At the direction of the President of TVI, Michael J. Glennon, the Office of Institutional Planning and Research undertook the project with the following objectives: · to assess the experience with, and interest in TVI among businesses, · to assess the interest, if any, in having TVI expand its presence in the Northwest Side area, · to learn from business leaders their preferred locations for such a facility, · to assess the awareness of the current TVI Rio Rancho Campus among area business leaders, · to identify skills, knowledge, competencies and attributes individuals need to be successfully hired by business leaders in the Northwest Side communities, · to identify interest levels of business leaders in specific types of campus courses, programs and schedules that could be offered by TVI in response to educational needs of the Northwest Side communities, and · to determine anticipated growth of businesses in the Northwest Side communities. This survey report is one of four quadrant studies undertaken by TVI. Each quadrant approximates the geographic areas served by TVI’s four campuses. The key findings of this study are listed below: Experience with and Interest in TVI Northwest Side area businesses are familiar with TVI and anticipate an ongoing, positive relationship with the community college in the future. · Two-thirds indicate that TVI’s job-related courses and programs have been responsive to the educational and training needs of their industry. · Two-fifths of businesses report some form of direct involvement with TVI; over onethird of business respondents are current or former students. · Three-fifths of the respondents are aware of TVI’s Rio Rancho campus, and almost three-fourths are familiar with TVI’s courses or programs. · Businesses show a very strong interest in using TVI to meet their training needs in the future (see section on training below). North West Side Communities Business Survey 5 Businesses see many benefits to having TVI establish a larger campus located directly in the Northwest Side communities, and express a strong interest in the expansion. · Convenient location is considered the biggest benefit to having a community college in the area, which business leaders see as resolving many time and access barriers for employees. · Over four-fifths indicate that they, someone in their household, or one of their employees would take courses if TVI established a larger campus in the Northwest Side communities area. Business Training Needs and Preferences Area businesses agree that basic skills such as reading, writing and computational skills, are critical for the success of current employees, but they note a variety of character qualities and attributes which are also crucial, such as reliability, work attitudes, work ethic, , responsibility, and punctuality. Area businesses perceive a change in the skills required for successful employees in the future with a higher emphasis on computer and job-related technology skills, and oral and written communication skills. Most businesses agree that critical thinking skills, problem- solving skills, and the ability to satisfy customers will be increasingly crucial for the success of employees within the next five years. While attributes such as work ethic and attitude will continue to be critical for future employees, businesses add that initiative and creative thinking will also be necessary. Three-fifths of the businesses currently offer some sort of staff training or professional development opportunities, and more than one-third also provide assistance for the training. One-fourth of the businesses require a degree or certificate for their entry-level employees; over one-half pay entry level employees with a degree or certificate more than new hires without a degree or certificate. A majority of businesses are interested in using TVI to meet their training needs in the future, though just over one-tenth are using them currently. Businesses are optimistic concerning the future growth of their business. Two-thirds expect to experience large (28%) or small (40%) growth in the next five years; almost threefourths of those believe the growth will result in a need to hire additional employees from Albuquerque. Priorities for TVI Programs and Courses Programs and courses of interest to businesses, in rank order of importance, include: · Workforce/workplace skills, 6 North West Side Communities Business Survey · Technologies related programs, · Trades, vocational, occupational training, · Business programs, · Classes for transfer into a 4-year institution, · Health programs, and · High school equivalency classes, and ESL courses. A majority of businesses believe workforce/workplace skills preparation (e.g. communication skills, teamwork) (68%) and/or technologies (68%), trades or vocational training (62%) should be considered a “high priority” as TVI enters the first phase of expansion in the Northwest Side area. And, over half consider business programs (60%), preparatory work for college programs (58%), and GED classes (52%) to be “high” priorities. Asked (unaided) for further suggestions for TVI as it prepares for expansion, local businesses primarily suggest increasing (or maintaining) the current programs offered at TVI, developing new programs as demanded by changing technology, scheduling short classes and evening classes, and increasing efforts to publicize its offerings throughout the area. Preferred Location(s) for TVI Northwest Side Campus Asked for suggestions for a preferred location for an expanded TVI facility on the Northwest Side two-thirds of local businesses indicated the east half of the city of Rio Rancho (38% - Block B) or the west half of the city of Rio Rancho (30% - Block E). Fewer respondents preferred Paradise Hills (14% - Block B), however, many indicated that economics of the project should dictate the location. North West Side Communities Business Survey 7 INTRODUCTION Objectives Albuquerque Technical Vocational Institute undertook this research with several purposes in mind: · to assess the experience with, and interest in TVI among businesses, · to assess the interest, if any, in having TVI expand its presence in the Northwest Side area, · to learn from business leaders their preferred locations for such a facility, · to assess the awareness of the current TVI Rio Rancho Campus among area business leaders, · to identify skills, knowledge, competencies and