A s Mayor, may I welcome you all to Wokingham, and to this our Town Guide. We hope this Guide provides useful and interesting information for both visitors and residents. The office of Mayor of Wokingham Town dates back to 1885. Every year since then Wokingham Town Council elects its Mayor, and it is a great privilege and an honour for me to have been elected Mayor of Wokingham in May 2012. I look forward to serving and supporting the town, townspeople, civic traditions and businesses. During the year we hold many special events. These include the May Fayre, summer musical entertainments in the Market Place, an August food and drink festival, and film shows. Our Heritage Weekend is in September and the Winter Carnival in November – this being another major event with fairground sideshows, stalls, and a Carnival Float parade culminating with a Carol service and (the Mayor!) switching on the Christmas lights. Wokingham is twinned with ViryChatillon in France and Erftstadt in Germany and we regularly visit – and receive visits from – our partner towns. We are very proud of our Victorian heritage and of our carefully restored Victorian Town Hall – please enjoy the wonderful architecture! While in Wokingham please take advantage of our other amenities: the well-equipped parks, sports centres, swimming pool, theatre, restaurants, pubs and of course, our shops and markets. Wokingham has always been a market town, and regular markets are held on Tuesdays, Thursday, Fridays, and Saturdays. We have various specialised markets as well and a dedicated farmers' market is held on the first Thursday of every month. April Civic Awards Ceremony - The Town Council acknowledges and thanks individuals who do community work in the town Annual Town Meeting - Presentation of the Council’s annual report and public question time Wokingham Town Council comprises twenty-five councillors who represent the four wards of the town: Emmbrook, Evendons, Norreys and Wescott. Council, setting and overseeing the budgets for the other committees. This committee also administers the allocation of grants to local charities and community projects. The Town Councillors are elected every four years. Each year the Council elects one of their members to be the Town Mayor and Chairman of the Council. Planning & Transportation: This committee acts as a consultative body on Planning Applications, Development Proposals and Transport issues. This committee is also responsible for the upkeep of some bus shelters and park benches in the town. The Council delegates much of its business to the following committees: Amenities: Responsible for the Council's facilities (parks, allotments, buildings, markets, playgrounds) and organising street entertainment, Christmas lighting etc. Arts & Culture: Encourages, supports and, in conjunction with other organisations, delivers artistic and cultural events to users of the town centre. Civic Advisory: Makes decisions on matters relating to the Mayor’s Civic involvement with the Town Council. These include Mayoral Regalia, Civic Events such as Civic Awards, Mayoral Town Twinning visits and the honorary staff members. These meetings are open to the public and members of the public who are interested in particular matters may occasionally be invited to join as co-opted members on working parties. The annual Town Meeting is held ever y March/April, where members of the public are invited to come and ask questions of the Mayor and chairmen of the main committees. The friendly, varied General market trades around the Town Hall on Tuesdays, Thursdays, Fridays and Saturdays. In addition, a Farmers’ market is held on the first Thursday of every month. Bookings can be made for the hire of rooms for meetings or functions at the Town Hall and also at Woosehill Community Centre by contacting the Information Centre. Rooms of varying sizes are available at very reasonable rates and there are catering facilities at both locations. Free Wi-Fi is available in rooms booked at the Town Hall. Emmbrook Village Hall is available for hire from the Village Hall Management Committee (07799 060597). Enquiries on stalls should be directed to the Market Superintendent on 07847 602186 or email [email protected]. Information Don’t know what to do in Wokingham? Look no further than the Information Centre in the Town Hall! The centre provides extensive information on local events and has leaflets and posters on places to visit. Bus and train timetables for the Wokingham area are available too. The staff help local charities advertise their events and sell tickets. Publications and DVDs on Wokingham, including various local history books by Ken Goatley and Jim Bell are also stocked. CENTRE Weddings / Special Events The Town Hall’s Victorian cross-beamed Main Hall is a spectacular venue for wedding ceremonies and is also licensed to hold civil ceremonies. The Hall is equally suitable for a small, intimate event or a larger gathering of up to 140 people, with seating and catering facilities for up to 100 if required. Support for the Elderly Older residents have an important place in Wokingham’s community life and the active contribution that many