A MESSAGE
TO THE COMMUNITY
For Good. For El Paso. Forever.
That is more than just a motto to the donors, board, and staff of the El Paso
Community Foundation. We live and breathe those words. Partnerships are
vital to moving the El Paso region forward – partnerships in health, education,
the arts, the environment, civic affairs, and human services. The El Paso
Community Foundation has embraced that belief since it began in 1977.
ARTSPACE EL PASO
On The Cover
OUR MISSION:
To establish permanent charitable funds
To provide a vehicle for donors-varied interests
To promote local philanthropy
To provide leadership and resources
in addressing local challenges and opportunities
Artspace El Paso Lofts is
a project of the El Paso
Community Foundation
that will serve as a
catalyst for downtown
El Paso and the arts
community. It will create
an economic boon to
the heart of our city by
providing affordable
housing for artists on
what is now a vacant lot
at Oregon and Missouri
streets. It will include
51 apartments, and
studio, gallery and
performance space.
As the Japanese poet’s words on the previous page suggest, the key is working
together. The El Paso Community Foundation certainly has been doing that.
Leigh V. Bloss
Chairman of the Board
With the Artspace El Paso Lofts, which broke ground this year, we are
working with Minnesota’s Artspace to move people downtown by providing
low-cost housing for local artists. We teamed with area experts to grow
Cultivate, a monthly forum on healthy food systems and sustainability.
We partnered with El Paso Live and the UTEP theater department to save
“Viva! El Paso.” Last fall, we launched the El Paso Community Foundation
Jewel Box Series at the Philanthropy Theatre, which showcases local
performing arts groups and the studio theater we developed as part of the
Plaza Theatre restoration.
Several relationships are behind the El Paso Community Foundation’s Plaza
Classic Film Festival, a major economic driver that attracts 40,000 people a
year to downtown El Paso.
That is just a sample of what we have been working on with our community
partners. The El Paso Community Foundation represents different things to
different people. Our donors’ interests are as diverse as their beliefs. They
share an interest in making El Paso a better place to live.
Eric Pearson
President
The El Paso Community Foundation strives to build partnerships that add to
the quality of life in our region. We will continue to do the quality work we
have been doing for 38 years – and counting.
For Good. For El Paso. Forever.

What does that mean? The National Standards are philanthropy’s most
rigorous, with some of the highest measuring sticks for accountability,
transparency, and continuous self-improvement.

The El Paso Community Foundation is among more than 700 community
Foundations in the United States. We are a member of the Council of
Foundations and are confirmed to be in compliance with the National
Standards for U.S. Community Foundations.
Community foundations provide a simple, powerful, and highly personal
approach to giving. As a public charity devoted to our community, we offer
a variety of giving tools to help you achieve your charitable goals.
The National Standards Board guides the sound policies and practices that
help community foundations achieve results and impact. It is our version
of the Good Housekeeping seal and distinguishes us as a smart investment
for philanthropists.
Intended as a blueprint for internal organizational development and as
a tangible set of benchmarks for external assessment of performance,
the 41 National Standards address six key areas of community

