POLICE DEPARTMENT:

From June 10-12, Officer Trent Ross and Officer Brad Pickerel represented our
department at the Special Olympics Summer Games in Bloomington/Normal. The
Summer Games is Special Olympics Illinois premiere sports competition with
more than 4,000 Special Olympic Athletes competing.

Our agency delivered 215 pounds of prescription medication, which had been
collected at our P.D., to the Madison County Sheriff’s Office for proper
disposal.

On Saturday morning, Chief Evans participated in a Children’s Miracle Network
fundraiser sponsored by Wal-Mart. He was held in a jail cell in front of WalMart until he raised the “bail” to get released. Several other department
employees contributed money to the cause.

On June 13th, Lt. Eric Herman presented a safety program to the Collinsville
Area Ministerial Association (CAMA).

On June 14th, Officer Josh Fields and Sgt. Bud Jeremias volunteered at the St.
John’s United Church of Christ’s Homework Help & Hoops program by directing a
Physical Education class for the kids.

On June 15th, Officer Trent Ross presented safe driver programs to two
Driver’s Education classes at Collinsville High School. In addition to several
topics related to the Illinois Vehicle Code, Trent explained what to expect

and how to react when stopped by the police for a violation.

On June 16th, both Major Rich Wittenauer and Administrative Assistant Teresa
May volunteered at Homework Help & Hoop. Major Wittenauer provided Physical
Education guidance while Teresa provided tutoring.

On June 13th, our detectives were notified by the Granite City Police
Department that an individual wanted for a weekend shooting in Granite City
was possibly in our city. Within hours, several officers from our department,
working with Granite City officers, took the suspect into custody at a
Collinsville residence.

During the week, the following officers received training:

Officer Josh Fields, Officer Cortney Steinman, and Officer Ben Koertge
attended Standardized Field Sobriety Testing.

Detective’s Chris Warren and Keith Jackson attended 8 hours of Child Death
Investigation Task Force training.

Officer Mark Terveer attended an Advanced School Resource Officer Forum.

During the previous seven (7) day period, CPD were involved in 642 incidents.
This includes both calls for service and self-initiated activity (summary
attached).
FIRE DEPARTMENT:

42 EMS calls were received over the past week. These calls break out as
follows:
 33 calls were Illness related one of which was a STEMI (no update has
been received from Anderson Hospital yet on this)
 9 calls were trauma related
 Average on scene time (with patient prior to leaving for hospital) was
only 5 minutes which is very good.
 10 fire related calls
 8 fire responses (all minor)
 1 lift assist
 1MVA

Two EMS mutual aid calls, one to Glen Carbon and one down into State Park.

Continuous training for three new firefighters. Two have been released to
full status with one that should be on full status next week.

Starting on the beginning stages of formal business inspection program.

Promotional ceremony for two newly appointed officers to LT and one LT
promoted to captain with the recognition of three new firefighters.
FINANCE DEPARTMENT:

Received and reviewed GASB 67 and GASB 68 calculations from the actuary. This
will allow the auditors to provide draft 2015 financial statements next week.

Worked on statistical section of 2015 CAFR.

Attended City Council meeting, Business After Hours, and Promotional Ceremony
for Captain Bennett, Lieutenant Frawley and Lieutenant Litteken.

Hosted 4th Annual Golf Tournament at Arlington Greens for the Collinsville
Educational Scholarship Foundation. It was an astounding turn-out for such a
hot day! There were 115 golfers plus 12 additional volunteers who worked to
make the event successful. We raised about $12,000 for future scholarships!!!

Attended IPPFA Pension Seminar. Pension Board Trustees must attend 16 hours
of annual training that covers (1) duties and liabilities of a fiduciary under
Article 1 of the Illinois Pension Code, (2) adjudication of pension claims,
(3) basic accounting and actuarial training, (4) trustee ethics, (5) Illinois
Open Meetings Act, and (6) Illinois Freedom of Information Act.

Nicole hosted IGFOA Utility Billing Webinar. April and Stacey attended and
enjoyed sharing ideas with other municipalities from Marion to Chatham. There
aren’t many training opportunities specific to utility billing, so we were
glad to facilitate this event in Collinsville .
CITY CLERK’S OFFICE:

Held bid opening for Waste Water Dept. – Multi Conductor TV Inspection System,
EQP-599-16 and prepared bid tabs.

Participated in an update and procedural meeting with staff regarding the
Southwest Corridors TIF and Business District development.

