Jack Vessey Fights “Food Insecurity” Through Food Bank Program

With the economy still suffering after the recent financial crisis, food security has become a
big problem in California and the
Imperial Valley. With the help of
the California Food Bank,
Holtville grower Jack Vessey is
attempting to alleviate some of
those problems.
Vessey, whose father Jon was
a major player in the local food
industry, continues the family
business while being one of the
biggest contributors to the state's
"Farm To Family" program,
which encourages farmers to
donate fresh produce to the state's
food distribution service.
The Food Bank came to the
city of Holtville to film a video
about the Farm to Family program,
which
encourages
California's farmers to contribute
surplus fresh produce to the
organization for distribution to
families and other charitable
organizations across the state.
Vessey is one of the largest contributors to the program and one
of the biggest advocates for the
program in Imperial County.
"Our family has always
donated extra vegetables to the
Food Bank," said Vessey. Vessey
added that his family used to do
what most farmers do now, which
is to let their produce sit for 2-3
weeks in the cooler and wait to
sell them, then donate the vegetables instead of paying to throw
them away.
What makes Vessey's idea
interesting is how he manages to
fit donations to the Food Bank
with his business plan. By selling the occasional load of fresh
vegetables to the Food Bank at

near cost, he manages to contribute to the state and nation's
growing food insecurity problem
and remain within his business
model.
"I'm not going to make
money off the Food Bank," said
Vessey. "But I will sell them
some fresh produce at close to
what my cost is if I'm not getting
any orders on a particular day."
By keeping his workers busy and
his fields in production, Vessey
says he can meet most of his
costs during his off-days and still
benefit from the market when
things are going well.
While Vessey is the largest
grower currently implementing
this program in Southern
California, there are around 150
farmers in the state who are benefiting from the Farm to Family
program. This is a drop in the
bucket compared to the 30,000
farmers and growers in Imperial
County.
Vessey's more ambitious idea
is to also encourage fellow farmers to maintain a year-round field
of vegetables for the Food Bank
on their properties, manned and
operated by local FFA groups and
other volunteers and funded
through donations. If possible,
Vessey would like to encourage
other local farmers to implement
this idea by fall of 2017.

Obama Announces Salton Sea, Port of Entry Funding

Imperial Valley had news this
week as the funding for Phase II
for the new Calexico Port of
Entry and for Salton Sea rehabilitation.
Tuesday morning during the
Imperial County Board of
Supervisors meeting, it was
announced that President Barack
Obama included in his $1.4 billion budget the inclusion of $248
million for Phase II of the
Calexico West Land Port of
Entry. Inclusion of the dollars in
the
General
Services
Administration's budget officially makes the project eligible to
receive appropriations in fiscal
year 2017.
Phase 1 of the project consisted of ten northbound POV
inspection lanes, a head house,
and site work necessary to
accommodate those facilities.
Phase 2 will include the balance
of the project including additional site work, a pedestrian processing facility, administrative
offices, five southbound POV
inspection lanes, and six additional northbound POV inspection lanes.
"This is great news for us in
Imperial County and hopefully
we will get the support to receive
full funding for the project."
Terrazas said. "Hopefully we can
keep the momentum with the Port
of Entry, Salton Sea, and New
River for the benefit of county
residents."

City Officials Host Town Hall Meeting At Kennedy Gardens

Neighbors
of
Kennedy
Gardens in Calexico met with
local officials to talk about the
future of the City and how can
they improve their neighborhood.
The
Kennedy
Gardens
Neighborhood Watch hosted a
town hall meeting where they
discussed public safety, education, library and recreation items,
as well as information about the
current state of the city by
Councilman Armando "Mandy"
Real.
Kennedy Gardens leader
Javier Gonzalez said this town
hall meeting is done to open better lines of communication
between city leaders and residents.
"The purpose of this meeting
is to collaborate with our elected
official to find solutions not only
to our area but the entire City."

