 City Council Meeting: Monday, June 13th,

due to the meeting location, the meeting will
be uploaded to the City’s website for on

Wednesday, June 15th).
POLICE DEPARTMENT:
 On Friday, June 3rd, the Collinsville Police
Department Fraternal Order of Police Lodge
#103 hosted their 24th Annual Golf Outing.
Law Enforcement and their associates from
throughout the Metro-East look forward to
this event every year and this year’s event
was again a big success.
 On Friday, June 3rd, Chief Evans participated in opening ceremonies at the Horseradish
Festival. He followed that up by judging the Bloody Mary Contest at the Festival on
Sunday.
 On Monday, June 6th, several department members ran a leg in the Law Enforcement
Torch Run. Major Wittenauer, Lt. Scaggs, Officer Kilquist, Officer Kuechle, Officer
Pickerel, and Officer Ross successfully carried the Torch from our Police Department to
Maryville as it makes its way to the Special Olympic Summer Games in Bloomington.
 On Monday, June 6th, Sgt. Rowland along with his shift (Officer Bell, Officer Brown,
Officer Kyrouac, Officer Pritchett, and Officer Ross) had rifle and pistol training at the
O’Fallon range. All of our Firearms training is provided by our own team of trained
instructors.
 Teresa May has taken the lead on getting the Police Department involved with a summer
program sponsored by St. John’s Evangelical United Church of Christ called Homework
Help & Hoops. She has recruited several volunteers at the Police Department who will
read to children and participate in Physical Education programs with the children
throughout the summer.
 On Tuesday, June 7th, Officer Trent Ross volunteered at the Homework Help & Hoops
program by reading a book to a group of children. He also provided the children with
coloring books, crayons and police badges.
 During the week, the following officers received training.
 Officer Josh Fields attended Radar/Lidar Instructor Course at Northwestern University.
 Officer Mike Brown, Officer Steve Pyrdeck, and Sgt. Eric Danford attended a Simunition
Instructor Course.
 Officer Jose Cerna attended a Criminal Sexual Assault Investigation Course.
 Officer Doug Talbot was activated for a Major Case Squad Investigation in Madison,

Illinois.
 Lt. Eric Herman, Lt. Chuck Mackin, Sgt. Bud Jeremias, Sgt. Mark Krug, Det. Chris
Warren, Ofc. Scott Pritchett, Ofc. Mike Brown, Ofc. Jay Edwards, and Ofc. Todd Kunz
attended a 7 hour training introducing the Madison County Domestic Violence
Accountability Court. This training precedes the immediate implementation of new
Madison County Protocol for the investigation and prosecution of Domestic Violence cases.
 During the previous seven (7) day period, CPD were involved in 648 incidents. This
includes both calls for service and self-initiated activity (summary attached).
FIRE DEPARTMENT:
“It’s been a busy week for the Collinsville Fire Department with 63 ambulance calls and 17
fire calls for the week 6.3-6.10. Of the 80 emergency calls 16 occurred on Saturday the 4th
and 16 occurred on Sunday the 5th. This accounts for over 47% of our weekly calls on these
two days with over 23% of our EMS calls occurring between the hours of 2000-0600, see
chart below.
There were a group of very serious calls this week with two (2) STEMI’s occurring on the
same day. The first resident required more definitive care then Anderson hospital can
provide. This patient required coronary artery bypass graft at Barnes hospital St.
Louis. However, the rapid diagnostic evaluation and transport to Anderson, less than 24
min from the time crews arrived at the residents home and the resident was delivered to the
emergency room. This expedited care of this patient and improved the patient’s chance of a
positive outcome.
The second STEMI occurred the same day and this patient was far more critical , see
image. This patient had 100% blockage of both the Left Anterior Coronary Artery and his
Right Coronary Artery resulting in a large area of heart muscle death. This patient was
furthermore placed on a device, after stent placement, to support cardiac blood flow and
was emergently transferred to Barnes in St. Louis for coronary artery bypass graft. Similar
to the first STEMI, had the crews delayed diagnosis, treatment and transport, both residents
would have experienced a negative outcome. Moreover, had the outstanding relationship
and complete trust from Anderson hospital not existed, these patients would have certainly
had a negative outcome and for the second resident, the probability of death was high with
an exponential increase with each minute.
Another significant emergency occurred on 6.6 when an elderly resident began to choke on
food at a local restaurant. Initial 911 calls indicated the female was breathing, however,
further information revealed the resident was not breathing. Multiple units were dispatched
and the crews found the female in a wheel chair, not breathing with a complete airway
obstruction. The resident subsequently lost her pulse and crews immediately began
CPR. The objects were visualized and removed under direct laryngoscopy, the direct
visualization of the tracheal opening, and CPR continued. The resident, prior to arrival at the
Emergency Room, regained her pulse and was attempting to breathe on her own. Shortly
thereafter, the resident began having purposeful movement and was later transferred to the
ICU. Rapid availability of both crews and equipment was vital in this residents
survival. During the time of this call, both primary ambulances were on other emergency
calls and the backup ambulance meant the difference, literally, between life and death.
Another significant calls was the product of a motorcycle accident which required the air
medical evacuation of the rider to a St. Louis trauma center due to his injuries.
The 17 fire calls ranged from a mutual aid response to Edwardsville for a structural fire,

