LETTER FROM CMP CHAIRMAN
Dear CMP Supporters,
As chairman of the board of directors of the Corporation
for the Promotion of Rifle Practice and Firearms Safety,
Inc., also known as the Civilian Marksmanship Program,
it is my pleasure to thank you for your continuing
support of our operations. It is because of all of you that
we are able to maintain our commitment to the services
by which we have become known to our friends and
competitors throughout the history of our organization.
The CMP focuses on safety and respect for
marksmanship and its continuing traditions. We reach
out to many thousands of people, young and old, who
visit our website, study our publications, frequent our
stores, order from us online and participate in a variety
of training opportunities, competitions, clinics, camps
and outreach programs that we hold at our own ranges
and others around the country.
Our indoor air gun ranges in Anniston, Alabama, and
Camp Perry, Ohio, have allowed us to host numerous
events for both juniors and adults – and the addition of
our mobile air gun range to the CMP fleet has allowed
us to host events anywhere in the country.
The 20,000-square-foot CMP South Competition Center
in Anniston houses classrooms and offices. Connected
to the facility is the 80-point air gun range that houses
10-meter firing points – equipped with state-of-the-art
electronic targets. It is presently being renovated to
include the CMP South Store and armory.
The Gary Anderson CMP Competition Center at Camp
Perry is the $1.1 million-dollar upgrade and was formerly
known as the CMP North Marksmanship Center. The
expansion includes an open reception and common
area, fully equipped classrooms, cylinder filling room
and CMP retail store. Connected to the new expansion
is the existing 80-point air gun range, which replicates
the impressive South Range in Anniston.
Growing interest in our junior air gun programs led us to
initiate use of the only mobile air gun range in existence
– allowing us to take the CMP experience to essentially
any venue of this fine nation. Over the past few years,
the mobile range has been seen in a variety of locations
and has been used by members of 4-H clubs, community
rifle and pistol clubs, wounded warriors, Junior ROTC
cadet commands, and high school club teams.
The new CMP Talladega Marksmanship Park in Talladega,
Alabama, has been labeled the most advanced outdoor
marksmanship facility in the United States. Now, with
unlimited access to our own highpower range, we are
able to teach, compete and grow on an even broader
scale.

The Talladega Marksmanship Park is a state-of-theart range with electronic highpower target systems
providing shooters, competitors, and guests with a
safe, convenient and pleasant experience. Moreover,
the park is a learning center – a home to beginning,
intermediate and advanced shooters that enables
them to take their skills to a higher level. In addition
to the traditional distance highpower ranges, the park
also includes a variety of pistol and shotgun ranges, as
well as educational facilities suitable for families and
sportsmen alike.
The 13,000-square-foot CMP Park Club House allows
visitors to observe the action via large monitors along
the walls. The Club House is also home to an authentic
Creedmoor Sports Pro Shop that is sure to satisfy the
needs of both new and experienced marksmen.
Despite the challenges of these times, the CMP
continues to do what it has always done – stress firearm
safety and respect for any device that sends a projectile
downrange. Our confidence has never been higher in
the future of marksmanship as a safe and constructive
sport for girls and boys, women and men, young and
old.
Those who have a passion for the sport know that
marksmanship training and practice teaches valuable
life skills, including diligence, dedication, focus,
concentration, and a respect for firearms and a sense of
community. Target shooting is a lifetime sport – a sport
with the power to humble even the best of shooters,
while at the same time, making us better at everything
else we do. We strive to not only better ourselves
with each program we conduct, but to also help our
competitors grow into the best all-around individuals
they can become.

CMP SURPLUS RIFLES
Some options may not be readily available and orders may be placed on backorder and filled on a first come basis. Prices in effect

SURPLUS RIFLES
The surplus rifles offered for sale by the CMP are
drawn from Army storage. Depending on type
and model, manufacture dates range from the
early 1900s for some M1903s to as late as 1990
for some .22 caliber rifles. Just as they vary in
age, they also vary in condition and amount of
use. Some appear to be new or barely used,
while others show plenty of battle scars and
character (dings and dents). Some of the
later models appear to have had little use,
while others could have served on active
duty, been loaned to our allies, and used
as ceremonial rifles by veteran’s organizations or as drill rifles in our high schools
and colleges. Each one is an authentic piece
of American history.

