About the Canadian Breast Cancer
Foundation – Atlantic Region
For more tha n 25 years, the Ca nadia n Breast Ca ncer
Foundation (CBCF) has been at the forefront of a nation-wide
movement to raise awareness a nd mobilize action, with a
goal of creating a future without breast ca ncer.
Our mission began with a small group of determined women with a shared vision
of reducing the stigmas associated with breast cancer, and funding innovative and
relevant research. Their vision resonates so strongly that each year thousands of
Canadians join us to help, by volunteering, donating, participating, and supporting
vital work that has driven significant change.
Since 1986, the mortality rate for breast cancer has fallen by 35%, due mainly to
increased breast cancer screening and improved treatments. From the beginning,
CBCF has actively advocated for breast cancer screening, and supported research
across the spectrum – from prevention, early detection and diagnosis, to treatment
and quality of life for patients. Since opening our doors in 1997, CBCF – Atlantic Region
has awarded over $22 million for Atlantic Canadian research grants, community health
grants, studentship awards, and national initiatives.

Canada Revenue Agency (CRA)
GUIDELINES
The Canadian Breast Cancer Foundation‘s tax receipt policy is based on the Federal Income Tax Act,
which is enforced by the Canada Revenue Agency (CRA). CBCF must comply with this legislation to
maintain its charitable status. In particular areas, CBCF has elected to adhere to stricter criteria than
what is set out by CRA.
CBCF’s tax receipt policy specifies the circumstances in which tax receipts may be issued and the kinds
of contributions that are eligible for tax receipts (and is based on regulations set out by CRA). For
example, if a donor receives a right, privilege, benefit, or advantage of any kind from a contribution
to a charity, the donation is ineligible for a tax receipt. In accordance with our policy, CBCF has full
control over the issuing of tax receipts and therefore reviews and approves any event-related tax
receipt issues in advance of the event to ensure conformity with CRA regulations and our standards.
Please contact us before guaranteeing tax receipts to anyone attending or contributing
to your event.
15
DONATIONS & RECEIPTING
To help understand the Canada Revenue Agency’s (CRA) guidelines on donations and receipting,
please review the Canadian Breast Cancer Foundation’s Frequently Asked Questions:
Are all monetary donations eligible for tax receipts?
Any straight monetary contribution to CBCF with no benefit to the donor
is eligible for a tax receipt. For administrative purposes, it is our practice to
automatically issue tax receipts for donations of $20 or more. Tax receipts
are available upon request for donations under $20. Cheques should be
made payable to the Canadian Breast Cancer Foundation. Funds and donor
contact information must be received by December 31 of the year of the
event in order for CBCF to issue a charitable tax receipt for that tax year. If
event proceeds and/or donor information are received after December 31,
receipts will be issued for the following tax year.
Can I issue tax receipts right at the event?
To ensure we are in full compliance with the Income Tax Act and for us to
ensure we have the most accurate records, CBCF issues tax receipts from
our office.
What if one of our participants loses their tax receipt
or there is a mistake in it?
Please contact the CBCF-Atlantic Region office at 1-866-273-2223, and we
can either re-issue your tax receipt or correct it if a mistake has been made.
Can I have my tax receipt sent to someone else?
The Income Tax Act obligates us to send receipts only to the person or
organization that made the donation. This means that unless we receive
signed documentation that a person gave you the money to forward to
CBCF, we can only send a receipt to the person or people whose names
are on a pre-printed cheque, the person who signed the money order,
the person whose name is on the credit card, or the donor listed on the
donation card/form.
I’m making the donation in lieu of a gift.
Can you send the receipt to that person?
We would be happy to send a card to someone indicating your gift in their
honour/memory. The Income Tax Act requires us to issue the receipt to the
person making the donation, and we are therefore unable to issue a receipt
to the person you are honouring.
I’m writing the cheque, but can I have the receipt sent to my partner?
If your cheque is pre-printed with more than one name, we can send the
receipt to anyone on the cheque. If your partner’s name is not on the
cheque, you should check with the CRA about sharing your tax credit with
your partner when you file your income tax returns.
I want to write a cheque or use my credit card to cover cash
donations I collected for CBCF. How can the people who donated
cash get a receipt?
In order for individuals who donated cash to receive a tax receipt, we need
to receive donation cards or forms (i.e. completed pledge form) for each
donor with their full contact information and the amount of the donation.
What about merchandise purchased in support of the Canadian Breast
Cancer Foundation, or items purchased at an auction? Are they eligible
for a tax receipt?
For more information about tax receipt issues, please contact our CBCFAtlantic Region team at 1-866-273-2223.
16
Are ticket and admission prices, green fees, etc.
eligible for a tax receipt?
The CRA states that tax receipts cannot be issued when the individual
is receiving something in return. In the case of a community event, this
may include dinner or a game of golf. Occasionally, and only at CBCF‘s
discretion, tax receipts may be issued for the difference between the
purchase price of a ticket to attend an event and the fair market value of all
event components, including food, entertainment, and other consumables.
Even if these are donated, CRA states the full fair market value must be
used to calculate the potential amount of the tax receipt. Please contact us
for more information about this option.
Are sponsorships of golf holes eligible for tax receipts?
If a company decides to sponsor a hole in a golf event, they are not eligible
for a tax receipt because by placing their name on the hole, they are
receiving marketing value and the CRA states that tax receipts cannot be
issued when the individual or business is receiving something in return. It
is often helpful to provide them with a thank you letter or business receipt
stating the amount they paid to sponsor the hole which they can use to
justify the expense in their marketing budget. If an individual would like to
support your event, it is in their best interest to make a personal donation if
they want to receive a tax receipt. By doing this, their name can be listed on
event signage and in evening programs as an event donor or patron.
Are in-kind donations eligible for tax receipts?
CBCF does not issue tax receipts for in-kind donations to community
events, including items donated to auctions, due to extensive
administration that would be required by CBCF to process each in-kind
gift. It is important to know that it is more advantageous for a company to
deduct the original cost of the inventory as a business expense, including
donated auction items. CBCF will, however, provide your in-kind donors
with a letter of acknowledgment or business receipt when requested.
Are donated services eligible for tax receipts?
The CRA states that donated services are ineligible for tax receipts.
Are corporate sponsorships eligible for tax receipts?
Sponsorships are viewed by the CRA as a business agreement providing
commercial benefit to the sponsoring organization and are therefore
ineligible for tax receipts. CBCF will provide your event sponsors with a
letter of acknowledgment or business receipt when requested.
Other charitable organizations handle tax receipting inquiries
differently than your Foundation. Are they doing something wrong?
Why are there differences?
The CBCF’s tax receipt decisions are based on the CRA‘s Income Tax
Act. Many sections of the ITA are subject to interpretation and in some
instances, CBCF has decided to adhere to stricter practices than are
mandated by law. We cannot speak about other charities‘ practices,
but suggest if you do have concerns, to be in touch with the Charities
Directorate (http://www.cra-arc.gc.ca/tax/charities/about/menu-e.html).
Who do I speak with at CBCF to discuss tax receipts?
For more information about tax receipt issues, please contact our
CBCF – Atlantic Region office team at 1-866-273-2223.