Leadership
The El Paso Community Foundation believes in leading by example, taking the lead
on a number of initiatives designed to promote a better quality of life in El Paso.
Whether it is the Community Foundation’s popular Plaza Classic Film Festival
or new efforts, such as Cultivate, the Board of Directors uses its deep well of
knowledge and expertise to fill voids in the community.
CULTIVATE
Cultivate is a lightning forum on food systems and sustainability
that is sponsored by the El Paso Community Foundation.
Through these quarterly forums, we hope to convene, educate,
and provide impetus for collaboration on food systems and
sustainability efforts around the border region. Past speakers
include restaurateur Robert Ardovino, historian Mark Cioc-Ortega,
and Stephanie Neghan of the City of El Paso recycling department.
GREAT LADIES OF PHILANTHROPY
The El Paso Community Foundation celebrates the many women
who donate to funds in the Foundation with festive luncheons
in the spring and during the holidays. In addition to honoring
their contributions to the community they love, the 2014 El Paso
Community Foundation Great Ladies of Philanthropy luncheon
tasked attendees with handing out grants to six nonprofit
organizations and participating in the Community Foundation’s
annual Spirit of Giving campaign, which provides Christmas gifts
to those who might not otherwise get one.
Joe Alcantar, Jr.
“The Community
Foundation
reinforced my love
for El Paso...
helped me step back
and look at the
bigger picture.”
Joe Alcantar, Jr. loves
El Paso. A native son and
customs broker whose
involvement in local trade
organizations helped him
see “the bigger picture,”
Joe joined the El Paso
Community Foundation
Board of Directors in 1994.
He took part in projects
like the Plaza Theatre
restoration, and eventually
became board chairman.
“I believe it reinforced my
love for El Paso,” he says.
That love inspired the
Jose and Olga Alcantar
Family Fund for general
charitable purposes in the
Community Foundation,
to support the city he loves,
for years to come.
Leadership
JEWEL BOX SERIES
VIVA! EL PASO
In 2014, the El Paso Community Foundation created a new
performance series to showcase local performing arts groups
in the Philanthropy Theatre, a gem that the Community
Foundation donated to the City of El Paso as part of the
Plaza Theatre restoration. In partnership with El Paso Live,
the first El Paso Community Foundation Jewel Box Series
at the Philanthropy Theatre launched in October with the
homegrown musical “Lacy.” The first season, which ended in
May, included a new play by Mark Medoff and performances
by Border Theatre, Kids-N-Co. and others.
The El Paso Community Foundation stepped in to save one
of the area’s beloved summer traditions, “Viva! El Paso.”
The popular musical about the city’s first 400 years has been
retooled in partnership with the University of Texas at El Paso
theater department and El Paso Live. After a year off, it returned
to its home in the picturesque McKelligon Canyon Amphitheater
in June 2015.
Beverly and
James Dick III
One constant thread
between Beverly and Jim
during their 60 years of
marriage is their love of
El Paso, second only to
their love for one another
and their family. He
continues to run his
grandfather’s business, the
James A. Dick Company.
She is a member of the
Board of Directors of the
Cardwell Foundation,
an affiliated organization,
and a past President of
the Junior League of
El Paso. “I have complete
confidence in anything the
Foundation does,” Beverly
says. The couple, married
in 1955, gave the James A.
Dick Company Centennial
Fund for general charitable
purposes and the Beverly
and James A. Dick III Fund,
a charitable remainder
trust, a tax-exempt fund
that provides income until
their deaths, when the
remainder of the fund
goes to the El Paso
Community Foundation.
How to Start a Fund
You don’t have to be rich
to be a philanthropist
Anyone can contribute to any of the funds in the El Paso Community
Foundation. They are listed in this annual report. You can start your own
fund. It’s easy.
Name Your Fund
Funds are usually named for people, places and things. Pick a name that
makes sense to you.
Mary M. Holguin
In a 44-year career,
Mary Holguin taught
everything from first grade
to college classes. After
retiring, she wanted to
do something for future
educators. Mary met
with El Paso Community
Foundation staff, who
helped her create the
Mary Mendoza Holguin
Scholarship Fund. It is a
testamentary gift to support
students pursuing teaching
careers. “I wanted to open
the scholarship fund so that
when my time is over on
this earth, it can give out
scholarships to students
who are serious about going
into the education field,”
Mary says.
“We all have to help each other
in order to exist.
Our gifts come
from hard work.
Our rewards come
from hard work
for others.”
– Bea Brag
donor and former
El Paso Community Foundation employee
Make Your Initial Gift
It can be a few dollars, a few hundred or a few thousand. Some people
donate land, property or other valuable items. You and others can add to
it as often as you like.
Choose The Type of Fund
There is a fund type for every need. They can support organizations,
causes, areas of interest, or the community needs in general. Everything
from the arts to wildlife rescue can be helped. See below for a list of funds
in the El Paso Community Foundation.
TYPES OF FUNDS
The Fund for El Paso
Also known as a General Charitable Purpose (GCP) fund, donations to this
type of fund may be used to address a wide variety of needs in the community.
Designated Funds
Allows the donor to support one or more specific organizations.
Field of Interest Funds
The donor indicates an area of interest, such as animals or the arts, to which
they want the funds directed.
Donor Advised Funds
The donor suggests specific uses of the fund.
Charitable Remainder Trust Funds
Irrevocable charitable trusts that provide income to the donor during
their lifetime and support charitable work after.
If you would like to start a fund or learn more about planned giving to
support causes that you care about, contact Eric Pearson, president and
CEO of the El Paso Community Foundation, at 915-533-4020 or email
Eric at [email protected].
SCHOLARSHIPS
Since the El Paso Community Foundation’s start in 1977, area students
have been given opportunities to succeed through the generosity of fund donors.
In 2014, the El Paso Community Foundation invested $1,076,871 in scholarships
to students from the El Paso region.
Michael C. Bustillos
After their son’s unexpected
death, Robert and Teresa E.
Gallardo wanted to keep
his memory alive. They
created the Michael C.
Bustillos Scholarship Fund,
which benefits music
students at the University
of Texas at Arlington, his
alma mater. “We didn’t
have the money or the
knowledge, but the El Paso
Community Foundation is
local, has a great reputation
and could help us to do it,”
says Teresa E. Gallardo.
She helps lead the family’s
ongoing efforts to raise
money for the fund –
through annual menudo
dinners, garage sales and
other events – and keep
Michael’s memory alive
for years to come.
Al Anderson Music
Scholarship Fund
Alfred Anderson was a mentor and father figure to the
thousands of band students he taught at Bowie and Austin
high schools over a 45-year career. He also led bands at Texas
Western College, including one that greeted the school’s 1966
NCAA men’s championship basketball team at the airport. His
musical legacy lives on with this fund, established by his wife,
Margaret Anderson, after his death in 2013.
Bears Beyond the Border
Scholarship Fund
A group of like-minded college graduates and faculty, all
Bowie High School alumni, felt so passionately about helping
future Bears that they created this fund in 2013. It awards
scholarships to college-bound students from their alma mater,
“La Bowie.”
SCHOLARSHIPS
Mickey Solis
Scholarship Fund
Mickey Solis was an El Paso success story with an unusual twist.
He grew up in the Sherman projects and became a pharmacist,
a job that helped him earn his way through law school. He
became a successful attorney and politician. After his death in
2009, his widow, Felipa Solis, created this scholarship fund for
future lawyers and pharmacists at Jefferson High School and
the Silva Health Magnet High School.
Rosa Guerrero
Scholarship Fund
Named for the local folklorico legend and retired teacher,
who turned 80 in 2014, the Rosa Guerrero Scholarship Fund
honors a woman who has done so much to teach all of us
about tolerance, potential, and education as an empowering
force. This fund awards scholarships to college-bound seniors
at her alma mater, El Paso High School.
STACEY SOWARDS
The well-traveled chair of
the UTEP Department of
Communication wanted
to honor her grandparents
and provide scholarships.
She created two funds in
the El Paso Community
Foundation. The Mary K.
and Donald W. Fleming
Scholarship Fund benefits
communication students
at UTEP. The Harriet and
Edward Sowards Fund
helps students studying
abroad. “The El Paso
Community Foundation
helped me create something
meaningful,” Stacey says,
“while honoring my
grandparents, which is
really important to me.”
SCHOLARSHIP FUNDS
Scholarships offer donors a unique
opportunity to directly impact the
youth and the future of
our community.