Updated changes to Doubletree’s liquor license.

Assisted in the planning process for the Madison County Circuit Court Clerk’s
office relocation at City Hall (phone lines, computer access, signage, etc.)

Processed Administration pay request forms.

Processed and prepared liquor license for C.A.R.D. – Tunes on Tap Pool Party
to be held on June 17.

Had the opportunity to attend the Southwestern Illinois Municipal Clerk’s
Association quarterly regional meeting and program in Waterloo. Guest
speakers included the Waterloo Police Department - Active Shooter program,
Barry Howell of Visu-Sewer regarding infrastructure maintenance options (cured
-in place pipe – CIPP vs Chemical Grouting), and representative from the
public library system who spoke on the various services available and how
municipalities can partner with their local library to enhance community
collaboration efforts.

Scheduled maintenance and recalls on City Hall fleet vehicles.

Held bid opening for Fire Dept. – Ambulance Chassis and Remount, EQP-600-16
and prepared bid tabs.

Participated in conference call with representatives of PGAV Planners, City
Manager Mitch Bair and Deputy Clerk Tracy Carlson regarding process for the
proposed Southwest Corridors TIF/BD Redevelopment Plan and Business District
along with amending TIF 1 in order to remove parcels from existing TIF and
Business District into Southwest Corridors TIF and Business District.

CITY MANAGER/ADMINISTRATION:

Attended development meeting regarding potential expansion of Laura Buick-GMC.
This expansion will add offices, showroom space, and service area at a
projected cost of $2.2 million. Thus far this year, their sales have increased
by more than 50% over last year at this time.

Attended collective bargaining session with the Operating Engineers Local 520
(Public Works).

Coordinated collective bargaining session with Local 148 & 148 B (City Hall) &
Water Plant)

Coordinated project management meeting with Public Works Director, City
Engineer, and Chief Building Official to discuss various issues associated
with development projects.

Attended the swearing in and promotional ceremony for the Fire Department.

Started discussions with staff regarding improved methods for public
communication regarding various projects.

Met with legal counsel at Lowenbaum Law to discuss various legal issues.

Attended Southwest Corridors TIF/BD project meeting to discuss future steps.

Attended conference call with Illinois Fire Chief Association regarding Fire
Chief Executive search process.

Madison County will hold their last court session at City Hall on Tuesday,
June 28th. The morning of the 29th, the moving trucks will come, and one
Deputy Clerk will be relocated to the Finance Office counter space. The kiosk
in the hallway (no longer used by the City) will become the public access
kiosk the court functions and EPay activities. Court services will be
available from 8:30-4:30 Monday through Friday, and will be either 1) closed
for lunch or 2) covered by Finance employees during lunch.

The City Council will consider an amendment (at their June 27th regular
meeting) to the ordinance creating the Planning Commission, adding the City
Engineer as an ex-officio non voting member and reducing the number of regular
voting members from 12 to 11.

Work on the annual TIF report that is due to be submitted by June 30th.

New Developments On the Horizon:
 Wal-Mart Neighborhood Market: This is not a regular Wal-Mart retail
store, this is a grocery store that will redefine the Beltline corridor
and replace the old K-Mart building (the whole 90,000 SF building will
be demolished). Also this development will include a gas station and

convenience store. The development is located within the Northeast
Business District (NEBD) but to date they have requested no incentives
for the project.
 Colton's Steakhouse: This is a destination steakhouse that replaces the
recently demolished Ponderosa in Eastport. This project is located
within TIF #1 but to date they have requested no incentives from the
City.
 Jimmy John’s: This project is located on the east side of North Bluff
Road just north of Regions Bank and will include a freestanding Jimmy
John’s with a drive-through along with another freestanding yet to be
named national brand restaurant. This project is located within TIF #1
and they received incentives for the project.
 MedExpress Urgent Care: This development is located on the site of the
former UMB Bank on Beltline Road. This project includes the demolition
of the existing building and the construction of a new building for the
urgent care. This project is located within the NEBD and to date they
are not requesting any incentives from the City.
 Medical Office Building: This project is located on Vandalia on the
vacant lot in front (to the east) of Cedarhurst. The building will be a
new 12,0000 SF office building with 20-25 professional IT jobs and a
dental clinic. This project is not located in an incentive based area.
 Firehouse Subs: This project will be the 1st tenant in the strip center
in front of the former K-Mart at 1097 Beltline Road. This project is
located within the NEBD and to date they are not requesting any
incentives from the City.
INFORMATION TECHNOLOGY UPDATE:

Maintained server room throughout City Hall air conditioning failure crisis.