Gomez spoke about the situation
of the Police Department. Gomez
said that the department is currently short staff and is currently
at 19 officers and should have 31
patrolling the street. Chief
Gomez
said
the
Police
Department is working with the
Sheriff Department thanks to a
Stone Garden grant that is being
used for inter-agency collaboration.
"We will be working with
administration to fill the positions
but we have to see how our budget stands to move forward." Chief
Gomez said. He also mentioned
that he will be working to fill
other administrative and clerk
position as well as having reserve
officers.
Community
Services
Director Sandra Tauler spoke
about the recreation activities for
the seniors in Calexico and for
the youth. Ideas were brought up
about how to better promote the
senior activities for Kennedy
Gardens residents.
Also present was school
board trustee Norma Aguilar who
represented the school district
and answered questions about
school safety.
Councilman Armando Real
thanked the participants in the
town hall meeting saying that
their participation helps them see
what the issues they have to
address. Real than gave an update
about the state of the City's budget that is being worked on to
eliminate the $6 million overspent last year.
"Our duty as a City is to provide residents with basic services
such as roads and park maintenance. We are working to solve
our budget issues and see where
we stand but the bottom line is
that you need to attend our City
Council meetings and tell us what
we are doing wrong." Real stated.

Supervisors Amend Bylaws For Public
Benefit Committee Over Solar Money

The Imperial County Board
of Supervisors amended bylaws
for the Public Benefit Committee
at their Tuesday meeting.
Earlier this year, the Board of
Supervisors appointed five public
members to the Public Benefit
Program Community Advisory
Committee. Since that time, the
Committee has been meeting for
the purpose of formulating recommendations to the Board for
implementing the Community
Benefit Program.
The Committee held eleven
workshops in the late 2015 for
the purpose of seeking public
comments on the Program. The
Committee has prepared recommendations regarding potential
projects categories and funding
allocations within those categories.
The
Public
Benefit
Committee was established by
the Imperial County Board of
Supervisors to develop recommendations to the Board regarding the use of funds currently
being generated under the
Community Benefit element of
the Public Benefit Program for
Solar Projects in Imperial
County.
This Program was
developed to address community
concerns resulting from solar
energy development in Imperial
County.
The County Benefit Program
has $4 million in funds raised
from the solar energy projects.
The first year $2 million will be
used for community projects that
will be recommended by the
Community Benefit Committee
and will go before the County
Board of Supervisors for its
approval.
Community Services is recommended to get 60% of the
funds with $1,200,000 allocated
for 2016. Community and
Economic Development would
get 30% or $600,000 allocation
for this year and Wildlife
Habitat/Conservation gets 10%
or $200,000.
Supervisor John Renison said
that that the focus of the county
should be on homelessness,
youth programs, and nutrition.
"This what the county will
focus this upcoming year so we
need to be proactive on these
items." Renison said.
Deputy CEO Andy Horne
said that the public workshops
held late last year were beneficial
to come out with these criteria.
"Credit goes to the Imperial
County Community Advisory
Committee that has done their
due diligence in making this
come together." Horne said.
In other news, the Imperial
County Board of Supervisors
announced the appointment of
Crystal Duran as the County
Librarian to replace retiring current County Librarian Connie
Barrington. Duran will join the
County of Imperial on March 4,
2016.
Mrs. Barrington is retiring in
June after serving as the Imperial
County Librarian since 2001 and
20 total years of service in professional career as a librarian.
As the County Librarian,
Duran will oversee the County of
Imperial Free Library program
and its four branches in
Calipatria, Heber, Holtville and
Salton City.
The Imperial
County Free Library provides
access to information and
resources for members of the
community in order to meet the
residents' educational, professional and personal information
and reading needs.
Duran, an Imperial County
native, graduated from Brawley
Union High School and received
her bachelor's and master's
degrees from the University of
California, Los Angeles.
She
has more than eight years of
experience working in libraries,
including ICFL, Brawley Public
Library, UCLA Law Library, Los
Angeles Public Library and
UCLA College Library.
County Supervisors Reject
Cell Tower Proposal For
El Centro Neighborhood

