EXECUTIVE SESSION
The MDD board will hold a closed Executive Session pursuant to the provisions of
Chapter 551, Subchapter D, Texas Government Code, in accordance with the authority
contained in:
§ 551.087 Deliberation regarding economic development negotiations (1) to discuss
or deliberate regarding commercial or financial information that the governmental
body has received from a business prospect that the governmental body seeks to
have locate, stay, or expand in or near the territory of the governmental body and
with which the governmental body is conducting economic development
negotiations; (2) to deliberate the offer of a financial or other incentive to a business
prospect described by Subdivision (1).

EXECUTIVE SESSION
MMDD went into Executive Session at 6:32pm. John Cosby joined Executive Session.
MMDD came out of Executive Session at 7:14pm. A motion was made by Eric Lopez to
authorize the City Manager to execute an Incentive Agreement between the Murphy
Municipal Development District and Calloway’s Nursery, Inc. not to exceed $70,000.
Alex Acuna seconded. Motion passed 4-0.
INDIVIDUAL CONSIDERATION
1. Consider and/or act on the minutes from July 31, 2014 MDD Regular Meeting.
Eric Lopez made a motion to approve the minutes, Alex Acuna seconded. Motion
passed 4-0.
2. Consider and/or act on support of the Collin County Farmer’s Market in Murphy.
This item was moved to later in the meeting until James Fisher, City Manager,
could join the discussion. When Mr. Fisher arrived, Ms. Roberts gave a quick
overview of the Collin County Farmer’s Market. Mr. Fisher spoke of electricity
challenges on the city complex site. He mentioned possibly coming back to the
MDD board for funding to improve electricity. Council person Siddiqui also spoke to
his support of the farmers market. Alex Acuna made a motion to approve MDD
support of the Collin County Farmer’s Market. Jamie Nicholson seconded. Motion
passed, 4-0.
3. Discuss Murphy Road Traffic Study.
Gary Hendricks gave an overview of the traffic study commissioned by the MDD.
4. Discuss Murphy participation in weekly Toyota Welcome Expo.
Tina Stelnicki, Community Development Coordinator, gave a brief overview of the
Toyota Welcome Expo and invited those that wished to participate to let her know.

Tina Stelnicki gave a brief overview of the upcoming ICSC Texas Conference and
Deal Making event in Dallas.

Considerations
In order to ensure dates are ‘held’ on MMDD board member schedules, it was requested to
include this item on the agenda for discussion. It should be noted that Fiscal Year 2015-2016
budget discussions and approval will need to take place prior to the end of August. Specific
meeting dates for the remainder of 2015 are open for board discussion.

MDD Meeting March 16, 2015 Agenda Item No. 3 Issue Receive and discuss update on the Retail Coach. Summary The current contract with The Retail Coach was executed in March 2014. Under this contract The Retail Coach (TRC) was to gather and prepare necessary data and then approach and attract retailers/restauranteurs appropriate for the City of Murphy. o Contract defined a six (6) Phase approach o Phase 1 (Market Analysis) and 2 (Community Analytics) completed approximately. May 2014 o Phase 3 (Site identification, Marketing and Retailer Matching) completed  City website has been updated to include the interactive mapping o Phase 4 (Developer Identification and Marketing) completed o Phase 5 (Recommendations and Retail Road Map) is in progress o Phase 6 (Retail Coaching) and will continue for 12 months after contract has ended. Background July 2014, a joint meeting of the MDD board and City Council was held and TRC provided a presentation and activity to date. Since that time, TRC has continued to contact retailers/restauranteurs as shown on the Retailer Recruitment Tracking form included with this item. On January 30, a conference call to review status of current contract was held with The Retail Coach. Participants also included Mr. John Daugherty, Mr. Fisher, Ms. Roberts and Ms. Stelnicki. Considerations The Retail Coach has fulfilled actions that were anticipated as part of the contract. Although to date there has been no retailer/restauranteur attractions that can be directly attributed to this contract, TRC made contact with Dunkin’ Donuts and the grocer that are coming soon to Murphy. The market data and the contacts that TRC has prepared are valuable. The City of Murphy will benefit directly from these elements of the contract. From the January 30 conference call a decision was made to proceed without TRC at this time. Since a city staff member has been added there can be more focused action on this element of Economic Development from staff. I appreciate the submittal package on Murphy; however, Qdoba is currently in a transition period for the DFW market. We are updating our prototype and until that is completed, we cannot commit to new locations, especially in DFW. In the past, Qdoba’s franchisees were developing the DFW market; going forward, I believe corporate Qdoba will be taking over this trade area and expanding, but timing is dependent upon the completion of the new prototype. Feel free to check back with me in another 6 months or so; hopefully by then, we should know more definitively how we intend to attack the DFW market for the Qdoba brand. Sincerely, Ted R.
