The Property Registry September 9, 2015 Stakeholder Advisory Council Biographies Maureen Terra (Chair), CSI Executive Sponsor The Property Registry Winnipeg, Manitoba (204) 945-3224 [email protected] Maureen Terra is the Executive Sponsor for the Client Services Improvement (“CSI”) Initiative. The CSI is a multi-year project designed to improve customer service through on-line registration and search services. Maureen is responsible for providing strategic direction for the projects to keep them aligned with The Property Registry’s core mandate as a service provider for The Province of Manitoba. In addition, Maureen is a lawyer with The Property Registry, and as a Statutory Officer (District Registrar for the Morden Land Titles Office), she provides direction to The Property Registry in conformity with the objectives of The Real Property Act, The Registry Act, The Personal Property Security Act and all other statutes regarding interests in land and personal property. Before joining The Property Registry, Maureen was a lawyer practicing predominately in the area of real estate. She spent several years working with developers on subdivisions and related municipal law issues in the Winker and Morden area of the Province. She continues to be active with members of the Manitoba bar, and has been an elected voting member of the Manitoba Bar Association Council since 2009. Ashley Joyce, Partner Meighen Haddad LLP Winnipeg, Manitoba (204) 725-8769 [email protected] Ashley Joyce is a graduate of Brandon University and the University of Manitoba Law School. He was called to the Manitoba Bar in 2000 and is a partner with Meighen Haddad LLP where he has a general solicitor’s practice. Ashley has been a Learning Group Facilitator for the Law Society of Manitoba’s CPLED program for the past few years, a past board member for the United Way in Brandon, a continuing member of the Wheat City Lion’s Club serving as the chair of the club’s annual Grey Cup raffle, and a Bencher for the Law Society of Manitoba since June, 2014. The Property Registry Stakeholder Advisory Council Biographies Barry Effler, Registrar-General of Manitoba The Government of Manitoba, Consumer Protection Division Winnipeg, Manitoba (204) 945-0446 [email protected] Barry Effler is the Registrar-General of the Province of Manitoba. Barry is a Bencher of the Law Society of Manitoba. Barry is a past President of the ADR Institute of Canada, the Canadian association for professionals involved in the commercial dispute resolution field. He is also past executive member of the Manitoba Bar Association and a past chair of the Canadian Bar Association's National Alternative Dispute Resolution section. He is an active arbitrator and mediator and was appointed a Chartered Arbitrator in 1996. Barry is the winner of the 2002 Lionel McGowan National Award of Excellence in the field of dispute resolution. In 2007, Barry was named a Fellow of the ADR Institute of Canada. He was called to the Bar of Manitoba in 1983. He holds Bachelors and Masters degrees in law. He worked in progressively responsible positions with the Ontario Government until 2006, when David moved to Winnipeg, Manitoba, to assume the position of Director, Community and Regional Planning, with Manitoba Municipal Government. Dr. Neufeld obtained his PhD in Planning from the University of Waterloo in 1998. Deputy Director of Surveys. Dewey retired in February 2014 from the Surveyor General Branch of Canada where he had been the Manitoba Region manager since 2003. He previously worked at the Surveys Branch of the Province of Manitoba for 29 years. During his time with the SGB, he volunteered with the Association of Manitoba Land Surveyors (AMLS) in a number of different capacities including: Chair of the Association Professional Development Committee, Chair of Professional Standards and Ethics Committee , Registrar for the AMLS and member of various committees. The Property Registry Stakeholder Advisory Council Biographies Don Bourgeois, Geomatics Officer The City of Winnipeg Winnipeg, Manitoba (204) 986-4311 [email protected] Don has been engaged in the Land Surveying profession over 35 years, 21 of which as a commissioned land surveyor (AMLS) in Manitoba. He has worked in the private sector in all facets of survey work throughout the Province of Manitoba and more recently as an employee of the City of Winnipeg. Currently involved in facilitating major infrastructure projects throughout the City of Winnipeg Edward Brown, Partner Pitblado LLP Winnipeg, Manitoba (204) 956-3503 [email protected] Ned practices in the areas of lending and secured transactions, banking law, subdivisions, condominium and commercial real estate development, acquisitions and divestitures and commercial leasing. He was born in Winnipeg, Manitoba on May 26, 1942, obtained his Bachelor of Arts degree from the University of Manitoba in 1964 and his Bachelor of Laws degree from the University of Manitoba in 1967. He articled with the firm Asper Freedman and was called to the Bar in Manitoba in June of 1968. Ned has been with the Asper Freedman firm and its successors including the current firm, Pitblado LLP, since working as a summer student with the Asper Freedman firm in 1966. Ned is currently the co-chairperson of the Real Property Subsection of the Manitoba Bar Association and is or has been the chairman or a member of several Real Property Subsection ad hoc committees including ones dealing with brokers' standard form residential offers to purchase, "life leases," title insurance in Manitoba, personal property security, survey matters, legal opinions, building schemes, wind farm easement titles and land law amendments relating to land fraud. He also chairs an ad hoc committee dealing with the operation of and fine tuning of the Personal Property Security Act (Manitoba). Ned has been lecturer to third year University of Manitoba Law School law students in the Solicitors' Transactions Course. Over the last 20 years, Ned has participated in or chaired Law Society of Manitoba and Manitoba Bar Association seminars concerning survey matters, conveyancing practice, environmental law concerns for real estate practitioners, personal property