The Imperial County Board
of Supervisors voted to reject a
project that would install a cell
towers at a residential area near
the El Centro City limits.
Clear Talk proposed to install,
operate and maintain an
unmanned wireless communication facility consisting of a 160'
cell tower with equipment structures and related improvements
to provide facilities for multiple
carriers.
The project site will consist
of a 60 x 60' leased area that is
approximately 3,600 square feet,
which will be enclosed with a
chain link fence. The applicant
also applied for a variance to
increase the height from 60 feet
to 160 feet for coverage and collocation ability.
The project was approved by
the
County
Planning
Commission approved the tower
by majority vote but the approval
was appealed by the neighbors
that live near the tower on Horne
and Clark Road.
Judy Gaddis spoke against
the project saying that she was
concern about the negative
effects of the tower and how it
will not be on the best interest of
the residents and the neighbors to
have it in their area.
Ben Bustamante, also a resident of the area, said that there
will be no winners if the tower in
the neighborhood.
"Take into consideration that
if this tower is built it will evaluate the value of our homes."
Bustamante told the board.
Roberto Martinez spoke to
the board and said that the tower
will be next the corner of this
house and fears about the damages his neighbors would have
because of the tower.
"What if we have another
earthquake like the once we had
years ago and the towers falls?
That will mean families would be
in danger." Martinez said.
The Board of Supervisors
delivered on the item and most
them agreed that the cell tower
project did not belong in the area.
Supervisor Mike Kelley made
reference to the petition of 150
signatures of the neighbors that
opposed the cell towers.
"I want to remind the board
that we were elected to listen to
the will of the majority and do the
right thing." Supervisor Kelley
said.
The board voted unanimously
to approve the appeal and not
allow the tower to be constructed.

down and equipped with simulators so students can learn both
visually and tactually.
“We’re very happy to have this
hybrid to train our students,” said
Professor Jose Lopez, instructor
and department chairman. “That’s
the new technology for this car.
We place a lot of people in automotive jobs, and this will give
them the skills needed to diagnose
problems in these types of cars.”
A hybrid vehicle is defined as
one using two or more different
types of power; in this case the
hybrid is powered by an electric
motor and gas motor. While many
students may have experience with
gas- or diesel-powered engines,
the electronic components – in
particular the electric battery -- in
today’s hybrid vehicles bring
much higher risk of injury or
death.
Classes are expected to be
added to the Fall 2016 semester
schedule, allowing time for Lopez
and his instructional team to be
trained first on how to safely handle hybrid vehicles.
“What we mean by training is,
high voltage can kill, and we need
to learn how to safely work with
vehicles like this” said IVC automotive instructor Ricardo Pradis.
“We need a lot of safety, to
make sure students understand
safety concepts first,” he said. That
includes wearing special gloves
designed for those working with
high voltages, as well as safety
glasses, and developing the knowledge needed to work on this type
of vehicle, how to disable its components, and how to dispose of the
electric battery, he added.
Skip Saurman, education consultant for Megatech, was in town
recently to help familiarize Lopez
and his instructors on the vehicle
and its equipment.
The vehicle uses a fault box
that gives options for the instructor
to simply flip a switch to simulate
different types of problems. Using
worksheets, testers and computers
to diagnose the problem, the students then can instantly track
down and resolve it.
“This will give them theory,
practice
and
application,”
Saurman told the automotive educators. “(Students) will be able to
jump on it, know the switches and
the safety. The goal is to make
those guys employable.”
Lopez said the department has
arrangements with local dealerships when it comes to job placement, but instructors also will be
able to use the hybrid to train dealership technicians as well as students enrolled in Imperial Valley
Regional Occupational Program.
The vehicle is part of
Megatech’s “STEM Up” program.
STEM is the acronym for Science,
Technology, Engineering and
Math, a nationwide educational
strategy to improve the overall literacy of U.S. students in those
subjects.
Megatech literature likens
vehicles such as IVC’s Prius to “an
integrated science laboratory on
wheels … you cover all of the
STEM subjects using a vehicle to
identify what it uses for fuel (energy), what kind of engine it has
(energy conversion to power),
what kind of transmission it uses
(power transmission to wheels),
type
of
energy
storage
(batteries/fuel tank) and unlimited
number of examples correlating
STEM to automotive technology.”
Megatech states that its mission “is directed toward building
bridges
between
the
Transportation industry and education. We do this very well by providing world class teacher training
and building products that train
technicians and students alike.