GRANT GUIDELINES
GrantS
The El Paso Community Foundation believes that helping nonprofits
is a great investment in the community we love. The Community Foundation
makes grants to a broad range of organizations, from tiny startups
with innovative ideas that make a difference to large organizations
that have specific local impacts. Read on for a small sample
of some recent grant recipients.
Fab Lab El Paso
Second Chance Wildlife Rescue
Segundo Barrio Futbol Club
With the motto “Power Tools to the People,” the fabrication
lab uses computer design, routers, scanners, and 3D printers
to teach people to use technology to make the world a better
place. It enables El Pasoans of all ages to develop products
ranging from furniture to mechanical parts. A grant from an
El Paso Community Foundation affiliated organization helps
fund its Fab Kids program.
Second Chance Wildlife Rescue saves hundreds of orphaned
and wounded doves, pigeons, hummingbirds, hawks, other birds,
and animals each year. Grants from the El Paso Community
Foundation and its affiliate organizations help the all-volunteer
organization pay bills – and rescue wildlife.
Simon Chandler started the program to fill a void in Segundo
Barrio, one of the nation’s poorest neighborhoods, which had
no organized sports. Kids in two different age groups now
compete in leagues on the east and west sides of town. In 2014,
Chandler added a reading program. Grants from the El Paso
Community Foundation and its affiliate organizations help
support this growing effort.
Grant seekers may go to our website at epcf.org to view the El Paso
Community Foundation’s guidelines and to submit an application. Click on
the Receive prompt from the menu.
“It is rewarding
to be involved
in the diverse
efforts of the
Community Foundation,
helping people in need
and the city
in general.”
– Tom Porter
The El Paso Community Foundation areas of interest are: Arts and
Humanities; Civic Affairs/Public Benefit; Environment/Animals; Education;
Health and Disabilities; and Human Services. Because the Community
Foundation is a collection of many separate funds established by individuals,
families, nonprofit organizations and companies, the grants suit a variety of
philanthropic interests and giving styles.
Grants generally will not be made for annual campaigns, dinners or special
events, ongoing general support, individuals, capital campaigns for new
buildings, or travel.
Grant requests will be considered only from agencies located within or
offering services to the citizens of our community, which includes far west
Texas, southern New Mexico, and northern Chihuahua, Mexico.
U.S. applicants must be exempt from income taxes under Section 501(c) (3)
of the Internal Revenue Code or the equivalent in Mexico.
The Board of the El Paso Community Foundation reviews requests and
selects recipient organizations in May and November of each year. Deadlines
for receipt of requests are February 1 and August 1.

