,586, while in private elementary schools only 965 pupils. There were more females enrolled than males in 3 Districts. In private elementary school, there were more males enrolled than females. In the secondary level, a total of 3,687 were enrolled in public school, while in private school 1,112 enrolees. The enrolment participation rate (EPR) in SY 2009-2010 for public elementary schools as reported by the 3 Districts was computed as 83.47%, while in the secondary level a participation rate of 79%. Classroom-Student Ratio The municipality experienced a high classroom - student ratio in the public secondary level (Table 28), SY 2009-2010. Bannawag High School registered the highest student-classroom ratio with 1:72, followed by Lumayong High School 1:63 and Kabacan National High school 1:62. The figures indicate that there is deficiency in the existing number of classrooms. In the elementary level, student-classroom ratio varies for each District and for each school level. Other District like North District where the ratio is 1:31 is better. Student-Teacher Ratio The total enrolment and the actual number of teachers shows that there is no teacher deficiency in both public elementary and secondary school levels except the case of Tamped & Simbuhay Primary school which are far flung barangays. The teacher-student ratio in all Districts ranging from 1:30 to 1:43, while student-classroom ratio ranging from 1: 30 to 1:49. The Municipality of Kabacan is presently catering a sizable amount of children that are in difficult circumstances and are therefore need special protection and care. As reflected in Figure 25, in the year 2010, a total twelve (12) cases of Sexual Abuse and Physical Abuse were captured. Again, Females were the survivors of these cases. Primarily, these children experienced disturbance in their education, suffered health problems and lack food supply. Status of Barangay Council for the Protection of Children (BCPC) Of the 24 barangays in Kabacan, 20 or 90% has their respective BCPC organanized. However, only or very few are considered as functional and therefore are active. In the absence of the BCPC, the Women’s Desk and Lupong Tagapamayapa appeared to be more functional. D. LGU VISION AND ITS OBJECTIVES, STRATEGIES AND TARGETS FOR CHILDREN VISION OF THE LGU The Local Government Unit of Kabacan, in partnership with the other development actors, is committed to improve the quality of life of its constituent through strengthened peace initiatives, enhanced socio-economic development and sound gender-responsive community Vision for Children “Child-friendly” as a way of life of the people living in a peaceful, healthy economically developed and peaceful environment Mission for the Children To improve the quality of life the children through establishing mechanisms and approaches for a just and child-friendly programs and projects in collaboration with key stakeholders. Goals The primary Goal of the Municipality of Kabacan is to consolidate and coordinate all efforts of the involved stakeholders in the implementation of plans and programs geared towards the welfare and development of children.