Three Airlines Seek To
Replace Seaport Air As
County EAS Provider
The County of Imperial has been
notified by the U.S. Department of
Transportation (DOT) that three airlines have submitted proposals to
provide air travel services for the
Imperial County Airport through the
Essential Air Service (EAS) program. Due to the emergency nature
of the Request for Proposals (RFP)
released by DOT just over two weeks
ago, the public has until February 25,
2016 to review and submit comments
relating to the proposals.
“It is really dynamic that we
have three airlines that are interested
in Imperial County,” said District 3
Supervisor Michael Kelley. “The
County’s Essential Air Service is
critical to Imperial County transportation and I urge anybody who
has any comment or concerns to step
forward and share that with the
Imperial
County
Board
of
Supervisors. We will continue our
fervent efforts to make this transition
as successful and smooth as possible.”
Soon after the cancellation of
services by Imperial County’s EAS
provider SeaPort Airlines, Inc. was
issued late on January 15, 2016, the
County of Imperial began working
with DOT who released an
Emergency RFP (Order 2016-1-9) on
January 20, 2016 for a replacement
EAS provider with a deadline for
interested parties to submit a proposal on February 3, 2016. In response
to DOT’s RFP, Boutique Air, Inc.,
Great Lakes Aviation, Ltd., and
Mokulele Airlines submitted proposals for consideration.
The proposals are available for
review on the County of Imperial’s
website and www.Regulations.gov.
The public has an opportunity, and is
encouraged, to offer any comments
for the formal record before EAS
administrators submit a recommendation to DOT’s Assistant Secretary
for Aviation and International
Affairs. Comments should be sent

Calexico Girls Defeat Brawley 40-35

Free throws were the deciding factor in the recent Imperial
Valley League Girls Basketball
game between the Calexico
Bulldogs and the Brawley
Wildcats on Tuesday, February 9
at the Brawley Wildcats Den.
While Calexico had a lead
through most of the match, the
game was fairly close until
numerous intentional fouls in the
last minute prevented a possible
victory for the Wildcats. The
game ended with a 40-35 score in
favor of the visiting Bulldogs.
“Look at how many free
throws we missed,” said one
Brawley coach after the game.
Lead scorers for Calexico
included Kayla Rubio with 14
points and Natalia Pacheco with
10. Brawley’s top point earners
were Ashlyn Jauregui and Alexia
Phillips, both with 8.
Brawley will travel to Central
to face the Spartans tonight at 7
pm while the Bulldogs will face

Earlier in the evening, the
Brawley junior varsity team
defeated their Calexico counterparts with a dominating score of

County Supervisors Give Report On
Recent Washington DC Trip

Imperial County’s federal legislative representatives’ staff and key
administrators of the U.S.
Department of Transportation’s
Essential Air Services (EAS) program in Washington, D.C. to discuss significant legislative issues of
importance for Imperial County

Supervisors meeting, Supervisor
Castillo provided a report on the
series of meetings that took place.
“Despite our initial reservations
to traveling to D.C., due to the
record-breaking blizzard that hit the
city Friday afternoon before we
were scheduled to fly out that
Monday, it turned out to be a very
fruitful and productive trip,” stated
Supervisor Castillo. “All of our
meetings were informative and beneficial, particularly those regarding
federal lands, our ports of entry and
the EAS program. I am happy to
have had the opportunity to repre-

Another good news for the
County was the announcement
by the Department of the Interior
of an allocation of $3 million for
the rehabilitation of the Salton
Sea.
The President's budget proposes $3 million for the Salton
Sea Research Project, a sizeable
increase over the current funding
level of $300,000. According to
the administration's budget, the
funds could be used for wetland
construction along the Alamo
River to improve water quality,
provide habitat, and support
efforts by the State to reach a
comprehensive, resource management plan for the Salton Sea.

the State of California has joined
efforts with the County to restore
the Salton Sea.