The CMP does not have any handguns for sale.
M14 RIFLES:
The CMP does not have any M14s for sale.
The CMP routinely receives small quantities of different models of .22 cal and .30 cal rifles. The small
quantities received make it impractical to list these
items in a printed catalog. As we receive new
items, we list them on our website and send an
email notification to all subscribers.
CMP personnel inspect and repair many of
the rifles received from the Army in a ‘not
ready for issue’ condition.
Even though some repairs are performed,
our customers must recognize that these
rifles are sold in a wide spectrum of conditions. We
highly recommend that our customers have the
rifles disassembled and thoroughly cleaned and
carefully examined by a competent gunsmith prior
to any attempt to load or fire the rifles.

Remembering American Sacrifices for Freedom and Country
M1 Garand
u.s. rifle, caliber .30
John Garand’s rifle was the single most significant small arms
development in the history of modern warfare. No other rifle
in this nation’s history so outclassed that of its adversaries.
The accuracy, reliability, ruggedness and most of all, firepower,
could not be matched by any of the Axis powers during WWII.
It performed with distinction during WWII, Korea and the early
days in Vietnam.
In the past ten years, the M1 Garand, regardless of condition, has also become a very hot collectors’ item and sound financial investment, as evidenced
by the steady growth of the Garand Collectors Association to over 15,000 members in just the past few years. The popularity of the M1 Garand continues
to grow as hundreds of new Garand “Fun” Matches are being held all across the USA each year.
Over the past 65 years, most M1 rifles have been arsenal rebuilt, refinished, rebarreled or repaired at least once and often several times. Most will
show signs of service (often considerable) and replacement of various parts. They are seldom encountered with all original parts and original finish as
delivered from the manufacturer. Such “original” rifles, even in well-used condition, are highly prized by collectors.
Each M1 Garand rifle sold by CMP is an authentic U.S. Government rifle that has been inspected, headspaced, repaired if necessary and test fired for
function. Each rifle is shipped with safety manual, eight-round clip and chamber safety flag. Selection only guarantees the receiver was produced by
the manufacturer listed. All other parts may have been produced by other manufacturers. Orders are filled on a first-come first serve basis. Rifles of all
grades are packed for shipment purely by “luck of the draw”. RIFLES DO NOT HAVE IMPORT MARKS.
M1 GARAND SERVICE GRADE: GOOD TO VERY GOOD CONDITION. Service Grade Rifles show less wear and better appearance
than Field or Rack Grades. Rifle wear will be exhibited by worn and mixed colors of the parkerized finish. There may be some minor pitting on
the metal parts. Wood will be either Walnut, Birch, Beech or other variety and will be basically sound but may have minor hairline cracks, dings,
scratches and gouges. Wood may not match in color or type of wood. Wood may be of new production on Service Grade Garands. Bores will be
generally good with only minor imperfections. The barrel crown may be nicked, but the muzzle will gauge “3 or less” and the throat erosion will
gauge less than 5. Manufacturer selection only guarantees the receiver was produced by the manufacturer listed. The barrel and the other parts

M1 GARAND FIELD GRADE: FAIR TO GOOD CONDITION. Most of these rifles have been refinished or rebuilt at least once while in
military service and will likely have some parts from other manufacturers. Rifle wear will be exhibited by worn and mixed colors of the finish; there
may be some minor pitting on the metal parts; wood will be basically sound but may be well used with minor hairline cracks, and many dings,

M1 GARAND CORRECT GRADE: VERY GOOD TO EXCELLENT CONDITION. Correct Grade Rifles are similar to the Service Grade
(above), but will show less wear and use. Correct Grade rifles will have all correct parts for the date of manufacture with 80% or better overall
original metal finish. The stock and handguards will be of walnut and correct for the rifle but will have some dings, dents, scratches and marring of
the wood finish. Stocks will have the appropriate original inspector’s cartouche. The rifle bore will be very good with no significant defects and with
a throat erosion of less than 4 and a muzzle wear of 2 or less. Very good to excellent condition. This grade is rare and is only available occasionally
in limited quantities. Because of the scarcity of these rifles, they will only be sold on the CMP auction site at cmpauction.TheCMP.org. Prices

M1 GARAND COLLECTOR GRADE: EXCELLENT CONDITION. Collector Grade Rifles show almost no wear or use and have 95%
or better overall original metal finish. Rifle bores are excellent with throat erosion under 3 and muzzle wear of 2 or less. Collector Grade rifles
have all original parts as they came from the manufacturer. Wood will have a few handling marks and minor dings and scratches. Stocks have the
appropriate inspector’s cartouche. Data sheets prepared by CMP armorers are included in the butt trap of each Collector Grade Rifle. Excellent
condition - little or no use. Limited quantities are occasionally available. Because of the scarcity of these rifles, they will only be sold on the CMP

of a new production stock and handguard set with CMP cartouche, a new production barrel and new web sling. Receiver and most other parts are