attributes individuals need to be successfully hired by business leaders in the Northwest Side communities, · to identify interest levels of business leaders in specific types of campus courses, programs and schedules that could be offered by TVI in response to educational needs of the Northwest Side communities, and · to determine anticipated growth of businesses in the Northwest Side communities. Methodology A. Survey Design The Title III Activity Director, based on input from an internal cross-representational group, designed the survey instrument. Representatives on the team included the Associate Vice-President for Instruction, the Montoya campus Leadership Team, the Rio Rancho campus Director, and the South Valley campus Director. The survey focused on experience with and awareness of TVI as well as providing a forum for leaders to suggest potential sites and types of programming. B. Target Population The study included a random sample of business leaders located in any of the Northwest Side communities. This area was defined as west of the Rio Grande river and north of Interstate Highway 40 (I40). The area is generally comprised of the following communities: · Paradise Hills · Rio Rancho 8 North West Side Communities Business Survey · Corrales · Taylor Ranch · Bernalillo Surveys were mailed to a select group of business owners and leaders. One fourth of the respondents returned mailed surveys; the remaining respondents were interviewed by telephone. Inherent within this type of sampling technique is the possibility of sampling bias. In addition, in any telephone survey, there are some respondents who will refuse to take part. A lower response rate among certain types of individuals can result in a sample wherein certain types of individuals are over-represented or under-represented. The potential for sampling bias increases as the response rate decreases. Therefore, to best respond to the above-stated research objectives, and to minimize sampling bias, the target response goal for the business leader survey was 100. The total number of respondents to the survey was 110. C. The Interviewing Process The sample was generated randomly from an American List Council database. AN Institutional Planning and Research staff member completed the survey interviews. Interviews were conducted between November 30, 1999 and February 29, 2000. Format of the Report This report summarizes results from both the mailed surveys and the telephone interviews of businesses of the Northwest Side communities – Rio Rancho area; table headings indicate which survey results are being summarized. The second section of the report reviews respondents’ experience with and general interest in TVI; the third section explores the specific training needs and preferences of local businesses; the fourth section examines businesses’ specific interests and priorities for TVI programs; and section five reviews the preferred locations for the new TVI campus. Appendix A reviews demographic characteristics of the businesses surveyed. Cross-tabulations and means comparisons were used to determine statistically significant differences (based on a 95% confidence interval) among demographic subgroups of businesses (workforce size: 1-49 employees vs. 50+ employees). Where statistically significant differences occur, they are indicated in the report with an arrow “ ”. Two-fifths (40%) of the Northwest Side area business leaders report being directly involved with TVI; more than one-third are former students (35%.) Three-fifths (60%) have no direct experience with TVI. Awareness of TVI’s Rio Rancho Campus and Programs Three-fifths (61%) of the businesses surveyed are generally aware of the TVI Campus located in Rio Rancho, and almost three-fourths (71%) are familiar with TVI’s courses or programs. North West Side Communities Business Survey 11 Likelihood of Attending TVI Business leaders indicate a very strong interest in their employees or a member of their household attending TVI. For example, over two-thirds report that they, someone in their household, or one of their employees would take a class at TVI, if TVI established a larger campus located directly in the Northwest Side area. Businesses with larger workforces (50 or more employees) are less apt than those with small workforces (<50 employees) to have hired TVI students. Skills – Current Businesses note that that the most important skills for the success of their current employees are basic skills (89%), such as reading, writing, and computational skills; while over three-fourths indicate the importance of job-related technology/equipment skills (78%), computer skills (77%), and overall preparation for the specific job (67%). Also crucial are transferable skills such as time management skills (76%), organizational skills (73%), and the ability to acquire, manage, and evaluate information (69%). Attributes - Current Clearly, businesses indicate that employees’ attributes contribute most to their current successful employment. Almost all businesses rate such qualities as reliability (99%), attitude (98%), attendance and punctuality (93%), quality of work (92%), and work ethic (92%) as having high importance. Skills/Competencies/Knowledge/Attributes Individuals Appear to be Lacking in the Job Application Process Respondents were also asked to identify skills individuals appeared to be lacking when they applied for employment. While work ethic, attitude, and reliability appear to have a large impact in the hiring process, job-related technology skills, computer skills, oral communication skills, and knowledge of the industry also impacted the success of job applicants. Skills/Competencies/Knowledge/Attributes Needed for Employee Success in the Future A slightly different picture emerges as area businesses predict the skills needed for successful employees in the future. While area businesses indicate a continued need for attributes such as work ethic and attitude, significant differences in level of importance are noted for the following; an increased importance for computer skills, job-related technology North West Side Communities Business Survey 13 skills, and communication skills, both oral and written. In addition, problem-solving, critical thinking and creative thinking skills will be crucial. Businesses foresee that employees in the future will require a larger number of skills in order to be successful. Among companies which do provide