security, real property security, real property matters generally, lending to First Nations, independent legal advice, legal opinions to lenders and the Security Transfer Act amendments to the Personal Property Security Act. The Property Registry Stakeholder Advisory Council Biographies Howard Nerman, Partner Pitblado LLP Winnipeg, Manitoba (204) 957-3530 [email protected] Howard Nerman graduated from the University of Manitoba Law School in 1981 after obtaining his Bachelor of Science in 1977. Howard was admitted to the Bar Manitoba in 1982 and the Bar Alberta in 1983. He is currently Co-Chair of the Real Property Subsection of the Manitoba Bar Association. As well, Howard is Past President of the Manitoba Rhythmic Gymnastics Association and past President of the Sapphire Rhythmic Gymnastics Club. He practices in Aboriginal Law, Commercial Real Estate, Financial Services, and Intellectual Property such a Trade-marks, Copyright and Patents. Kathleen Craton, Professional Liability Claims Fund The Law Society of Manitoba Winnipeg, Manitoba (204) 926-2012 [email protected] Kate Craton graduated from the University of Manitoba Law School in 1986. Over the next 8 years, Kate articled and then practiced law at Aikens, MacAulay and Thorvaldson, in a general corporate and commercial practice with an emphasis on real estate transactions and financings. In 1995, Kate joined The Law Society of Manitoba and has worked for the past 20 years as Insurance Counsel to the Professional Liability Claims Fund, which is the mandatory liability insurer for all practicing Manitoba lawyers. The Claims Fund investigates and then defends, repairs or settles negligence, breach of trust and other civil claims against lawyers. As Kate manages the majority of lawyers’ liability claims arising out of real estate transactions, she is frequently involved in situations where title problems or document defects prevent the completion of parties’ registrations at the Land Titles Office. Resolution of such claims often highlights areas where lawyers’ standards of practice need to be adapted to accord with TPR’s policies and procedures. Kate works with Continuing Professional Development presenters and others at the Law Society to educate and communicate with lawyers on real estate law and practice developments. Kate drafted the Western Law Societies Conveyancing Protocol in consultation with the LSM Conveyancing Practices Committee, and she is currently working with a subcommittee of practitioners on the revision of Manitoba lawyers’ standard trust conditions. The Property Registry Stakeholder Advisory Council Biographies Marla Boyd, Barrister and Solicitor Manitoba Hydro Law Division Winnipeg, Manitoba (204) 360-3468 [email protected] Marla is a lawyer with the Manitoba Hydro Law Division and together with her colleagues represent Manitoba Hydro, Centra Gas Manitoba Inc., and other subsidiaries of Manitoba Hydro. She has been with the Law Division since 1997 and prior to that practiced law at the firm of Tupper & Adams where she also articled. Michael Paré, Manitoba Land Surveyor Phillips & Stevens Winnipeg, Manitoba (204) 663-2089 [email protected] Michael Paré is a Manitoba land surveyor in private practice with the firm Phillips and Stevens. Michael received his commission as a Manitoba land surveyor in 2008, and has been employed in the land survey industry since 2004. As a previous councilor and current Vice President of the Association of Manitoba Land Surveyors, Michael is engaged in the issues affecting the Association and its members. As a member of the executive council of the Association, Michaels commitment to the land surveying profession has been focused on matters of public awareness, statute and bylaw reform, and attracting new students to the profession. Roberta Weiss, Realtor Century 21 Bachman & Associates Winnipeg, Manitoba (204) 453-7653 [email protected] Roberta Weiss is the 2015 president of the Manitoba Real Estate Association. She brings almost 30 years of committed real estate experience and incredible passion to the job. As one of her first duties, Weiss led the charge to make sure MREA’s more than 2100 REALTORS® were educated, equipped with tools and fully informed about the new Manitoba Condominium Act. Weiss has served on 17 different volunteer committees and task forces - since the late nineties - as a leader in the areas of education, finance, insurance, sales, and professional standards. Career highlights include being a past sales division chairperson at Winnipeg Real Estate Board (WREB 2004) and serving on the board of directors at WREB (2003-2004) and the Manitoba Real Estate Association (2012-present) board of directors. In 2009 and 2010, Weiss was chair of the Manitoba Real Estate Association Shelter Foundation, our industry’s registered charity, and currently sits on the board of governors. She is a tireless advocate for maximizing the professionalism and community outreach opportunities for organized real estate in Manitoba. Weiss is with Century 21 Bachman & Associates. The Property Registry Stakeholder Advisory Council Biographies Suzana Baptiste, Manager, Consumer Loans Administration Steinbach Credit Union Winnipeg, Manitoba (204) 661-1575 ext. 4514 [email protected] As Manager of the Consumer Loans Administration team with SCU Suzana is responsible for implementing operational plans, delivering business results, leading a team and ensuring compliance in all areas relating to consumer loans administration. This also includes administration relating to the personal property registry, property taxes, and Insurance. Trish Vrooman, Administrative Assistant Rural Municipality of North Cypress-Langford Carberry, Manitoba (204) 834-6622 [email protected] Trish Vrooman currently lives in Carberry, Manitoba but grew up in Belmont, Manitoba. She graduated in 2008 from the Office Administration (Legal Specialization) program at Assiniboine Community College. Trish was employed with a law firm in Brandon (Meighen Haddad LLP) for almost 6 years doing mostly real estate law and loved every minute of it. Now she works for the RM of North CypressLangford/Town of Carberry as an Administrative Assistant since November of 2014.