nursing in Juárez, Mexico. It began in 1993 with a handful
of nursing assistant students to become the largest accredited
nursing school in Chihuahua, graduating more than 70 nurses
a year. The Foundation also supports the FEMAP Foundation’s
$15 million campaign to build a four-story nursing school and
expand Hospital de la Familia.
Sharing the Legacy

in the late 2000s. Amor Por Juárez started in 2009 to combat
the culture of violence at its peak with youth-oriented arts
and cultural programs. The El Paso Community Foundation
supports Amor Por Juárez’s efforts, which instill civic pride and
provide opportunities for young artists, writers and performers,
including the recent opening of its Juárez Contemporary, an art

THE FUND FOR EL PASO
Jorge Perez-Vinalet
and Yvette Fry-Perez
Jorge is a Cuban native.
Yvette is El Paso born.
They met while working
in New York’s art and
fashion industries and
moved to El Paso
after 9/11. The couple
owned, and later sold, the
trendy Ruby Lola fashion
boutique, named for their
twin daughters. Jorge
says they wanted to “leave
a little bit of a legacy”
for their girls and give
something back to El Paso
by establishing the Ruby
Lola Fund for General
Charitable Purposes in the
Community Foundation.
It as a testamentary gift
that will benefit the
community after the
fashionable couple is
gone. “The Community
Foundation seemed like
the best and most
beneficial way to do that,”
Jorge says.
The 382 funds now established in
the El Paso Community Foundation
represent a kaleidoscope of
interests, hopes, and dreams.
Distributions from these funds
have made possible an array of
grants that can be found on our
website at epcf.org.
Marie G. Brown Fund
Income from these unrestricted
funds, also known as general
charitable purpose funds, is
distributed in the form of grants
following a careful review by the
Board of Directors. These funds
have the most flexibility of all as
they can more easily meet the everchanging needs of our community.

Jane Kleinschmidt Keating
was less than 5 feet, but
stood as tall as the pines.
Janie, husband Jim and son
Mark came to El Paso in
1977, bringing with them a
love of family, animals, the
outdoors and community
service. Janie had been
involved with the El Paso
Community Foundation in
the 1980s, but it was after
meeting the Foundation
staff at the Philanthropy
Theatre Annex dedication
in 2007 that she decided
to turn her family’s good
fortune into a legacy.
Janie died a year later,
after establishing the
James, Janie, and Mark
Keating Fund in the El Paso
Community Foundation,
a fund that supports local
charities devoted to helping
animals and children.

Ricardo “Dick” Medina
graduated from Cathedral
High School in 1964. His
son is an alumnus. His
grandson is a freshman
there. The retired electrical
engineer wanted to help
his alma mater with a
fund that could help
defray operating costs and
maybe lower tuition. Dick
created the Cathedral High
School Fund in the El Paso
Community Foundation.
“I thought that was a
great idea,” Dick says.
“The principal (Brother
Nick Gonzalez) liked the
idea, too.” The Cathedral
High School Fund
directs funds to the
Catholic school.

Community Foundation
in 1977, served two terms

FRANCES RODERICK AXELSON
1923-2014
“We inherited
the tradition of giving
to those in need,
and we want to
pass that on to
future generations.”
Tiny in stature, radiant
as the West Texas sun,
Frances Roderick Axelson
was a giant in El Paso. She
lived her life true to the
original meaning of the
word philanthropy, defined
as a “love of humankind
as demonstrated by acts
of charity.” The daughter
of Dorrance D. Roderick,
who owned and published
the El Paso Times, Frannie
was a generous spirit who
was among the founders
of the El Paso Community
Foundation, a longtime
member of its Board of
Directors and was Board
Chair during the drive to
restore the Plaza Theatre.”
A consistently generous
donor, Frannie contributed
to 12 separate charitable
funds in the El Paso
Community Foundation
that support a wide variety
of organizations and
causes, from the Salvation
Army and Rescue Mission
to KTEP and the El Paso
Symphony Orchestra. She
made contributions big and
small, knowing it was not
the size of the donation,
but the gift to help others
that mattered.
When private foundations affiliate with the El Paso Community Foundation,
their board members are relieved of highly technical and burdensome
reporting to the IRS. Instead, their board experience focuses on funding
good works. Affiliated foundations also enjoy the opportunity to utilize
the professional staff of the Community Foundation for management and
administrative purposes.

The El Paso Community Foundation Board of Directors and staff can’t