Replaced battery in Server Room UPS. Will replace another battery when server
downtime is permissible.

Preparing mobile units for police squad cars that do not currently have
computers.

Preparing wireless routers for installation in ambulances.

Working with Pyramid Electric and Tech Electronics to finish the Uptown WiFi
project. This should be functional next week.

Replacing failed hard drives in two ambulance laptops.
CABLE/VIDEO PRODUCTION COORDINATOR UPDATE:

Filmed and photographed the Fire Department swearing in and promotional
ceremony.

Site preparation and set up for City Council meeting on June 13th at the
Gateway Center.


Chief Building Official Update:

ARC Flash Safety Training for code Inspectors and employees using high
voltage. In process through French Gerlman Electrical Supply Company.

City Hall HVAC
 Double failure of Courtroom and Server Room air-conditioners. Improper
wiring of controls by contractor caused failure or Courtroom airconditioning. Lack of routine maintenance and hail damage causes failure
of Computer Server Cooling Unit.
 BICK HVAC, St.
Louis, Missouri, a certified Liebert Repair Service,
corrected defects for the Computer Server Room air-conditioner. Also,
diagnosed Courtroom dual compressor and determined thermostat and
sequencer were not properly installed. BICK advises to:

Replace outdoor unit Liebert Compressor Unit: Lack of regular
maintenance, Hail Damage to cooling fins.

New Insulation on line sets.

Interior Liebert unit is in good condition.

Establish a quarterly inspection and cleaning program.
 CBO recommends the following City Hall HVAC improvements:

Purchase of new outdoor Liebert Unit for Computer Server Room.

Replacement of Antiquated Boiler with new high efficiency boiler.

The above two items are ready to be bid immediately.

Developing scope of services and obtain pricing to replace all six
rooftop air-conditioners and associated ventilation at City Hall
building.

Recommend the City consideration of becoming an Energy Star Partner City
through adoption of resolution by City Council.

Chief Building Official traveled to O’Fallon, Illinois and was the guest of
the Building and Zoning Department. CBO Daniel Davis rode along with
inspectors, observed computer recording and report process and discussed
updating City of Collinsville Building Codes to ICC 2012 editions to become
contemporary, remain in sync with neighboring communities and with Illinois
state law. The MSGovern software used by O’Fallon, Illinois Building and
Zoning Department will be reviewed by Collinsville Technology Update Team.

City Vehicles: Ordered city logo and department ID for Building Official and
Code Enforcement vehicles. Will be applied to better identify vehicles to the
public.

Flood Plain Management informational meeting- Accepted Invitation for late
June.

FOIA request, 704 W. Main, Fire damaged building owned by P. Astraskus.

Black Friday Liquidators – Documents being review for planning compliance
HUMAN RESOURCES:


Attended meeting with Hurst-Rosche finalizing the redesign of piping
configuration and connections to existing infrastructure.

Attended weekly Development Review Process Meeting

Met with resident at #9 Cherry Hills regarding area drainage issues.

Reviewed inspection results of 1 million gallon potable water storage tank at
water plant. The inspection report states that the 30 year old vessel is in

remarkable condition and with the proper maintenance, the city can expect
another 30+ years of service from the tank.

Continued working with AT&T and Charter Communication for relocation of their
facilities for Streetscape IV and Belt Line Keebler projects.

Working on financial audit of Motor Fuel Tax Fund.