In addition to advocating for
the County, the group received
updates from legislative staff on the
work the legislators have been
doing on the County’s behalf. The
County was informed that
Congressman Juan Vargas and
Congressman Raul Ruiz are working together to identify potential
funding options that could support
Salton Sea restoration activities,
Congressman Vargas submitted a
request to President Obama to provide sufficient funding for Phase
Two of the Calexico West Land
Port of Entry reconfiguration and
expansion project in the administration’s fiscal year 2017 Budget
Request to Congress, and other
updates on efforts that would
impact the County.
The County continued discussions with the U.S. Department of
Transportation’s EAS administrators and is committed to maintain
open dialogue with them in the
coming months as the RFP process
transpires to identify a new air carrier due to Seaport Airlines’ recent
unexpected termination of service.
At this time, a few carriers have
expressed interest in serving the
Imperial County Airport. Proposals
for the replacement EAS in
Imperial County are due by 11:59
p.m. today.
County officials will also continue to advocate for and work with
members of the Congress regarding
federal and legislative issues facing

Is “Bang Bang” on my personal playlist? No, but I wouldn't
change the station if it was on the
radio and that has to say something.
LAST TIME WE spoke, we
talked about the worst hit songs
of 2015. Since we survived the
angry responses from the last list,
we decided that it’s time to wade
through the better part of pop
music in 2015.
Same rules as before: The

Year-end Hot 100 and receive
enough radio play to reach
Imperial County.
Now, for the honorable mentions (or 10 through 6 if we had

being one of two enjoyable songs
from indie artists.

- "Downtown": This is an awesome combination of “Thrift
Shop” and “Can’t Hold Us.”

Church": For being 2015’s
“Imagine Dragons - Radioactive”
in terms of “over-the-top” performance in a pop song.

For being the other enjoyable
song from an indie artist this
year.

There is nothing, absolutely
nothing I should like about this
song.
The innuendo delivered in the
lyrics is is blunt and cheesy and
the two lead singers (Jessie J and
Ariana Grande) don't have the
gravitas in their performances to
convince anyone that they can
"blow your mind."
Add to that Nicki Minaj, the
rapper who exudes sexuality,
gives a fairly tame performance
here.
Yet, it's one of my favorite
songs of the year. It's catchy, it's
energetic and the performers
seem to be having fun in the single.

The last time we had a list
like this, we named a Fall Out
Boy song, “My Songs Know
What You Did In The Dark,” as
one the worst of 2013. The fact
that this one made the list should
be proof enough that you can
come back from the depths
With a hook borrowed from
one of the catchiest TV theme
songs in history and lyrics that
mention scenes in Pulp Fiction,
“Uma Thurman” creates a weird,
catchy tune.
The music video, which
focuses on a FOB intern spending
a day with the various band members, also adds to the silliness.
#3 Walk The Moon - "Shut
Up And Dance"
Confession time: I can't
dance and I'm very self-conscious about it. Asking me to
dance or perform is nearly impossible.
This song, however, manages
to express both the trepidation of
being asked to dance (or perform)
and the freedom of just not worrying about how well you look
and just do it for the joy of it.
Matching some of the biggest
performances during the 1980s,
the video is just full of fun and
enjoyment.
As a side note, Lauren Taft,
the redheaded dancer in the
music video, should become a
star instead of Julianne Hough
(Dancing With The Stars)! This
dancer has real charisma.

Ohs"
If you asked me in 2014 who
would have the best rockinspired song in 2015, the answer
I would least expect would have
been the daughter of comedian

Nice rocking beat with guitar
effects rarely heard in modern
music combined well with a performance that screams that this

People who know me know
that I am a fan of heavy metal and
hard rock. What those people
would be surprised to know is
that I am also a fan of post-disco
“boogie.” music, also called
“sugar funk.”
Songs like Kool & the Gang’s
“Celebration” up to the entirety
of Michael Jackson’s “Thriller”
album and, most succinctly,
Morris Day & The Time’s
“Jungle Love” are ones that I
often turn to
“Uptown Funk” is a perfect
throwback to that long gone era
when music was fun and great to
listen to through repeated play on
the radio and at home. Just an
awesome song that brings a smile
to my face every time it comes up
on my playlist.