make to associations in the town is much valued. The Wokingham and District Day Centre for the Elderly (WADE) offers day care and meals and there are also high quality residential and nursing homes. Excellent Health Care A caring community with high quality services clinics, including physiotherapy, maternity, gynaecology, podiatry and stop smoking. There is also a Macmillan House Cancer Care Day Centre. The Community Mental Health Team at The Old Forge, 45 - 47, Peach Street, (0118 989 0707) offers counselling and day care between 9.00am and 9.00pm. This is a joint service between Social Services and the NHS. The ABC of General Information in this Guide also lists counselling services including MIND (0118 979 2620) and ARC Youth Counselling and Information Services (0118 977 6710). The Town is well served by dentists, chiropodists, physiotherapists and other ancillary care specialists. Well-equipped GP surgeries have their own practice nurses and offer all modern facilities and services. The Town is served by the Royal Berkshire Hospital in Reading, where there is an Accident and Emergency Unit. Good Schools for All Children Wokingham has a wide choice of good quality state and independent schools for pupils of all ages. For children under statutory school age, parents can choose from a variety of good nurseries and pre-school groups. Local primary schools offer a thorough grounding in the national curriculum and, in an interesting and supportive environment, encourage all children to achieve their potential. Wokingham’s secondary schools perform at consistently high levels. There is a good choice of mixed or single sex education, which is an important factor for many parents. At a special court held at Windsor Castle on 16 April 1975, Queen Elizabeth II authorised by Order of Council that the Armorial Bearings were to be “lawfully borne and used” by Wokingham Town Council. • A field of acorns on a gold shield representing Wokingham as a forest town. • An ermine chevron indicative of the Royal House. • A Tudor rose, which is part of the badge of Queen Elizabeth I and our present Queen. • The crest as a Saxon crown representing the Saxon origin of the district. Glimpses of Wokingham’s past How Wokingham Began Once a busy market town in Windsor Forest, the historic town of Wokingham is now a lively centre for business, commercial and retail enterprises. It owes its success to its strategic position in the prosperous Thames Valley and easy access to road, rail and air services. The town is served by the A329 London to Reading road and by the M4 and M3. Bus and rail services link it to Reading, Bracknell and Camberley. There are good rail connections through Reading to all parts of the country and Wokingham has direct services to London Waterloo, Guildford and Gatwick Airport. Heathrow Airport is within easy reach via the M4. Few towns of Wokingham’s size enjoy such excellent communications as well as being set in beautiful countryside, with numerous historic centres close by and the coast accessible for day trips. The town retains many historic listed buildings. The Market Place and its Victorian Town Hall are at the heart of the town which is an attractive mix of old houses and inns with modern shops, businesses and offices. Wokingham offers a pleasant living and working environment, which is well served with shops, churches, schools, community, health and leisure services. People have lived in the Wokingham area since Iron Age times, but the town itself probably began as a tiny Saxon settlement occupied by the Woccingas tribe from Woking. It is known that there was a Saxon chapel on the site of All Saints’ Church. The name of Wokingham relates to these early settlers. It has been spelt in many different ways, but the modern spelling is the oldest and correct version. The Original Town Layout Wokingham was once part of the manor of Sonning, owned by the Bishop of Salisbury. In 1219 the Bishop purchased a charter from Henry III which allowed him to hold a market every Tuesday. The layout of the new town was then settled and divided between the Bishop and Dean of Salisbury. Most original street names have changed little. Le Shete is now Shute End, Le Rothe Strete became Rose Street, Le Peche Strete became Peach Street and Le Don Strete was Down Street before being renamed Denmark Street in the 19th century, following the marriage of Princess Alexandra of Denmark to Edward, Prince of Wales. The Growth of Industry For centuries, most people in the town earned their living directly or indirectly from agriculture. Early industries such as producing and weaving wool, tanning leather and making leather goods such as shoes and gloves depended on pastoral farming for the supply of raw materials. Page 28 Wokingham Town Official Guide 2012-2014 In the 14th century a bell foundry was established in Broad Street and for three hundred years Wokingham became well-known for the bells cast and supplied to churches across southern England. In the 17th century hand-knitted silk stockings were made and machine knitting was introduced in the early 18th century. The silk trade continued until the 19th century when other