Received notification from IDOT regard bid results for the Clay Street
Streetscape and Overlay. Hank's Excavating submitted the lowest bid at
$1,344,844.30. The project is anticipated to start in the fall after the
Italianfest.
Streets/Sidewalks Survey Update:
Over the past 5+ years sidewalk maintenance had not been a priority in the
Street Department due to, what I assume was, the under staffing of the
Department. All activities related to repairing and replacing sidewalks resulted
from reactive measure from a reported hazard or some type of construction
related activity or project. To my knowledge, there hasn't been a complete
sidewalk survey completed in years to allow for an organized proactive approach
to maintaining the sidewalks. Mike Prosser is currently completing the road
survey to establish which roads will be included for this year's oil and chip
program. Once the road survey is complete and the oil and chipping plans are
finalized, Mike will start the sidewalk survey as a part of the ADA Transition
Plan. Based on the survey results, we will take a prioritized programmed
approach to replacing the sidewalks based on safety and severity of hazards. We
already have a list of sidewalks that is currently and scheduled to be address
this fall that was shared with the City Council at the Strategic Session held on
February 8, 2016. The list was compiled from citizen service requests and selfreported hazards. I fully expect that the list will change as a result of the
sidewalk survey's findings.
As mentioned above, we will take a programmed approach as to how we address the
maintenance needs of the infrastructure. Starting in early spring, crews will be
focused on maintaining roadways and preparing the streets for mill and
overlaying and for oil and chipping as well as addressing all of the other
required daily maintenance activities. In the fall, through spring, the focus
will be on sidewalk maintenance and replacement as well as all of the other
daily requirements.
We have a lot of catching up to do. Not only with sidewalks, but with roads,
equipment, storm drains, curbs and gutters, ROW maintenance, tree trimming,
facilities maintenance, land fill, etc...It will take a considerable amount of
time to address all of the outstanding and ongoing maintenance issues, but we
have already started addressing some of the more hazardous side walk issues, all
while addressing the other issued listed above. As I stated in my previous
email, we just completed the replacement of the sidewalk and aprons on Church
Street. Other sidewalk related work completed in the past few months, since the
hiring of additional personnel, includes:
 Pine Lake Rd.- Cross walk
 Rolling Oaks - Sidewalk section replacement

In addition to the side walk maintenance, the crews have also completed concrete
curb and gutter work on:

 Wheat Ridge - v-gutter
 Willow Brook - v-gutter

As communicated to the Council, I intend on creating a scheduled and organized
proactive approach to preforming the work required to maintain the entire
infrastructure of the City. Adding additional staff was not just to address the
sidewalks; it was to allow the Department to get back to the proactive
programmed approach to taking care of the City's infrastructure as it should be.
City Engineer's Office:

Attended development meeting for Laura Buick expansion project

Inspected California Timbers site and evaluated site improvements and
development issues associated with the site. This inspection included a follow
up meeting with the contractor from California Timbers to discuss construction
activities and expectations.

Worked on development scenarios for various proposed projects including
required infrastructure costs and other associated site improvement
requirements.

Worked on 2016 Mill and Overlay bid package (refer to attached)

Took Certified Floodplain Manager (CFM) exam

Managed and inspected the Woodlawn Apartment (formerly Northgate Apartments)
construction site about erosion control and other development issues.
Street Department:

Construction Crew worked on saw cutting Main St. for new water main.

General work orders (14).

Inspected 3 drainage issues reported by residence.

Performed maintenance on trucks and equipment.

Emptied leachate tanks as mandated by the IEPA & IPCB.

Approximately 95 tons of hot mix was used on oil and chip project this week.

Street sweeper out daily.

Scheduled Oil & Chip projects (funding source is MFT), tentative schedule
attached to report but scheduled tentatively for July 11th—14th and July 25th—

Miscellaneous repairs at the Street Department.

Weed eating and edging sidewalks and curbs.

Painting center lines and crosswalks (financed through increased CIP funding).

Trimmed trees over hanging roadways.

Spraying for mosquitoes with an alternating morning/evening schedule to
maximize effectiveness. Also aggressively larvaciding for mosquitos which is
significantly more effective than spraying as it eliminates the mosquito
larvae. Specific detailed update follows:
Mosquito Spraying Update
Last year under the direction of the previous Director, the
Street Department sprayed pesticide two hours in the morning from
5am to 7am. In August 2015 the program was expanded to include
three hours of evening spraying from 6 - 9pm through the end of
September. In addition to spraying pasticide, larvice wafers were
placed in all of the city's storm water catch basins in June of
last year. The use of larvicide is considered to be a more
effective method of mosquito control than that of spraying
pesticide. Prior to 2015, larvicide was distributed free of charge through the
Madison County Health Department and the wafers were deployed monthly in the
city. Last year, due to the budget impasse in Springfield, the city only
received enough wafers from the county to allow for one deployment of the
larvicide.
This year, the Street Department started spraying pesticide the on June 6 for
three hours daily from 4am to 7am. On June 20th the department will transition
from morning spraying to evening spraying for a period of two weeks then
continue alternating every two weeks the remainder of the mosquito season. This
schedule will allow for the complete coverage of the city during each two week
period and will target two different species of mosquitos. The Street Department
has also purchased enough larvicide to deploy the larvicide wafers monthly. The
first deployment of the larvicide wafer occurred in May and the next deployment
is scheduled for next week. The Street Department will continue deploying the
wafers monthly through September.
Water Plant:

Filled and disinfected the 1 million gallon water storage tank located at the
water treatment plant that was drained for cleaning and inspection. Collected
the required samples for analysis and return the tank to service.