Update From Your Supervisor
First of all I would like to
congratulate
District
2
Supervisor Jack Terrazas for
assuming the Chairmanship for
the Board of Supervisors for
2016. Jack has a tremendous
amount of County and City experience and 2016 promises to be a
good year with its usual challenges.
At the Board meeting on
Tuesday, February 9th, the Board
adopted the ground rules for the
application of public/community
benefit funds as a result of contributions from the Solar community. Community groups seeking
more information can visit the
county

The Imperial Valley/Mexicali
binational alliance had its first
meeting of the year at CETYS on
January 14th. Updates were
given on the Port of Entry project
both from the U.S. and Mexico
perspectives. The project is proceeding as planned, the general
contractor is Hensel-Phelps and
will conclude in March 2018. A
separate private/public project
for the East Port of Entry is proceeding through the approval
process at CBP and GSA. More
news on that later.
The President's budget
includes an additional $298 million for the downtown Port of
Entry project. This is being
included as a proposal in his 2017
budget. The board is elated and
hopes that Congress ultimately
approves this funding. This
would complete the funding for
the entire downtown Port of
Entry.
Many phone calls this month
on the status of SENTRI membership. The best thing is to visit

The Calexico Chamber of
Commerce hosted the 18th
Annual Mardi Gras event last
Friday, February 5th, with
great success.
The Carmen Durazo
Cultural Arts Center was the
place for the 2016 Calexico
Mardi Gras and Beer
Xperience where a big crowd
arrived to support the candidates for Mardi Gras royalty.
The event also served as
fundraiser for the upcoming
25th Annual Mariachi Festival
Sin Fronteras.
The Calexico Mardi Gras
took place the Friday before
Fat Tuesday and it's the last
big party before lent.
Seven people participated
this year to be the Mardi Gras
King and Queen. The candidates that participated this
year included singer Oscar
Cruz, Stella Jimenez, Celeste
Jimenez, Alma Cota, Nelson
Baxtly, Mario Conde, and
Hildy Carrillo.
"The Calexico Chamber
always has a lot of fun events
and we were honored to represent you this year." Mayor
Jackson told the crowd.
The
attendees
voted
through the night and in the
end chose to crown Hildy
Carrillo and Oscar Cruz as the
new King and Queen.
"I thank everyone for welcoming me to Calexico." Cruz
said, "I now feel part of your
community."
Monies raised will be for
future activities organized by
the Calexico Chamber of
Commerce.

Brawley growing artistic
community returned to their
alleyway behind the former Rock
Cafe on Friday, February 5 during their latest “First Fridays” art
walk and street fair.
Several artists from the city
gave demonstrations of their
skills in paint while others had
booths selling unusual merchandise, including photograph
prints, knit caps and various
other hand made items.
The last First Friday Art Walk
was held just before the first
Cattle Call weekend. El Centro’s
event in December and January’s
date falling on New Years Day
preempted other art walks in the
city until February.
“We hope to continue this
until June this season,” said one
of the organizers. “Beyond that,
it gets too hot and humid to hold
these things.”
One of the artists, Mayra F.
Garcia, painted a portrait of
recently deceased musician
David Bowie, in his Ziggy
Stardust character, as a zombie.
“I really felt something when
he passed,” said Garcia of the
musician who died of cancer in
January. Garcia’s portrait was
done in acryllic paints on a small
canvas.
Other booths had knit caps
resembling movie and television
characters, vinyl records and
other items while a local band
played in the later evening hours.
While better known as a hub
for youth and high school sports,
Brawley’s artistic community has
grown significantly in recent
years. Several art pieces from
Brawley high school students
have been selected to be hung at
the Congressional building for
both former congressman Bob
Filner and current representative
Juan Vargas.
Brawley’s “First Fridays” art
walks began in 2014 when a local
artist returning to the city saw a
lack of art being showcased in
the city. After partnering with the
North County Coalition of the
Arts, the organizers started holding the monthly show in the
alleyway behind the Rock Cafe
and Coffee Shop.