industries emerged including leatherworking, wool-dealing, brewing, coachbuilding and brick-making. Coaches were made here for kings and princes in Britain and Europe, and the town supplied handmade bricks for facing Westminster Cathedral. Wokingham in the Civil War Wokingham was badly affected by the Civil War in the 17th century. The district was subject to foraging raids by both Roundheads and Cavaliers. The latter were recorded as raiding the town on two occasions, setting fire to houses when inhabitants failed to supply them with enough food. The First Schools After the Restoration a group of Puritan ministers settled in Wokingham and opened small schools. As the town grew more schools were established. These included a school in Montague House in 1654, a day school at the Baptist Sunday School in 1840, the National School in 1825 (now All Saints School) and another in Tudor House in the early 1900s. • A Berkshire stag supporting a bishop’s crozier referring to the ownership of most of the town by the Bishop of Salisbury until 1574, when it became a Royal town. Roy Lillington www.wokingham-tc.gov.uk Page 29 Some examples of Wokingham’s architecture St Paul’s Church This Church was built in 1862-64 and endowed by the third John Walter of Bearwood, whose family founded the national Times newspaper. It is an example of prosperous High Victorian work in the Decorated style. The tower with pinnacled spire, which soars to 150 feet, is a local landmark. The font is an unusual item of Caen stone decorated in the art nouveau manner. Tudor House (Reproduced by kind permission of Elizabeth Chalmers) The Town Hall Prominent in Wokingham town centre, where a market charter was granted by Henry III in 1227, the Town Hall was built in 1860 on the site of the much older Guildhall. It served as a courthouse and police station with a Council Chamber, market, reading rooms and a savings bank. The covered arches which once housed the town’s fire engines are now occupied by shops, while the courtyard (formerly the prisoners’ exercise yard and cells) is a restaurant. Baptist Church A Baptist Meeting House was first established in Milton Road in 1774. Following a growth in the congregation the present church was completed in 1861. The Overhangs Although having the appearance of a single building, The Overhangs in Peach Street actually comprises two buildings, the earliest dating from the 16th century. It is Grade II listed with unusual horizontally sliding sash windows, and is currently in use as offices. Page 30 Wokingham Town Official Guide 2012-2014 www.wokingham-tc.gov.uk Page 31 Some examples of Wokingham’s architecture A Successful Centre The Elms Parts of this imposing Grade II* listed town house in Broad Street, which was extensively rebuilt in the late 18th century, date from the 16th century or earlier. Once a family home and later converted for commercial use, the building was badly damaged by fire in 2011 and is currently being restored as apartments. The Town Hall Clock Installed c.1866, this is one of the finest remaining examples of an electromechanical Tucker clock in the country. In the interests of accuracy, the original mechanism has been disconnected and the clock is now driven by a high precision electric motor synchronised to the radio time signal. Montague House A successful centre for business and industry Dating from 1654, this prominent Grade II* listed building in Broad Street was a school house until 1802 when it became a family home. It reverted to a school in 1920 and in 1951 it was sold to Berkshire County Council, who used it as an education centre and to house the town’s library. It was sold again in 2004 and is now a restaurant with apartments above and retail units in the courtyard. The rural atmosphere around the town of Wokingham is evidence of its agricultural past. Although open spaces and farming still survive, the area has taken on a new mantle of modern technology and successful industrial enterprise. With the modernising of our strategically placed business parks (Molly Millars Trading Estate, the Mulberry and Oaklands Business Parks), many national and multinational businesses are attracted to the area. Wokingham’s situation in the Thames Valley, where large companies predominate, enables us to act as both a shopping and service centre for the surrounding areas. This has created a unique opportunity for both the small business sector and the larger multiple stores to prosper. Good Prospects for Wokingham Fortunately, Wokingham has retained much of its original charm as a Market Town that makes it attractive for those who wish to live and work within its confines. Parks and Open Spaces Recreation Grounds Wokingham is very fortunate in having large areas of open space either in the form of parks or open land for people to enjoy. The Town Council is responsible for maintaining Joel Park, King George V Playing Field, Langborough Recreation Ground, Howard Palmer Gardens, Viking Field, Leslie Sears Playing Field and Redlands Farm Park. In the centre of the town at Elms Field there is a children’s play area, and special events such as fun fairs and carnivals also take place here.