training programs, more than one-third (34%) also provide at least some assistance to the employee to meet training costs. Businesses with larger workforces (50 or more employees) are more apt than those with small workforces (<50 employees) to provide staff training or professional development. Just over one-tenth (11%) have used TVI courses/programs or the Workforce Training Center to meet their company’s staff training needs. However, almost three-fifths of the respondents (58%) say they are very likely or somewhat likely to use TVI courses/programs or the Workforce Training Center to meet their training needs sometime in the future. Larger businesses (>50 employees) are more apt than smaller ones (<50 employees) to report that they will be very likely to use TVI courses/programs to meet their training needs sometime in the future. North West Side Communities Business Survey 15 Businesses’ Preferences for Training Times (See Table 8) Respondents were asked their preferred time frames for having those needs met. As noted in the table below, respondents are more likely to prefer that training sessions occur in the evening (72) than during the day (23%) or on the weekends (6%). Businesses’ Experiences with TVI Students (See Table 9) As noted previously, two-fifths of the businesses have had experience with hiring TVI students; these respondents were asked specific questions about those experiences. Over one-half of the businesses with experience hiring TVI students express satisfaction with the students’ performances in terms of technical skills and knowledge (55.2% satisfied/very satisfied), work quality (53%), and attitudes about work (55%). Slightly less than less than half (46%) also said the TVI students they hired met their company’s needs without additional training. Thirty of the thirty-eight reported that they had to provide additional orientation to the job, train them in job-specific tasks, and/or familiarize the employee with internal policies and procedures. Others indicated additional computer skills training and trouble-shooting. Education/Training Required for Entry-Level Employees (See Table 10) One-fourth of the businesses in the Northwest Side area require some sort of degree or certificate for entry-level employees. The types of education or training they require include a 4-year degree (4%), 2-year associate of arts degree (8%), and a certificate (12%). Further, over one-half of businesses (52%) pay entry level employees with a degree or certificate more than entry level new hires without a degree or certificate (48%). Expected Growth of Workforce Size (See Tables 11-13) Area businesses are optimistic concerning future growth. Over two-thirds of the businesses in the Northwest Side communities expect to experience either small (40%) or large (28%) growth within the next five years. An additional two-fifths (42%) plan to hire entry-level employees and offer in-house training. Row percentages may not total 100 due to rounding. 20 North West Side Communities Business Survey Asked (unaided) for suggestions for specific programs to be offered by TVI on the Northwest Side, respondents primarily suggested computer, business, and workplace/ workforce skills programs (see Appendix for complete list of suggested programs). Additional Suggestions for TVI as it Expands on the West Side (See Table 14) One-third of the businesses would like to see some changes made in existing programs and services prior to expansion. In general, they are seeking improvement in preparing students for the workforce as well as greater accessibility, especially in scheduling options for students. “Keep up with new careers related to eCommerce, technology and new business practices “ “Training in marketing and other specific skills is lacking.” “In programs, typing – computer skills – should be required.” “Work more closely with the high schools. Work vocations into the high schools. “ Need to give students more help with registration and admissions. Its scary for students.” “Would like more science and lab classes offered on Saturday or after work so our employees would be able to attend school.” “Offer short courses.” More than one-tenth of those making suggestions for TVI as it expands on the Northwest Side related to an increase in its current programs and services. Examples of the types of increases are listed in the table below. Following are some typical comments: “…Offer a wider variety of courses as you expand” North West Side Communities Business Survey 21 “Build a whole campus on the West Side like TVI’s Main campus – you will fill it three times over.” “Expand near or in Rio Rancho as soon as possible!” Nearly one-fifth recommend increasing advertising and marketing of the institution in the West Side area: “Publicity!!!” “There are a lot of post-secondary institutions competing on the West Side for students. Bring in electronics, computer classes and the call center. Stay in touch with the needs of the local community.” “Do what you are doing, only advertsie more the programs that are working.” “Send out booklets and catalogs – advertise” “Advertise especially to immigrants.” Almost one-fifth of the businesses suggest that TVI should continue on its current course: “Absolutely the best use of tax dollars in the state.” “Doing a good job – just expand.” “Keep focus on local industry and technologies. But be very aware of the booming communications industry (Internet).” A number of respondents expressed concern about incorporating basic skills into regular programs. Some respondents offered multiple suggestions. PREFERRED LOCATION(S) FOR TVI Business leaders were asked to indicate a preferred location for a TVI campus on the Northwest Side. They were provided the opportunity to identify up to two sites where they would recommend a local campus or center. They suggested a total of 181 possible sites. To facilitate the clustering of these suggested sites, a Block method was used. This method was developed in a previous study, Serving Educational Needs of the West Side Communities – Rio Rancho Report (November, 1995). A grid created eight separate Northwest Side/Rio Rancho geographic blocks. Reviewing the map in Figure 1, the largest concentration of preferred campus sites was clustered in Rio Rancho, west of SR528 between Southern and Northern Blvds. Block F, north of Irving Blvd. and east of Taylor Ranch also shows a high cluster of recommended sites.