energized power lines down over the road,
motor vehicle collisions, investigations of
smoke and gas smells, and smoke in a
senior living apartment which resulted from
the resident having a cardiac arrest while
cooking. Unfortunately, this resident did
not survive her encounter.
In addition, the fire department responded
to a vehicle fire on interstate 55/70. The
vehicle involved was in transit on a flatbed
tow truck and the incident required the
complete closure of the eastbound lanes of
interstate 55/70 for nearly one hour. The
fire was successfully extinguished and
damage to the tow truck was
minimized. The fire department was
assisted by both the Illinois State Police
and the Illinois Emergency Response
Vehicle.”
FINANCE DEPARTMENT:
 Nichole Dontigney successfully bid into
the vacant Account Technician position
this week. The Finance Department is very pleased to have her back! She will continue
to support the Fire Department as much as possible during this transition.
 Attended breakfast reception for City Manager Bair. It was a wonderful event and a
great networking opportunity!
 Attended St. Louis Chapter GFOA meeting. This month’s topic was cyber security. The
discussion was led by experts from the accounting firm RubinBrown.
 Worked on 2015 TIF Annual Reports, which have a June 30th filing deadline with the
Illinois Comptroller’s Office.
 Worked on 2015 Annual Statement and Interrogatories for the Police Pension Fund, which
have a June 30th filing deadline with the Illinois Department of Insurance.
CITY CLERK’S OFFICE:
 City Clerk Wasser was on vacation the week of June 6, 2016.
CITY MANAGER/ADMINISTRATION:
 Facilitated meeting to discuss development process and ongoing projects with City
Development Team.
 Facilitated Code Enforcement Team meeting
 Attended the reception for the City Manager.
 Prepare the Planning Commission packet for the June 9th meeting, notable projects
include the following (see attached pictures):
1. Wal-Mart Neighborhood Market: redevelopment of former K-Mart site (1101 Beltline
Road) with a Wal-Mart Neighborhood Market (grocery store) with gasoline station

and convenience store.
2. Colton’s Steakhouse: redevelopment of former Ponderosa site (5 Eastport Plaza
Drive) with a destination steakhouse.
3. MedExpress Urgent Care Center: redevelopment of former UMB Bank site (515
Beltline Road) with an urgent care.
4. City Engineer presented amendments to the City’s stormwater management
regulations to the Planning Commission within the public hearing. The public
hearing was continued to the July 14th regular meeting where specific amending
ordinances will be presented to the Planning Commission.
5. The Community Development Director presented an amendment to the Municipal
Code that reduces the total Planning Commission membership to 11 from the
current 12 and adds the position of the City Engineer as an “ex-officio non-voting”
member.
 Met with the Executive Director of the Chamber of Commerce
 Worked with Deputy City Clerk (and Planning Assistant Tracy Carlson in preparation of
the City Council agenda for the June 13th meeting at the Gateway Center.
 Discussed repair of the Fire Department Ladder Truck (apparatus) with Asst. Chief
Kyrouac.
 Met with Corporate Counsel to discuss various legal issues.
 Met with legal counsel at Lowenbaum Law to discuss various legal issues.
INFORMATION TECHNOLOGY UPDATE:
 Getting quotes for laptops in new squad cars.
 Rebuilding ambulance laptop with failed hard drive.
 Purchased new, more reliable, wireless routers for the ambulances.
 Moved N. Dontigney to her new desk and set up phone extension.
 Resolved City Hall backup issue.
 Uptown WiFi installation has begun.
 Updated email distribution lists.

controllers at Glidden Pump House damaged by the lightning strike.
 Drained the 1 million gallon storage tank at water plant for inspection and cleaning. The
tank will be out of service for the next week pending approved
results.

 Completed and submitted month water quality report to IEPA.
 Collected 17 of 37 monthly distribution and plant water quality samples.
Water Lines Department:
 Responded to and completed 59 JULIE locates.
 Service man performed 59 disconnections for non-payments, 0 broken arrangements.
 Meter readers read District 6 = 1,145 meters and performed maintenance repairs on
distribution system meters.
 Employees attended Health Fair up at City Hall.
 Repairing roadway repairs on E. Main St. from water main installation.
 Worked on Uptown Irrigation at Dog Park and Pocket Parks.
 2 employees trim around all hydrants at Eastport, Horseshoe Lake Rd, and McDonough
Lake
 Replaced rear brakes on truck #24.
Wastewater Plant:
 Continued routine daily plant operation.
 Submitted end of month reports for IEPA and City Hall.
 Started work on laboratory proficiency testing program. DMR Quality Assurance-36 test
study results are due on July 01, 2016
 Plant maintenance chief performed regular, routine plant maintenance.
 Plant maintenance chief replaced 50 hp. motor on #1 filter feed pump. He also replaced
seals on filter feed pump check valves.
 Replaced final clarifier cover that had been removed and sent out for repairs. Tank was
cleaned last week.
 Operators continued to perform their regular duties in and around the plant.
 Vendor scheduled to be at the plant on Thursday to remove 2 panels from #2 sludge
storage tank to allow access to the interior of the tank for cleaning and structural
inspection.
 Sewer Lines Department:
 Performed bi-weekly inspections of all 13 lift stations / read and recorded hour readings.
 59 JULIE locates.
 Assisted the Construction Crew with debris removal at the new water plant site.
 Prepared #2 sludge storage tank for panel removal to access interior of tank for cleaning
and structural inspection.
 Inspected 2 storm sewers on Sunset for the Street Dept. No defects were found during

the inspection.
 Linesmen assigned to plant operations to cover vacations and the Thursday and Friday
day shift.
 Continued prep work for the 8” valve replacement at the excess flow clarifier well.
 Assisted plant maintenance chief on the reinstallation of the final tank cover.
 Began mowing sanitary sewer easements.