LOTTERY INFORMATION
If you are planning to sell tickets on a raffle, 50/50 draw, bingo, and/or Monte Carlo event as part of your fundraiser, please ensure you complete the
appropriate and necessary lottery license application for your province. If you are unsure about whether or not you require a lottery license, please contact
your local gaming authority. The rule of thumb is any time you are selling a chance to win, it would be considered charitable gaming and would therefore
require a gaming license.
If you have any further questions, call your CBCF-Atlantic Region representative to determine if your event requires a gaming license.
To speak to the ga ming authority in your province, please see contact information below:

FURTHER OPPORTUNITIES TO SUPPORT
There are many opportunities to support the Canadian Breast Cancer
Foundation – Atla ntic Region.
Whether you are looking to work with your employer to do a staff lottery, or would like to do a
cause-related marketing program with a percentage of sales going to CBCF-Atlantic Region, we can
help you with your campaign.
To help better u ndersta nd all your opportu nities, here are a few brief
descriptions of other fu ndraising activities:
• Sponsorship is a way your company can help CBCF – Atlantic Region do great things. Because
of our sponsors, we continue to make a real impact by funding innovative research, education
and awareness initiatives, and advocacy programs. Our partners and sponsors not only bring
in valuable contributions, they also extend our reach to provide education and breast health
information to new audiences and stakeholders.
• Cause-Related Marketing is an effective way for your company to promote its support for
CBCF – Atlantic Region, and our work in creating a future without breast cancer. Create a special
product or service promotion that highlights your support of the cause, or donate a portion of