The CMP Stores offer over the counter purchase of rifles, ammunition,
tools, instructional materials and CMP memorabilia. The CMP North Store is
located in Building 2500 on Camp Perry (Port Clinton), OH, and is open 8:30
AM to 4:00 PM Thursday through Saturday. The CMP South Store is located
at 3016 Red Morris Parkway, Anniston, AL. Operating hours for the CMP

Tools and Gauges
The CMP does occasionally receive and sell a few tools and gauges that are used on the
rifles we sell. These items can be purchased through our EStore at www.TheCMP.org.
The M5A1 bayonet was manufactured for the M1 Garand rifle. Manufacture began in 1953
and continued into the 1970s. The M8A1 scabbard was used with several model bayonets
and was manufactured from 1944 to 1970, both by the USA and by other countries.

Issued (used) - good to very good condition (bayonet and scabbard). These used bayonets
do show normal wear on the finish and most of the scabbards are covered in some type of preservative. Bayonet is US manufacture. Scabbard may be of original foreign manufacture (not current reproduction).

Civilian Marksmanship Program, I hereby agree to:
1. Waive any claim against the corporation for the promotion of rifle practice of firearms safety, its directors, officers, employees, volunteers, agents and contractors (collectively, “CPRPFS”) for any personal injury, loss, damage or expense
that I might incur arising from the use of this rifle, parts, accouterments, ammunition and/or components, and
2. Defend, indemnify and hold the CPRPFS harmless from any claim of a third party arising from the use of this rifle,
parts, accouterments, ammunition and/or components including any expense incurred by the CPRPFS in defending,
investigating or settling such a claim.

CMP ORDERING INSTRUCTIONS
TO PURCHASE A RIFLE FROM THE CMP,
A PURCHASER MUST PROVIDE PROOF OF:
✔ U.S. Citizenship and Age and
✔ Membership in a CMP Affiliated Organization and
✔ Participation in a Marksmanship or Other Firearms Related Activity
1. U.S. Citizenship and Age: You must provide a copy of a
U.S. birth certificate, passport, proof of naturalization,
or any official government document that shows
birth in the U.S. or otherwise states citizenship as U.S.
A drivers license is proof of age, but IS NOT proof of U.S.
citizenship. A copy of a military ID (active, reserve, guard,
retired) will serve as proof of U.S. citizenship (must be an
E5 or above).
2. Membership in CMP Affiliated Organization: You must
provide a copy of your current membership card or
other proof of membership. This requirement cannot
be waived. The CMP currently has over 2,000 affiliated
organizations located in many parts of the country.
Membership in many of these organizations costs $25.00
or less and can be accomplished online. A listing of
affiliated organizations can be found by clicking on our
“CLUBS” tab on our web site at www.TheCMP.org. If
you have any difficulty in locating a club, please contact
the CMP at 256-835-8455 or by emailing custserve@
TheCMP.org. We will find one for you.
In addition to shooting clubs, the CMP also has several
special affiliates. Membership in these organizations
satisfies our requirement for purchase. These special
affiliates include:
• Congressionally chartered veterans’ organizations
such as the VFW, AL, DAV, MCL, etc.
• U.S. Military services (active or reserves), National
Guard, to include retirees. Copy of ID required.
• Law Enforcement departments and agencies and
Law Enforcement organizations and associations (to
include LEO retirees). Copy of ID required. Note: Club
membership IS required for purchase of rifles, parts,
and ammunition. Club membership is NOT required
for instructional publications or videos or CMP
memorabilia.
3. Marksmanship or other Firearms Related Activity: You
must provide proof of participation in a marksmanship
related activity or otherwise show familiarity with the
safe handling of firearms and range procedures. Your
marksmanship related activity does not have to be
with highpower rifles; it can be with smallbore rifles,
pistols, air guns or shotguns. Proof of marksmanship
participation can be provided by documenting any of the
following:
• Current or past military or law enforcement service.
• Participation in a rifle, pistol, air gun or shotgun
competition (provide copy of results bulletin).
• Completion of a marksmanship clinic that included
live fire training (provide a copy of the certificate of
completion or a statement from the instructor).
• Distinguished, Instructor, or Coach status.
• Concealed Carry License.
• Firearms Owner Identification Card that includes live
fire training.
• FFL or C&R license.
• Completion of a Hunter Safety Course that included
live fire training.
• Certification from range or club official or law
enforcement officer witnessing shooting activity. A
form for use in completing and certifying your range
firing can be downloaded from the CMP web site at
http://thecmp.org/wp-content/uploads/marksmanship.pdf.
• No proof of marksmanship required if over age 60.
Proof of club membership and citizenship required for
all ages.
NOTE: Proof of marksmanship activity is only required for
purchase of rifles.
4. Legal Eligibility to Purchase a Firearm: The information
you supply on your application will be submitted by the
CMP to the FBI National Instant Criminal Check System
(NICS) to verify you are not prohibited by Federal, State
or Local law from acquiring or possessing a rifle. Your
signature on the Purchaser Certification portion of the
purchase application authorizes the CMP to initiate the
NICS check and authorizes the FBI to inform CMP of the
result.
IMPORTANT: If your State or locality requires you to
first obtain a license, permit, or Firearms Owner ID card
in order to possess or receive a rifle, you must enclose
a photocopy of your license, permit, or card with the
application for purchase.
Rifle shipments to NJ and NY must be made to a state
licensed dealer. You must provide a copy of the dealer’s
license with your order form.