Met with Public Works Director and Hurst-Rosch about water line connections
for the new plant.

Average daily finished water usage to date is 2.1 mgd.
Water Lines Department:

Service Technician had 5 broken arrangements and 37 disconnections for nonpayment.

Responded to 82 JULIE locates.

Meter Readers read District 7 with 1,796 meters and performed maintenance on
the district meters.

Lines Crew repaired 3 water main breaks. 1609 Olive St, Cumberland St @
Burlington Dr, and 123 Sumner Blvd.

40 Ton of Hot Mix was installed on E. Main St.

Retired 100’ of 6” CI water main on Cumberland St. for the new Woodland Park
Apartments project.

One employee out sick all week.

Adjusted irrigation systems at the Uptown Pocket Parks for the rising
temperatures.
Wastewater Plant:

Continued routine daily plant operation.

Continued work on laboratory proficiency testing program. DMR Quality
Assurance-36 test study results are due on July 01, 2016

Plant maintenance chief performed regular, routine plant maintenance.

Plant maintenance chief switched to #2 UV channel and replaced faulty bulbs in
channel #1.

Replaced and repaired hand railing on final clarifier cover that had been
removed while cover was off for repairs.

Operators continued to perform their regular duties in and around the plant.

We had one operator off on sick leave and his shift was filled by a relief
operator from the line maintenance crew.

Removed #1 primary clarifier from service due to flow dropping off during
summer months. Removing one of three clarifiers from service during the low
flow periods conserves energy and improves operation in the treatment process
in the plant.
Sewer Lines Department:

Performed bi-weekly inspections of all 13 lift stations/read and recorded hour
readings.

82 JULIE locates completed.

Continued mowing easements.

Mowed all lift stations and misc. City owned properties.

Coordinated all equipment rentals for the 1 million gallon sludge tank
cleaning. The project will begin on June 27th. We are anticipating the

project taking less than 1 week.

Ordered and picked up parts necessary to empty and take the #1 primary
clarifier out of service.

Linesman filling in for plant operators that will be off on vacation, extended
sick leave and another linesman out on funeral leave.

Culy Construction (manhole lining) pushed back the start date of the manhole
rehabilitation from June 13th to June 20th due to weather concerns.

Responded to 2 lift station power failures in the Collinwood subdivision on
June 13th. No backups were reported.

Assisted Cady Aquastore with the removal of 2- 9’ x 4’ panels on the 1 million
gallon storage tank. This will allow us to enter the tank with a skid loader
to remove debris.

Met w/ Osborn Development to discuss service connection options for the new
Keebler Crossing strip mall.

Bids were opened for the new TV inspection camera on June 13th.

Continued with the June flush list.

Preventative maintenance was performed on the Vactor sewer cleaning truck.

Performed 1 sewer repair inspection at 823 W. Main St.

Ordered 200 tons of RR-5 Rip Rap for the Sugarloaf sewer easement to stabilize
creek bank.

On Wednesday June 15th a power failure occurred at the storm water lift
station. During the power failure the variable frequency drive (VFD) for pump
#2 blew 2 internal fuses as a result of, what was believed to be, a current
spike in Ameren's distribution electrical system. Illinois Electric Works was
called into make the necessary repairs. Upon inspection of the VFD, it was
determined that the drive was damaged beyond repair and a new unit was
installed.

I watched them tearing a building down,
A gang of men in a busy town.
With a ho-heave-ho and lusty yell,
They swung a beam and a sidewall fell.
I asked the foreman, "Are these men skilled,
As the men you'd hire if you had to build?"
He gave me a laugh and said, "No indeed!
Just common labor is all I need.
I can easily wreck in a day or two
What builders have taken a year to do."
And I tho't to myself as I went my way,
Which of these two roles have I tried to play?
Am I a builder who works with care,
Measuring life by the rule and square?
Am I shaping my deeds by a well-made plan,
Patiently doing the best I can?
Or am I a wrecker who walks the town,
Content with the labor of tearing down?