without notarized signature will not be processed.

6. Repeat Customers: If you have completed CMP
Purchaser Certification and Agreement to buy a
rifle from the CMP, signed before a Notary Public,
you may for a period of three (3) years thereafter

Certification and Agreement notarized – provided that
the “sold to” and ‘ship to’ addresses remain exactly
the same.
All orders - TO INCLUDE REPEAT ORDERS – must
include SIGNED pages 1a, 2a (with or without notary)
and 3a. The checklist on page 4a is provided for
customer convenience. Rifles may only be purchased
by mail or in person. We cannot accept faxed, emailed
or phone orders for rifles or receivers.
After three years, or at anytime an address changes
from the last notarized order, a new Purchaser
Certification and Agreement must be notarized.
Please note that once an order is submitted, we will
only ship rifles to the ‘ship to’ address on the order

CMP PROGRAMS
The mission of the Civilian Marksmanship Program is to
promote firearm safety and marksmanship training for
U.S. citizens with an emphasis on youth.
CMP programs provide safety and marksmanship training
resources for junior and senior shooting clubs, JROTC units, 4-H
Shooting Sports clubs, school and college shooting teams, Boy
Scout camps, summer youth camps, state rifle & pistol associations
and a wide variety of other organizations.
To most effectively deliver its

sports organizations, the CMP
cooperates closely with other
national shooting sports and youthserving organizations that promote
marksmanship and youth training.
The number of youth directly and indirectly served by the CMP
continues to expand. Over 1,000,000 youth are now reached
annually by CMP marksmanship training and education initiatives.
They are enrolled in affiliated clubs, participate in marksmanship
instruction or competition through JROTC units, belong to 4-H
Shooting Sports clubs, take part in rifle programs at BSA or other
youth summer camps or are active in other youth marksmanship
programs supported by or affiliated with the CMP. When the

NATIONAL RIFLE AND PISTOL MATCHES
The CMP, along with the NRA and the OHNG, hosts the Annual National Rifle and Pistol Matches
at Camp Perry, Port Clinton, Ohio every July and August. There are many events for competitive
shooters to attend as well as clinics such as the Small Arms Firing Schools for beginner shooters.

CMP CEREMONIAL RIFLE PROGRAM
The CMP proudly supports the U.S. Army’s TACOM Life Cycle
Management Command’s Static Display and Ceremonial Rifle
program by servicing and shipping M1 Garand rifles to eligible
organizations for ceremonial purposes, at no cost to the
government.
CMP armorers inspect, repair, test fire, install blank firing
adapters and ship ceremonial M1 Garand rifles for TACOM at
no charge. The CMP has been providing volunteers to inspect
and repair ceremonial rifles at veteran organizations, when
feasible, since 2003.
The following organizations may request ceremonial M1
Garand rifles by contacting TACOM directly: law enforcement
agencies, veterans’ associations, honor guards of national
cemeteries and active military, National Guard and reserve
units. The Secretary of the Army may conditionally lend
or donate not more than 15 M1 Garand rifles to an eligible
organization.
